RULE C: STORMWATER MANAGEMENT Standards ➢ Proposed discharge rates for the 2-, 10-, and 100-year events shall not exceed existing rates. ➢ Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.

➢ Stormwater must be pretreated before discharging to infiltration areas to maintain the long-term viability of the infiltration area. ➢ Developments and redevelopments must incorporate effective non-point source pollution reduction BMPs to achieve 90% total suspended solid removal.

Findings 1. A hydrograph method based on sound hydrologic theory is not used to analyze runoff for the design or analysis of flows and water levels.

2. Runoff rates for the proposed activity do not exceed existing runoff rates for the 2-, 10-, and 100-year critical storm events. Stormwater leaving the project area is discharged into a well-defined receiving channel or pipe and routed to a public drainage system.

3. Stormwater runoff volume retention is not achieved onsite in the amount equivalent to the runoff generated from 1.1 inch of rainfall over the impervious surfaces of the development. a. The amount of proposed impervious onsite is 68,441 square feet. b. 5. Best management practices do not achieve 90% total suspended solids removal from the runoff generated on an annual basis. The project site achieves gross pollutant removal through the use of a sump with SAFL Baffle.

RULE D: FLOOD CONTROL Standards ➢ Compensatory storage shall be provided for fill placed within the 100-year floodplain. ➢ All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

1. There is no floodplain on the property according to FEMA. 2. It is unknown if all habitable buildings, roads, and parking structures on or adjacent to the project site comply with CRWD freeboard requirements.

However, adequate conveyance has been provided to prevent flooding.

RULE E: WETLAND MANAGEMENT Standard ➢ Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland. ➢ A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are no known wetlands located on the property.

RULE F: EROSION AND SEDIMENT CONTROL Standards ➢ A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a landdisturbing activity. ➢ Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

2. Adjacent properties are protected from sediment transport/deposition.

3. Wetlands, waterbodies and water conveyance systems are protected from erosion/sediment transport/deposition.

4. Project site is greater than 1 acre; an NPDES permit is required. A SWPPP has been submitted and satisfies NPDES requirements.

RULE G: ILLICIT DISCHARGE AND CONNECTION Standard ➢ Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

Findings 1. New direct connections or replacement of existing connections are not proposed.

2. Prohibited discharges are not proposed.

Public Comment

Ms. Buggs just attended the MASWCD Legislative Breakfast and Day at the Capitol. Ms. Buggs has met with Ms. Schwantes, Ms. Bromelkamp & Mr. Novak regarding sharing materials and meeting with businesses. Ms. Buggs has been actively visiting businesses and residents sharing resource materials. Manager Jones and President Collins offered to make business visit with Ms. Buggs. Ms. Buggs has been visiting the auto auction site near Trout Brook 2-3 times a week and sharing information with a neighbor group near the area.

Permit Applications and Program Updates A) Permit #14-035 Ford Parkway – Permit Close Out (Kelley)

Mr. Kelley shared that Permit #14-035, Ford Parkway was issued for the reconstruction of Ford Parkway from Snelling to Howell in St. Paul. The stormwater is treated on site through three boulevard tree trenches that were used to cost cap for this linear project. The project is complete, the site is stable, and the tree trenches are functional. No surety was collected for this public project.

Motion 17-068: Approve Certificate of Completion for permit #14-035, Ford Parkway.

Reider/Thienes Unanimously Approved B) Permit #17-004 St. Thomas Stadium and Field 60-day Extension request (Kelley) Mr. Kelley reviewed that permit #17-004 St. Thomas Stadium and Field Improvements will expire on 4/7/17. The applicant has requested an extension to the 60-day review period. Staff are working with the applicant to address existing system design and determining compliance for proposed practices.

Motion 17-069: Approve 60-day review period extension for Permit #17-004 St. Thomas Track and field Improvements to June 6, 2017: Theines/Jones Unanimously Approved IV.

Special Reports A) TBI Repair Project Station 0+00 – 28+49 (Eleria)

Ms. Eleria provided a closeout presentation on repairs in a 3,000-foot section of the Trout Brook Interceptor (TBI). Ms. Eleria introduced Joe Welna with Barr Engineering. Mr. Welna shared a presentation reviewing the condition assessment, project summary, typical repairs, schedule, and budget. In 2014 Barr Engineering assessed the conditions of the tunnel and rated in good, fair or poor condition. Mr. Welna noted that sections of the tunnel were of concern under the railroad crossings. Repair work was completed in December 2016 thru March 2017. Construction was completed by Engineering & Construction Innovations (ECI). The main repairs were to mortar. ECI performed a 12 inch overlay, and 2 inch overlay. The tunnels were formerly used for both sewer and stormwater. The first phase of the work involved cleaning loose materials. The second phase included major repairs where the railroad crossings are located. There were a number of dislodged and spalled blocks below the railroad crossings. A 12 inch overlay inside of the tunnel was reinforced with steel beams that are epoxy coated to prevent erosion. The overlay was designed as a stand-alone structure able to handle the railroad loading. Mr. Welna shared that core samples were taken to test depth and strength of the structure.

