Issues 14-041: The applicant has requested the review period be extended. District and City staff have been working with the project team to determine how much they can narrow Main Street in order to provide improved pedestrian safety. Plans were re-submitted and there are still 7 conditions remaining to be addressed.

15-013: The applicant has requested the review period be extended. The applicant has been working to revise application materials as needed to meet rule requirements.

Adopt 2015 Rule Amendments (Kelley)

Mr. Kelley reviewed that the Joint Technical Advisory Committee met on February 25, 2014 and January 29, 2015 to discuss proposed amendments to District Rules. Draft rules were distributed for informal comment on November 2014. The Board authorized distribution of the draft amended rules for a 45-day review and public comment on February 4, 2015.

Mr. Kelley reviewed the two major amendments to the rules. The current volume reduction standard is 0.9 inches of runoff over impervious surfaces. The staff is recommending 1.1 inch volume reduction standard without using an initial abstraction. Most other watersheds have a 1-inch standard or do not have a standard.

The second major amendment is regarding infiltration. The current rule states if infiltration is not feasible then the project must filter runoff for a 70% credit towards volume reduction. Studies show that filtering may not be as effective as previously thought. By adding iron to the filter it would remove more of the dissolved phosphorous so an 85% credit would be provided, and only a 55% credit for regular filtration.

A public hearing was held on March 4th, no comments were made at the public hearing. One revision was made to clarify the Alternative Compliance Sequencing requirements.

Motion 15-077: Adopt Resolution Approving Response to Comments and Amended Watershed District Rules.

Mr. Kelley reviewed Permit #15-009. The applicant, St. Paul Public Works, is reconstructing 3rd Street from Arcade to Johnson Parkway. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D), and Erosion and Sediment Control (Rule F). The disturbed area of this project is 4.97 acres with 1.85 acres of impervious surface.

Motion 15-079: Approve permit #15-009 3rd Street with three conditions: 1. Provide plans signed by a professional engineer per the Minnesota Board of AELSLAGID. 2. Provide a copy of the NPDES permit.

3. Include note on Erosion and Sediment Control Plan Sheet 7 that all paved surfaces within and adjacent to the project area shall be swept free of sediment within 24 hours of discovery.

Mr. Kelley reviewed Permit #15-014. The applicant, St. Paul Public Works, is making street improvements at East 7th and Arcade. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D), Wetland Management (E), and Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.6 acres with 1.37 acres of impervious surface.

Permit #15-017 Kellogg Blvd. Reconstruction (Kelley)

Mr. Kelley reviewed Permit #15-017. The applicant, City of St. Paul Public Works, is reconstructing Kellogg Blvd. bridges between Market and Wabasha. The applicable rules are Stormwater Management (Rule C), and Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.23 acres with .73 acres of impervious surface.

Motion 15-083: Approve permit #15-017 Kellogg Blvd. Reconstruction with 2 conditions: 1. Clarify coordination provisions with the Ramsey County West Building demolition, immediately adjacent to the project.

2. Revise SWPPP and plans to include the following: a. General Erosion Control Notes, page 49 of 94 to include approval by CRWD staff for all written weekly and ongoing erosion control and concrete management activities. b. Include provisions for perimeter control on the southern edge of the project. c. Include erosion and sediment control provisions for bluff protection, site access, and material storage.

Permit Closeouts (Hosch)

Ms. Hosch reviewed that permit construction activity is complete for permits 12-001 RD Automotive and 12030, Sprint Cable Relocation.

The final inspection has been conducted at RD Automotive for permit #12-001 to confirm construction of a new stormwater draintile connection to the Trout Brook Interceptor. No stormwater treatment was required for this work; only Rule G was triggered. Construction was observed in 2012 to ensure compliance with permit Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District

conditions. Recent TBI inspection noted that the connection was rated in good condition. No surety was required for this permit.

The inspection was conducted in 2013 during the TBI realignment project to confirm relocation of an underground fiber optic conduit for permit #12-030. No stormwater treatment was required for this work; only Rule G was triggered. Construction was observed and coordinated in 2013 to ensure compliance with permit conditions. No surety was required for this permit.

Approve Monetary Limits of Municipal Tort Liability (Doneux)

Administrator Doneux has meet with Mark Lenz, the District’s Insurance agent. Mr. Lenz reviewed the option regarding whether or not to waive tort liability limits, as the District has done in the past. Administrator Doneux recommends that the District NOT waive the monetary limits on municipal tort liability. The District will continue to purchase an insurance rider for accident coverage for volunteers.

Motion 15-088: Accept the LMCIT liability coverage and NOT Waive the Monetary Limits on municipal tort liability.

