Who is Capricorn Enterprise? Capricorn Enterprise is one of Queensland’s official thirteen (13) membership based Regional Tourism Organisations, of which six are Regional Development Organisations as recognised by Tourism and Events Queensland and the State Government. Our Tourism footprint covers the larger part of Central Queensland from the Central Highlands to the Keppel Islands (including the Sapphire Gemfields, Carnarvon Gorge/Sandstone Wilderness, Emerald, Mount Morgan, Rockhampton, Capricorn Coast and Keppel Islands). Our Economic Development footprint is the Rockhampton and Capricorn Coast Region.

1st July 2015 marked the fifth anniversary of Capricorn Enterprise; - an important milestone for our Organisation which has continued to achieve significant results on a modest annual operating budget on behalf of our Members, sponsors and stakeholders.

Despite the state’s mining downturn and the impacts of TC Marcia on Friday 20th February, domestic visitation to our Capricorn region and the greater Southern Great Barrier Reef (SGBR) destination has achieved year ending growth to every quarter in the past financial year (Sep 2014, Dec 2014, March 2015 and June 2015). Our international source markets have also shown consecutive growth year ending to the December 2014, March 2015 and June 2015 quarters for both the Capricorn region and the greater SGBR destination. These results have not just ‘happened’ – they are due to a strategic, collective and collaborative focus on product development, management and marketing within our region to achieve visitor growth in business travel, leisure and those visiting friends and relatives (VFR). In 2014/15, Capricorn Enterprise embarked upon the largest single Contestable Grant Project on behalf of our Southern Great Barrier Reef (SGBR) Regional Tourist Organisation (RTO) partners and Tourism and Events Queensland (TEQ). SGBR PROJECT 2020 was thanks to a significant financial contribution by the three RTO’s (Capricorn, Gladstone, Bundaberg) with matching state government funds (total project $190,000), whilst demanding substantial human resources from within our Capricorn Enterprise team. The implementation and results of this digital marketing project was deemed so successful, it has been nominated for a 2015 Queensland Tourism Award for Destination Marketing. A dis-continuation of funding by TEQ for Tourism Industry Development programs in 2014/15, meant alternative funds had to be sourced to continue successful operator training such as Digital and Trade Mentoring. Federal government funds administered via the state government through Queensland Tourism Industry Council (QTIC) provided contestable funding for RTO’s to fill this void. Capricorn Enterprise contributed $20,000 with matching government funds to deliver three (3) industry training programs (Digital Mentoring, Trade Mentoring, Qld Tourism Award submission writing) for our Members in 2014/15.

Capricorn Enterprise also committed funds to the initial ‘Economic Gardening’ business workshop in early February 2015, a pre-curser to our inaugural intensive Economic Gardening business program to be conducted in 2015/16 thanks to a Federal government grant program supported by local government. This is an interesting project first rolled out in The Illawara region in NSW focusing on improving existing businesses facing an economic downturn. A number of our regional Priority Projects have progressed significantly during 2014/15 with the Capricorn Enterprise team providing economic development support across a broad spectrum of business and industry, including tourism, retail, health, education, agriculture, water infrastructure, defence, transport, mining and resources. In August 2014, Capricorn Enterprise in partnership with CQUniversity, prepared a joint submission to the Prime Minister in response to the Northern Australia Green Paper which had omitted Central Queensland between the Tropic of Capricorn and Townsville all the way to the western border. Capricorn Enterprise collated twenty five (25) signatures from Mayors, State and Federal Members (bi-partisan), RDAFCW (Regional Development Australia Fitzroy Central West), economic development organisations, chambers of commerce and business groups across this huge geographical footprint. In response, a week later, Prime Minister the Hon Tony Abbott visited Rockhampton as a guest of Federal Member for Capricornia Michelle Landry, where he acknowledged that Eden Bann and Rookwood Weirs on the Fitzroy River were critical water infrastructure projects for the region’s agricultural future. The Northern Australia White Paper subsequently included Rockhampton city, acknowledging the importance of Central Queensland industries.

“Capricorn Enterprise, with its very engaged CEO, has been able to play a very prominent role in QTIC’s statewide work to advance the interests of our industry.

In September 2014, Capricorn Enterprise again prepared a joint submission, this time to the State Treasurer the Hon Tim Nicholls, signed by the Mayors/Acting Mayors of the six (6) Local Government Authorities of CQROC (LSC, RRC, CHRC, Banana, Gladstone, WASC) to outline our collective Priority Projects for Central Queensland, should the LNP government achieve its asset recycling agenda.

Through Ms Carroll’s leadership and support as the Chair of Queensland’s RTO Network, as a Director of QTIC and as a member of such important committees as the Drive Alliance, Capricorn’s regional interests have been strongly represented at every possible turn.

