New normal isn’t by Ruth Isenberg

I have come to hate the phrase “the new normal,” as applied to our life since the onset of COVID-19. I can put up with the incovenience, the isolation, the uncertainty, and yes the fear of this disease— as long as I can look forward to the time to come when we’ve learned how to deal with it. I can wait somewhat patiently for a vaccine, and for better treatments. And I can adjust my thinking to accept that we will probably wear masks more often to prevent spreading diseases, and add a routine COVID shot to my health care routine. What I can’t do is accept the doomsday predictions that life as we know it is over, and that unless we get used to hiding away from society we will all perish. I’m confident that the scientists and medical people who are working on cures and prevention will come up with the answers we need. We are a social people—and we will find ways to preserve the arts, music and theater. We will continue to share food and drink in the company of our families and friends, and we will return to educating our children and enjoying our lives—that’s what is normal—old normal, new normal—and what we should all be working toward.

Kidder Township Supervisor meetings are held the third Thursday of each month at the township building, and unless otherwise noted, begin at 6:30 PM. Fireworks and Renters cause of complaints at long Kidder Supervisors meeting by Seth Isenberg Kidder Supervisors heard complaints about fireworks and renters’ behaviors at their July 16 meeting. The crowd wanting to speak spilled out into the parking lot due to Covid-19 social separation rules that limited capacity in the meeting room. Many residents offered stories of bad behaviors from renters in their neighborhoods. Several offered constructive ideas about how to limit the problems. To everyone, supervisors explained that the township is working to hire a code enforcement officer who, once trained, would go out and enforce the rules, especially those about fireworks, noise and trash. Resident Tom Davis was among the first to speak. At last year’s July meeting he brought samples of used fireworks cakes from homes near to his. He returned to make the same complaints. He said that the fireworks have been set off “every single night… sometimes well into the early morning… in one case at 4:30 a.m.” He pointed out that the township’s fines for shooting fireworks, now $100, are “not much” for someone renting a home for perhaps thousands of dollars for a weekend. Davis and other rental property owners said that they see to it that renters of their properties understand the township rules, and follow them. Other owners, obviously, do not. Joe Arking, also an owner of rentals, declared to supervisors that “you have a lack of control.” Resident Winnie Kee complained about living next to a “mini-hotel.” She’s concerned about properties like these and their heavy use of services, in-

cluding trash and sewers. This comment prompted a discussion, led by supervisor and business owner Louis Pantages, about whether metering sewer use would be a fairer way to pay for sewers. With all the issues and suggestions from citizens about short term rentals, supervisor Bruce Berger asked for workshop meeting of the supervisors and both the planning and

zoning commissions, along with interested citizens. Supervisors agreed to this unanimously. Supervisors were also unanimous in agreeing to chief of police Matt Kuzma’s offer to add an officer using overtime hours to work Fridays and Saturdays to work the quality of life issues, at least until the new code enforcement officer is hired and up to speed. services by ARRO and $1,311 to The Times News. Karen Ruschatz has agreed to fill the Vacancy Chairperson position. Noel Torres will fill the vacancy on the planning commission, and George Spencer agreed to become an alternate, filling that vacancy and making that commission 100% again. Lake News, August 2020 —9  The police department totaled an amazing 200 calls in June – with 25 of those as disturbing the peace, 13 fireworks complaints, 11 trespassing and 11 medical emergencies. There was a burglary and 12 burglary investigations, a firearms incident, two drug incidents, three motor vehicle accidents, three domestics, three other fights or disturbances, two dog bites and a use of force incident among the reports. The Fire Companies also had a busy month in June. Albrightsville shows 38 calls, 18 as mutual aid, 12 as medical assists and 15 smoke detector activations – 8 to the Mountain Laurel Resort; Lake Harmony had 28 calls – seven each to the Mountain Laurel and to Towne Center (smoke detectors and/ or unintentional), The detour from Old Stage Road into Albrightsville, via Henning Road, was approved until bridge replacement project is complete. Of the responses, there was a vehicle accident, a rubbish fire, a medical helicopter landing, a vehicle fire, a dwelling fire, and a toxic waste incident. As the meeting wrapped up, police committee chairman Bing LaFond closed his report with this: “Our police do exactly what they are asked to do. (And thanks). Keep doing the good job you are doing.” The next Kidder Township supervisors regular meeting will be August 20 at the municipal building, starting at 6:30 p.m. Come early if you want a seat.