Authorize Solicitation of Quotes for 2015 Lake McCarrons Harvesting (Zwonitzer)

At the March 4, 2015 regular Board meeting the Board decided to assist the Lake McCarrons homeowners with aquatic vegetation harvesting in 2015. The approved approach is for CRWD to coordinate a contractor and fund the cost of 15 foot-wide channels from the end of docks to open water. Any additional harvesting would be charged to the homeowners at a square foot rate based on the selected bid not to exceed $0.084/ square foot. homeowners choose to harvest an amount that requires a permit, CRWD will assist with permit coordination, but homeowners are responsible for the $35 permit fee. CRWD will pay for all expenses up front and will invoice homeowners when the project is complete. Any homeowner who has not yet paid CRWD for 2014 services will not be included in the 2015 project.

CRWD staff met with homeowners at CRWD on Tuesday, March 31st to help people plan harvesting and estimate costs. Four homeowners attended the meeting. Homeowners have until Friday, April 3rd to respond to CRWD with interest in 2015 harvesting. CRWD has sent a request for interest/qualifications to all contractors on the DNR’s mechanical harvesting list. Contractors were provided with basic project information and asked to submit a letter by April 3rd that outlines their availability and qualifications. CRWD intends to send a formal request for quotes to qualified contractors who provide a letter of interest in mid-April.

Motion 15-089: Authorize staff to distribute a request for quotes to qualified contractors that provided a letter of interest.

Thienes/Reider Unanimously approved Motion 15-090: Authorize the Board President and Administrator to execute an Agreement for the 2015 Lake McCarrons Vegetation Harvesting Project with the lowest qualified bidder for an amount not to exceed $30,000; subject to the review and approval of the Ramsey County Attorney, and authorize Administrator to execute change orders not to exceed $5,000.

Thienes/Reider Unanimously approved D) AR: Approve Clean Water Fund Grant Agreement and Accept Grant Funds for East Kittsondale Retrofits and Central High School Projects (Zwonitzer) Mr. Zwonitzer reviewed that the Minnesota Board of Water and Soil Resources (BWSR) has awarded two CRWD projects with FY 2015 Clean Water Legacy Amendment (CWF) grant funds. The Central High School Stormwater Retrofits project and the East Kittsondale Stormwater Retrofits project have both been awarded grant funds. CRWD staff are working with BWSR representatives to develop work plans for both projects once the agreement has been fully executed by CRWD and BWSR. Motion 15-091: Approve work plans for Central High School Stormwater Retrofits and East Kittsondale Stormwater Retrofits.

Reider/Thienes Unanimously approved Motion 15-092: Approve Clean Water Fund grant agreement, authorize the Administrator to be the Grantee’s Authorized Representative, and authorize the Administrator to execute the agreement.

Reider/Thienes Unanimously approved Motion 15-093: Approve acceptance of Clean Water Fund grants totaling $175,000 for Central High School Stormwater Retrofits, and $200,000 for East Kittsondale Stormwater Retrofits.

Reider/Thienes Unanimously approved E) AR: Approve Consultant Selection and Agreement for Lafayette Park Stormwater Improvement Plan (Eleria) Ms. Eleria reviewed that in late February, CRWD staff distributed request for proposals (RFP) to four engineering firms for the Lafayette Park Campus Stormwater Feasibility Study. Lafayette Park Campus encompasses over 40 acres across multiple parcels that serve as the offices for a number of State agencies including MN Pollution Control Agency and MN Department of Natural Resources.

The selected engineering firm will evaluate the opportunities and constraints for implementing green infrastructures practices that treat stormwater runoff, are cost-effective and enhance the aesthetics of the property.

Three preliminary concepts will be developed for consideration by CRWD, State agencies and the property owner with the desired goal of selecting one for final design and construction.

Proposals were received from four engineering firms: 1) Barr Engineering - $59,945, 2) EOR - $73,997, 3) SRF - $69,647, and 4) Wenck Associates - $49,500. A committee, comprised of CRWD staff and a Board Manager, MPCA staff, and a representative of the property owner, reviewed and discussed the merits and weaknesses of each proposal.

The committee is recommending the Board approve Barr Engineering as the engineer for the Lafayette Park Campus. Unlike the other firms, Barr Engineering team includes a real estate consultant who will evaluate the benefits of the project in terms of property value. In addition, Barr Engineering’s experience on the Maplewood Mall Project has aspects that are likely transferable to Lafayette Park Campus.

Motion 15-094: Approve Barr Engineering as engineer for the Lafayette Park Campus Stormwater Feasibility Study and authorize Board President and Administrator to execute a contract in an amount not to exceed $59,945 and approve contract amendments for an aggregate amount not to exceed $15,000. Subject to the review and approval of the Ramsey County Attorney.

Unfinished Business A) Education and Outreach Plan Update (Beckman)

Ms. VanPatten in place of Ms. Beckman reviewed that in January 2013, the Board approved a partnership with Saint Paul Parks and Recreation for CRWD to sponsor the Clean Water Award category as part of the Blooming Saint Paul Awards Program. CRWD has sponsored the award for two years.