Signatories to this submission agreed that the lower Fitzroy Infrastructure Projects (Eden Bann and Rookwood Weirs) was the single most important Priority Project for Central Qld. The agreed top three Priority Projects for the Rockhampton/Capricorn Coast region was the Convention Centre as stage one of the Convention Centre/Stadium project, the Rockhampton Riverfront redevelopment and the Yeppoon/Capricorn Coast foreshore redevelopment. In January 2015 a new state Labor government was elected, with Capricorn Enterprise again presenting our regional Priority Projects to the Premier and her Ministers at Community Cabinet in Rockhampton 24-25 May 2015.

It is a credit to a regional organisation with limited resources to be so well respected amongst industry and government.”

In recognition of the economic recovery uplift needed for the region post TC Marcia, the state government announced in their first state budget handed down in June 2015, $25 Million for the Yeppoon Foreshore Redevelopment and $15 Million for the Rockhampton Riverfront Redevelopment. It has been due to this collective and collaborative leadership approach by Capricorn Enterprise, our respective political leaders and our industry partners across subsequent governments over the past five years which has achieved significant results for our region. None more than the substantial partnership between Capricorn Enterprise and Livingstone Shire Council, our largest single financial contributor. Funding support for both Tourism and Economic Development Activity as well as provision of rental assistance for our head office in Rockhampton has been our financial savior during the 2014/15 financial year. This partnership has delivered significant state and federal government funding ($53Million dollars at last count) to the Capricorn Coast in critical infrastructure projects through close collaboration. Capricorn Enterprise works exceptionally hard in focusing on a positive direction with positive people and we sincerely thank our dedicated Staff, Visitor Information Centre volunteers, volunteer Directors and Committee Members and you, our Members in achieving another very successful year in delivering Destination Marketing, Investment Attraction, Business Support, Tourism and Visitor Services.

Economic Development The primary focus of the Economic Development Unit throughout 2014/15 was to attract business interest and investment attained through external promotions and the provision of industry development via business forums and the Business Leaders Lunch Series. The provision of up to date statistical information to investors is a critical service conducted by the unit, as well as driving our regional Priority Projects: Agriculture Precinct and Health Hub.

Fitzroy Agricultural Precinct as part of “Growing Central Qld” (including the development of Eden Bann and Rookwood Weirs on the Fitzroy River to develop our agricultural industry).

Significant progress has been made in progressing three of our Priority Projects throughout the year, firstly with the launch of the Growing Central Queensland Prospectus at BEEF 2015, and with the special mention of the upgrading of the Fitzroy River Rookwood and Eden Bann Weirs in the Australian Governments ‘Agricultural Competitiveness White Paper’. The establishment of the Health Alliance has resulted in the formation of a health collaborative that supports health initiatives across the region. The development and launch of independent promotional recruitment videos for all members of the health alliance is one example of the cooperative efforts. This extensive campaign was open to all operators within the SGBR region, with components of the campaign that featured island, coastal, hinterland and inland products. The campaign was timed to address the quiet period between the September school holidays and the Christmas school holidays. It included: n

ATE 2015, held in Melbourne in June, is the largest tourism trade event in the Southern Hemisphere. Capricorn Enterprise staff promoted the destination under the SGBR banner along with Capricorn region operators, Empire and The Edge Apartment Hotels, Echelon, Beaches on Lammermoor and Salt, and Great Keppel Island Hideaway. 177 appointments were held with trade from over 35 different countries.

Increase the awareness of SGBR destination experiences, and products amongst key industry and stakeholders.

n

Create opportunities for operators to better understand the value of collaboration and the SGBR partnership including professional development.

n

Provide a platform for operators to establish and strengthen business relationships with fellow SGBR industry colleagues.

Experience Development Workshops

A group of around 40 SGBR tourism industry stakeholders familled their own backyard from May 26-29. Oshen , Capricorn Caves, Quest Rockhampton, GKI Hideaway, GKI Holiday Village, Mercure Capricorn Resort, Rockhampton Art Gallery, and Sail Capricornia, along with CE representatives Mary and Dee, joined the TEQ team, GAPDL and BNBT participants and their operators, on a road trip from Bundaberg, through Gladstone region, finally being hosted at Capricorn Caves, Keppel Bay Marina, Sailing with Grace, and Koorana Croc Farm, staying the night at Empire.