Ms. Eleria shared that she found the original contract for this section of tunnel built in 1888. The original cost was $84,000 and was built in 1 year. Manager Jones asked about the section of tunnel that City owns.

Administrator Doneux shared that the city had redone a section of tunnel in the 1980’s with two new pipes. Ms. Eleria shared video footage taken with a drone of the TBI entrance. Manger Texer suggested the storyteller make a video on the history of TBI. Manager Redier shared that the City of Falcon Heights will be doing a spring event at Curtiss Field and would like to see a show case on CRWD. Manager Jones suggested the timelapse video of Curtiss Field construction. Administrator Donex asked to be notified when the date is set. The Board of Managers thanked Mr. Welna and Ms. Eleria.

Approve Consultant Services for Seminary Pond Stormwater Improvements (Eleria)

Ms. Eleria reviewed that Last spring, CRWD completed a regional modeling study of an approximately 130-acre drainage area to Seminary Pond in Lauderdale. The model determined the 10- and 100-year flow rates and pollutant loading to the pond and offered several options to mitigate flooding and improve stormwater quality.

The most cost-effective solution to achieve flood mitigation goals and measurable water quality benefits is to convert Seminary Pond from a dry pond to a wet pond by deepening the pond and raising the berm, which would expand storage area of the pond. In addition, the solution includes installation of an iron-enhanced sand filter along the pond edges to removed dissolved phosphorus.

Over the past several months, CRWD staff has discussed moving forward into the next phase of the project with City of Lauderdale, who owns and maintains Seminary Pond, and Luther Seminary. Barr Engineering has prepared a proposal for design and engineering services that includes site investigations, designs, project management and meetings. This project has a fair amount of site investigations including wetland delineation, preparation of proposed conditions, and agency coordination, soil borings and testing, upstream ravine investigation and surveying. The estimated cost of the project is $78,990. The CRWD 2017 budget for this work is $85,130 (#43016886).

President Collins encouraged staff to reapply for the Bowser Clean Water Fund. Bowser had run out of money and encouraged CRWD to reapply.

Motion 17-071: Approve the proposal by Barr Engineering for design and engineering of Seminary Pond Stormwater Improvement Project and authorize the Administrator to execute a consultant services agreement with Barr Engineering for an amount not to exceed $78,990 and agreement amendments not to exceed $8,000.

Unfinished Business A)

Building Update (Doneux)

Administrator Doneux provided an update for the Board of Managers on the 595 Aldine office building site.

The building design is set for a reveal at the April 19th meeting. The structural engineers were on site. Manager Texer asked when the storage shed was coming down. Administrator Doneux shared that an auction will be scheduled around the demolition team schedule. Any salvageable items will be placed in the shed. The shed and all contents will be auctioned off to reduce landfill space and dumpster costs.

Staff will share the CAC’s recommendations with the Board at the April 20 meeting and request Board feedback as part of the discussion. Attached is the Draft 2016 Annual Report. Staff will submit the final 2016 Annual Report including the 2016 Financial Statement and Audit on April 28, 2017. From the Administrator: On behalf of the Board Managers and staff at Capitol Region Watershed District (CRWD) I would like to share some of our highlights from 2016.

In a built environment, large-scale redevelopment projects offer a unique opportunity for CRWD and its partners to implement innovative solutions for stormwater management. In 2016, CRWD collaborated with the City of Saint Paul to complete a Sustainable Stormwater Management Study of the Ford site. The study illustrates a way to re-create Hidden Falls while treating runoff for the entire site. This approach doubles the benefit-to-cost ratio, allows the land to be developed with greater efficiency and flexibility, and creates a new amenity for the community.

In the Snelling Midway neighborhood, CRWD is working with the City of Saint Paul and Minnesota United FC to investigate the benefits of a comprehensive stormwater management approach for the new stadium and surrounding area.

CRWD is using technology to maximize project effectiveness. The District worked in partnership with the City of Roseville to build a system that collects, filters and reuses rainwater for irrigation of the softball field at Upper Villa Park. The system consists of two underground features including a cistern to collect rainwater for use at the ballfield and a series of 10-foot pipes, with thousands of holes in them, which capture water and allow it to slowly soak back into the ground. An emerging technology called Optimized Real Time Controls uses weather forecasting from the National Oceanic and Atmospheric Administration to create space in the cistern in advance of storms so more stormwater runoff can be treated. This smart control system provides 50% more flood protection at only 10% more cost.

