Kidder approves curative amendment to send to Carbon County Planners

Kidder Township supervisors approved the draft curative amendments to the township zoning ordinance at their monthly meeting June 25. The 14-page document was approved to be sent to supervisors earlier that afternoon by the township planning commission. It will be sent to the Carbon County Planning Commission for their review and comments. The draft provides definitions and regulations for warehouses, distribution centers and truck terminals. Lot minimum sizes and area requirements, protections for natural resources, riparian forest buffers and their management, parking, and more are covered.
An example of this is that for buildings 100,000 to 249,999 square feet in size, “a minimum of 75-foot buffer shall be provided the entire length of any street
frontage…” Another example is that with a truck terminal, one truck parking space will be required for every two tractor-trailer loading docks. A table sets forth minimum lot areas for non-residential uses, setbacks, maximum heights and more.
During public comments, Kidder’s Planning Commission was commended by citizen Linda Christman on their work on the curative amendments.
A public meeting on the draft of the curative amendment will be advertised for Monday, July 29 at 5 p.m.
A new set of rules will be in place for public comment periods to help keep order. The resolution, passed unanimously, adds a signin sheet, and among a dozen other rules adds that comments may be limited to Kidder residents and taxpayers, that comments must be made in a respectful

manner to the presiding officer, and that the presiding officer may defer a lengthy comment period to the next regular meeting.
Other business included extending land development approvals for the Jack Frost National Golf Course
residential development Phase 1 for two years to July 29, 2026, and extending Mora Solar’s 500-acre solar farm proposal for six months to January 4 of 2025.
George Spencer has resigned as an alternate to the planning commission. Interested citizens should contact the township office to be considered for the vacancy.
The Flying Locksmiths
were approved to install a microphone system in the meeting room to connect to the built-in speakers to help the audience better hear what’s being said from the podium. The Flying Locksmiths will also add a monitor in the police department for them to see the feeds from the cameras mounted outside the building. Cost for both is $6,975.
The township will pay $5,488 for Signal Service to install a new controller for the traffic signal on Route 903 at South Lake Drive. Fixing the traffic signal on Route 940 at Moseywood was discussed. With PennDOT still tarring and chipping the road, no action was taken.

FINANCES
Cost for township insurances for the year will be $87,954 from Joyce Insurance/Risk Management. Bills of $585,382 were approved, $429,115 of which goes to support the fire and ambulance services. Of the rest, bills of note were $24,943 to the IRS, $24,609 to Highmark for health insurance, $9,342 for township insurances, $7,961 in engineering fees to ARRO Consulting, $12,103 to Building Inspection Underwriters, $28,599 for trash pickup to Casella Waste, and $3,669 in gasoline and diesel fuels.
POLICE
Kidder Township police reported making 345 calls in May. 115 of those were tickets and 28 were warnings. Tickets include 4 for speeding, 3 moving violations, 5 license violations, 22 for STOP sign running, and 81 for truck equipment violations (70 on Route 940). Of the rest, of note were 15 assists to EMS agencies, 18 false alarms, 6 disturbing the peace, 2 fireworks complaints, 2 loud noise, 2 fights, 1 harassment, 2 trespassing, 1 sex offense, 1 missing person, 1 overdose, 2 frauds, 3 thefts, 7 welfare checks and 4 times where wires or poles were down due to storms or crashes. The department had four vehicles on the road, patrolling 9,848 miles for the month.
Kidder residents are reminded that an electronics recycling truck will be at the township building Saturday, July 13 from 9 to 11 a.m. See the township website for a list of fees on certain items, and what is free.

Penn Forest Twp. hopes to deter illegal dumping

Penn Forest Township supervisors are hoping that buying and hiding some trail cameras will help in
deterring illegal dumping in the township. They also hope to deter vandalism by ATV. According to chairman Roger Meckes at the supervisors’ July 1 regular meeting, there are “problem areas” and having photos could help. Cost is $151 for two cameras, and $13 a month for cell service, so after discussion there was unanimous approval to give this a try. These will be video only. If these help, more powerful cameras can be added.