Australian Tourism Exchange (ATE)

Capricorn were lucky enough to obtain the only 2 TEQ Experience Development Workshops within the SGBR. Carnarvon Gorge and Sapphire Gemfields operators undertook the program which works on the premise that The ‘tourism product’ is what the customer buys; the ‘tourism experience’ is what they remember. A tourism ‘experience’ is the emotional feeling or personal achievement a visitor grows from a purchase, participation or consumption of a tourism product – accommodation, attraction or tour. Mark Olsen of EarthCheck facilitated these 2 workshops with the following participants: Carnarvon Gorge – Takarakka Bush Resort, Australian Nature Guides, Heli Central, Bandana Station Sunsets, CHDC.

Duane Knapp, a global leader in brand strategy, joined us for the entire trip to share his insights and facilitate destination promise discussions. All stakeholders agree that this program was an outstanding success.

For the first time ever, SGBR attended QoT Europe! The objectives of the Queensland on Tour 2014 Road Show through Continental Europe were:

TOURING GUIDE An A2 map folded down to A5 was produced. This included features such as hero experience must-do’s and major events; with 100,000 copies printed and distributed to Queensland Visitor Information Centres, and available online. SOCIAL MEDIA Facebook and Instagram platforms were identified as best suited to promoting SGBR. Channels were implemented and managed from October 2014, meeting 15,000 acquisitions by June end. Engagement is very high, with messaging targeting already prioritised markets.

Sydney Sales Mission Following ATE 2014 a number of operators expressed their interest in a specific sales mission for SGBR to Sydney. Genevieve Matthews was commissioned to manage this trip on behalf of SGBR which included:

Virgin Australia Digital Campaign Capricorn Enterprise paid for our very first airline on-line campaign with Virgin Australia in November 2014. Exposure of the SGBR branding promoting our three precincts of Emerald, Rockhampton and Yeppoon reached an audience of over 1 million Virgin Australia customers and 280,000 Virgin Australia Holiday subscribers. The campaign cost $20,000 and ran for four weeks.

Visitor Information Centres Capricorn Enterprise currently operates two Accredited Visitor Information Centres (Rockhampton and Yeppoon) open 7 days per week, 363 days per year. We employ one full-time Visitor Information Centre Supervisor in each VIC supported by dedicated volunteers. According to Australia’s Accredited VIC’s – A Strategic Directions paper published in October 2014, the average operating costs per VIC range from $100,000 to $300,000K annually. Capricorn Enterprise operates our VICs on less than $70,000 each per annum.

Tropical Cyclone Marcia – FRIDAY 20TH FEBRUARY 2015 Capricorn Enterprise played an integral role in the response and recovery post this natural disaster. The following are unedited reports provided soon after the event.

Communication is king – The Crisis Communication network was activated at 6am on Thursday 19th February with Capricorn Enterprise providing regular on-theground updates to State Government Departments, Tourism and Events Queensland and Queensland Tourism Industry Council. Daily telephone hook-ups continued over the following days. Both the Minister for Tourism and Small Business, the Hon Kate Jones and the Shadow Minister for Tourism and Small Business, the Hon Jann Stuckey phoned me the morning after TC Marcia which was much appreciated. Visitor Information Centres – On Monday 23rd and Tuesday 24th February, our team cleaned up the rain flooded Spire VIC in Rockhampton and the tidal debris surrounding the Yeppoon VIC, the latter being powered up and open for business on Wednesday 25th February. Minister Visit – On Friday 27th February, the Hon. Kate Jones, Minister for Tourism, Major Events, Small Business and the Commonwealth Games and Minister for Education met with a number of our tourism and small business operators in Yeppoon to listen first hand of their impacts, which was very much appreciated. Minister Jones also visited Taranganba and Frenchville State Primary Schools and it was beautiful to see the children’s pictorial interpretations of the affects of TC Marcia. Individual Business support – Capricorn Enterprise has assisted where possible in providing our Members with additional help in leveraging extra support via Local and State government as well as Industry avenues. We have also circulated details regarding grant assistance. Positive Public Relations – It has been imperative to send out a very clear message that most businesses are open and need the support of not just locals but visitors. Cash is king in small business and they need our help to continue employing our local people. Capricorn Enterprise received a 5 minute live interview on Channel 7’s Sunrise breakfast program on Friday 27th February

and they confirmed they would be visiting Beef Australia 2015 in May. ABC World conducted two interviews on the day of the cyclone as well as Saturday 28th February. We are hopeful that Channel 9’s Better Homes and Gardens story featuring our beef, pineapple and seafood will air again on Good Friday. I have also requested assistance from Channel 9’s Today Show to assist us in promoting that our destination needs visitors to help in our economic recovery. n

SGBR Advertising Campaign – Thanks to Tourism and Events Queensland and the state government, a major Southern Great Barrier Reef campaign will run from Sunday 8th March to Thursday 2nd April which will include Brisbane metro billboards placements, regional television across Rockhampton, Maryborough and Toowoomba Markets, digital activity including premium on-line video, search display, Yahoo and Facbook advertising.