The partnership has allowed CRWD to recognize homeowners who install landscaping and garden features that improve water quality through an awards program that is already established and recognized by residents. In the two years of partnership, staff have invested a lot of time into the Blooming Saint Paul, Clean Water Awards including submitting a majority of the project nominations, training judges, program promotion and recognition at the awards ceremony. CRWD staff and Mr. Granlund, Arts and Garden Coordinator, have discussed the impact of CRWD no longer sponsoring the Clean Water Award category but still being a financial sponsor for the Blooming Saint Paul Awards program. Mr. Granlund understood that we were interested in partnering with them as a way to start a homeowner recognition program. switch the category name back to the Environmental Award category which it had been previously. Mr. Granlund communicated that they value our partnership and financial contribution and that he understood CRWD interest in stepping back from sponsoring an award category due to the amount of staff time it has taken.

In 2014 CRWD launched a Watershed Steward Awards Program which was added to the 2015 Education and Outreach workplan.

Ms. VanPatten requested feedback on proposed changes to Blooming Saint Paul Awards sponsorship.

Manager Jones asked how much staff time was spent on the awards. Ms. VanPatten replied that staff time was mostly spent on the developing of the award. The Managers support the move to provide monitory support to the Blooming St. Paul Awards.

B) Lowertown Ballpark (Zwonitzer) Mr. Zwonitzer provided an update on the Lowertown Ballpark. The season opener is scheduled for the end of the month. The rainwater harvesting and reuse system should be in operation by the end of the month. The landscaping and informational kiosk should be ready by the middle of May. Mr. Zwonitzer will have addition information at a later date on a tour for Managers and Staff.

Administrator Doneux passed out a flyer for the Freshwater Society Clean Water Champion fundraiser. The fundraiser will take place on April 23rd. CRWD will be recognized as a Clean Water Champion. Administrator Doneux will reserve a table for the Managers to attend this event.

C) Upper Villa Stormwater Improvement Project Update (Kelley) Mr. Kelley reviewed the Upper Villa Stormwater Improvement Project. SRF Consulting Group has completed 90% plans. CRWD and Roseville staff have reviewed the plans and provided comments to be incorporated into the final plan set. SRF will be going out to bid on April 3rd. Construction for the project is anticipated to begin in late October 2015.

Trout Brook Nature Sanctuary planting and opening celebration with Great River Greening and the City of Saint Paul is May 30. The volunteer planting event is coordinated by Great River Greening and the opening celebration will be held afterwards.

Saint Paul Street Vitality Program boulevard rain garden planting events are planned for Saturday, May 16 (Montana-Greenbrier project area) and Saturday, June 6 (Montreal Avenue project area).

One of the agenda items will include discussion about the Governor’s proposed 50 foot buffer. President Collins and Managers Texer & Thienes plan to attend the meeting Manager Thienes will be absent from May 27th – July 29th.

A public meeting regarding the former Ford site is scheduled for Thursday, May 21, 2015. President Collins, Manager Texer and Mr. Fossum plan to attend this public meeting.

Administrator Doneux has nominated Linda Jungwirth for the Tri Area Block Club Stainable St. Paul award. She will be receiving the award later in April.

Administrator Doneux shared an article published in the Star Tribune. The Office Manager Michelle Sylvander was quoted in the article for organizing a neighborhood cleanup.

Abstracts were submitted for Curtis Pond, RSVP Program, CHS field, and Villa Park dredging project and will be presented at WEFTEC 2015.

The waste traps for the lease amendment will be paid by landlord. The anticipated occupancy date will be in July.

Issues The District Accountant Redpath has been in the process of changing the accounting software to Sage 100. The new software will enable staff to view project budgets with expenses. Because most staff are salaried and now entering their time directly into Sage, payroll expenses are going directly to a job cost using a burdened hourly rate that includes all benefits per employee. Because of the burdened hourly rate and the timing of when invoices are entered into the new software, the amount of the accountants payable will not match the budget report.

Letter to Stakeholders Dear community stakeholders:

The Board Managers and staff of Capitol Region Watershed District (CRWD) would like to share a summary of the past year’s accomplishments, the Capitol Region Watershed District 2014 Annual Report.

2014 was another excellent year for CRWD. Improvement projects were completed on the Trout Brook Stormwater Interceptor which was transferred to CRWD from the Metropolitan Council in 2006. Now in its eighth year, CRWD’s Permitting Program received and processed 41 permit applications. Of the 125 acres covered in the applications, approximately 77 of those acres were impervious surfaces on which stormwater runoff is treated to the 1” standard specified in CRWD’s Watershed Rules.

In 2014, CRWD operated monitoring stations at 70 locations throughout the watershed, including 17 flow and water quality sites, four flow logger sites, 26 level logger sites, six rain gauges, three water quality grab sample sites, five

lakes and nine wetlands. Five of the flow and water quality monitoring sites are located at major CRWD subwatershed outlets to the Mississippi River.