There was also a discussion about adding cameras to each of the bays in the garage at the Transfer Station and expanding the alarm system there. Supervisors agreed to get prices for the work.
Supervisors unanimously stepped up again this year and donated $1,000 toward the Camp Evergreen girls’ program this summer.
In other business, supervisors okayed offering township fire police to
direct traffic at the Carbon County Fair August 5 to 10.
PPL sent a letter notifying the township that they will be rebuilding towers and poles this year. The Getz Self Storage project on Route 903 was granted a 90-day extension to October 1 on their land development plan.
Administrative assistant Cheyenne Roberts submitted her resignation, effective July 5. Supervisors accepted this with regret. “We’re going to miss her,” Meckes said. As to the vacancy, on a 4-1 vote, Christian Bartulovich opposed, Shannon Meckes from the Transfer Station was hired to fill the administrative assistant position. She has filled in at the township office as needed.
The vacant full-time position at the Transfer Station that was Shannon’s will be posted on the union board, and if there is no interest there or from the part-timers, the position will be advertised.
Three township vehicles will get a new logo applied by Frontline Graphix at a cost of $475 each.
The new truck needs to have some tools to carry. Supervisors agreed to spend up to $1,000 for power tools and a toolbox. Setting an inventory for all the trucks was discussed.

projects will start soon, to be done by the end of August, and will include paving the pipe crossings (where pipes have been replaced this year) three on Smith Road and one on Old Stage. Chairman/roadmaster Meckes noted that the new truck is nice to have.
The large printer/copier in the township office has aged out. Parts for it are being discontinued. Altek Equipment is proposing to upgrade it with a new printer/copier for $9,998 plus $205.30 for maintenance. No action was taken.
The Treasurer’s report shows $2,615,303 in the General Fund, $1,515,616 in the various other funds, and $6,187,535 in certificates of deposit at Mauch Chunk Trust.
Bills of $183,279 were paid from the general fund. Of note are $79,943 for the new Ford F350 4x4 crew cab from Miracle Ford, $13,750 each for PFT Volunteer Fire Companies #1 and #2, U.S. taxes of $5,449 and $5,752, $2,439 to Sarcinello Planning for work on zoning and SALDO amendments, $1,536 to Barry Isett & Associates for engineering services, and $1,094 to Fry’s Plastic for pipes and couplers.

The permits report has 73 zoning permits and 26 certificates of occupancy, plus 62 inspections of Short-Term Rentals. For building permits, 45 were issued 9 of those for new homes, there were 95 building inspections and 10
certificates of occupancy. Public comments included questions about the trail project, which is moving along to get a section between the township park and Scoops ice cream approved by the property owners.
About Short-Term Rentals, supervisors were asked if they would consider capping the number of STRs like Tobyhanna Township has done. This led to a lively discussion where supervisor Dr. Pat Holland spoke in favor of a cap.

pointed out that the Home Owners Associations “should regulate (STRs) themselves.” Chairman Meckes defended the right to make your own choices.
The next regular supervisors meeting will be August 5 at 7 p.m. at the township building on Route 903 south of Albrightsville.
A reminder to Penn Forest Township Transfer Station card holders that there will be an electronics recycling day at the Transfer Station on Saturday, July 27, from 9 a.m. to 1 p.m. or until the trucks are full.

