Learn from Utica Experts at Our April 5 Seminar How soon until the Utica Shale counties of eastern Ohio see higher levels of drilling activity? Experts are coming to Canton in April to help answer that question. They are coming to speak at Utica Upstream on April 5, the first event in this year’s Utica Capital Series of business seminars produced by the Canton Regional Chamber of Commerce and Shale Directories. Among the speakers will be: Elena Melchert, the U.S. Department of Energy’s director for the Upstream Oil and Gas Research Division, which includes shale development and offshore spill prevention. She

is a petroleum engineer with over 30 years of experience in the oil and gas sector. Oleg Tolmachev, executive vice president and chief operating officer, Eclipse Resources, driller of the Utica‘s „super laterals.“ Tolmachev previously served as the company‘s vice president for drilling and completions. Prior to joining the company, he served as the senior asset manager, Utica Shale, with Chesapeake Energy. Colette Breshears, natural gas analyst with Genscape. The author of several books, Dr. Thomas is finishing his latest, “Shale Energy and the Supply Chain: Business and Geopolitical Implications of the Fracking Revolution.” Christian Zeigler, executive director of American Petroleum Institute-Ohio. His job in Columbus is to represent the energy industry in state government and public outreach efforts. Dan Schweitzer, coordinator of the oil and gas and environmental technologies programs at Stark State College. Because of Stark State’s reputation as an educator of new technical workers for the energy industry, the college has a close look at workforce needs. Jackie Stewart, Energy in Depth Ohio. Her job is to advocate for energy development and to rebut misinformation about oil and gas exploration. She will talk about

the public benefits that have come from Utica energy development, particularly the benefits to school districts. Chris Ventura, Consumer Energy AllianceOhio. His national organization will present a study showing the economic costs that could come from not moving forward on the large-scale pipeline projects that are intended to move energy to customers who need it. Utica Upstream will be held April 5 at the Barrette Center of Walsh University. Vote Yes on Issue 1: County Sales Tax Renewal The Canton Regional Chamber’s Board of Directors urges members and their employees to vote “yes” on Issue 1 at the May 2 election.

prosecutor’s office, the courts and all other aspects of the criminal justice system and handle the debt obligations that will come with the new radio system.

Issue 1 is an eight-year renewal of the onehalf percent sales tax that Stark County businesses have been collecting since early 2012. It is a tax for funding criminal justice and safety services.

Elsewhere, we are unpacking the details of Gov. John Kasich’s final two-year budget for the state of Ohio, particularly those elements that affect business tax and regulation.

There is a great reason why county officials are seeking an early renewal. The great reason is the need to upgrade emergency radios that allow sheriff’s deputies and other first responders to communicate with each other.

Highlights include a requested halfpercent increase in the sales tax and a broadening of the sales tax to include lobbying, repossession services, cable television, non-medical cosmetic surgery, landscape design and travel agents’ services. Also, taxes on cigarettes and alcohol would be raised, and the governor would once again have severance taxes raised on oil and gas extraction. In exchange, he would provide a reduction in personal income tax rates and a reduction of the number of Ohio tax brackets from nine to five.

The county’s radio system is dangerously inadequate to meet public service needs, and moreover it antiquated. By the end of 2018, the county will no longer be able to obtain parts and service on the radio system. The county needs to invest between $10 million and $20 million for a new radio system without bankrupting other county operations. So it wants to borrow money by selling bonds that would be repaid over 10 years with criminal justice sales tax receipts. Yet without the assurance that the sales tax will be in place for another 10 years, it is unwilling to incur that bonded debt.

ENSHRINEMENT FESTIVAL Elissa Prazer Joins Events Department Staff The Canton Regional Chamber of Commerce announced that Elissa M. Prazer has joined the Events Department as event manager. Prazer will be responsible for working with committee volunteers, sponsors, and other staff members to plan and stage several Pro Football Hall of Fame Enshrinement Festival events including Fashion Show Luncheon, Enshrinees’ Gold Jacket Dinner, and Enshrinees’ Roundtable, while also serving as staff liaison to the Food and Staging committees. She is a graduate of Sandy Valley High School and earned a Bachelor of Science from Ohio University, with a dual major in community health services and

health services administration. Not a stranger to the Enshrinement Festival, she was selected as Pro Football Hall of Fame Enshrinement Festival Queen in 2012 which resulted in a summer of community service activities and participation in all of the festival events. Prazer noted that, “My experience that summer really touched my heart and stayed with me throughout my college years, so when I graduated, I just couldn’t ignore the strong desire to return to Canton to help contribute to its vitality.” “Elissa brings a high level of enthusiasm to the position and has the advantage of having seen much of the behindthe-scenes planning for Enshrinement Festival events during her tenure as Queen, during which she was truly a goodwill ambassador for the Hall of Fame City,” stated Joanne Murray, vice president of community events and sponsorships.

BIZ BITZ Before her first day on the job, Ashley Williams was already a presence at Haines & Company. As a child, she ran up and down the halls of the Haines offices. The same walls that had been built by the hard work of four generations of her family. Williams’ great-grandfather, William L. Haines, founded the company in 1929. In the 60s, the founder passed the reigns over to his son, William K. Haines, Sr. He was also the first president to incorporate modern business machines into the mailroom. William’s son, Bill Haines, took over the company in 1980. In the 1990s Bill focused on creating cutting edge products, like online services and electronic databases. While she trained with him, Williams understood why her father was so passionate about updating the company’s basic services. “It was knowing the times and where things were headed,” said Williams. Now, at 28-years-old, Williams walks the halls of the Haines offices as president and CEO. While Williams has to live up to three generations of accomplishments, she is confident that she will continue the legacy of excellence at Haines. As she sets her sights on the future, Haines employees are just as confident

that the tradition of family excellence will continue. Joined by the progressive bluegrass band Honeytown (Kidron, OH), the musicians of Voices of Canton, Inc. will perform an all-American concert on March 5 under the direction of Artistic Director Dr. Jon C. Peterson. Bernstein & Bluegrass will feature music by many of the greatest American composers (Leonard Bernstein, Aaron Copland and spiritual arranger Moses Hogan), culminating with a joint performance with Honeytown of The World Beloved: A Bluegrass Mass. Mercy Medical Center announced that Jeff Pike, MHA, R.N., has been appointed to the Mercy team as new vice president of Physician Relations, Business Development and Strategy. Pike comes to Mercy from the Cleveland Clinic: Akron General Campus where he was vice president of their Physician Partners Group and Operations. “We are pleased Jeff agreed to become a part of our executive team at Mercy Medical Center,” says Thomas E.