Postmaster General Statement on Operational Excellence and Financial Stability WASHINGTON, DC — Postmaster General Louis DeJoy issued the following statement today: “The Postal Service is in a financially unsustainable position, stemming from substantial declines in mail volume, and

a broken business model. We are currently unable to balance our costs with available funding sources to fulfill both our universal service mission and other legal obligations. Because of this, the Postal Service has experienced over a decade of financial losses, with no end in sight, and we face an impending liquidity crisis. Congress and the Postal Regulatory Commission must enact legislative and regulatory reforms to help address the situation. At the same time, it is imperative for the Postal Service to

operate efficiently and effectively. Indeed, there are alternatives to every product that we offer, and the only way that the Postal Service can continue to provide prompt, reliable, and affordable universal postal services for all Americans over the long-term is by vigorously focusing on the efficiency of our operations. To start with, we must better adhere to our existing operating plans, which were developed precisely to ensure that we meet our service standards in an efficient and effective manner. It is evident that the Postal Service has the ability to improve in that area. On the day that I was sworn in as Postmaster General by our Board of Governors, the Postal Service Inspector General issued a report entitled “U.S. Postal Service’s Processing Network Optimization and Service Impacts.” In that report our Inspector General indicated that the Postal Service spent $1.1 billion in mail processing overtime and penalty overtime, $280 million in late and extra transportation, and $2.9 billion in delivery overtime and penalty overtime costs in FY 2019. Yet, even after incurring these additional costs, the Postal Service has not seen material improvement in our service performance scores. While we did not fully agree with all aspects of OIG’s report, we did not dispute the fundamental conclusion that we need to redouble our efforts to focus on our plans to improve operational efficiency and to further control overtime expenditures. The Postal Regulatory Commission has also recognized in its most recent reports that the Postal Service is not on a sustainable path, and that we continue to fall short of achieving our service targets with regard to the majority of our market dominant products. The Postal Service has spent the last four years unsuccessfully trying to obtain reform legislation from Congress and pricing reform from the PRC, while remaining focused on the efficiency of our operations. Given our current situation, it is critical that the Postal Service take a fresh look at our operations and make necessary adjustments. We are highly focused on our public service mission to provide prompt, reliable, and efficient service to every person and business in this country, and to remain a part of the nation’s critical infrastructure. However, changes must be made, and we will refocus on all of the items within our control, and propose changes to some that are not, in order to ensure that we will be able to continue to fulfill our universal service obligation to all of America.” ### Several Post Offices have had to make changes of hours of operations to accommodate improving operational efficiency. New hours should be posted on all front doors of all Post Offices & you should have also gotten a letter in with your mail. If you haven’t then nothing in your office changed. The Postal Service has reached an agreement with the U.S. Treasury Department on terms and conditions associated with a

new lending authority that could allow USPS to borrow as much as $10 billion. The lending authority was established under the Coronavirus Aid, Relief and Economic Security Act — also known as the CARES Act — a major economic stimulus bill that was passed by Congress and signed into law by President Donald Trump in March. The USPS Board of Governors unanimously approved the agreement in principle on July 28. The Postal Service and the Treasury Department are ex-

Postmaster General Louis DeJoy thanked Treasury Secretary Steven Mnuchin for working with him to reach mutually acceptable terms and conditions. “Access to an additional $10 billion in borrowing authority will delay the approaching liquidity crisis,” DeJoy said. “The Postal Service, however, remains on an unsustainable path and we will continue to focus on improving operational efficiency and pursuing other reforms in order to put the Postal Service on a trajectory for long-term financial stability.”

