Chamber board unanimously endorses Stark County half-percent sales tax The Canton Regional Chamber of Commerce Board of Directors, in a unanimous vote, has strongly endorsed the Stark County half-percent sales tax on the November ballot. The Chamber will campaign for passage of the sales tax in print and through the Internet. The sales tax is critical to public safety, the Chamber’s board determined. Without it, the Stark County Jail is expected to operate only 122 beds in 2012, due to anticipated budget cuts. That is down from the 501 beds that are available when there are enough deputies and corrections officers to supervise the entire facility safely. (continued on page 21)

UPCOMING EVENTS B2B Expo to feature keynote speakers at breakfast, lunch events The Business to Business EXPO will feature keynote speakers at exclusive breakfast, and lunch events. Lt. Governor Mary Taylor will be the keynote speaker at the event’s breakfast, speaking on Making Ohio Business Friendly, and her session will include an exciting Q&A. At the luncheon session, Dr. William Draves, nationally known speaker, consultant and futurist, will present on work and business in the 21st century with his Nine Shift presentation.

Making Ohio Business Friendly BREAKFAST SESSION featuring Lt. Governor Mary Taylor Presented by Chesapeake Energy Taylor was sworn in as Ohio’s 65th Lieutenant Governor on January 10, 2011. Governor Kasich named her to lead CSI Ohio – the “Common Sense Initiative” to reform Ohio’s regulatory policies, as well as to serve as the director of the Ohio Department of Insurance. Taylor was the first certified public accountant to serve as Auditor of State and was called one of the ‘most influential’ members of the Ohio Society of CPA’s. As a state legislator, Taylor was instrumental in passing Ohio’s 2005 tax reform package that reduced personal income taxes by 21 percent. The measure also eliminated the tangible personal property tax, the corporate franchise tax and the inventory tax imposed on businesses. She was a member of the House Finance, Ways and Means, and Education committees and was recognized by the United Conservatives of Ohio as a “Watchdog of the Treasury.” The National Federation of Independent Business (NFIB), the nation’s largest small-business group, also named Taylor a “Guardian of Small Business” for her outstanding voting record on behalf of Ohio’s small-business owners. Taylor earned a bachelor’s degree in accounting and a master’s degree in taxation from the University of Akron. She began her career in 1990 with Deloitte and Touche and joined the Akron firm of Bober, Markey, Fedorovich & Company in 1994, where she served as director of the firm’s tax department and senior manager of the employee benefits practice.

Nine Shift: Work and business in the 21st Century LUNCHEON SESSION featuring Dr. William Draves Presented by The Corporate University Kent State University at Stark Predicting the future and adapting to change…a focus of every business today and the topic spotlighted by Dr. William Draves, business futurist and keynote speaker at the Business to Business EXPO’s luncheon. In his lively and entertaining presentation, Nine Shift: Work and Business in the 21st Century, Draves will explain the major nine shifts currently taking place in the world today and the implications of each shift for your work and business. He will explore practical changes needed for business decision makers and emerging leaders to respond to the 21st century. Draves is a business futurist and serves as the President of the Learning Resources Network (LERN). Originally headquartered in Kansas, LERN is the largest continuing education association in the world and the leading association in online learning. His most current book, which he co-authored with Julie Coates, “Nine Shift: Work, Life and Education in the 21st Century,” was covered by Advertising Age, Kiplinger Letter, Forbes, The Atlantic, Chicago Tribune and as well as other media. YSTARK! Young Entrepreneur Snapshot Editor’s note: In keeping with ystark!’s mission – to attract, retain and ENGAGE talented young people in Stark County – ACTION will feature monthly snapshots of outstanding young entrepreneurs throughout 2011. Name: Billy Ludwig Age: 35 Company Name: Impale Design and Thirteenth Floor Gallery How did you come up with the idea for your business/product/service? For Impale Design, I’ve been an artist as far back as I can remember, drawing, sketching, painting, etc. I had been hired at a young age to do some random illustrations and ad work for various businesses and friends. Eventually, I wanted to expand my horizons into a new medium, and taught myself how to use Photoshop. As I became more comfortable with the program, I decided to take what I do artistically more serious by getting more involved with freelance design work. The name “Impale Design” is loosely derived from my family heritage. My great grandmother on the Ludwig side was a witch from Transylvania (yes, seriously). I decided to capitalize on the whole vampire myth that surrounds the country. “Dracula” is based off of the real person, the Prince of Wallachia, more commonly known as Vlad the Impaler. He received that moniker for impaling his enemies. Hence, Impale Design! As for Thirteenth Floor Gallery, for some time myself, other local artists and Massillon city officials had been discussing the idea of developing an arts district in downtown Massillon. In the Spring of 2010, I decided to give the idea a jump start and converted the rehearsal space for my band into an art gallery to house artwork produced by local

artists. After going through several different ideas for the gallery name, “Thirteenth Floor” seemed to make the most sense as I wanted everything in the gallery to be original, unique and one of a kind. As you rarely will see a 13th floor in a building, you will rarely find what the gallery has anywhere else.

Why is having a strong YP community important for your business? It’s important for the economic growth of a city to bring in fresh ideas. Generally young professionals do just that. I’m always open to listen to other aspiring entrepreneurs looking to open a new business in downtown Massillon, and offer advice.