Destination Advertising Campaign – Capricorn Enterprise will commence a major regional television and social media campaign in the coming weeks.

Hashtag help from Locals – Capricorn Enterprise is asking all locals to post POSITIVE images on social media channels and hashtag #visitcapricorn, #southerngreatbarrierreef, #thisisqueensland, #seeaustralia to help us get the message out to millions to see that our beautiful destination is bouncing back very quickly and we need visitors pre, during and post Easter which is just weeks away.

Notifications to Trade distribution – Capricorn Enterprise will continue to conduct positive wide-spread communications through our tourism retail and trade distribution networks throughout Australia, New Zealand and Europe Economic Impact Assessment – Capricorn Enterprise, in partnership with CQUniversity, other organisations and local and state government departments is working on collating as much information as possible to produce an official economic impact assessment, which is critical for future lobbying for our destination. Capricorn Enterprise in partnership with CQUniversity conducted a similar Economic Impact Assessment post the 2011 floods, and that document was the main lobbying tool used by industry, local, state and federal government elected leaders in resulting in a commitment on the 18th July 2013 by then Opposition Leader Tony Abbott announcing a 10 year $8.5 billion Bruce Hwy action plan. That action plan would include $296 million for the Yeppen Floodplain Project (by committing $246 million to complete it). It also included $121 million for the Rockhampton Northern access upgrade and $65M to plan and acquire land for the Rockhampton third road from 2016. This economic impact assessment is critical for us to leverage major infrastructure funds for the future of the Capricorn Coast and Rockhampton region.

Our $12,000 three week TV campaign commenced last Thursday 12th March (rotating GKI, Capricorn Coast and Rocky TVC’s) throughout Imparja and Win TV regional networks. Tourism and Event Queensland’s SGBR $100,000 campaign (TVC, road billboards, on-line) is also currently in market over 3 weeks in Brisbane metro and regional Qld – this campaign includes products from Rockhampton, Capricorn Coast and throughout the entire SGBR. Economic recovery data (over 200 business surveys) to lobby for Cat C (small business) financial assistance from government via our frequent reports to the Qld Reconstruction Authority – data entered into DSDIP survey monkey as well as our own Capricorn Enterprise survey monkey to obtain specific data as needed.

Capricorn Enterprise is on the two official economic recovery groups for both RRC and LSC as part of the State government recovery framework.

This Saturday 21st March, Queensland Weekender is rerunning the Anna Daniels Rocky story featuring Koorana Crocodile Farm, the Great Western Hotel, Quality Regency Hotel and heritage precinct.

Next week, Queensland weekender is visiting us to shoot a new story we have pitched on the ‘Yeppoon village theme – Shop 4703’, then they’ll head to the Capricorn Caves and include GKI footage if time permits. On April 11th, Creek to Coast will visit Capricorn Caves and Coolwaters Holiday Village (this promotion is being funded by Caravanning Qld). Local Gladstone girl and ‘face’ of our destination videos Kimberley Busteed, is returning from London in April – we have booked her to shoot a specific Yeppoon TVC (Television Commercial) next month which we will also load on our YouTube channel. Ongoing support for Beef Australia in partnership with Tourism and Events Queensland.

Capricorn Launch Pad President’s Report 2014-15 The last financial year has been a really great one in the life of Capricorn LaunchPad. Kicking off our year with a mostly new batch of committee members that included: n n n n n n n n

To cap off 2014 we held our Launchpad Family Christmas Party at the newly opened Regent Hotel with over 35 launch padders joining in our traditional Christmas feast, games and also a visit from Santa himself. From our generous donations from our members, Launchpad was able to provide Christmas Presents and food for two Rockhampton families doing it tough. The beginning of 2015 has been busy to say the least with cyclone Marcia and Beef 2015 keeping us all busy in the first half of the year. We did manage to have our annual plus one event in the first half of April that was attended by over 50 launch padders and kindly sponsored by ex-launchpad executive member Daniel Bartlett.

In October, Team LaunchPad got physical with custom Team LaunchPad at the Capricorn Coast Running Festival. We had over 20 participants in matching running singlets thanks to Evans Edwards and Associates.

We held our first event, EOFY Party at the Heritage Hotel with almost 60 LaunchPad Members in attendance. After the success of the EOFY party we backed up our high attendance numbers with what I would class as our best event of the year, which was our Wine, Cheese and Trivia night also at the Heritage.

Behind the scenes there is a lot that must be done to operate our association and the more you work in little committees like this one the more you see. The committee and myself have worked extremely hard over this past 12 months and I would especially like to thank Vice-President, Lauren Gabriel for your support over the year as well as all the committee members.