In 2016, the District partnered with schools in Roseville and Saint Paul to build stormwater management projects that clean water and connect with student learning. The projects at Central High School filter 1.4 million gallons of water each year and include signage as well as monitoring devices so students can study the water before and after it flows through the system. The rain gardens at Harambee Elementary School in Roseville are closely tied with the school’s environmental science curriculum. These projects and classroom connections are helping to develop the next generation of water stewards.

I am proud of the work we accomplished with our many partners in 2016 and would like to express my appreciation to CRWD’s Board of Managers and Citizen Advisory Committee; the cities of Saint Paul, Falcon Heights, Maplewood, Roseville, and Lauderdale; Saint Paul’s District Planning Councils; Ramsey County, Ramsey Conservation District and residents for your continued support in helping protect and improve water quality in our lakes and the Mississippi River.

Vision

Capitol Region Watershed District achieves cleaner waters through strategic initiatives and partnerships, using: • research-based, informed decision making, • effective water quality rules and • education and outreach to promote changed attitudes toward water quality stewardship.

Background Capitol Region Watershed District (CRWD) is a local, special-purpose, unit of government that works to protect, manage and improve lakes, streams, rivers and wetlands of the District. The District covers 40 square miles and includes portions of the cities of Falcon Heights, Lauderdale, Maplewood, Roseville and Saint Paul. All the water in the District eventually drains to the Mississippi River.

In 1998, a small group of dedicated citizens, concerned about water quality in Como Lake, petitioned the Minnesota Board of Water and Soil Resources to create CRWD. Some of the founding members are still active in the organization today on the Citizen Advisory Committee and Board of Managers. This is a testament to how much residents care about our local water resources.

Trout Brook Storm Sewer Interceptor CRWD owns, operates and maintains the Trout Brook Storm

Mortar repair in the Trout Brook Storm Sewer system.

Sewer System, a “trunk conveyor” or interceptor storm sewer that receives runoff from the Cities of Saint Paul, Roseville, Falcon Heights and Maplewood as well as Ramsey County and Minnesota Department of Transportation. The system was constructed between the 1880’s and 1950’s and served as a combined sanitary and storm sewer system. TBI ranges from 5 to 11 feet in diameter and tunnel shapes include circular, rectangular and horseshoe. In 1988, the systems were separated. Today, TBI carries rainwater and snowmelt from city streets, parking lots and other hard surfaces to the Mississippi River.

In late 2016, CRWD began repairing a half mile stretch of the oldest section of TBI that starts just south of Phalen Boulevard and ends north of I-94 in Saint Paul. Most of this repair section is a 10 foot by 10-foot horseshoe arch comprised of limestone blocks in the arch portion and brick pavers on the bottom. Repairs include replacing damaged or missing mortar between joints of the limestone blocks, installing a concrete liner in a 500-foot section where there are higher amounts of defects, and removing calcium deposits in the pipe.

Unlike previous TBI repair projects conducted by CRWD, this 100-year old section of TBI was in better condition and did not warrant full replacement of any pipe sections.

Stormwater Pollution Prevention Program As mandated by federal and state environmental regulations, CRWD has a Stormwater Pollution Prevention Program (SWPPP) to manage stormwater runoff in the Trout Brook subwatershed. CRWD’s comprehensive, multi-faceted program involves six minimum control measures to improve water quality and minimize stormwater runoff: education and outreach, public involvement, illicit discharge detection and elimination, construction site erosion and sedimentation control, post-construction stormwater management and pollution prevention/good housekeeping of municipal operations. Highlights of the program in 2016 included partnering with City of Saint Paul’s Public Works Department to construct boulevard rain gardens as part of its street reconstruction projects and year three of implementing the Adopt-a-Drain program in partnership with the City of Saint Paul Public Works and Hamline University.

Previously, the plant and macroinvertebrate data collected was used to determine an Index of Biological Integrity (IBI) for each wetland, which evaluates and indicates general wetland health on a numerical scale based on other large depressional wetlands in Minnesota. In 2015, CRWD began monitoring only aquatic plants in order to use the Floristic Quality Assessment (FQA) method of monitoring and assessing District wetlands. The FQA was developed by the Minnesota Pollution Control Agency in 2012 and is currently used as the agency’s main wetland monitoring and assessment approach.

Additionally, CRWD monitored water quality in the five District lakes (Como Lake, Crosby Lake, Little Crosby Lake, Loeb Lake, Lake McCarrons) in partnership with Ramsey County Public Works Department (RCPW), Ramsey Conservation District (RCD), and the Minnesota Department of Natural Resources (DNR). CRWD collected continuous level data on Como Lake, Crosby Lake, Loeb Lake, and Lake McCarrons from roughly April through November. Lakes were sampled by RCPW bi-monthly April through October for nutrients, sediment, water

2016 Climatological Summary The 2016 calendar year was the wettest on record for the Twin Cities, with 40.66 inches of precipitation.

This was +10.05 inches above the 30-year normal. Of note were above-average monthly precipitation totals from July through December. The month of August was especially rainy with 9.45 inches of rain, over twice as much as the 30-year monthly normal. Overall, the winter of 2016 was mild and with below average snowpack. March was especially warm, with multiple 70°F days occurring. Total snowfall for the year was only 37.70 inches, which was 16.7 inches less than the 30-year normal average. Because of high early spring temperatures and minimal snowpack depth, there was no recordable snowpack after February 23.

Additionally, Crosby Lake did not meet the state eutrophication standard for total phosphorus. Little Crosby Lake, Loeb Lake, and Lake McCarrons met all eutrophication standards in 2016.

Green Line Project CRWD, the City of Saint Paul, Metropolitan Council (Met Council) and Ramsey County forged a partnership with a commitment to improve stormwater management, enhance the urban tree canopy and transform the aesthetics of the Green Line corridor

CRWD has estimated that annually the entire project will reduce post-construction stormwater volume by over 50% or 134 acre-feet, sediment load by nine tons, and phosphorus load by 109 pounds to the Mississippi River.

This project contributes to the overall pollutant load reductions required by the state for this section of the Mississippi River. In 2014, CRWD developed a long-term monitoring plan of the Green Line BMPs to validate the estimated pollutant reduction projections. The Green Line monitoring plan will be ongoing for up to five years. In 2016, staff collected monitoring data for three stormwater sewers, three rain gardens, four stormwater planters, two tree trenches, and three rain gauges within the Green Line Project. Eventually, the data will be compiled and analyzed to determine BMP performance and the cost-benefit of each BMP.

OUR WORK 2016 Watershed Rules and Permitting Watershed Rules Water quality and stormwater management rules (Rules) were adopted by CRWD in September 2006. The Rules require stormwater management permits for projects disturbing more than one acre of land. Most of CRWD is fully developed, making it necessary to utilize stormwater improvement practices as part of redevelopment projects to reduce pollution flowing into CRWD’s lakes and wetlands and the Mississippi River. To achieve CRWD’s goal of cleaner water resources, the Rules require volume

reduction practices that capture 1.1 inches of rainfall over newly constructed impervious surfaces. This is most often achieved by infiltration of runoff into the soil. The Rules were revised in April 2015 to include the current volume reduction standard, new filtration and enhanced filtration standards, address stormwater harvesting and reuse, and incorporate the National Oceanic and Atmospheric Administration’s Atlas 14 rainfall data. The Joint Technical Advisory Committee convenes regularly to review the rules and permitting process.

Background From 2007 to 2013, CRWD staff inspected and maintained the seven rain gardens installed across the Arlington-Pascal Neighborhood in Saint Paul. In 2013 CRWD staff also inspected and maintained the six rain gardens and eight stormwater planters installed on streets adjacent to the Green Line. Since 2014, CRWD has been working with a private contractor to inspect and maintain all 21 BMPs distributed across the two project areas, and for 2017 CRWD is again seeking assistance from a contractor to maintain the gardens and planters in these areas.

Issues In April of 2017, CRWD sent a request for quotes to four landscaping companies for maintenance assistance on all 21 stormwater BMPs. A summary of Quotes from Outdoor Lab, Minnesota Native Landscapes, and Wetland Habitat Restoration is enclosed.

CRWD staff is recommending the Board approve Outdoor Lab as the 2017 contractor for the BMP Maintenance Program. Though Outdoor Lab did not submit the lowest quote for regular maintenance, when we factor in an estimated 10 watering occurrences and 100 hours of additional services, the overall annual cost was the lowest of the quotes received. Outdoor Lab is familiar with CRWDâ&#x20AC;&#x2122;s BMPs and they have three years of experience in inspecting and maintaining the BMPs and entering the required information into CRWDâ&#x20AC;&#x2122;s electronic BMP Database.

Action Requested Authorize Board President and Administrator to execute a service agreement with Outdoor Lab for BMP maintenance in 2017 for an amount of $31,800, and authorize Administrator to execute agreement amendments in 2017 up to $3,2000 subject to review by the Ramsey County Attorney.

Background On April 3, 2017 CRWD received an application from Catherine Zimmer with a request to become a member of the Citizen Advisory Committee.

Issues Ms. Zimmer is the Executive Director of a healthcare sustainability professional membership organization for the past two years. In her role, she administers the work of the organization, including development of bylaws and guidelines, manages the website and contacts and markets the group. Additionally, she served for two years on the steering committee and as secretary for Neighborhoods First! a community organization whose mission is to maintain quality neighborhoods in the Union Park district. She has also attended Metropolitan Council parks commission meetings as a citizen advocate for natural resource restoration and protection.
