Some of the highlights of the 2021/22 year include our Inaugural Best in Business Awards in partnership with Capricornia Chamber of Commerce; fifteen (15) Member events, including our Annual Major Projects forum, which collectively attracted nearly 1,000 attendees; the National Experience Content Initiative (NECI) with Tourism Australia, Tourism & Events Queensland and our operators; our ongoing marketing and promotional efforts which include a number of Television collaborations and multi media campaigns including “This is Yeppoon, See You Soon”; and our ongoing capacity building programs and initiatives to provide constant support and assistance to our Members.

The 2021/22 financial year has been another success story for Capricorn Enterprise, our Members and Stakeholders in our incredibly diverse region which straddles the Tropic of Capricorn from the Keppel Islands in the east to the Central Queensland Highlands in the west.
To the year ending March 2022, our Capricorn region welcomed over one million visitors (1,066,000), over three and a half million visitor nights (3,631,000), spending $697 Million which equates to a $654 spend per visitor, either on a holiday, here for business or visiting friends and relatives (VFR).
Our number of visitors, visitor nights, visitor expenditure and length of stay continues to increase in our Capricorn region, particularly in the holiday sector, breaking records across the entire Southern Great Barrier Reef destination with an 11.3% growth over three years since pre-covid 2019.
Central Queensland continues to be the economic powerhouse of the state and nation, with multi billion dollars’ worth of investment continuing across public and private sector developments in transport, energy, water, defence, health, education, and tourism. The demand for short term and long-term housing and unit rentals and purchases has never been stronger with a less than 1% vacancy rate across the Rockhampton region and Capricorn Coast.
We sincerely thank our major local government funding partners, Livingstone Shire Council (LSC) and Central Highlands Regional Council (CHRC) for their ongoing support. As we are required to match a significant portion of our state government funding with dollar for dollar contribution from local government, LSC has committed proportionally more for six (6) financial years to ensure Capricorn Enterprise has been able to retain its status as one of thirteen (13) official Regional Tourism Organisations (RTOs) in Queensland as recognised by Tourism and Events Queensland (TEQ)
We acknowledge the continued efforts and dedication of the staff and volunteers, ably led by CEO Mary Carroll, who all work tirelessly on a daily basis to help facilitate future prosperity. Their advocacy efforts have helped grow our region by increasing visitation and investment. Unfortunately I need to report that after 18 months of positive discussions with Rockhampton Regional Council to support Capricorn Enterprise, I was recently advised that support will not be forthcoming. It is disappointing and puzzling to me that our largest Local Government Authority is not supporting the Regional Tourism Organisation. This is very uncommon in Queensland and may affect the level of support that Capricorn Enterprise will receive from the State Government going forward. It is also perplexing to me that Rockhampton Regional Council spends millions of dollars on its own internal local tourism body but is not willing to support Capricorn Enterprise for a fraction of that cost. I sincerely hope that Rockhampton Regional Council will support the regional tourism body in the future for the sake of our region, as I believe we will be far stronger by working together.

The Move to More campaign was was very successful for our region, seeing Yeppoon in the Top 5 most searched locations on the website. Yeppoon was also featured in the Hidden Gems social media campaign, with the objective to inspire metro audiences to start considering some of the lesser-known locations in regional Australia. Research reveals that local infrastructure projects exceeding $6.0 billion were under construction, in design phases or drawing to a conclusion across the region encompassing Livingstone and Rockhampton Regional Council areas during the 2021-22 year continuing to provide opportunities for regional business and local workforce.
Capricorn Enterprise has been and will continue to work closely with project proponents and managers including Tier 1 and Defence Prime Groups, plus local business and industry representatives to maximise local participation and content. While some projects are drawing to natural conclusions or at the stage of having released all work packages, other projects are gearing from design to development phases, supporting the economic development of our region.
> Great Keppel Island (GKI) Resort
The agreed PRG Vision Statement for Great Keppel Island is “Woppa (Great Keppel Island) is an inclusive, globally celebrated and loved, low impact marine and ecotourism destination delivering world-class interpretation and experiences that support the maintaining, protecting and nurturing of the islands diverse ecosystems and cultural land and sea country of the Woppaburra.” $26 Million is quarantined by the State government for common user infrastructure on Great Keppel Island.
> Regional Australia Institute (RAI) – Regional Activators Alliance Capricorn Enterprise is one of 45 Organisations/LGAs in Australia which contributes to the “Regional Activators Alliance”, a collaboration to ensure our region is included in the $5 Million two year national campaign Move to More, co-ordinated by the RAI.
On the 15th Sep 2020, the Federal government announced $23Million funding for the Rockhampton Stadium at Victoria Park (following a federally-funded $250,000 feasibility study conducted in 2013/14 by global stadium design experts, Populous). A 16,000 seat stadium and 1000 seat conference room is planned and expected to commence early 2023.[SEE IMAGE 3]

