Citizen Advisory Committee Meeting Wednesday, August 13, 2014 – 7:00 p.m.

Welcome, Announcements, and Updates Ms. Willems opened the meeting at 7:00 p.m. with a request for any announcements.

Steve Duerre’s mother passed away, a card was passed around for members to sign.

Public Comments Residents near the Wheelock Parkway and 35E attended to share their concerns about a storm drainage pond.

Mr. Kelley invited Mr. Michael Varnado and Mr. George Carter to attend the meeting to share their concerns of MN DOT expanding the size of an existing pond. The pond is located across from a soccer field. Many times stray soccer balls end up in the pond. The residents shared their concern of a larger sized pond attracting more children to play near the pond. Members of the CAC agreed to allow extra time for the residents to share their concerns. Mr. Kelley will be meeting with MN DOT regarding the size of the pond, esthetic benefits, habitat and the mitigation of the wetlands.

Ms. Willems requested a motion be made for CRWD staff to investigate.

CAC 14-057 Motion: To request CRWD staff and Board of Managers to investigate the Wheelock Parkway & 35E pond expansion.

CAC 14-058 Motion: To approve the CAC August 13, 2014 agenda.

Arbeit/Ulrich Unanimously approved Approval of the July 16, 2014 CAC Minutes Ms. Willems requested any changes or corrections to the minutes. A couple of corrections were noted.

Upper Villa Stormwater Reuse Project (Kelley)

Mr. Kelley reviewed the Lake McCarron’s Subwatershed Study that was performed by SRF Consulting Group, Inc. The goal of the feasibility study was to analyze stormwater harvesting, storage, and reuse system as an irrigation water source for the B-Dale softball field located in the Upper Villa Park. Angela Gorham, and Walter Eshenaur from SRF Consulting Group were in attendance to review the analysis and recommendations. The two criteria that guided the analysis were: overall goal of 45 lbs. of total phosphorus reduction on an average annual basis through runoff volume reduction to be met or exceeded and the reliance on municipal water for irrigation should be reduced as much as possible, with the ultimate goal of providing all irrigation water from the reuse system for an average rainfall year.

Multiple model scenarios were run using EPA-SWMM 5 for the “passive” and “controlled” systems based on various storage volumes. Scenario 5 was recommended as the most cost effective solution to meet the goal of 45 lbs./yr. phosphorus reduction as well as irrigation demand. The cistern volume of 13,370 cf (100,000 gallons) meets the irrigation demand 99% of the time (during a 10-year continuous simulation model). The volume lost by irrigation use is less significant than the volume lost through infiltration. With an active Optimized Real Time Control (OptiRTC) control system placed within the ball field represents the most cost effective option on a cost per lb. TP removed basis. The Scenario 5 active OptiRTC system also exceeds the TP removal goal by 16 percent.

2015 Draft Work Plan, Budget and Levy

Administrator Doneux reviewed the 2015 preliminary draft for public comments. A public hearing is scheduled on Wednesday, August 20, 2014. Notification of the Public Hearing was sent to City and County elected officials. Two legal notices were posted in the St. Paul Pioneer Press. Administrator Doneux noted that Lake Monitoring has increase for more monitoring of the lakes fishery. Administrator Doneux requested feedback. Mr. Arbeit shared his concerns for future planning and levies for Capital Improvements.

CAC 13-061 Motion: To approve the 2015 Draft Work Plan, Budget and Levy.

2014 Awards Program

Mr. MacDonald reviewed a draft of the 2014 watershed awards. The categories included: Watershed Citizen Award, Watershed Partner Award, Young Naturalist Award and Lifetime Stewardship Award. Mr. MacDonald requested feedback. After some discussion the group was very pleased with the categories and the definitions of each category. Ms. Reider complimented the subcommittee for their work on the program with such a short period of time.

CAC 13-062 Motion: To present the 2014 Awards Program to the Board of Managers at the September 3, 2014 Board of Managers Meeting.

