December Oil and Gas News If Shell Chemicals builds an ethane cracker in Beaver County, Pa., up to 10,000 construction workers could find jobs there at the peak of activity. Operation of the plant would require 400 permanent workers. Shell would begin recruiting and training those workers two years in advance of the start of operations so the workers would be prepared to do their jobs and operate within Shell’s safety culture. Thousands more would work in businesses that support the plant by providing goods and services to Shell and its employees. That’s the top-line economic development information we obtained at a community meeting that we were invited by Shell Chemicals to attend last month in Midland, Pa. The meeting came a few days after Shell Chemicals announced that it had purchased the Ohio River-fronted property that once bore the Horsehead zinc processing plant and that would be home of the Shell ethane cracker. These developments followed Utica Summit II, which we produced with our partners, The Repository and Shaledirectories.com, last October at Kent State University at Stark. Utica Summit II was largely a conversation about the economic impact on Ohio, Pennsylvania and West Virginia if an ethane cracker were built in the region. An ethane cracker would take ethane, a gas found in abundance in the Utica and Marcellus shales, and convert it to polyethylene, a plastic pellet that can be made into thousands of consumer products, from disposable baby diapers to detergent bottles, from plastic automobile parts to toys. Imagine how attractive it would be to locate a plastics product manufacturing plant in Northeast Ohio, Stark County even, if the raw materials for its consumer products were being created 10 or 15 minutes from East Liverpool, Ohio.

Working backward, because our third event is the only date we have fixed on the calendar so far, we will work with our partners to host Utica Summit III on Oct. 13. We will produce our third midstream conference in as many years in June. Midstream is one of the most exciting areas of Utica energy development because it involves lots of construction and supply work in the creation of the pipelines and gas processing facilities that bring Utica energy to its eventual customers.

LEADERSHIP STARK COUNT Y Leadership Stark County Alumni Profile: Kevin Burwell, trade customs manager, TimkenSteel Corporation This month’s Leadership Profile is Kevin Burwell, a graduate of both the 2013 Government Leadership Academy and 27th Signature Program. He resides in Plain Township with his wife Leigh Ann and has two grown children and two at home. Describe your style of community involvement: My experiences have illustrated clearly to me that when I get pulled into one thing, I easily find one, two, or more things that I can get involved with. It’s a cascading type of involvement.

Why did you decide participate in Leadership’s Signature Program? It’s too easy to get lost in your own career, or business, or personal life and never see enough of the neighborhood around you to understand where you live and, without realizing it, some of that intent to “be involved” fades away. I knew that the Signature Program was that one thing that would enable my involvement in another one, two, or more things. I knew I wanted to make a difference where it mattered to me, to family, and to friends. How has your experience in the Signature Program affected your service and leadership roles in the community? I had the expectation that Economic Development day and Citizenship day would be my favorites. After all, I knew 90% of the presenters already, and 100% of the subject matter. I felt that those days would just “click” for me. And while those were excellent days, the truth is

that I wasn’t developing me during those days. But when I had the chance to tour Refuge of Hope, and heard someone’s personal story about their days on crack, their loss of everything in their life, and their recovery, I gained something personal. How are you currently involved in the community? I am on the boards of ABCD, Inc. and the Stark Library Foundation. Would you recommend Leadership Stark County to others? There’s no question that being a part of the Signature Program was a good choice. The Government Academy helped me become aware of government responsibilities and actions within Stark County. The first hand accounts of elected officials about their frustrations and successes shed light on where I could contribute.

Completion of the temporary authorization provides a third-party administrator (TPA) limited authority to view an employer's payroll and loss experience. By signing the AC-3, the employer grants permission to the BWC to release information to the employer's authorized representative(s). The form allows a TPA to view an employer's information regarding payroll, claims and experience modification. Attention group rating prospects • Employers may complete the AC-3 for as many TPAs or group-rating sponsors they feel are necessary to obtain quotes for a group-rating program. • Group sponsors must notify all current group members if they will not accept them for the next group-rating year. The deadline for this notification is prior to the first Monday in February for private employers and prior to the second Friday in August for public employers. • All potential group-rating prospects must have: Active BWC coverage status as of the application deadline; Active coverage from the application deadline through the group rating year; No outstanding balances; Operations similar in nature to the other members of their group. • Any changes to a group member's policy will affect the group policy. Changes can result in either debits or credits to each of the members.

YSTARK! yuletide Fest 2014: We’re playing Santa this holiday and you can help! We’re extremely excited to repeat our holiday giving with the 4th Annual yuletide Fest, to be held on December 13 at the Canton Civic Center. The goal of this special holiday event is to provide new bikes and helmets for underprivileged children in our community. We’re happy to be partnering with a wonderful agency, JRC (formerly J.R. Coleman), to provide bikes to the kids that they support every day. But shhh, it’s a secret surprise for the kids! The newly purchased bikes and helmets will be distributed at a surprise holiday breakfast where the families will gather to play games and learn about how physical activity can lead to a healthy lifestyle. They will get court-time with the Canton Charge team and a fan package to return for a game. To help us reach this goal, we are asking ystark! members for their support of this awesome program. The average cost of a bike is about $50. We guarantee you’ll help in putting a big smile on the faces of these kids. So, play Santa along with us and donate a little green to this good cause! Mercy Medical Center recently kicked off its Age 1 Dental campaign with free dental screenings at the JRC Learning Center in northeast Canton. More than 50 children received a free screening from a Mercy dentist, along with dental “goody” bags and a visit from the Tooth Fairy and Marshall the Molar. The Age 1 Dental initiative is aimed at increasing awareness of the importance of dental care to children’s overall wellness and combating a growing trend of tooth decay in elementary school students. The campaign is funded through grants from the American Academy of Pediatric Dentistry, the American Dental Association, Delta Dental of Ohio and the HealthPath Foundation of Ohio.