Education and outreach programs reached 2,600 people at community events, and staff launched the Adopt-a-Drain partnership with City of Saint Paul and Hamline University to engage residents in keeping storm drains near their home clear of organic debris. Stewardship grantees installed 17 rain gardens, restored two shorelines and installed four educational signs. CRWD awarded $87,000 in Partner Grants to community members who carried out clean water programs and $450,000 in Special Grants for large clean water construction projects.

CRWD staff coordinated the Highland Ravine stabilization project in Saint Paul. The repairs will annually prevent 53 tons of sediment from entering the Mississippi River and reduce phosphorus pollution loading by 213 pounds. An intervention to alleviate flooding at Curtiss Field in Falcon Heights will result in runoff pollution prevention, aesthetic and functional improvements to the park and flood protection for private property owners.

In 2014, construction was completed on Trout Brook Nature Sanctuary, a 41-acre park on Saint Paul’s East Side that

includes special water quality features funded in part by CRWD. CRWD staff also assisted with the installation of 49

boulevard rain gardens in District Planning Councils 6, 12 and 15 in partnership with City of Saint Paul Department of Public Works as they carried out their annual Residential Street Vitality Program (RSVP) street reconstruction. Finally, in December, CRWD Citizen Advisory Committee presented its first Watershed Steward Awards recognizing citizens and partner organizations who share our mission and are making significant clean water contributions to the community.

More details of our accomplishments follow in this report. For this successful year, CRWD Board Managers would like to express appreciation to CRWD Citizen Advisory Committee, Saint Paul District Planning Councils, the cities of Saint Paul, Falcon Heights, Maplewood, Roseville and Lauderdale, Ramsey County, Ramsey Conservation District and most importantly, the citizens of CRWD for their continued support in helping protect and improve our water quality.

What is a Watershed District?

A watershed district is a special purpose unit of local government in charge of managing water resources within designated watershed boundaries.

Watershed districts work to protect and improve water quality in the lakes, rivers and wetlands, and to protect residents against flooding.

Because Minnesota is the Land of 10,000 Lakes, it was one of the very first

states to establish watershed districts as legal entities through the Minnesota Watershed Act of 1955. Minnesota has 48 watershed districts, including 13

in the metro area, all working to protect our lakes, streams, wetlands and natural habitat.

Polluted stormwater runoff is the most serious threat to the water quality of Como Lake because it carries

excessive quantities of nutrients, specifically phosphorus and sediment, to the lake. Como Lake does not meet water quality standards for nutrients and is therefore listed as an impaired water body by Minnesota Pollution Control Agency.

In 2002, CRWD developed the Como Lake Strategic

Management Plan describing water-related issues facing the lake. The plan identifies management strategies

and implementation activities to address the priority issues. The plan identified four priority areas of concern: water quality, aesthetics, recreation/lake use and natural resources. One of the key management goals from the plan is to reduce phosphorus loading of the lake by 60%.

Pond Improvement Project in 2014. A large infiltration facility underneath the field adjacent to Curtiss Pond

was installed. This will increase the storage, infiltration

footprint and long-term reliability of water management thereby reducing flooding at the park. Additionally, the

project includes an automated inlet device that manages water in an adjacent pond prior to rainfall events.

This innovative technology, named OptiRTC, allows

for increased flood protection by drawing down pond water levels depending on the precipitation forecast.

The TBI system ranges from 5-foot diameter concrete pipes to 9-foot by 12-foot box culvert sections with the oldest sections constructed in the early 1900s

Unlike years prior when TBI work involved multi-million dollar capital repairs to the system, CRWD took a step

back from major repair work and conducted an inspection of the entire system in 2014. Approximately 31,334’ of the TBI system was inspected to assess its struc-

tural condition. Defects observed in the interior of TBI included cracks, fractures, voids, spalling and other

defects. Overall, the majority of TBI was found to be in fair condition with a few areas designated as good or

Stormwater Pollution Prevention Program 2014 was the seventh year of implementation of CRWD’s Stormwater Pollution Prevention Program (SWPPP), a federal and state requirement for controlling stormwater discharges from urbanized areas. CRWD’s comprehensive, multi-faceted program involves six minimum control measures to improve water quality and minimize stormwater runoff: education and outreach, public involvement, illicit discharge detection and elimination, construction site erosion and sedimentation control, post-construction stormwater management and pollution prevention/good housekeeping of municipal operations. Stewardship Grants

CRWD values collaboration with individuals and organiza-

tions, and sees the involvement of all citizens as important to improving the water resources in the District. Through our grant programs we hope to encourage a strong ethic of water resource stewardship among citizens.