In March 2022, Hancock Prospecting announcement they had commenced due diligence to purchase the 2013 GKI Resort approval including transfer of leases but stated in June 2022 they were not proceeding.

The advocacy efforts of Capricorn Enterprise are critical to the short, medium and long term prosperity of the Capricorn Region.
> Stadium
In January 2022, Livingstone Shire Council approved a development application for this commercial wave park facility including roadworks/access and accommodation. Capricorn Enterprise has assisted founder, Aaron Trevis, since its inception. [SEE IMAGE 1]

These projects provide significant opportunities for local business/industry in terms of local content in major infrastructure projects including transport, water, energy renewables and defence.
> Keppel Bay Sailing Club Convention Centre Capricorn Enterprise played a key role in helping to achieve the $20M federal government funding commitment for the Keppel Bay Sailing Club (KBSC) Convention Centre and Sporting Hub. Construction is expected to start in December 2022 and be completed by the beginning of 2024. This state-of-the-art, gamechanging facility is project managed by Yeppoon based architect, Brian Hooper. The GKI Project Reference Group (PRG), of which Capricorn Enterprise is a member, attended 4 GKI Master Planning workshops from Oct to Dec 2021, led by the Department of State Development (DSDILGP). The process was stalled during the due diligence period, but recommenced in August 2022 with a view to delivering a draft GKI Masterplan by December 2022 for public consultation.
INFRASTRUCTURE PROJECTS 2021-22
As a key Priority Initiative for the region since 2010, ten potential sites were highlighted by the CQ NRL Bid Team for investigation by Populous, with constraints and risks taken into consideration. These sites included Yeppoon, Parkhurst, Central Queensland University, Jardine Park, Kershaw Gardens, Lakes Creek Road, Aurizon CBD Site, Rosel Park, Browne Park, Rockhampton CBD and the Showgrounds Precinct.

MAJOR PROJECTS R egional Economic Development
Whilst commitments have been made in respect to local industry participation on many of these major projects (ranging from 65% up to 80% local content), Capricorn Enterprise’s overall challenge is ensuring that industry are suitably qualified and demonstrate a competitive edge to maximise participation.

• Rookwood Weir, construction commenced with early works in late 2020 and in-river and main construction works commenced in April 2021. Concrete pouring started mid September 2021
A recruitment drive was launched in early March to fill 40 positions and was increased to 90 due to plans to further ramp up in construction following weather delays in late 2021. However, the usually wet May has increased the River Level (RL) to 42 causing inundation of the coffer dam which can sustain a RL of 37. The workforce has been diverted into above-river activities such as turtle passage and other upper bank works.
CORRECTIONAL CENTREEXPANSION PROJECT (CPB Managing Contractors)
The project created 172 construction jobs across four years presenting ongoing opportunities for local suppliers across the Central Queensland region.
CLARKE CREEK WIND FARM
Clarke Creek Energy has been acquired by Squadron Energy, which is owned by Tattarang which is Andrew Forrest’s private investment company. Windlab will be overseeing construction of the Clarke Creek Wind Farm located 150 km north west of Rockhampton and 150km south of Mackay in the Isaac and Livingstone Shire

Accommodation camp construction has also commenced, with civil mobilisation and substation access road construction to start on completion of the camp. Stage One (400-500MW) anticipated to be fully operational in 2024, Stage Two (total 800MW wind & 400MW solar) could come online in 2026.

