Whilst we continue to focus on the recovery phase for a number of business sectors, now more than ever we need to depend on each other. Our commitment to you, our Members and stakeholders, is to continue working hard for you and our entire regional community.

A Message
FROM OUR CHAIR & CEO
1st July 2020 marked our tenth Anniversary and we owe our success as an Organisation to the strong support and collaboration with our business and industry partners, which builds on the foundation of our state and local government financial support. Our small team of dedicated professionals are supported by a volunteer Board of Directors and Management Committee Members and hundreds of Member businesses, stakeholders, public and private sector partners. We have worked very hard over the past decade supporting Regional Priority Projects and increasing our visitor economy (business, leisure, VFR) from domestic and international markets. As Capricorn Enterprise marks our ten year milestone, we reflect on a decade of highs and lows, collaboration and challenges for our regional tourism industry. Last year was definitely a ‘high’ with official Tourism Research Australia data revealing record growth in both domestic and international visitation to the year ending December 2019 for our region stretching from the Central Highlands to the Keppel Islands. 1,233,000 visitors spent $668 million dollars across the Capricorn region, with another 1,506,000 day visitors spending $286 Million. 2020 was tracking to be a record year with both domestic and international visitors and visitor expenditure, however, the impacts of the COVID crisis to our visitor economy has been unprecedented. It may take years for the visitor statistics to reach the 2019 benchmark at regional, state and national levels. Whilst the first half of 2020 has been incredibly challenging, we are fortunate that our regional economy in Central Queensland is diverse and stronger than many other destinations. With $4.5 Billion dollars worth of major infrastructure developments planned and underway during this decade of development, we face a shortage of up to 3,000 workers, which conversely presents a greater opportunity to attract workers and their families from the densely populated areas of the country to a regional lifestyle. With this knowledge, our Capricorn Enterprise led Central Queensland Major Projects Workforce Alliance which is a strong collaboration with Construction Skills Queensland (CSQ), our major project proponents and promoting regional business content, that we have been working towards a solution for the past eighteen months to cement CQ as a destination of choice for skills development, jobs, lifestyle choices, population growth and economic prosperity. Whilst we continue to focus on the recovery phase for a number of business sectors, now more than ever we need to depend on each other. Our commitment to you, our Members and stakeholders, is to continue working hard for you and our entire regional community.
Mary Carroll Chief Executive Officer
The challenges experienced during the 2019/2020 financial year are hard to understate. The region has experienced drought, bushfires, hail and a shutdown of large parts of the economy to combat a worldwide pandemic. The most devastating impact for our members has been the economic shutdown and restriction on travel, caused by the pandemic. It is during such difficult times that people need help and Capricorn Enterprise, led by Mary Carroll, has worked extremely hard to provide that extra support. As the registered tourism organisation for the Central Queensland region, Capricorn Enterprise was able to provide valuable data and advice to the state government, while advocating on behalf of members and providing up to date information for businesses as regulations changed. At the same time, Capricorn Enterprise pursued the economic opportunities for the region that will help all businesses across the region. Furthermore, Mary and her team provided much needed emotional support to business owners suffering from the lockdown. The challenges caused by the pandemic have placed considerable strain on many people and have seriously tested our resilience and will continue to do so. Along with the challenges, there has been wonderful support from state and federal governments and it has been terrific to see both sides of politics working together for the benefit of communities. It is how people and business respond to adversity that sets them apart and establishes their reputation for the future. The organisation is incredibly grateful for the terrific ongoing support it receives from members and state and local government, especially as many are facing considerable adversity themselves. A special thank you must go to Minister Jones for her amazing support during this difficult time and our major supporters, being the State Government (via TEQ), Livingstone Shire Council, Construction Skills Queensland (CSQ), Ian Weigh Toyota, CQUniversity, Ergon Energy, Stanwell and Central Highlands Regional Council. As Chair of Capricorn Enterprise, I would also like to thank Mary and her team for working tirelessly to support our members and I wish to thank my fellow Directors for continuing to provide their advice, support and dedication as volunteers to this truly community based organisation. We have much better times to look forward to in this region and Capricorn Enterprise will continue to play its part in realising the opportunities that lie ahead.

