Not amused: Tunkhannock Twp. supervisors pursuing past-due amusement tax payments

Tunkhannock Township Supervisors are looking for a better way to handle amusement tax payments, said solicitor Harry Coleman during the April 10 township supervisors’ meeting.

An attorney specializing in collections provided information to the township, but because it was just received the day of the meeting, any action was tabled until the May meeting. Atty. Coleman noted that he is also looking at the City of Bethlehem’s amusement tax ordinance in order to draft a stronger ordinance for Tunkhannock Township.

PMRPC hears crime down on Pocono Plateau

Up by season, but down overall

Pocono Mountain Regional Police Departent Chief Chris Wagner opened the April 9 Police Commission meeting with updates on March crime, noting one additional homicide in Coolbaugh Township from the previous month. Criminal arrests increased 23% from 72 to 89

and traffic arrests increased significantly from 172 to 275. Wagner commented, “The numbers go up as winter transitions to spring.”

Wagner then gave a detailed video presentation and annual report showing trends over the last decade stating, “There are fewer complaints between 2023-24

The issue is collecting amusement taxes due once an event is over. Berkheimer Associates is currently charge with collecting the amounts due, but supervisors are not satisfied with their progress on collecting amusement taxes on events such as last year’s Elements music festival. A potential solution in a stronger ordinance could be requiring a deposit or bond at the time a permit for an event is issued.

Elements and Pocono Raceway declined an invitation to attend the May worksession to discuss this year’s festival. An invitation will be extended to attend the June worksession.

On the recommendation of the Planning Commission, supervisors voted to send an amendment removing solar from OS-W zone (open space) to Monroe County Planners, and to advertise it for adoption at the May meeting.

A proposed developer’s agreemet for Route 115 Associates, LLC, was tabled, because requested changes were just received the day of the meeting.

A proposed land development modification for Rapid Logistics on Route 115 was approved.

Supervisors received a sketch plan update from PGS Realty.

Supervisors Byron Witt proposed that the township work with the Pocono Lions Club to bring its Veterans Day wreath ceremony to the township. Each year, the Lions sponsor a wreathlaying ceremony at the Pocono Lake cemetery. In order to expand the program to the Long Pond Cemetery, both the township and the fire company will make $300 donations to the club.

The supervisors will also support the Clymer Library’s house tour, and the PMREMS Round-Up event.

Supervisors are waiting for engineer’s input on the Act 167 Stormwater Ordinance, as well s the proposed zoning amendment on warehouses.

The residents of Tunkhannock Township are challenging two proposed warehouses, a truck stop, a fueling station, and other high impact industrial projects to discharge stormwater into the exceptional value (EV) Tunkhannock Creek and Mud Pond Run and associated EV wetlands.

The Exceptional value Tunkhannock Creek Watershed contains numerous threatened, vulnerable, and endangered

globally rare plant and animal species.

Urge the DEP to deny the current application for the project I80-115 C-1 Site, LLC NPDES PAD450168. There are extensive unaddressed technical deficiencies that still exist in the application, even after a year and multiple rounds of technical review by the PA DEP. If the applicant does not address the deficiencies adequately and within the time designated by DEP in the March 18th letter, the application should be denied outright.

Deficiencies include but are not limited to

missing infiltration data, significant problems with sequence of construction, significant errors in velocity calculations, impervious surface mischaracterization, conflicts with on-lot septic, calculation issues with detention basins, and the utter lack of any measures to test and monitor water quality of the receiving waters. The on-lot septic system is also significantly under-sized for this project. An undersized on-lot septic system will result in conflicts with stormwater management, and degradation of the receiving Mud Pond Run.

Include your personal comments. And conclude by requesting a public hearing and extension of comment period.

We all deserve a hearing to speak to the PA DEP about the deficient NPDES permit application and on the water quality degradation impacts to Mud Pond Run that will ensue if the PA DEP for some unfathomable reason decides to move forward with issuing this permit.

and calls to 911 and service indicating our community is healthy and stable. Patrol hours increased since 2013 which means there is less time investigating and more time patrolling.” Wagner added, “This is good and what we want to see. Despite the small increase in Type I crime which are more serious I am not concerned when comparison is made over ten years.

“Coolbaugh Township used to have serious crime, drive by shootings and drugs and that made for bad press, but I am proud to say Coolbaugh is at the lowest rate of police intervention since 2009.

