Welcome, Announcements, and Updates Mr. MacDonald opened the meeting at 7:00 p.m. Mr. MacDonald requested any announcements. No updates or comments were made.

Approval of Agenda Mr. MacDonald asked for any additions or changes to the Agenda. No additions or changes were made.

CAC 15-007 Motion: To approve the CAC March 11, 2015, agenda.

Ulrich/Willems Unanimously approved Mr. Duerre made the motion to amend the agenda by removing the CAC By-Law Review, and adding a discussion about a student worker under section VI. CAC Initiatives.

Willems/Duerre Unanimously approved District Initiatives A)

Upper Villa Park Stormwater Improvement Project, (Forrest Kelley)

Mr. Kelley reviewed that the District was awarded a $275,000 Clean Water Partnership grant in 2012 for the identification, design, and construction of volume reduction practices in the Lake McCarrons subwatershed.

In January 2014, the District was awarded $360,000 Clean Water Fund Grant towards construction of the combined infiltration/harvest and reuse BMP underneath the upper Villa Park softball field located near the B-Dale Club.

SRF Consulting Group has completed 90% plans. CRWD and Roseville staff have reviewed the plans and provided comments to be incorporated into the final plan set. Project specifications are nearing finalization for review by the Ramsey County Attorney.

The Board of Managers approved the Lake McCarrons Subwatershed Upper Villa Park BMP Project Joint Powers Agreement with the City of Roseville. Mr. Kelley said that the City of Roseville staff anticipates approval of the Joint Powers Agreement at the March 9th City Council Meeting. Construction for the project is anticipated to begin in late October 2015.

2014 Permit Program Review (Forrest Kelley)

Mr. Kelley reviewed that CRWD has been issuing permits under Rules since October 1, 2006. In 2014 the District received 41 permit applications. CRWD staff and Wenck Associates conduct inspections on active sites to ensure sediment and erosion control practices outlined in the National Pollutant Discharge Elimination System Permit (NPDES) are followed.

Mr. Kelley reviewed what requirement are needed to issue a permit. The areas of management rules include:  Rule C - Stormwater  Rule D - Flooding  Rule E - Wetland Management  Rule F - Erosion Control  Rule G - Illicit Discharge and connection Projects must be over 1 acre of land. Mr. Kelley reviewed a few of the permits issued for projects completed or near completion in 2014.

Permit #13-003 the MN Pass, also known as the Cayuga Bridge project. New wetlands were created for wetland impacts for the 35-E MnPass project. This is the site where concerned neighbors attended the August 2014 CAC meeting to share their concerns about the safety of the Cottonwood pond.

Permit #12-017 Cayuga Interchange, This was a difficult site for inspecting due to the size and communication with the contractor. Ms. Eleria was the project manager for the portion of this project that required the reconnection of stormwater tunnels under the railroad lines.

Permit #14-004 Hampden Park. This permit was issued for the construction of an underground stormwater infiltration system in Hampden Park.

12-023 Ford Site demo. This permit was issued for the demolition and site restoration of the former Ford Assembly Plant located in Highland Park. The disturbed area was 122 acres.

13-016 Lowertown Ballpark, This project will captured rainwater from the Metro Transit building and reused for irrigation of the ball field and flushing of some toilets. The Ballpark is anticipated to open in 2015.

13-027 Vintage on Selby, This permit was issued for the demolition of the existing Associated Bank building and construction of a new mixed use development including a green space rooftop.

2015 Rule Revisions (Forrest Kelley)

Mr. Kelley reviewed that a public hearing was held for CRWD’s proposed rule revisions on March 4, 2015.

The Technical Advisory Committee (TAC) meeting was held on January 29, 2015 and the committee discussed revisions that were approved by the Board of Managers. A 45-day review and comment period began on February 6, 2015 and ends on March 23, 2015. The public hearing was intended to provide a chance for stakeholders to present issues, concerns or other discussion items pertaining to the proposed rule amendments.

Mr. Kelley reviewed the two major amendments to the rules. The current volume reduction standard is 0.9 inches of runoff over impervious surfaces. The staff is recommending 1.1 inch volume reduction standard without using an initial abstraction. Most other watersheds have a 1-inch standard or do not have a standard.

The second major amendment is regarding infiltration. The current rule states if infiltration is not feasible then the project must filter runoff for a 70% credit towards volume reduction. Studies show that filtering may not be as effective as previously thought. By adding iron to the filter it would remove more of the dissolved phosphorous so an 85% credit would be provided, and only a 55% credit for regular filtration.

A) Student Worker Ms. Kathryn Swanson reviewed that the University of Minnesota offers a student worker program. The idea is that the student worker spends 3 hours a month working with the CAC on a project. The CAC, would provide direction and supervision. Ms. Swanson was a student worker and found the experience helpful.

Members of the CAC discussed ideas of projects that a student worker could perform. Mr. Kelley recommended that the CAC have a list of recommended projects available for a proposed student.

Additional discussion will take place at the April meeting. Ms. Swanson will contact someone at the U of M for more information on the student worker program.

B) 2015 “Event” Planning Administrator Doneux will provide an update at the April CAC meeting. A meeting is scheduled with Freshwater Society and Administrator Doneux.

Project and Program Updates A) Lafayette Park Stormwater Improvement Project (Eleria) Mr. Kelley reviewed that Ms. Eleria is currently requesting proposals from four consultants for the Lafayette Park Campus. Proposals are due back by March 18th. Manager Reider will assist with the review committee.

B) Ford Site Stormwater Planning (Fossum) Mr. Kelley reviewed that the former Ford Assembly Plant will be redeveloped in the coming years on more than 135 acres of land situated along the Mississippi River. The City of St. Paul’s vision for the site is that it will be a livable, mixed-use neighborhood that looks to the future with clean technologies and high quality design for energy, buildings and infrastructure. This site will support walking, biking, transit, provide services, jobs and activities that every generation can enjoy.

The City of St. Paul has requested assistance in planning for stormwater management, green infrastructure, and water feature development on the former Ford Site. In 2009 the City of St. Paul contracted with Barr Engineering Co. to complete preliminary evaluations of stormwater management alternatives at the Ford site.

District and City staff have worked with Barr Engineering to develop a scope of work for additional analysis to inform planning efforts.