Seth’s Sightings
The days with the temperatures of near 90 degrees, and a few over, have me thanking the inventors and improvers of air conditioning. It was possible for me to be out for a short time, then retreat into a cooled space these past afternoons. Ruth and I managed our time outside.
We enjoyed an easy 4th of July weekend. The hardest thing we did was mowing the lawn in the morning, ahead of the high heat.
Sightings these past few weeks include raccoon, possum, skunks, bucks, does, and fawns, chickadees, butterflies, a small hawk being harassed by crows, and a return of the hummingbird which flitted off when it came near to the flowers by which I was sitting. There was one night drive that we sighted three foxes out hunting near the road home. I had another close encounter of the deer kind at night as a doe came out of a nearby yard as I was getting out of our car. It froze, then slowly walked into another neighbor’s yard likely to eat the flowers there.
The apple trees in our yard are dropping small green fruit. Perhaps we are attracting deer outside our fence where they can get a quick bite of sour apples. We attended fireworks at the Penn Forest Park, combining work (needed some photos for our Journal of Penn-Kidder) with a night out, complete with hamburgers grilled by the Boy Scouts. There was a truly fine sunset, and a very good fireworks display. All is still stable with me medically. Treatments are
going well, and I recover quickly.
NASCAR weekend at Pocono Raceway was fun. Of note was the rain-delayed ending of the Friday night trucks race, where fans were greeted with rain falling on turn one, and then turn two, but not on the grandstand. When another rain event came in, it was over turn three and the north side of the grandstand, petering out before the start/finish line. That event treated us all to a gorgeous double rainbow. Also of note was the big thunderstorm that blew across the track on Sunday morning, causing the grandstand to get emptied – with fans sent to their cars. The storm was quick, and dramatic, and fans were welcomed back to the grandstand by 11 a.m. There

was good racing weather for both the Xfinity race on Saturday, and the NASCAR race on Sunday.
It was a good reminder this race that local traffic should steer clear on Sunday. The roads were backed up ahead of the race, and stayed that way for hours. Congrats to Pocono Raceway on a full house on NASCAR Sunday. Looking ahead, the Pocono Mountains Music Festival starts on the 19th. Find out more at Poconofest.org. The Pocono Mountains Music Festival is a non-profit event that supports a performing arts summer teaching program for youth.
We are days out from the Greater White Haven Chamber of Commerce’s bicentennial street festival on July 26 and 27. It will be nice to see a festival on Main Street after several years off. There’s free parking, good live music, and 40+ booths. It’s a short drove on Route
940 west from the Pocono Plateau.
Off in the distance is a road trip for us, and a Knoebels afternoon with some friends. To all of you wishes of good health.
I’m adding prayers for American unity and civility after the attempted assassination of Donald Trump. It was a huge scare, and sad for the victims.
I ask for more prayers for peace, hoping the hostages can come home to Israel, the bombs stop in Ukraine, and sanity in Sudan and Myanmar, all of which are so very terrible on the civilians. Sudan could see hundreds of thousands dead from the war, diseases and starvation.