“Type II petty crimes are falling in recent years and center on retail theft in Mt. Pocono as are ordinance arrests, which are driven by parking lot violations.” Wagner closed out his annual report noting, “When compared with other regional police departments we serve double population and area and have an $8,000,000 budget.”

The Commission approved five vehicle leases.

Wagner noted, “body cameras have been deployed and the M/500 cameras as well as laser scanners are still going through the process of installation.”

The American Recovery Grant is moving forward and 85% complete. Of the 80 initial applicants for 2024 hiring 14 are left and interviews will be conducted. “We hope to get those hired into the police academy by June or July,” noted Wagner.

The meeting ended with discussion of community events. In March officers read to Tobyhanna Elementary School students in ‘Read Across America,’ and assisted Stroudsburg in the St. Patrick’s Day Parade.

The Pocono Mountain Police Foundation was discussed. This foundation, established in 2010 assists police with CPR equipment and grant funding.

Recently the foundation provided $5,000 in funds for ‘Shop with a Cop,’ to help families in need over the holidays.

NCC makes presentation at PMSB April session

Pocono Mountain School Board heard from a special guest at its April 3 meeting. Dr. David Ruth, president of Northampton Community College, discussed enrollments, which are up, and grants available totaling $7,000,000 this year.

“Northampton is now the community college of the Poconos, and named this year’s top online college in criminal justice,” Ruth said. “In 2013 Northampton opened a Tannersville satellite campus and graduates of Monroe County find Northampton affordable.”

Superintendent Dr. Elizabeth Robison discussed student accomplishments including sixth grade students who celebrated “Trip down the Nile,” where they built cardboard pyramids and talked about Egyptian culture.

Tobyhanna Elementary Center celebrated Art and Music Week and Swiftwater Elementary held a Winter Carnival.

In March Swiftwater also celebrated ‘Read Across

America,’ which included buddy reading. Launched in 1998 by the National Education Association and guided by a committee of educators, NEA’s Read Across America is the nation’s largest celebration of reading. The program focuses on motivating children and teens to read about events, partnerships, and reading resources that are about everyone, for everyone.

Robison closed out her report stating that 150 students will compete in the PA Odyssey of Mind in the state finals.

Dr. Mark Wade presented a check to Big Brothers and Sisters of PA for $4,005.33.

Dr. John Kevra from Tobyhanna Elementary Center discussed Read Across America Week and Reading Buddies at TEC. Kevra stated, “Love of reading is one of the most important items a school can accomplish.”

Fourth grade students pair with kindergarten students in reading, and as pen pals in exchanging letters. Student participants were on hand to share their experiences and what they liked about the program.

Pocono Mountains Music Festival announces 15th season

The Pocono Mountains Music Festival is thrilled to announce its 2024 and 15th Season of Music in the Mountains, July 15 through July 27.

This milestone season features five productions, including the return of Festival favorite performer Liz Callaway. Capping off the season is a Roaring 2020s Speakeasy Fundraiser event, featuring Carole J. Bufford and her band. Performances will take place across Monroe County at venues including Stroudsburg’s Sherman Theater, Buck Hill Falls, Skytop Lodge, and the Barrett Administrative Recreation Complex (BARC). The Festival’s highly recognized Performing Arts Camp Experience (PACE) begins July 15.

Opening the season is The Line Up with Susie Mosher on Friday, July 19, at Buck Hill’s Tennis Tea venue. This is Susie’s fourth year opening the Festival with her raucous, anything goes variety show. Broadway performers take the stage alongside local stars and graduates of PACE to preview the upcoming season.

You’ll have the time of your life on Saturday, July 20, when Dancing Queens rocks the Sherman Theater. Dancing Queens brings the heart-pounding, disco beats of Cher, Madonna, and other female music icons to life backed by PMMFs own Pocono Pops! Orchestra. Dancing in the aisles is encouraged.

Tea & Symphony on Sunday, July 21, at Skytop

The Barrett Administrative Recreation Complex will be transformed on Saturday, July 27, as we celebrate a successful 15th season with a Roaring 2020s Speakeasy. You’ll be transported back in time, enjoying sumptuous food, and a performance by Festival favorite chanteuse, Carole J. Bufford. Audience Extras return for a second year with Pocono Performs! on Tuesday, July 16. Pocono Performs! features local theater companies performing selections from their summer productions at the Sherman Theater.

