11:00-12:00: Setting the Scene The study of human factors in air traffic management (ATM) aims to understand human behaviour and performance. With the latest satellite-based navigation, automated landings, automated commands and airborne collision avoidance systems, advanced technology impacts every aspect of ATM on the behaviour and performance of ATM staff. This session will highlight key developments in recent years, the human factors and key findings of technology impact studies conducted by ICAO and others.

Learn about how the impact of technology on human performance differs between air traffic controllers and pilots and the implications for your organisation or customers. Human performance is a central driver of successful ATM delivery, and needs to be supported by an enabling environment. Today this task-enabling environment is driven by technology, and continues to evolve. In this session we will explore the complex and critical impact of technology on human performance in air traffic management, with current examples from a controller and pilot perspective.

These technologies have brought many benefits, but have also resulted in some challenges. Understanding how humans interact with automation is vital for successfully designing new automated systems that are both safe and efficient. In this session, we discuss how human performance and knowledge has been integrated into ATM system design, and share the experiences of CANSO Members in how this translates into training, policies and procedures to help humans perform better, both in terms of the challenges, and the benefits.

15:00-16:00: Collaboration: the status of CDM and ASBU implementation in Africa Examine how CDM and ASBU implementation is vital for improving operational effectiveness, reducing delays, improving the predictability of events during the progress of a flight and optimising resources. In this session we follow up on the 2016 CANSO Collaborative Decision Making (CDM) Seminar and discuss collaboration as part of implementing the ICAO Aviation System Block Upgrades (ASBU). Airport operators, aircraft operators, ground handlers and ANSPs will present their organisation’s views and experiences of CDM and ASBU implementation; how these are currently managed; and what needs to be done to improve collaboration. The panel will also discuss the support required to improve their CDM status across the region.

WEDNESDAY | 27 SEPTEMBER 08:00-09:00: Conference Registration 09:00-10:30: Africa ATM Safety Peer Review Initiative Get the latest on CANSO’s flagship safety initiative in the region, and find out more about the tools and services available to CANSO Members The Africa ATM Safety Peer Review Initiative was launched in February 2015 to address some of the safety challenges that the Africa region is facing. The initiative assesses safety management systems (SMS) in ANSPs and their compliance with safety regulatory requirements to improve ATM safety in Africa in a consistent, measurable and sustainable manner. This panel will present an update on the pioneering safety initiative and provide an exclusive in-depth look at the CANSO materials available to help Members develop and improve their safety standards. There will also be the opportunity to join or form a new review group.

The Africa region is currently implementing the Africa ATM Safety Peer Review Initiative, which addresses safety issues and identifies, assesses and addresses safety gaps. This session explores how one Africa ANSP implemented its SMS based on the CANSO Standard of Excellence in Safety Management Systems, and a presentation on the new SMS assessment programme, the CANSO Standard of Excellence in Air Navigation Services-Safety (SEANS-Safety).

13:00-14:00: Lunch 14:00-14:30: Innovation and technology within ATM Discover how specific technology can assist you in meeting the latest demands of this dynamic industry. The ATM industry in Africa is changing. The forecast increase in air traffic presents a range of new demands and challenges, while international regulatory bodies are in the process of introducing additional rules and procedures that will also impact the ATM industry in areas such as performance, safety and efficiency. This session focuses on what advanced technologies CANSO members currently have available to allow ANSPs to respond to such emerging developments.

14:30-15:30: Human Factors and Safety Take a close look at real-life case studies which examine human error, how this can be managed and what the implications are for your organisation or customers. Despite rapid gains in technology, humans are ultimately responsible for ensuring the success and safety of the aviation industry. They must continue to be knowledgeable, flexible, dedicated, and efficient while exercising good judgment. Meanwhile, the industry continues to make major investments in training, equipment, and systems that have long-term implications. Because technology continues to evolve faster than the ability to predict how humans will interact with it, the industry can no longer depend on experience and intuition to guide decisions related to human performance. Instead, a sound scientific basis is necessary for assessing human performance in relation to design, training, and procedures. This session will discuss the safety incidents, which have been caused by human error and hear how different ANSPs analyse these incidents and how they can assist each other in addressing their safety issues.