PA State Police sent a photo of a shoplifting suspect who was filmed taking a bag of merchandise from the CVS in Brodheadsville at 8:30 p.m. on July 12. He put items in a bag at selfcheckout, but did not ring them through then walked out with the bag. The public’s help is invited in identifying the suspect. The PSP contingent at Mount Airy Casino posted reports in early July about a stolen wallet (recovered), a patron who slammed a ticket redemption machine’s glass screen hard enough to break the glass (he reimbursed the casino PSP determined no criminal intent), trespassing due to being underage, trespassing due to being on the self-exclusion list, and a stolen cell phone. 7-7 1:10 p.m., a Ford Transit van heading east on Interstate 80 in Tobyhanna Township had a left rear tire blow out. The van skidded and went off the road then down an embankment stopping rubber side up when it hit a tree. Six passengers in the van were transported by Pocono Mountain Regional EMS to St. Luke’s Hospital-Monroe for treatment of minor injuries. The driver and one passenger were unhurt. J&J Towing removed the vehicle.
7-7 3:07 a.m., a 19 y/o Kunkletown woman tried to flee from PSP along Route 209, eventually stopping near the Chestnuthill Diner. She was combative and resisted arrest. She was arrested for driving under the influence of drugs.
7-4, PSP was called to a crash off into a tree off Penn
Forest Trail in Penn Forest Twp. involving a 57 y/o Albrightsville man found drunk in his Dodge Ram 1500 pickup.
7-5 at 10:18 p.m., PSP made a traffic stop on Interstate 80 in Tobyhanna Township for a vehicle code violation and found a drunk driver. A search warrant was requested and approved. Police found 13 improvised explosive devices. PSP’s Hazardous Devices and Explosives team was called in to take possession of these items. The 47 y/o Frostproof, Florida driver was arrested for possession of explosives, and was sent to the Monroe County jail to await a court hearing.
6-26 3:22 a.m., a 26 y/o Effort woman driving towards home on Old Route 115 drove through a Red light at Route 209 and T-boned a Dodge Ram pickup truck with her Subaru Legacy. The
impact brought both vehicles into the Chestnuthill Diner parking lot. On the way, the Subaru clipped the metal traffic signal support pole, and that pole fell atop the two vehicles. Emergency responders had to pry the driver and her passenger out of the Subaru. They were taken by Lehigh Valley EMS to Lehigh Valley Hospital–Pocono. The Subaru driver was ticketed for DUI and causing the crash. The pickup truck driver, a 42 y/o Stroudsburg area man, was evaluated at the scene, and also taken by EMS to LVHPocono for treatment of minor injuries.
Among the rest of the reports were drivers in noinjury collisions with trees, guide rails, etc., various noinjury fender benders and rear-enders on roads and in parking lots, credit card
frauds, shoplifting and investigations into persons not allowed to apply for a firearm.

Look out for crack sealing and pothole patching crews on various Pocono roadways including Route 940. There will be bridge repair on Locust Ridge Road the week of 7-22 to 26 in Tobyhanna Township. Hatchery Road in Penn Forest Twp. is getting longoverdue attention, with milling taking place 7-22 to 26.
Paving and bridge work is ongoing on the Pennsylvania Turnpike day and night. Route 940 in Carbon County has been milled from the Monroe County line in Blakeslee to White Haven. The road is uneven and grooved ahead of repaving.

Obituaries
DENNIS K. McHALE
Dennis K. McHale, 73, passed away on Monday, July 1, 2024 at home in Albrightsville.
He was the loving husband of Barbara (Ackerman) McHale. Married on October 7, 1989, they celebrated 34 wonderful years of marriage together.
Born in Queens, NY, he was the son of the late William and late Mary (Kottman) McHale.
Dennis owned and operated his reputable McHale Landscaping Services for over 40 years. He had a love for nature and a true gift in landscaping, where he designed awardwinning landscapes for his customers over the years. Most of all, he was a loving
and caring husband, father, grandfather, brother, uncle, and friend. He will be deeply missed by all his friends and family.
In addition to his wife, Barbara, he is survived by his four children, Erinn Heatherman and her husband Kelly, Justin McHale, Johnathan McHale, and Daniel McHale and his wife Kaitlyn; six brothers and sisters and their spouses; five grandchildren; and several nieces and nephews.
A Celebration of Life was held on July 17.