REFLECTING ON A DECADE OF REGIONAL PRIORITY SUCCESS | 2010 - 2020
1st July 2020 marked the tenth Anniversary of Capricorn Tourism and Economic Development Ltd (trading as Capricorn Enterprise). Our small team of dedicated professionals are supported by a volunteer Board of Directors and Management Committee Members and hundreds of Member businesses, stakeholders, public and private sector partners. For 10 years, Capricorn Enterprise has been advancing our dynamic region through collaboration, leadership and support. We have represented our business and industry membership with one consolidated voice to all levels of government and focused on Destination Marketing, Business Support, Investment Attraction and Visitor Servicing. We have been a key partner in helping to attract hundreds of millions of dollars to this region in both public and private infrastructure development as well as achieved growth in both domestic and international visitors over the past decade despite a number of external challenges well beyond our control. By focussing and collaborating on the following Regional Priority Projects, Capricorn Enterprise over the past decade has played a key lobbying role in supporting Local Government, State and Federal politicians and Departments in helping to secure significant funding to achieve: • Gracemere Overpass ($50M state funding) to develop the Gracemere Industrial Area – completed Sep 2013 (Gibb Group are a corporate partner of Capricorn Enterprise and have since also developed the Homemaker Centre site in Yeppoon) • Approval of the Great Keppel Island Revitalisation project at Federal, State and Local government levels – March 2013 (we continue to work with the relevant Proponents, Departments and Ministers to see this project come to fruition) • The inclusion of the Rockhampton/Capricorn Coast and Gladstone regions in the federal government’s “Northern Australia” legislative funding footprint (thanks to our successful joint submission co-authored with CQUniversity, signed by nearly 30 local government authorities, Chambers and advocacy groups) • Merger of CQUniversity and CQTAFE to form Queensland’s first dual sector university – May 2013 (collaboration between the CQUniversity, Capricorn Enterprise, State & Fed government)

