The combination of these grants are directed towards the development of a rainwater detention and harvesting pilot project in the Buena Vista-Santurce (BV-S) community. The LAND TRUST is seeking qualified design-build firms to assist in the implementation of this grant. Firms interested in providing the professional services described in this Request for Proposals (RFP), including Disadvantaged Business Enterprises (DBE’s), are encouraged to respond. Background The LAND TRUST is a private, nonprofit organization with independent juridical personality that owns and manages over 200 acres of land for the benefit of all the residents of communities


along the Caño Martín Peña. The LAND TRUST is one of the mechanisms designed by the communities along half of the Caño Martín Peña, in order to facilitate the implementation of the ENLACE Caño Martín Peña Project (ENLACE), which includes the environmental rehabilitation of this tidal channel within the San Juan Bay Estuary, and the social, economic, and urban transformation through participatory democratic processes and intersectorial alliances. Through Act No. 489 of 24 September 2004, known as the Comprehensive Development of the Caño Martín Peña Special Planning District Act (Act 489-2004), ENLACE and the LAND TRUST became the communities´ instruments for the implementation of the Comprehensive Development and Land Use Plan for the Caño Martín Peña Special Planning District. Act 489-2004 allowed the transfer of all state and municipal government real estate within the District to be transferred to the LAND TRUST. Currently the LAND TRUST is concentrating its efforts in:  Granting of Surface Rights Deeds to all eligible residents that own their structure on LAND TRUST lands.  Cataloging, identifying and investigating scattered land lots for the construction of new housing.  Working with the LAND TRUST´s members in order to make them part of the decision-making processes.  Generating income by leasing different properties to individuals and public and private entities. Project Goals and Scope of Services The pilot project focuses on the areas of flood risk reduction, strengthening community empowerment, and building community resilience in the face of future extreme weather events. It will evaluate and design rooftop rainwater harvesting, detention, collection and reuse strategies, to ultimately determine the strategies that can be used to create community-wide adaptable models, and the implementation of selected strategies on site case studies in the BVS community. The pilot project will be a continuation of the efforts of the LAND TRUST and ENLACE to manage rainfall discharges and significantly reduce the community’s susceptibility to flooding events. The project activities are separated into eight (8) milestones: 1. Meetings with Community Members Conduct a total of five (5) meetings to discuss proposal, project schedule, Site Case Study, water harvesting strategies and management. Develop a workshop to instruct about the monitoring process and data generation, management and analysis. 2. Quality Assurance Project Plan (QAPP)

Develop a QAPP that defines and establishes the monitoring procedure for the rainwater harvesting strategies implemented, specifically precipitation measurement after a rain event, water detention and reuse strategies, specifications, standards and related documents, among others. Site Case Study Report Conduct technical, theoretical and field studies to determine site characteristics and analysis, site structure measurements, runoff movement, roofs and site’s typologies, site grading, previously documented information on rain events that led to floods within the community, among others, with the purpose of developing site evaluations for the proposed case studies. Rainwater Harvesting Strategies Development Recommendations strategies that arise from previous Site Case Study, and explain the functioning of water collection, detention and storage systems. Develop design plans and specifications for such systems as well as improvements for better water collection from runoff, plumbing systems connecting water collection units to bathroom and cleaning fixtures, and rain gardens for overflow collection. Explain in detail the expected outcome of the rainwater harvesting strategies monitoring process. Semi-Annual Report to EPA and the Land Trust Develop a report comprising all previously completed tasks, including outcomes of meetings with community members, and prospective tasks. Implementation and Monitoring of selected Rainwater Harvesting Strategies Conduct installation of rainwater harvesting systems, plumbing connections and mechanical instruments, rain gauge, flowmeters, among others. Monitoring during the last month of the project, after system implementation. Develop community monitoring workshop as indicated in item 1. Preparation of Final Report to EPA and the Land Trust Analyze and compare gathered data with the estimates gathered in the Storm Water Collection System Conceptual Design for BV-S community. Presentation of Project Results to Community Members After final report has been completed a final meeting shall take place to share project results with the community.

Anticipated Selection Schedule This Request for Proposal (RFP) has been issued to determine the eligibility of responding individuals or companies (DESIGN-BUILD FIRMS) to develop and manage the PROJECT. The RFP and its attached EXHIBITS describe the terms and conditions under which the LAND TRUST will select one or more DESIGN-BUILD FIRMS. The RFP document will be available from January 8, through January 14, 2019, at no cost, at the headquarters of the CorporaciĂłn del Proyecto


ENLACE del Caño Martín Peña (ENLACE), 1957 Ponce de León Ave., Santurce, San Juan, during the hours of 8:30am to 4:30pm. Proposals are due no later than January 25, 2019 on or before 4:00pm. A compulsory Pre-Proposal meeting will be held on Monday, January 14, 2019 at 3:00 pm at the ENLACE headquarters. During the Pre-Proposal meeting, the general requirements of the project and any questions raised by potential Design Firms will be discussed. Verbal answers to questions during the Pre-Proposal meeting will not be authoritative. Nothing stated or discussed during the course of this meeting shall be considered to modify, alter or change the requirements of the RFP documents, unless it shall be subsequently incorporated into an addendum to the solicitation documents. The LAND TRUST expects the selection of grantee or grantees will take place on or before the 1st of February, 2019. Timeline The LAND TRUST expects to have a finished project on or before August 31, 2019.
