White Haven to consider three zoning amendments by Ruth Isenberg Three amendments to the White Haven Borough Zoning Code are up for consideration at the council meeting on Monday, February 28. The meeting will open with a public hearing on the amendments, which will be voted on during the meeting. Two of the amendments deal with lot sizes and build-

ing setbacks. Specific guidelines are set out for buildings and lots in each zoning district, as shown in the chart above. Section 621, if adopted, will be added to the existing regulations, and require that any new construction conform to existing setbacks in placement from the street. This “buildto-line” clause will mean that a new building on a block must line up with the buildings already there. If there is no uniformity to

begin with, new structures will have to meet the setback requirements as listed in the chart below. The third, and longest amendment, concerns sign regulations. It spells out the kinds of signs that are permitted in the borough, as well as the kinds of signs that are not. Prohibitions include signs with flashing lights or moving parts, signs that are termed

vulgar or indecent, signs that obstruct vision or traffic, and streamers, banners, sandwich boards and portable or wheeled signs. Advertising on an automobile, truck, or other vehicle is prohibited if that vehicle is parked off-premises for no other purpose than to advertise for a period of three or more consecutive days, or more than one day for any thirty-day period per year, or the vehicle is otherwise being used primarily for displaying such sign, and the vehicle is parked in or visible from a public right-of-way. Provisions are made for event signs and holiday decorations. Signs are considered structures under the ordinance, and zoning permits are required to erect signs,

except for special event signs, construction signs, real estate signs, window signs, and advertising signs painted on a building or structure.

The full copy of the three amendments are available from the borough office, or by emailing journalruth@gmail. com.