Behind the Curtain – An Insider Event takes place on Tuesday, July 23, at Pocono Mountain East High School. Donors are invited to get

an up-close look at PACE and the student artists their donations support.

This year’s Pocono Page Turners book club on Wednesday, July 24, at BARC, partners with NEPA’s NPR station, WVIA, to explore jazz through the work of jazz pioneer Eddie Durham. Jazz historian Loren Schoenberg will be on hand to show selections from his documentary on Durham and discuss the book NPR Listener’s Guide to Jazz.

Forest Health town meeting scheduled for May 14

To celebrate Earth Day, the Pocono Lake United Women in Faith are hosting a Forest Health Town Meeting. Please join Logan Goddard, Service Forester for the Pennsylvania Department of Conservation and Natural Resources (DCNR), Delaware Forest District, who will discuss the history of our forest, types of trees in our area, problems affecting our trees and what we can do about it.

The meeting will be held on May 14 from 7-8 p.m.

Birding the Bog programs

The PLUMC Flea Market is a fun way to start the summer and is greatly looked forward to by the entire community. There will be a wide variety of items available to purchase, including crafts, artifacts, puzzles, home décor, and a White Elephant table that features interesting “treasures” and excellent buys. It is always an enjoyable day perusing the tables, making memorable purchases, and greeting and welcoming friends and neighbors.

Seth’s Sightings

Earthquakes, an eclipse, hailstorms, wow. I missed the earthquake due to my disease having me resting at the time.

The eclipse was a shadow due to clouds at the peak time, but photos from elsewhere were wonderful.

As for the hailstorm, I witnessed the first from the house at mid-day, and the second set while driving home from Tamaqua through driving rain and soggy ice balls just after sunset on Sunday.

Small wildflowers are up and blooming in our yard. The magnolia at the office is also in full bloom risky at this time of year.

Congrats to college champions South Carolina for women’s basketball and UConn for the men, Ohio State for women’s ice hockey and UofDenver for the men. Bravo to the Wilkes-Barre/Scranton Penguins for making the playoffs; the big Pens missed the cut. Bravo to the 76ers for winning their play-in game to face the Knicks.

Obituaries

JAMES ROBERT YOUNG

James R. “Jim” Young, 64, of Pocono Pines, passed away, Thursday, April 11, 2024. He was the loving husband of Jane K. (Koskulitz) Young. They recently celebrated their 40th wedding anniversary, December 31, 2023.

Born in Bethlehem, January 12, 1960, he was the son of Robert C. Young and Mary (Sullivan) Young of Pen Argyl, both since deceased.

He was a 1977 graduate of Pleasant Valley High School and a 1981 graduate of Bloomsburg State College.

Jim worked for Pocono Medical Center in the accounting department beginning in 1997 and

through the merger with the Lehigh Valley Health Network (LVHN) until his retirement in December 2023.

Jim was a lifelong and avid hobbyist, enjoying mountain biking, kayaking, camping, fishing, and building remote control cars, among many other pursuits.

In addition to his wife, Jim is survived by his adoring daughter, Margaret “Maggie” Young and her husband Connor Flath of East Stroudsburg; sisters Rebecca Wilder of Bethlehem and Ann Frankel and her husband Scott Frankel of Westerly, Rhode Island; and a number of nieces and nephews, all of whom he loved dearly.

Services and internment will be private and held at the convenience of family. Online condolences may be offered at www. ruggierofuneralhome.com.

JOAN E. RINEHIMER

Joan E. Rinehimer, 86, of Pocono Pines, passed away on Sunday, April 7, 2024 peacefully at home.

Born in Wilkes-Barre, she was the daughter of the late Fred and Mary (Carol) Ertley. Joan worked as a title abstractor for over 25 years before retiring. After retirement she found passion and time for her hobbies gardening and traveling.

Joan was a beloved member of Saint Maximilian Kolbe Parish. She was the Treasurer of the Questors, a member of the Pathfinders and Pacesetters.

Joan is survived by her son, Albert Rinehimer III, his wife, Patricia M. Rinehimer; her daughter,

Susan Reinhart, her husband, Mark Reinhart; her three grandchildren, Cole, Chase and Lauren; her two greatgrandchildren; her sister, Molly Sanflippo; her caretakers, Dorota and Jolanta.