Weil/Ulrich Unanimously approved CAC Initiatives A) CAC Recruitment – Next Steps – CAC Subcommittee The committee consists of: Michelle Ulrich, Steve Duerre, and Gwen Willems. Ms. Ulrich reviewed discussion topics that the orientation subcommittee discussed. Historically the CAC has had at least 15 members, the CAC would like the goal of membership to be 15-20 members. Ms. Ulrich reviewed the methods of which the CAC would use to recruit members. Ms. Willems drafted a flyer for the CAC to use as a handout at CRWD events. Administrator Doneux recommended the flyer be send to CRWD’s graphic designer. Members of the CAC liked the flyer. Ms. Reider thanked the subcommittee for their work.

CAC 13-063 Motion: To approve the Orientation/Recruitment discussion topics.

Ulrich/MacDonald Unanimously approved B) Discuss the September 18th Event with Freshwater Society, Dr. Jay Famiglietti, Dwindling Groundwater Reserves as Viewed from Space.

Administrator Doneux reviewed the event planned for September 18, 2014. CRWD will partner with Freshwater Society. Barr Engineering will also be co-sponsoring the event. Administrator Doneux stated that CRWD will have two tables at the event. One of the tables will be for the CAC to use for recruitment from 6:00 pm – 7:00 pm. The other table will be for CRWD educational displays. Mr. MacDonald, Ms. Ulrich and Ms. Willems and Mr. Barton plan to attend the event. The event will be free but you do need to register.

The Curtiss Pond project will start construction after the State Fair. The Highland Ravine project will start in September as well.

CAC Observer Update No update was given.

Discussion – A) New & Old Issues There was no discussion.

B) Identify CAC Observer for the August 20th and September 3rd Board of Managers Meeting No members were identified.

C) September 10th CAC Agenda Overview Administrator Doneux reviewed the September 10th, 2014 meeting agenda. The Hidden Falls Stream Project and CAC recruitment brochure will be on the agenda.

D) 2014 Meeting Schedule The Committee made suggestions to update the 2014 Meeting Schedule.

Background At the December 7, 2011 Board Meeting, the CRWD Board of Managers awarded the City of St. Paul Parks and Recreation Department a $60,000 grant award for the Hidden Falls Regional Park Water Resource Development Feasibility Study. The stream within Hidden Falls Park has consistently been a challenge for the City in terms of channel stability and maintenance. Further, the stream has very poor habitat and is in need of restoration.

Issues Staff will review the draft study to the CAC. Requested Action Review and provide comments on the Hidden Falls Water Resource Feasibility Study. enc:

Background The City and CRWD share goals of intentional management of stormwater as a resource, and protection of the water resources within Como Park. CRWD has a capital improvement program, education program, grant program, and permitting process to help achieve their goals. The City utilizes stormwater management requirements of Chapter 52 Legislative Code and the Sustainable Building Policy to guide development on sites over 10,000 sq. ft. to achieve their goals. In addition, both the City and CRWD have US EPA. – MS4 permits, which include planned actions to improve water quality in Lake Como. Some of the actions extend beyond the park into the larger watershed area of the lake.

The Citizen Advisory Committee of CRWD requested that the Board of Managers recommend to the City that it develop a comprehensive stormwater management plan for Como Regional Park. Such a plan could improve efficiency for design and implementation of stormwater management improvements within the park, coordinate interdepartmental efforts such as maintenance and operation of stormwater facilities, and more effectively achieve our mutual goal of improved water quality in Como Lake.

Discussions have occurred among SPPR, SPPW, and CRWD staff following the CAC request. The shared goal of improving water quality in Como Lake is easily agreed. The concept of developing a stormwater management master plan for the park is agreed to be an undertaking worth pursuing, and will require each organization to contribute their unique expertise. It is understood that the Como Regional Park Stormwater Master Plan would require significant efforts to complete.

Issues Staff have worked off and on over the past several years to develop a MOU for a Stormwater Management Master Plan for Como Regional Park. This work has ramped up in the past year and the draft MOU is ready for Board Adoption. See enclosed MOU. Action Requested No Action Requested. This is an informational item however staff are seeking CAC support to completing the Como Regional Park Stormwater Master Plan. enc:
