Citizen Advisory Committee Meeting Wednesday, March 14, 2018 – 7:00 p.m.

Others Present: Mark Doneux, CRWD Belinda Gardner, CRWD Anna Eleria, CRWD Seitu Jones, Board of Managers Nancy O’Brien Wagner, Bluestem Heritage Group

Members absent: Mike MacDonald w/notice Kathryn Swanson w/notice Bill Barton, w/o notice Welcome, Announcements, and Updates Ms. Willems opened the meeting at 7:05 p.m. Ms. Willems asked for introductions, announcements, and updates.

Mr. Arbeit thanked Lindsay Schwantes for sending the note to the group about the passing of Ms. Ryan. Mr. Arbeit acknowledged Ms. Courtney Ryan who was a champion for environmental issues. Ms. Ryan was a CRWD Watershed Steward and was nominated for the Watershed Stewardship Award for her work, however she did not receive the award this year. Mr. Arbeit recommended that Ms. Ryan receive a memoriam award next year for her work.

III. Approval of Agenda CAC 18-007 Motion: To approve the CAC March 14, 2018 agenda.

Duerre/Soderholm Unanimously approved IV. Approval of Minutes A) February 14, 2018 CAC Meeting Minutes CAC 18-008 Motion: To approve the February 14, 2018 minutes as amended.

Duerre/Weil Unanimously approved V. District Initiatives for Review, Comment, and Recommendations A) 595 Aldine History Project (Nancy O’Brien Wagner) Administrator Doneux provided the background information on Bluestem Heritage Group and introduced Ms. Wagner who worked on the history projects for Trout Brook Nature Sanctuary, Willow Reserve History Project and 595 Aldine History Study. Ms. O’Brien Wagner presented to the group on the early history of 595 Aldine, beginning with the earliest settlers through the previous owner MacQueen Equipment Group.

Ms. O’BrienWagner’s report includes pictures and maps of the site. The group thanked Ms. Wagner for her presentation.

B) Strategic and Watershed Management Planning (Doneux) Administrator Doneux presented on the process for the Strategic Watershed Management plan. He reviewed the planning cycle and mentioned that the current plan is 10 years old. The State approves, and the Board adopts the final plan. The watershed management plan is a two-year process. Mr. Doneux reviewed the process from 2008, facilitated by the State of MN Management Analysis and Development. He provided an overview on the Mission, vision, goals.

Ms. Cavanaugh asked how the Diversity Plan ties in. Mr. Doneux replied that it would be part of the plan.

The group thanked Administrator Doneux for his update.

VI. CAC Initiatives A) 2018 Student Learner Program Update (Soderholm) Ms. Soderholm provided an update on the student learner. He is in the interviewing phase and hoping to have four to five CAC interviews via phone or email.

B) Urban Roots Tour/Speechcraft Program (Doneux) Mr. Doneux mentioned Mike MacDonald will speak more to this opportunity at a future next meeting.

VII. Project and Program Updates A) Building Update Mr. Donuex provided a detailed presentation on the new building plan rendering of interior and exterior views of the building and included information about the conceptual plan to connect the building to the community. Mr. Doneux provided an updated timeline schedule with construction to begin March 26, 2018 and completion and move in on November 6, 2018.

Administrator Doneux commented that the primary use of the cistern is to flush toilets. Mr. Duerre asked about the contaminated groundwater. Mr. Doneux replied that we have a remedial action plan and it includes monitoring wells and looked at the benefit of infiltrating water. The stormwater is breaking down the pollution better by infiltrating stormwater.

Mr. Arbeit asked if the District presented to Hamline Midway and Mr. Doneux replied that he presented last week, and the organization is excited about the building.

Ms. Willems asked about LEED certification. Mr. Doneux replied that the current plan is LEED Gold and it includes plans for bike rack, charger for electric car are all part of the sustainability process.

The CAC thanked Mr. Doneux for his presentation.

B) 2018 Tour Planning (Doneux) Administrator Doneux asked for tour ideas. The following sites are of interest to the group: Swede Hollow, Bruce Vento, Trout Brook Nature Sanctuary and Lift Station. Mr. Jones mentioned the new stadium. Mr. Simonet recommended Bang Brewing. Ms. Willems asked about the Ford Site. A draft itinerary will be available at the next meeting.

VIII. CAC Observer Update Ms. Cavanaugh reviewed the topics from the last board meeting. The City of Saint Paul presented, and Mr. Kelley provided a report of Rules Revision.

CAC observer for March 21, 2018 and April 4, 2018 Board of Managers Meeting c. 2018 Agenda Plan A) New & Old issues Mr. Arbeit asked about a project happening on Wheelock to the storm sewer. Mr. Doneux replied that he is unaware of additional work, but that he will follow up.

B) CAC Observer for the Board of Managers Meetings March 21, 2018 and April 4, 2018 Mary Lilly volunteered for April 4 meeting C) 2018 Agenda Plan Ms. Willems reviewed the agenda plan.

Mr. Arbeit asked that the agenda plan and asked that it include the timeline for the Strategic Management Plan.

Citizen Advisory Committee Watershed Tour 5:15 PM, Wednesday, June 13, 2018 - Capitol Region Watershed District NOTE: The bus will leave at 5:30 PM Please arrive prior to 5:30 so we can get everybody checked in and boarded on the tour bus.

The June 13 CAC meeting will be a tour of a variety of projects. The bus will leave at 5:30 PM and return at the office by approximately 9:00 PM. All times are approximate. The Tour is rain or shine and will include walking on paved and unpaved trails, up and down hills and on uneven terrain. Please wear good walking shoes.

Arrive 5:40 – Snelling Midway Redevelopment

Learn about the unique and innovative stormwater management at the Snelling Midway Redevelopment/MN United Soccer Stadium site that includes rainwater harvesting, tree trenches and more. Learn about the District wide stormwater approach being implemented on this 35-acre redevelopment.

Arrive 6:30 – Bruce Vento Nature Sanctuary

Bruce Vento Nature Sanctuary is located just east of downtown along the east side of the Mississippi River. The park features 450 million-year-old limestone and sandstone bluffs, spring-fed wetlands, excellent bird watching opportunities, rich Native American history, and beautiful views of the downtown skyline and Mississippi River. An outdoor classroom, apiary, and interpretative markers provide added educational opportunities.

Arrive 7:15 -- Swede Hollow Park Stream Improvements

The Swede Hollow stream was once a pristine flow between Lake Phalen and the Mississippi River. As the city developed, that flow was diverted into stormwater pipes. Now the only water in the system comes from inconsistent stormwater from surrounding streets. The first priority for stream improvements would be to pursue a steady base flow stream on the upper end of the site.

Leave Swede Hollow at 7:45 4) Arrive 8:00 – Trout Brook Nature Sanctuary and Lift Station CRWD approved a grant to the City of St. Paul for the Trout Brook Nature Sanctuary Project. Major construction of the Nature Sanctuary was completed in 2013 and 2014. The last part of the project is the lift station and forcemain construction which will pull water out of the Trout Brook Storm Sewer Interceptor and provide continuous baseflow to the stream at Trout Brook Nature Sanctuary (TBNS).