All key stakeholders, Landholders. CCC, Councils, state & federal governments are aware of the new project ownership. Windlab has commenced construction with early clearing works by cBoP Catcon proceeding.
Leigh Walters, Project Director – Clarke Creek Wind Farm, Goldwind Australia presented a project update to the 2021 Major Projects Forum.
John Burke, Head of Construction, Windlab, provided an update on the project at the Regional Economic Update, April 2022.
The construction of the $352M Rookwood Weir project is funded equally by the Federal and State Governments. Project timeline:
• Hanrahan Crossing upgrade started October 2021, completion was expected mid-2022.
• Foylevale Crossing Upgrade construction scheduled to commence by end 2022 for completion mid-2023
• Project was 61% complete in May 2022 with expected completion 2023, weather permitting.
Capricorn Enterprise has continued to work with the project proponents to inform the region of the opportunities presented by this project. At the 28th October 2021 Major Projects Forum, Mark Cope (Acting Project Director – Rookwood Weir, SunWater) provided an update on the Rookwood Weir and its opportunities. IMAGE

Whilst this $241 million project was completed in April/ May 2020, further refurbishment of the original section of the Centre continued from July 2020. This Centre was officially commissioned in July 2022.

completed the Clarke Creek Wind Farm will be the largest wind farm project in the southern hemisphere; project investment around $3 billion; incorporating 100 Goldwind turbines totalling 450MW; 346.5MW section supplying Stanwell Corporation under Power Purchase Agreement; projected injection of over $100 million into the local and regional economy during construction. Jobs estimated at between 300-350 during construction phase and creating 30 FTE during operation. Project is estimated to take 31-33 months from early works to full operations in the 1st Stage.

DEFENCE – INDUSTRY LIAISON
With approximately $6 billion invested or proposed in the local area over the ensuing five years, 2021’s Forum highlighted the extent of many of these projects, their timelines for delivery and importantly how regional business and industry groups can engage. The audience of 150 received valuable information from a range of guest speakers including:

Gladstone Area Water Board (GAWB) is the preconstruction proponent for the project. The ECI contractor selection is progressing, submissions were due on 10 June 2022. Capricorn Enterprise has had discussions with CPB Contractors, BMD McDonnell Dowell are also submitting a bid. Note: construction phase requires Qld Govt approval.
> Rockhampton to Gracemere Duplication –duplication of the Capricorn Highway ($75M) between the Yeppen Roundabout and O’Shanesy Street, Gracemere. Liaison with managing contractors Fulton Hogan/SMEC. The 2021 Capricorn Enterprise Annual Major Projects Forum, held Thursday 28th October 2021, is the premier project forum in the region highlighting projects - 13 speakers/topics and 150 attendees. [SEE IMAGES 1-6]
SWBMTA - ASMTI Project: The project has now reached a milestone with construction of the overall Shoalwater Bay Training Area (SWBTA) expansion now 50% complete. The project reports a total of 127 packages have been awarded, totaling $425m, with $358m awarded to local suppliers. [SEE IMAGE 1, P15]
REGIONAL ECONOMIC DEVELOPMENT UPDATE
On the 29th April, the 2022 Regional Economic Update in association with Fitzroy Basin Association provided an engaged audience with updates from RDA Central Western Queensland Director, Tony Gambling, and Head of Construction at Windlab, John Burke.
The Work in CQ digital platform developed to assist in meeting the emerging shortfall of between 3000 and 3500 jobs (excluding workforce requirements for the Carmichael Mine project) as well as the local workforce requirements across all business/industry sectors went live in September 2020. The site attracted more than 11,000 unique visits during 2021-22.