Joan was predeceased by her husband, Albert Rinehimer Jr., in 2009; and her sister, Ann Robb, in 2023.

A Mass took place April 12, in St. Maximilian Kolbe Parish, Pocono Pines, followed by burial at Pocono Lake Cemetery.

Joan’s funeral arrangements have been entrusted to Bolock Funeral Home & Crematory, Inc.

Devon LeVar Cummins, God called him home on Wednesday, April 10th at the University of Pennsylvania Hospital, in Philadelphia.

He was born to Tia Benjamin of Tobyhanna on May 22, 1989. Devon was an energetic and charismatic child who was intelligent and loving.

He was the loving Dad to four beautiful children: Yasmyn and Bryan to whom he was the sole caregiver, Carter and Sincere.

He loved the Lord, his family, and sports, namely basketball and football. After graduation from Pocono Mountain School District, he attended Penn State College.

Devon worked briefly before his health caused him to stop working. In his late 20s, he was diagnosed with several health issuesone being heart disease.

Obituaries

JANE VIRGINIA EDMUNDS EDWARDS

Jane Virginia Edmunds Edwards, 74, of Blakeslee, and Jonesport, Maine, formerly of Plainfield and South Plainfield New Jersey, passed away peacefully on April 12, 2024 at home, surrounded by family, and in the embrace of her eldest son, after a valiant battle with Parkinson’s Disease.

Jane was born in Paterson NJ to Robert Edmunds and Barbara Elwell Edmunds, and grew up in Little Silver, NJ. She graduated from Red Bank Regional High School, and the Duke University School of Nursing, with a BSN and a love for the Duke Blue Devils. As a professional, she served hospitals in Port Jervis, NY, Albuquerque, NM, and Red Bank, NJ and served at G.S.A. Camp Sinawik at Camp Oak Springs, Somerset NJ.

Most of her life was dedicated to her family. Her greatest passion was for her children, grandchildren, and most any children, having been involved in Girl Scouts, Christian Nursery schools, and other school and church activities. Her second passion was spending time at her piece of the old Farnsworth Family Homestead, on Masons Bay in Jonesport,

Maine, where she was a sixth generation blueberry grower. She enjoyed sewing, knitting, crafting, baking, and gardening. Up until her time of passing, Jane, along with her husband, was a dealer at Pocono Peddlers’ Village Antique Mall, in Tannersville.

Jane was a member of the Pocono Lake Wesleyan Church, Pocono Lake, Sawyer Memorial Congregational Church, Jonesport, Maine, and the Jonesport Historical Society.

She is survived by her husband of 53 years, Mark Edwards; a sister, Marilyn Edmunds; a brother, Russel Edmunds; two sons, Keith (Carrie) Edwards, of Pocono Summit, Brian Edwards, of North Brunswick, NJ; a daughter, Cindy (Doug) Cooper, of Calhan, Colorado; five grandchildren, Riley and Connor Edwards of Pocono Summit, Daniel and Jack Cooper, of Calhan Colorado, and Katherine Cooper, of Colorado Springs, Colorado.

A Celebration of Life was held at Pocono Lake Wesleyan Church, on April 18. Interment will be scheduled at a later date, in Jonesport, Maine.

Arrangements are in the charge of Bolock Funeral Home & Crematory, Inc.

Beverly A. Hay, 72, of Mount Pocono, passed away Friday, April 5, 2024, at Whitestone Care Center in Stroud Township. She was the wife of Robert C. Hay, with whom she shared 48 years of marriage.

Born on November 6, 1951 in Reading, she was the daughter of the late James and Shirley (Yoder) Rucco.

Upon their marriage, she and Bob moved to Mount Pocono. Beverly worked in banking and real estate. After retirement she worked as a paraprofessional in the North Pocono School District.

Beverly served on the East Stroudsburg University Council of Trustees for 18 years, and the American

Cancer Society Monroe Unit, where she was a past president.

She is survived by a brother, Brian Rucco of Reading.

Services were held April 17 in Stroudsburg. Burial is at Indiantown Gap National Cemetery in Annville.

Memorial remembrances may be made to the ESU Foundation or American Cancer Society.