Which attributes best define you as an entrepreneur? I am constantly brainstorming and developing new ideas, I don’t get out much, or get much sleep. When a solid idea presents itself, I don’t waste anytime to get things in motion. From there, I’ll push it beyond its limits... and then push it a little further.

What advice would you give to YPs who share your entrepreneurial streak but are just getting started? First off, make certain that your heart is into it. This could be a “labor of love” for awhile before you see any return. In the same respects, be ready to work, and then work some more... and then a little more. Starting a new business is always a gamble, and there’s a lot of risk involved – especially in our current economic state. Be willing to make some sacrifices for awhile. Any over night success story has a massive prequel that they always seem to leave out. Starbucks wasn’t pulled out of some magic hat in Seattle back in 1971. Generally it takes 10 years before you master any type of skill or craft and you can claim success. This is a proven statistic, and I have to agree with it.

Why have you chosen Massillon as your home base? I had been renting the store front in Massillon that is now Thirteenth Floor for some time as my band Ludwyg’s rehearsal space and studio. In my opinion finding the best location is half the battle when opening a new business. Along with that, the majority of the artists that I am involved with also live in Massillon. The city has a lot of potential to be something great. Many people are working extremely hard to make it just that. How have the amenities of Stark County contributed to your success? I think what ArtsinStark and the Canton Arts District have accomplished is a great example ofwhat can be achieved in other areas like Massillon. Massillon is a city that is begging for change, new ideas and offering more events that involve the arts. It’s not only important that emerging and established artists have an outlet to show their work, it’s important for a community’s diversity and economic growth.

What’s next for you? As for Impale Design, the next big step is taking on more video mapping projects. I have several concepts in the works and other ideas that are currently being developed. In the mean time, I’ll be focusing on commissioned work along with building my name as an independent artist. Impale Design’s creative services will also be making more of a presence at the gallery by the end of the year. Thirteenth Floor is currently in a transitional state, and I’m looking to expand. This involves various aspects of the gallery. For instance, adding some new things to the gallery such as art supplies, a wider clothing and accessories section and producing larger events. I’d like to have the space to host larger indoors events with bands, which would require relocating the gallery to a bigger space. My long term goal is to open a second location.

“In our review of the situation, we believe county government has made responsible cuts to budgets and workforce to meet declining revenues. There comes a point when further cuts jeopardize the basic operations of government, particularly in a critical area such as public safety” said George W. Lemon, chairman of the board at the Canton Regional Chamber. “That is why we support the sales tax.” The lack of jail space means criminal suspects who should be in jail awaiting trial will increasingly be free. The jail population already has been reduced this year to about 300, leaving many criminal suspects free to commit more crimes. The vast majority of departments funded through Stark County government’s General Fund have had their budgets cut in 2011. The Sheriff’s Department alone has seen its budget reduced from about $16.6 million in 2010 to about $13.8 million this year. If the tax is passed, county government will use new money to bring the jail back to acceptable levels of operation as quickly as possible. This will mean most

other departments under the county’s General Fund will still undergo 23 percent budget cuts in 2012 so that the Sheriff’s Department can be restored to 2010 funding levels. If the tax is not passed, most departments in county government will experience 40 percent budget cuts. The capacity of the jail will be reduced to about 122 beds. County officials have said that this reduction will mean that the jail’s ability to accept new prisoners will be curtailed to the point that the jail may not be available for city and township police officers who arrest criminal suspects. Police throughout Stark County depend on the jail to house their prisoners. Canton, Massillon and Alliance do not have functioning jails.

“This slowdown in the ability of county government to function will severely curtail the county’s ability to serve as a place for employers to conduct business.” said Chamber President and CEO Dennis P. Saunier. If the half-percent tax is approved by voters in November, it will take effect April 1, 2012, and the state will not pay collected taxes to Stark County until July 1, 2012. This is why the half-percent tax, which should yield about $22 million per year based on history, will produce only $11 million for the county in 2012. With the exception of the priority for funding the Sheriff’s Department, recovery of county General Fund operations to 2011 levels would occur only in 2013, in a full year of tax revenue.

Public safety aside, 40 percent cuts in other General Fund operations would mean many county offices would not be open more than two or three days a week. This would mean a slowdown in real estate filings, the functioning of the courts and the collection and distribution of real estate taxes to public schools, township governments and other public institutions.

The event will take place on Tuesday, Oct. 11, from 8 to 9:15 a.m. at Skyland Pines Golf Club and Banquet Facility in Canton. Registration begins at 7:15 a.m. The breakfast will feature the city and county Firefighter of the Year awards as well as brief remarks from Canton Mayor William J. Healy II, Larry L. Flowers, State Fire Marshal; a representative from the Stark County Safety Council; and special comments from Captain Lorenzo Bagley, Canton Fire Prevention Bureau. Flowers was appointed as Ohio’s 37th State Fire Marshal in April 2011. He is responsible for overseeing the Ohio Fire Academy, Fire Forensic Laboratory, Bureaus of Fire Prevention, Code Enforcement, Fire and Explosion Investigation Bureau, Bureau of Testing/Registration and Bureau of Underground Storage Tanks. Prior to being named State Fire Marshal, Flowers proudly served the citizens of Ohio as a State Representative from 2001 to 2008 in the 19th and 24th Ohio House Districts. He also was the fire chief of the Madison Township Fire Department in Franklin County from 1978 to 2000. Most recently he served as the Madison Township Administrator.