The Awards, hosted by Queensland Tourism Industry Council (QTIC) allows Visitor Information Centres and Councils to nominate a town from within their region. This saw Yeppoon once again named as a finalist and the Top Tourism Town announcement was made in Brisbane on Monday 13th June 2022, with Minister Stirling Hinchliffe naming Mount Tamborine as this year’s Nevertheless,winner.
Great Keppel Island Hideaway was selected as one of the "20 Days of Holidays Like This" promotion. This featured 'deal of the day' on Monday 6th September 2021 was sold out in twenty minutes.

SOUTHERN GREAT BARRIER REEF PARTNERSHIP (SGBR)
Capricorn Enterprise hosted Jeanne Platel from My Dream Adventures on a trade famil to Yeppoon, Pumpkin Island and Great Keppel Island post ATE21. It was Jeanne’s private family holiday but Capricorn Enterprise was able to extend their stay in the region and organised transfers and overnight stays on the islands at short notice including an additional night in Yeppoon. The Southern Great Barrier Reef destination branding and marketing is thanks to a strong collaboration by the three regional tourism organisations in the Capricorn, Gladstone/1770 and Bundaberg regions (Capricorn Enterprise, GAPDL and Bundaberg Tourism) working in partnership with the local tourism industry, Tourism and Events Queensland and local government partners. This partnership focuses on both interstate destination marketing and international marketing. Some of the regular activities include;
DESTINATION AUSTRALIA CONFERENCE
Capricorn Enterprise attended the eighth annual Destination Australia conference on 3 March 2021 at the Centrepiece at Melbourne Park. The conference focussed on reimagining the future of tourism and inspired industry to rebuild bigger and better, with high profile speakers discussing lessons learnt, sharing future focused trends and highlighting emerging opportunities. Capricorn Enterprise partnered with Dr. Alison Jones for the launch of her new book ‘Keppel Islands | Extraordinary Reefs’. Dr Jones is a local reef ecologist and coral physiologist who has lived and worked on Great Keppel Island. This publication directly benefits the local community by bringing greater awareness to our local reef environment and acts as a guide to our local reefs. This includes a portion of the sales being donated to the Keppel Turtle Fund to benefit local reefs and marine life. [SEE IMAGE 4]
Capricorn Enterprise (CE) has paid for a feature in French travel magazine, Petit Fute. This publication is the largest French travel guide collection with over 450 guides published and 8 million sold globally as well as on-line presence. Our destination will feature as part of the upcoming Qld/GBR feature. France is one of our top 5 international markets. CE hosted Petit Futé’s travel writer Manan Chauvin, based in France, on the Capricorn Coast in May 2022 who will write an additional feature based on her visit.

Phase 2 of the TEQ Transformational Experiences Mentoring Program commenced in May 2022 with seven (7) operators participating. The program involved up to 14 hours of Tourism Mentoring over an eight-week period and approx. 14 hours additional commitment by the operator to complete the Transformational Experiences Mentoring Program. The Best of Queensland Experiences Program report is provided by Tourism and Events Queensland for free to all Queensland operators listed on the Australian Tourism Data Warehouse. The report provides valuable ReviewPro insights on consumer perceptions of Tourism operator experiences and is valued at over $1,000. It also allows operators to benchmark their performance relative to the destination and Queensland.

Eleven of our region’s operators were selected to participate in Tourism and Events Queensland’s (TEQ) Experience Design Pilot Program in partnership with Capricorn Enterprise. The program launched in July with a presentation by David Morgan and Alex Perpich from TEQ followed by One-on-One mentoring sessions with Amanda Kruse from Success Matrix. TEQ have developed The Ultimate Transformational Experience Guide which focuses on 7 steps to creating better value for guests and businesses. The aim is to help put operators at the forefront of a global travel movement and increase bookings and revenue.