Goals of the Stewardship Grant program are to:

Our Work Stormwater Quality Monitoring 2014 Climatological Summary 2014 was an above average year for precipitation, with

35.66 inches recorded. This was +5.05 inches above the

30-year normal. The majority of the total annual precipi-

tation (57%) occurred during the spring months with a total 20.47 inches from April through June 2014. In particular, June 2014 was one of the wettest Junes recorded in

Minnesota history; it included several high intensity, high volume storm events. The highest intensity storm event occurred on June 19, with 3.16 inches in 24 hours.

Also, the cold winter weather in 2014 was noteworthy

because it was one of the coldest winters on Minnesota record. The 2014 winter was also very snowy with a

cumulative snowfall depth of 76.2 inches (21.8 inches above the 30-year normal average). Subsequently, the snowpack did not fully melt out until the end of April 2014.

News from Capitol Region Watershed District Winter 2014

Our mission is to protect, manage and improve the water resources of the Capitol Region Watershed District.

Established in 1998, CRWD covers 40 square miles and includes portions of the cities of Falcon Heights, Lauderdale,

by Nate Zwonitzer Founded in 1866, Central High School is the oldest high school in Minnesota. The original building at the current location of Lexington and Marshall Avenue was built in 1912, and in 1980 the school was completely remodeled to the present Central High School building.

In 2011, the Parent Advisory Committee formed a site improvement committee to address aesthetic and water quality issues like trampled greenspace, degraded walkways, soil erosion and polluted rainwater runoff. The Committee partnered with the Metropolitan Design Center to identify improvement options for the school’s exterior, presented in

Central High School: Transforming the Character of Place.

In 2012, Transforming Central, the site improvement sub-committee of Central’s Parent Advisory Council, worked with CRWD who funded a draft stormwater improvement plan that included rain gardens, porous pavements, tree trenches, landscaping, improved walking paths, new curbs and walls and turf restoration. In 2014, CRWD awarded Central High School $50,000 to create final construction designs for the site that include features to reduce water pollution and to

leverage funding from other sources. The goal of these features are to reduce runoff by providing areas for water to soak into the ground. This will also prevent sediment and other stormwater pollutants from entering the storm sewer system and flowing into the Mississippi River untreated. The improvements will allow more than an inch of rainwater runoff from the 2.6-acre site to soak into the ground and will significantly reduce nutrient pollution to the Mississippi River.

The Transforming Central committee is in the process of fundraising to help pay for the project and gathering additional feedback from students, school staff and community members. They first learned about CRWD through our stewardship grant program which they used to help restore their entire shoreline of over 500 feet to native plants. Villa Park Wetland improvements completed

by Lindsay VanPatten During the summer of 2013, CRWD began construction on improvements to the Villa Park wetland system that drains to Lake McCarrons in Roseville.

The wetland system was originally constructed in 1985 to reduce pollution entering the Lake by capturing nutrients, sediment and other stormwater pollutants. Since then, the system has captured tons of sediment and debris and prevented if from reaching the lake.

Over time, the systemâ&#x20AC;&#x2122;s capacity to capture pollutants declined, so in 2013 construction began to remove sediment from the system to improve itâ&#x20AC;&#x2122;s performance. Sediment was removed from the wetland through hydraulic dredging. Before dredging began, staff trapped and relocated turtles so they would not be harmed by the machinery. The captured sediment was then pumped into large bag-like geotextile tubes (see photo above) that allowed the cleaner water to seep out of the fabric and back in the wetland.

In fall of 2013, over 450 truck-loads of sediment were removed and the average depth of the ponds increased from one to four feet which will greatly increase the systemâ&#x20AC;&#x2122;s capacity to treat water. The project was completed in October of 2013 when grass was replanted in the park.

Rain barrels are one tool for preventing water pollution. CRWD offers grants to organizations who distribute rain barrels to CRWD residents.

Organizations may use funds to host a rain barrel construction workshop in collaboration with a local vendor, or to subsidize the cost of readymade rain barrels to sell or distribute to citizens. All rain barrel projects must include a component that teaches citizens how rain barrels help prevent water pollution.

Why are these projects important and what do they do? In the Twin Cities, the storm drain system releases stormwater from our streets, driveways and parking lots directly to local lakes and rivers without being treated. Urban areas like the Green Line corridor create a lot of runoff and are major sources of water pollution like trash, chemicals and salt. Projects that allow rain to soak in where it falls, or that capture and treat stormwater before entering the storm drain, are the best way to prevent pollutants from reaching lakes and rivers.

planters, underground infiltration trenches and a tree trench system that captures water from the sidewalk and uses it to water street trees. Green Line green infrastructure projects are a great example of collaboration and innovation, and CRWD and its partners were awarded the 2014 Sustainable Saint Paul Water Quality Award. Katheryn moved to Saint Paul’s North End neighborhood just five years ago, into a house with a two-lane driveway that needed to be replaced. She planted one of the lanes with native plants and a rain garden to capture runoff from the driveway and roof.