The Postal Service and the Food and Drug Administration (FDA) are warning employees and customers to be on alert for hand sanitizers that may contain methanol, a dangerous, highly toxic chemical often used as an industrial solvent. The coronavirus pandemic has spurred demand for hand sanitizer products. However, the FDA recently warned the public that some retail outlets are selling tainted hand sanitizers that contain methanol. So far, at least 85 hand sanitizer products have been recalled. If exposed to skin or ingested, methanol — also known as wood alcohol or methyl alcohol — can cause nausea, vomiting, headache, blurred vision, blindness, seizures, coma, permanent damage to the nervous system and, in some cases, death. spread of viruses or provide 24-hour protection. • Avoid “FDA-Approved” hand sanitizers because that designation is not granted to hand sanitizer products. The Centers for Disease Control and Prevention recommends using hand sanitizers that contain at least 60 percent ethanol (the type of alcohol found in alcoholic beverages) or 70 percent isopropanol (also known as rubbing alcohol), both of which are considered less toxic and highly effective at killing

viruses and bacteria. The Postal Service recently distributed a standup talk that highlights this information. As a commonly used solvent and component of some consumer commodities, methanol is mailable via surface transportation, provided it meets all requirements in Publication 52, Section 343 and Appendix C, Packaging Instruction 3A. Employees who encounter shippers that may be selling recalled hand sanitizer products containing methanol should report these shipments to the Postal Inspection Service’s hazardous materials program at HAZMAT@uspis.gov for potential follow-up. Ruth and I have kept close to home this summer. Part of the reason has been that festivals and fairs that would have been highlights to this time of summer have been cancelled due to organizer’s virus fears. Instead of a trip to Musikfest for a day of live music, or the Celtic Fling for some ethnic

fun, or even a museum trip (most closed up – until recently), we’ve become more creative. Our planning for any road trip now starts weeks ahead, scouring area newspapers for hints of events that are still being held. Among our recent successes have been the Pocono Mountains Music Festival’s outdoor performance featuring stars from Broadway. This event was held in the parking lot of the Buck Hill Golf Club, socially distanced, with takeout food available from the club’s restaurant. Another was a trip to Knoebels to see the Rick K & the Allnighter’s show – socially distanced at the bandshell on a quiet evening at the amusement park. A third was a dance and music performance at the Ukrainian Homestead (near Lehighton) as part of their annual Ukrainian Festival, where a crowd of about 100 people, spread out across a big property, enjoyed the dances by a youth dance troupe, and music from a family band. On the Road… Continued from page 17

On tap on the 23rd is our return to Knoebels to see the wonderful 70s Flashback band. Ruth and I are careful, keeping our distance but continuing to be out to have fun. Of course, we’ve also dined our way through most of Lake Harmony’s restaurants. Our plan is to dine at every one… then start over. Among mini-road trips we have taken was blueberry picking last month, then a trip to an orchard with fresh sweet cherries. Apple picking will start soon, and we have started looking for news on which orchards have the apples we like. And then there’s a winery trip, out to a remote part of our region to seek out wines from wineries including Galen Glen, and Blue Mountain. I’ll share how that trip goes in the next issue. Our biggest trip of our summer was to have been to a wedding in Idaho over the Labor Day weekend – but no, it’s not going to be a public event. Besides, I prefer trips by car versus by airplane right now. But as I wrap this column up, I want to add that we have found a car trip with spectacular rewards

of vistas, remote streams, the Susquehanna River at Bloomsburg, and even a couple of covered bridges in Columbia County, with a return on a remote road back to Conyngham which takes the driver past a farm that has beautiful red deer (the males have gorgeous antlers). Pine Point Plaza to host blood drive A blood drive by Miller Keystone Blood Center will take place from 8 a.m. to 1 p.m. on Saturday, September 12, at Pine Point Plaza in Albrightsville. Blood collections are safe, sterile, and sanitized. Only healthy individuals can donate and appointments are required. To schedule an appointment, visit www.GiveaPint.org and use sponsor code 8622. Giving blood during COVID-19 Going to a blood center or blood drive is safe. All Blood Center equipment is decontaminated between uses, and everything that touches blood is sterile and disposable (including blood bags, needles and test tubes). All signature pads, tables and tablets are sanitized/disinfected between use, Blood Center staff are wearing Personal Protective Equipment (PPE) according to regulatory requirements (including gloves and face shields). Although we wish the opposite were true, our collection sites are rarely crowded and not considered “mass gatherings.” We have implemented the necessary “social distancing” recommendations,

and we encourage all donors to complete their medical screening online prior to arriving for their appointment. All donors will be required to wear a face mask at all times. Additionally, we expect only healthy people to come and give blood. The risk of exposure at a donor center is exceedingly low.