GENERAL EVENT SUPPORT
The Capricorn Enterprise marketing team joined more than 1,100 people at the Brisbane Entertainment and Convention Centre to celebrate the 2021 Queensland Tourism Awards.
The mood in the room was electric at the 2021 Central Queensland Highlands Business Excellence Awards held on Saturday 11th September 2021 in Emerald.
Our Southern Great Barrier Reef Destination won 10 GOLD out of 32 awards on the night! Capricorn Enterprise members, Empire Apartment Hotel, Beef 2021 and Fun Over Fifty [SEE IMAGE 5] took out the top gong across five categories. Empire Apartment Hotel also entered the exclusive Hall of Fame for a consecutive 3-year win in the accommodation category. While our Capricorn Coast Information Centre Volunteers missed out on their Award category, they remain winners in our eyes, with Supervisor Leanne and long-standing volunteer, Bev (Gillo) Gilligan flying the flag for our 35 wonderful

The Capricorn Caves supported a promotional activation by Tourism and Events Queensland to host the NRL Trophy and showcase its journey across Queensland for the Grand Final. They filmed a 2-minute edit featuring the Capricorn Caves which was included on social media, TV and other online mediums on Grand Final Day. Frenchville State Primary School and Rockhampton State High School were also featured in this edit.
Following successful funding through the State Government’s Growing Tourism Infrastructure Fund in 2020, the team from Cooberrie Park Wildlife Sanctuary officially opened the first stage in December 2021 of their $800,000 project – Capricorn Dinosaur Mini Golf Yeppoon. [SEE IMAGE 5]
This brand continues to strengthen. 2021/22 welcomed an additional two producers to TTC brand. In addition to the website, which incorporates maps, brochures, recipes, signage and profiles of the 46 local businesses currently involved, there is also printed trail maps available from the Visitor Information Centre.
NRL TROPHY TOUR
TASTE CAPRICORN COAST BRAND
In 2021/22 Capricorn Enterprise project-managed the ongoing marketing requirements of significant web platforms targeting relocation and liveability. The region also welcomed its newest attraction, Capricorn Dinosaur Mini Golf Yeppoon, made possible by the support of Capricorn Enterprise.
The volunteer run Keppel Turtle Fund unveiled a fabulous new educational attraction which greatly supports environmental and ecological aspects of the Southern Great Barrier Reef. Stage 1 of the Great Keppel Island Marine Environmental Awareness/Education Trail (promoted as the GKI Sea Way Trail) was opened to the public in November 2021.
Park is the first private major tourism attraction built in Central Queensland for 30 years.
SPECIAL PROJECTS & INITIATIVES
With thanks to a $30K contribution from the *Australian Government’s Bushfire Recovery Initiative secured by Capricorn Enterprise, $7.5K from Emu Park Community Branch of Bendigo Bank and the balance from the Keppel Turtle Fund Inc, a new trail has been launched on Great Keppel Island. *Austrade administers the Regional Tourism Bushfire Recovery grants program.

QUEENSLAND KIDS HEALTHY MENU Capricorn Enterprise worked with Health and Wellbeing Queensland to support The Waterline Restaurant at Keppel Bay Marina to be recognized at the first offering a Healthy Kids Menu following their Queensland Healthy Kids Award in 2020. Health and Wellbeing Queensland launched their exciting new initiative at The Waterline Restaurant in July 2021. [SEE IMAGE 6]

The project, which was initially funded as part of the Australian Government’s Bushfire Recovery Initiative to support the region in response to the 2019 summer bushfires, celebrates the local flavours and colourful array of producers, eateries, retail outlets, markets, and farm experiences right on our doorstep.
Taste Capricorn Coast was endorced by celebrity chef, Matt Golinski whilst in region for the 2021 Capricorn Food & Wine Festival and has also been featured in the popular Australian Traveller Magazine as part of their 'Guilt Free Travel' edition. [SEE IMAGE 1]

Tourism Australia’s National Experience Content Initiative (NECI) was a $10M content creation initiative and one of the most significant projects that the Capricorn Enterprise Marketing team has been involved with in recent years.
It was what you would call a tough day for filming but credit to all the children and parents who froze their butts off. Without them it would have been difficult to achieve the results. I hope it looked summery enough and can’t wait to get to see the final cut.

In the 2021/22 year, the Centre received 1,586 phone calls, completed 5,594 volunteer hours and welcomed more than 16,000 visitors seeking further information about the region. Volunteers at the Centre book tours, accommodation, activities, and attractions on behalf of local operators and make staying in the region as easy and accessible as possible for visitors.