Advocacy
I REGIONAL ECONOMIC DEVELOPMENT
The advocacy efforts of Capricorn Enterprise are critical to the short, medium and long term prosperity of the Capricorn Region. Research reveals that local infrastructure projects exceeding $4.5 billion were scheduled to commence construction or were in design phases during the 2019-20 year. These projects provide significant opportunities for local business/industry in terms of local content in major infrastructure projects including highways, water, energy renewables and defence. Capricorn Enterprise has been and will continue to work closely with project proponents and managers including Tier 1 and Defence Prime Groups, plus local business and industry representatives to maximise local participation and content.
INVESTMENT ATTRACTION GREAT KEPPEL ISLAND RESORT
Current development approvals for the island include a 250 room beachfront hotel, 300 luxury apartments, 285 luxury villas, 9,000 sq metres of retail shops and a 250 berth marina. The airstrip also has approval to be extended from the current 800 metres to 1.5 kilometres, which would substantially improve visitor capacity by enabling jet airliners to land, with the potential for direct flights from Sydney, Brisbane and Cairns. By June 2020, Altum Property Group P/L was awaiting decisions on the final approvals and transfer of leases from the state government. Deloittes which had been engaged by the state government has positively assessed Altum’s Financial Management Capability Assessment (FMCA) submitted in March 2020. [See IMAGES 2 & 3]
CAPRICORN INTEGRATED RESORT
The proposed EIS was granted a 12 months extension.
NORTHERN AUSTRALIA ALLIANCE Capricorn Enterprise is part of the Northern Australia Alliance, launched in 2015, working collaboratively to act as catalysts to help shape and promote communities and development across Northern Australia.
ROOKWOOD WEIR
The Lower Fitzroy River Infrastructure Project EIS process was completed and approved with conditions in February 2017. The independent assessment of the $352M Rookwood Wier proposal was made public in January 2018. Both the Federal Government and State Government committed to support the construction of the Weir. Components of the project, Thirsty Creek Road upgrade and the Capricorn Highway Intersection upgrade have been underway and were expected to be completed in 2020.
The contract for works on the new Riverslea Bridge has been awarded to Capricorn Enterprise Gold member Civil Mining and Construction Pty Ltd (CMC) and has commenced. The invitation to Tender for water sales from Rookwood Weir opened in June 2020. Additional contracts for the Weir construction and Hanrahan Crossing are yet to be awarded. Capricorn Enterprise has continued to work with the project proponents to inform the region of the opportunities presented by this project. At the 25th October 2019 Major Projects Forum, Eoin Grennan (Project Director, SunWater) provided an update on the Rookwood Weir and its opportunities.
CLARKE CREEK WIND FARM Lacour Energy and Goldwind Australia are developing the Clarke Creek Wind and Solar Farm project located 150 km north west of Rockhampton and 150 south of Mackay in the Isaac and Livingstone Shire areas. When completed the Clarke Creek Wind Farm will be the largest wind farm project in the southern hemisphere; project investment around $1.5billion; incorporating up to 185 wind turbines; powering 600,000 Qld homes (4% of Qld electricity supply); construction to commence 2020 and completed by 2023; jobs estimated at between 300-350 during construction phase and creating 20 FTE during operation. Company Statement by Goldwind Australia: “We are committed to starting construction of the wind farm project as soon as all aspects of the project are ready. We aim to start with some road upgrade work, followed by full wind farm construction 2020”. David Brown Snr Project Manager presented a project update to the 2019 Major Projects Forum.
CAPRICORNIA CORRECTIONAL CENTRE EXPANSION
This $200 Million project was completed in April/May 2020. Further refurbishment of the original section of the Centre to commence July 2020 (reportedly an 18 month Project). The project created 172 construction jobs across four years, which means ongoing opportunities for local suppliers across the Central Queensland region.

QUEENSLAND LOCAL CONTENT LEADERS NETWORK The members of the QLCLN unanimously support the definition of local content as the full, fair and reasonable economic contribution made to the local communities by industry investment in local goods and services, employment and training, social and community development initiatives and local industry capability development programs. The Queensland Local Content Leaders Network grew out of acknowledgment that where it is difficult for an isolated region to achieve strong local content outcomes and progress opportunities, there is strength in partnership. The network provides the opportunity for experienced individuals from economic development organisations, local government and industry groups to share best practice initiatives on local content, industry participation, procurement and purchasing and regional development. CCPs – common known as “fly ash” and “furnace bottom ash” – are by-products, inert solid materials produced when coal is burned to generate electricity. The 12 million tonnes of CCPs generated annually should be viewed as mineral resources which can be used in traditional construction applications including concrete, roads and soil amendment. Incorporating CCPs have been proven to outperform products made without it. Major Projects
In 2019-20 infrastructure projects worth in excess of $4.5 Billion have been gearing up or commenced across the region encompassing Livingstone and Rockhampton Regional Council areas generating unprecedented opportunities for regional business and local workforce. Whilst commitments have been made in respect to local industry participation on many of these projects (ranging from 65% up to 80% local content), Capricorn Enterprise’s overall challenge is ensuring that industry are suitably qualified and demonstrate a competitive edge. By showcasing our destination’s hero experiences through the use of multiple digital and traditional media channels, Capricorn Enterprise has inspired increased visitation to our region by key market segments. Capricorn Enterprise’s market mix has included a strong digital presence on destination social channels and websites, the production of quality printed collateral, leveraging traditional media opportunities, working with travel influencers and content creators, as well as attendance at trade and consumer shows.
VISITATION OVERVIEW Positive results of targeted marketing saw the year ending December 2019 receiving 948,000 international visitor nights, and an impressive 4,509,000 domestic visitor nights achieved during the twelve months in the Capricorn region which includes the Central Highlands, Rockhampton region and Capricorn Coast. This resulted in a sizeable $668M injection into the local economy for domestic and international visitor expenditure combined. For the domestic travel market, the average overnight spend per visitor was $530 with an average length of stay of 3.9 nights. For international visitors, the numbers increased to $742 spend per visitor and an average length of stay of 13.7 nights. 2020 was tracking to be a record year with both domestic and international visitors and visitor expenditure, however, the impacts of the COVID crisis to our visitor economy has been unprecedented. It may take years for the visitor statistics to reach the 2019 benchmark at regional, state and national levels. Tourism Research Australia (TRA), National Visitor Survey Data year ending Dec 2019.