She learned about CRWD in 2010 when she was awarded a stewardship grant to help design and construct her rain garden project.

Learn about the health of our lakes in the CRWD Lakes Monitoring Report The Minnesota Pollution Control Agency sets water quality and lake health standards for swimming, fishing and overall aesthetics of Minnesota’s lakes.

The five lakes in CRWD — Como Lake, Crosby Lake, Little Crosby Lake, Loeb Lake and Lake McCarrons — are monitored to measure compliance with these standards.

To monitor CRWD’s lakes, staff members test water samples for nutrient levels and measure water clarity with a Secchi disk (see box). In 2013, Como Lake did not meet water quality or lake health standards and is now considered an impaired lake, but other District lakes met some of the healthy standards. The St. Paul Saints will move out of Midway Stadium into the new Lowertown Regional Ballpark in spring 2015. The Saints, known for their innovative ways of engaging the crowd, take that creativity to a new level with the use of many sustainable features at the new stadium including solar panels, green infrastructure landscaping and a rainwater harvesting and reuse system.

There are typically few opportunities to incorporate large scale rainwater reuse in CRWD, particularly in a public facility. The stormwater reuse portion of the project

was awarded a $325,000 CRWD 2014 Special Grant. Here’s how it works: With goals to reduce runoff from the site and reuse as much water as possible, rainwater is captured from the adjacent Green Line Operations and Maintenance building and reused to water plants and flush toilets. The water is stored in a 27,000 gallon cistern underground and cleaned by a filtering system and UV light. This is one of the first projects in Minnesota to reuse rainwater for plumbing purposes.

“Harvesting rainwater between properties, and using it for multiple purposes, displays an extraordinary demonstration of commitment to sustainable water resources,” said Wes Saunders-Pearce, City of Saint Paul water resource coordinator.

Landscape plans for the site include rain gardens, tree trenches and swales that also soak up stormwater. The location of the stadium, with its view of the Mississippi River and the Capitol, reminds us that clean water projects like this protect our precious lakes and rivers.

She lives in the Macalester Groveland neighborhood of Saint Paul and when she noticed that a bump-out curb was being installed on Lincoln Avenue, she saw an opportunity for a curb-cut rain garden that would treat stormwater instead of the concrete that was planned. Michelle organized her neighbors and worked with Saint Paul Public Works and CRWD staff to get the rain garden installed, planted and maintained.

FALL 2014 CONSTRUCTION Curtiss Pond Improvement Project Construction to improve Curtiss Pond in Falcon Heights will begin in September. Work will reduce flooding issues in the park by providing a better way for water to soak into the ground.

The project will be complete after restoration planting in spring 2015.

Highland Ravine Stabilization Project In September, CRWD will work on the ravine between Edgcumbe Rd. and Lexington Pkwy. in Saint Paul. Improvements will slow rainwater runoff, prevent erosion of the ravine and minimize pollution to the Mississippi River.

Work is expected to be complete in November.

Prior to development, the area was part of the Trout Brook stream channel, which used to flow from Lake McCarrons in Roseville through the new sanctuary location, to the Mississippi River near downtown Saint Paul. As the city was developed and a rail line constructed, Trout Brook was rerouted to underground storm drains, along with nearly all the city’s natural stream channels.

Trout Brook Nature Sanctuary is an especially important asset to residents because of its size, location and water quality improvement benefits. Saint Paul has very few areas of land remaining for large natural restoration projects and very few natural stream channels. The sanctuary is a wilderness oasis within view of downtown Saint Paul designed for both recreation and restoration, creating a rare opportunity for city residents to interact with nature. A section of Trout Brook Regional Trail runs through the sanctuary along the 3,200-foot restored stream

channel and connects to the Gateway Trail at Cayuga. The first pond at the north end was designed to remove pollution from the water at the head of the channel. From there water flows downstream through various natural features like wetlands, pools and bends that clean the water and provide habitat for aquatic wildlife.

Trout Brook Nature Sanctuary is the result of the hard work of community members and collaboration between City of Saint Paul, the Tri-Area Block Club and CRWD. Mark your calendars for spring 2015 – we’ll see you at Trout Brook!

The City partners with Capitol Region Watershed District (CRWD) to promote the installation of rain gardens as part of this project. Residents may choose to have a rain garden installed within the boulevard in front of their property at no cost. When a homeowner is interested and when soil type and location of utilities allows, the City will install a curb cut, create a small depression behind the curb and install rain garden soil and hardwood mulch. CRWD will provide plants and a planting plan for the garden. Residents assume regular care of the garden including weeding and watering.

Site visits of the boulevard will be conducted only for residents who call to express interest in a rain garden.

What types of projects are included in the program?