Carl Salvatore Quartararo, 81, of Albrightsville, passed away Wednesday, July 10, 2024 at St. Luke’s HospitalCarbon Campus.
He was the loving husband of Dorothy Ann “Dottie” (Mastin) Quartararo. They would have observed their 40th wedding anniversary on July 26th of this year. Born in Hackensack, NJ, he was the son of the late John Quartararo and the late Mary (Spano) Quartararo.
CARL SALVATORE QUARTARARO
Carl was a Eucharistic Minister and active member of St. Peter The Fisherman Catholic Church in Lake Harmony, and former member of St. Theresa of the Child Jesus in Buckhead Ridge, FL.
Carl was a very charitable man who always gave his time to others. His family often said that he failed his class on how to say “no.”
He was an Army veteran earning the rank of sergeant, and worked as a union representative for the Teamsters Union for over 20 years. Carl was a fire policeman at Penn Forest Volunteer Fire Company #2 on 534 in Albrightsville for over 25 years, and a 4th degree member of the Knights of Columbus. He had a wonderful sense of humor and enjoyed golfing, boating, jig-saw puzzles, and going out socializing with friends and family. Most of all, he was a loving and caring husband, father, grandfather, greatgrandfather, brother, uncle, cousin, and friend. He will be deeply missed by all his friends and family.
In addition to his wife, Dottie, he is survived by his daughters, Dina Curnow and her husband Jeff, Christine Pullara and her husband Paul; four grandchildren, Danielle and her husband David, Kathleen and her husband Jason, Marine Veteran and Navy reservist Juliana, and Dylan; a stepgrandchild, Dylan; three great-grandchildren, Eve, Emma, and Nicholas; two sisters, Angela “Midge” Pezzolla, and Sara DiNapoli and her husband Ed; and many nieces, nephews, and cousins.
Along with his parents, he was predeceased by a daughter, Danielle Quartararo, and a son,
Anthony Nappe.
A memorial Mass of Christian Burial was celebrated on July 16 in St. Peter the Fisherman Catholic Church, with Monsignor John Chizmar as celebrant.

Penn Forest Township Volunteer Fire Co. #2
Kidder Township Assist 2024-127 Engine 2210 assisted Districts 17 and 16 with multiple trees down in Lake Harmony Estates.
Camp Cadet 2024
Cadets reviewed fire equipment and gear used by firefighters including fire suppression techniques. They also had a visit from the PA State Police–Troop N–Fern Ridge Barracks who
reviewed duties of a police officer and were presented with a patch. Special thank you to the sponsors who helped make this another great year.
Cadets spent the second day on rescue activities including CPR & Stop the Bleed, touring an ambulance from Lehighton Ambulance Association.
They also focused on vehicle extrication with cadets being able to attempt to pick up Jolly Ranchers with our extrication tools.
Congratulations to all cadets for completing the program this weekend.

June 26, Kidder Township Assist: Engine 2210 assisted Lake Harmony and Albrightsville VFDs with multiple trees down in Lake Harmony Estates.
July 6 was a busy day for our volunteers who spent the earlier part of the day at the Indian Mountain Lakes Community Day showing off our equipment and apparatus. Brush 2244 and Tanker 2233 were standing by at the Towamensing Trails Lake for their fireworks while Engine 2210 was at the Penn Forest Township Recreational Park for their fireworks.
PFTVFC#2’s annual Golf Tournament has been cancelled due to the death of coordinator Carl Quartararo on July 10.
Carl was with the Penn Forest Fire Co #2 Fire Police since 2002 where he was active throughout the years. He also held multiple positions in our department including his latest of being the lead individual for our Annual Golf Tournament. Please keep his family in your thoughts and prayers. Rest In Peace Carl.

No news on activity this month. Volunteers are needed, stop in any Monday after 6:30 p.m. to learn more. Mondays are drill night.

The next blood drive at PFTVFC1 will be Sunday, August 11.
July 12 was a successful chicken BBQ dinner, which sold out by 4 p.m.
The annual Dom N Ali’s Golf Tournament was held July 14 at the Wilkes-Barre Golf Club bringing together 100 golfers and 38 business and individual sponsors. The event was organized by Pino and Michele, owners of Dom N Ali’s Restaurant, who have been incredibly supportive of the fire company over the years. participants enjoyed a full day of golfing. Following the tournament, players gathered for a buffet dinner at Dom N Ali’s Restaurant and the distribution of various prizes, including a raffle for a television generously donated by a local family.
Proceeds of the event were donated to the fire company to purchase protective gear and essential equipment for fighting fires.
Albrightsville Volunteer Fire Company
The AVFD sponsors a weekly bingo in their social hall on Saturdays, and a monthly breakfast on the first Sunday of each month, proceeds of the bingos and breakfasts support the ongoing expenses of the AVFD.