Capricorn Enterprise proudly sponsored this lunch as a means of promoting our destination to over 40 travel writers that attended. The event was purposely chosen to be held at Customs House in Brisbane, as this building has a natural synergy with the Customs House in Rockhampton being a replica, and is also being located on the Brisbane riverbank, enabling a connection to our Fitzroy River. To further strengthen this symbolism, beef and barramundi was served on the lunch menu. [See IMAGE 8]

I’ve really appreciated the kickstart Capricorn Enterprise provided me when starting my business venture. Without their support, it just wouldn’t have been possible to have achieved National and International exposure within the first 12 months of operating. Mary Carroll’s wealth of knowledge and hands on experience makes her an invaluable ambassador and resource to the Capricorn region. She is extremely well-known in the tourism industry and as such has been able to bypass the gatekeepers and provide direct access to decision makers; she just makes things easy for local business owners. I look forward to working with the Capricorn Enterprise team for many years to come.

Thanks Capricorn Enterprise for co-ordinating the Positive Leadership course. I really valued these last 2 days and have applied a lot of it in my area of work. It’s too easy to get ‘lost’ in an organisation, before realising you need to step outside of it and look back into, to see what changes need to be made and really lead effectively. Great presentation and fantastic presenter. A wealth of knowledge! I have shared some fantastic tips with the team to help develop any weaknesses/learned behaviours to create a more positive workplace. I would highly recommend this course to anyone in an organisation, in all areas of work because the changes made can positively change the way the whole team works.

Arrived in Yeppoon on 30th December with no accommodation booked. Chicki went to work and spent an hour trying to source accommodation for us for three nights. She found us a place for one night only which we gladly accepted and she took our phone number. On the way to our accommodation she rang us and had found us a place for 3 nights! What a diamond volunteer employee! Returned next day to try and book a tour to Great Keppel Island receiving the same 5 star service from another volunteer. A visit there is so worth it. Plus there is a Shell museum beside the center.

RECREATIONAL TRAVEL RADIUS MAPS (Created for Capricorn Coast, Rockhampton and Emerald) On 27th May 2020, Capricorn Enterprise created and published maps outlining the 150km and 250km radius travel restrictions (+ 500km Outback) which included the Central Highlands and Banana Shire, to assist our Members in better understanding the State government’s Roadmap to easing Queensland restrictions.
DESTINATION MARKETING Response leading into Recovery PLAN AHEAD CAMPAIGN - PEPARATION OF INSPIRATIONAL VIDEO In an attempt to assist our struggling tourism industry with much needed cash flow, Capricorn Enterprise (with support from LSC) launched a new campaign asking the regional community to support the local tourism industry. Comprised of 10 faces from local businesses, the commercial tells the current story of these businesses, their challenges, and what it would mean for them to receive sales of some kind. Each participant was asked the same series of questions (on film) as a way of generating some casual conversation that we could weave into the video. The aim was to get the local community thinking about tourism, dreaming about travel and looking forward to the future. The videos are positive, heart-warming and showcase some pure emotion around how special our destination is and what our local community means to our industry.