The Stewardship Grant program provides public and private landowners with technical and financial assistance to install water quality improvement projects known as “best management practices” (BMPs). Specifically, the program funds BMPs that reduce stormwater runoff, prevent erosion and filter pollutants.

Most downspouts carry water from our rooftops to the street where it flows directly to storm drains and on to local lakes and rivers. Stormwater runoff picks up trash and chemicals along the way to the storm drain. Help keep trash and chemicals out of your neighborhood lakes and rivers by directing your downspout into your yard or garden where it can soak into the ground instead.

Rain gardens A rain garden is a planted depression that captures runoff from hard surfaces

planted with shrubs, perennials or native wildflowers and grasses, which attract a variety of birds and butterflies.

Shoreline stabilization with native plants

If you own lake property, stabilizing your shoreline with native plants creates a buffer between your yard and the lake. The roots of native plants filter and

absorb polluted runoff and excess nutrients before they ever enter the water.

Plantings also anchor soil and discourage visits from geese who prefer turf.

Rainwater reuse systems

Rainwater harvesting is the collection and use of rainwater before it soaks into the ground or drains to lakes and rivers. Rainwater can be used for watering landscape plants and gardens. Rain barrels can be used individually or linked together to capture and store large amounts of rainwater.

Background At the April 8th CAC meeting, the Bylaws Subcommittee of Michelle Ulrich and Gwen Willems recommended reviewing the By-Laws.

Issues Bylaws Subcommittee of Michelle Ulrich and Gwen Willems have been discussing and documenting possible revisions to the CAC Bylaws. The revisions that are being added are marked underlined and items that are being removed are lined out. Staff made the changes as discussed which the CAC reviewed and approved at the April 8th meeting for the Boardâ&#x20AC;&#x2122;s review.

BY-LAWS OF THE CITIZEN ADVISORY COMMITTEE CAPITOL REGION WATERSHED DISTRICT Adopted August 4, 1999 1st Amendment May 2, 2001 2nd Amendment October 3, 2001 3rd Amendment August 11, 2004 4th Amendment February 10, 2010 5th Amendment May 13, 2015

I.

PURPOSE AND AUTHORITY The Citizen Advisory Committee is established to advise and assist the Capitol Region Watershed District Board of Managers (Board) with: (a) (b) (c) (d)

District organizational development, planning processes, and program implementation District communications between the citizenry and the Board of Managers Consensus building and conflict resolution Additional roles as jointly determined by the Citizen Advisory Committee and Board of Managers

The Citizen Advisory Committee performs its duties in accordance with Minnesota Statutes 103D.3311

II.

MEMBERSHIP Citizen Advisory Committee members are appointed by the Board of Managers and serve at the pleasure of the Board.

The Citizen Advisory Committee will be composed of a minimum of five members who are District residents, as required by Minnesota Statutes section 103D.331, and a maximum number as required to represent the diverse interests of the Districtâ&#x20AC;&#x2122;s communities and neighborhoods. In addition, the Board of Managers may appoint interested and technical persons who are not District residents to the Citizen Advisory Committee. to serve in an ex-officio capacity.

The Board of Managers appointsdetermines length of term for Citizen Advisory Committee membership annually.

III.

MEETINGS Citizen Advisory Committee meetings shall be conducted in accordance with Robert's Rules of Order.

Regular meetings shall be held on the Ssecond Wednesday of each month. Those members present at the prior regularly scheduled meeting may make a variance from this meeting schedule by majority vote. Notice of the date, time, place and proposed agenda of the meeting shall be given at least seven days before the meeting.

Special and/or emergency meetings may be called by the Co-Cchairs, and shall be limited in subject and scope to meet the need for such a meeting. Notice of special and emergency meetings should include the subject and scope of the meeting and be made 24 hours in advance of the meeting by mail, phone, fax, or e-mail.

A quorum to conduct Citizen Advisory Committee business will be the presence of at least five members or a simple majority of the members, whichever is least.

At the discretion of the Co-Cchairs, a subcommittee or taskforce may be appointed to review proposals or to develop recommendations for the Citizen Advisory Committeeâ&#x20AC;&#x2122;s consideration.

The Co-chair may appoint non-members who have expressed an interest in the topic or who have specialized expertise to a subcommittee or taskforce as appropriate. In the event that a regularly scheduled meeting is canceled or if there is not a quorum to conduct business at a regularly scheduled meeting, a subcommittee or taskforce may meet during the time of the

regularly scheduled meeting without providing 24-hour notice.

Prior to deliberation on an issue, a members who feels they have a potential financial conflict of interest shall disclose that information to the Co-Cchair and members. Members may also identify potential conflicts of interest of other members to the Co-Cchair and members. A majority vote of members present will determine whether the conflict of interest is substantial enough to exclude the member from voting on the issue. All conflicts of interest disclosures and the subsequent determination on whether to exclude a member from a vote, shall be noted in the minutes.