August 1995 The front page of this issue traces the history of The Big Two Resorts, from the start of the Lehigh Coal and Navigation Company in 1791, a company that mined coal and saw it transported from the hills of Carbon County down the Lehigh River in a canal built by back breaking work that allowed barges to float the coal to market in Philadelphia. The company also bought vast acreage in northern Carbon County. In 1942, a great flood destroyed major parts of the canal. Fortunately by then, railroads were able to move the coal. With the canal out of action, LC&N employees were put to work building a retreat on the shore of Lake Harmony – The Split Rock Club. Beside the Lodge was a modest ski slope – the Hazzard. In the late 1940s, construction of Big Boulder Ski Area was started. Soon the Lodge was sold. The ski area was operated independently. Late in the decade into the early 1950s, Big Boul-

der was part of early work to perfect snowmaking ski slopes. The first systems did not work very well, and it took until the 1956-57 season before a workable system was in place here. With snowmaking giving skiers a consistent ski surface, LC&N planners began work on a big See ARCHIVES, page 28

Lake News, August 2020 —31  issue, titled Personal Miracles. Back in ’93-’94, the Winter was bitter, with mountains of snow that seemed to never end. To escape, she drove to The Biltmore in Asheville, North Carolina, in late April with her daughter and two grandchildren. The tour at the Biltmore was incredible, with azaleas blooming everywhere. After the tour, they decided to head back home along the Blue Ridge Parkway. As the ride went on, with stops at overviews, and driving through tiny tunnels, the front end of her old van began to shimmy. They decided to take the next road off the Blue Ridge Parkway and drive down the mountain – “one hairpin turn after another…” Darkness was coming, and the van was shaking hard. At the bottom of the hill, with no signs of anything visible along the way, she saw lights in the distance. It was a gas station at a bypass. As the van reached the parking lot, the car made a loud ‘bang” and clouds of white smoke came from underneath. Leaving her daughter with the grandchildren, she went for help and the store’s staff called a wrecker. The wrecker’s driver took them to a motel, and helped carry their bags in, before riding off with the van. It turned out the van had blown a bearing… The entire charge for a new bearing, a new fuel pump and the tow was barely over $100. She closed the story with this: “As we started our 700-mile journey back to the Poconos, I knew that we are never alone, and there really are miracles.”

Letter to the Editor To the Editor: Over the past 5 or 6 years there has been a disturbing trend in the proliferation of large hotel like rental properties in Lake Harmony. These enormous buildings advertised with occupancies of 25 - 30 people and up are putting an enormous strain on our resources. We have seen wells run dry, sewage capacity exceeded, sewage rates almost double, and trash volumes that should require a dumpster. In addition many of these properties routinely violate our noise and fireworks ordinances. Meanwhile the Township receives nothing in return. It is time for the Township to regulate these properties, limit the occupancy, enact the ability to assess fines against both the occupants for the violations and the owners for continued nuisance properties like other communities in the Poconos have done. It is also essential to create a revenue source for registration of such properties that helps to pay for the enforcement of violations. This can be done by requiring Rental Properties to pay a yearly Registration Fee. Please read the Rules and Regulations from nearby Tunkhannock Township and voice your opinion for change at the upcoming Board of Supervisors and Zoning Meetings. Let’s take back our community. M. Lake Harmony lot owner wants to add three homesites by Seth Isenberg

Kidder Township’s Planning Commission heard the application from the owner of a large lot in Lake Harmony that sits on a paper street in the Lake Harmony Estates development at their meeting August 5. The owner wants to construct the street, and divide the lot so that it can host three more homes. Concerns from an audience member were raised over the new homes to be built, fearing they would be large. Township engineer David Walasavage explained that those decisions are made at the Zoning Board. The developer, Ledgestone Properties, proposes to build the 700 foot-long road, and pave the first 50 feet to make a safe entry onto the state road. There would be stormwater detention features, and at the end of the road, a wide turn-around big enough for a fire engine to use.

The Planning Commission heard the plans and asked plenty of questions. Waivers were granted for map issues, and water-draw issues. No recommendation was made on road paving. It is noted that any of this depends on approval of the Lake Harmony Estates Property Owners Association. The proposal, conditioned on the LHEPOA approval, was approved to be sent to the Carbon County Planners for their comments.