All Citizen Advisory Committee meetings shall be public. Public participation at meetings will, to the extent possible, be for the purpose of presenting information or providing comments that were not previously available to the Citizen Advisory Committee.

IV.

OFFICERS Officers shall be elected for a one-year term. Elections shall be held during the regular Citizen Advisory Committee meeting in April. Candidates for office shall have been a Citizen Advisory Committee member for at least three months prior to the election. Officers shall be: Two Co-Cchairs, and Secretary Duties of the officers: (a) The two Co-Cchairs prepare assist in preparing meeting agendas and preside at all regular and special meetings of the Citizen Advisory Committee. The cCo-chairs shall have the authority to appoint individuals to serve on subcommittees and taskforces as appropriate. (b) One of the Co-Cchairs presidesalternate presiding at meetings whenever the other Chair is absent. (c) Secretary administers the paperwork at each meeting, prepares and distributes meeting minutesensures meeting minutes are prepared and distributed, may receives Citizen Advisory Committee members' expense reports and forwards them to the Board of Managers, may handles all Citizen Advisory Committee correspondence, and maintains a Citizen Advisory Committee file of pertinent information.

Officers may delegate their duties to other Citizen Advisory Committee members or to District staff.

Any officer whose Citizen Advisory Committee membership ceases prior to the expiration of his/her term as an officer shall be replaced for the balance of his/her term by a special election of the Citizen Advisory Committee. Such special election shall be held during the second regular meeting of the Citizen Advisory Committee immediately following termination of the officer's membership.

V.

PARTICIPATION To ensure the efficient and effective working of the Citizen Advisory Committee, regular attendance at meetings is necessary.

Accordingly, if a member fails to attend four consecutive (unexcused) regular meetings or fails to attend 8eight of the 12 regular monthly meetings without notice, that member will forfeit his/her Citizen Advisory Committee membership. A member in jeopardy due to lack of attendance (above) shall be notified in the Citizen Advisory Committee minutes and by separate memorandum from the Citizen Advisory Committee to the member that his/her attendance is required at the next regularly scheduled Citizen Advisory Committee meeting to avoid forfeiture of membership.

An absence shall be deemed excused if the member notified the Co-Cchair, another Citizen Advisory Committee member or District staff prior to the meeting. Excused absences shall be noted in the meeting minutes. of the meeting Members of the Citizen Advisory Committee may request a leave of absence from the Citizen Advisory Committee by request in writing sending a letter to the Board of Managers. The Board of Managers may grant a leave of absence for a period of no less than three months and up to a maximum of one year. While a member is on leave of absence, he/shethey shall not be

eligible to vote, and shall not be counted towards quorum.

Members shall communicate their intention to resign in writing to the Citizen Advisory Committee Secretary, who in turn will notify the Citizen Advisory Committee and the Board of Managers.

Advisory Committee members are encouraged to attend Board of Managers' meetings and functions.

VI.

REIMBURSEMENT Citizen Advisory Committee members can be reimbursed for expenses incurred while carrying out the business of the District when such expenses are pre-approved by the Board of Managers. Typical reimbursements will be for travel, lodging, meals, and supplies to attend and/or participate in conferences, workshops, tours, and meetings. Costs incurred in attending regular, special, and emergency meetings of the Citizen Advisory Committee and the Board of Managers are not normally considered reimbursable expenses but can be reimbursed upon decision of the Board of Managers when need is demonstrated.

VII.

AMENDMENTS These by-laws may be amended by a two-thirds vote of the members present at any regular meeting of the whole Citizen Advisory Committee, provided that written notice setting forth in detail the content of the proposed amendment(s) has been presented at the prior regular meeting.

These by-laws shall be reviewed for possible changes or updates by approved motion of the Citizenâ&#x20AC;&#x2122;s Advisory Committee or Board of Managers.

By-laws and any changes thereto shall be submitted to the Capitol Region Watershed District Board of Managers for comment prior to adoption.

Minnesota Statutes section 103D.331. Watershed District Advisory Committee Subdivision 1. Purpose. The managers must appoint an advisory committee to advise and assist the managers on all matters affecting the interests of the watershed district and make recommendations to the managers on all contemplated projects and improvements in the watershed district.

Subd. 2. Members. (a) The advisory committee consists of at least five members. If practicable, the advisory committee members selected must include a supervisor of a soil and water conservation district, a member of a county board, a member of a sporting organization, and a member of a farm organization. Other advisory committee members may be appointed at the discretion of the managers. The members must be residents of the watershed district and serve at the pleasure of the managers. (b) In addition, the managers may appoint other interested and technical persons who may or may not reside within the watershed district to serve at the pleasure of the managers.

Subd. 3. Expense reimbursement. The managers may reimburse members of the advisory committee for actual traveling and other necessary expenses incurred in the performance of duties in the amount as provided for state employees.
