Citizen Advisory Committee Meeting Wednesday, September 12, 2018 – 7:00 p.m.

Others Present: Mark Doneux, CRWD Belinda Gardner, CRWD Shirley Reider, Board of Managers

Members absent: Steve Duerre, w/notice Richard Weil, w/notice Michelle Ulrich, w/notice Kathryn Swanson, w/notice William Barton, w/notice I. Welcome, Announcements, and Updates Ms. Willems opened the meeting at 7:05 p.m. Ms. Willems asked for any announcements or updates and introductions.

Mr. Arbeit provided an update on the Como Lake Technical Advisory Committee meeting, interviews and presentation by District staff. Mr. Arbeit mentioned that the outcome will be good for the District.

Mentioned that TAC is aware of the CAC involvement.

II. Approval of Agenda CAC 18-025 Motion: To approve the CAC September 12, 2018 agenda.

Soderholm/Reider Unanimously approved III. Approval of Minutes A) August 8, 2018 CAC Meeting Minutes CAC 18-026 Motion: To approve the August 8, 2018 minutes.

Lilly/Simonet Unanimously approved IV. District Initiatives for Review, Comment, and Recommendations A) Strategic Planning Session, Barbara Deming, MAD, State of MN Administrator Doneux introduced Barbara Deming from the the State of MN. In 2008, Capitol Region Watershed District (CRWD) completed a strategic planning process with Barbara Deming, MN Management and Budget. Ms. Deming lead the CAC through a discussion via a number of questions to help define past successes and future goals/vision of the District. She captured the discussion, and she will use the information in her planning process with the District. The CAC spent the majority of the meeting working in groups and answering strategic planning questions.

Mr Arbeit asked about partnerships with the business community. Mr. Doneux replied that there is an opportunity to build relationships with the business community.

V. CAC Initiatives A) Service Learning Student (Swanson)

Ms. Willems read Ms. Swanson’s email about her update on the Service Learning Student. CAC will pass participating in the program for this semester. Put back on agenda for November. Ms. Lilly volunteered to take the lead.

B) Watershed Steward Award Program Update (Doneux) Mr. Doneux reminded the group that the Awards program committee will determine the exact program date and announce it at a future meeting.

VI. Project and Program Updates A) 595 Aldine Building Update (Doneux) Administrator Doneux provided a brief update on the move in date and will provide a solid date at a future meeting.

B) Targeted Watershed Program Update (Doneux) No update.

C) State BWSR-Performance Review and Assistant Program, Level II Update (Doneux) Administrator Doneux reviewed the process and results from the PRAP report. He mentioned that an email will follow the meeting with a copy of the draft report for review.

D) CRWD 20th Anniversary and River of Iron Pour Event, September 21.

Reminded the CAC about the event and reviewed the program.

VII. CAC Observer Update Ms. Cavanuagh reported on the August 15 board meeting.

VIII. Discussion a. New & Old Issues b. CAC observer for September 19, 2018 and October 5, 2018 Board of Managers Meeting c. 2018 Agenda Plan A) New & Old issues Administrator Doneux reviewed upcoming events and asked for volunteers.

B) CAC Observer for the Board of Managers Meetings September 19, 2018 and October 5, 2018 Mr. Elko volunteered for September 19 meeting.

C) 2018 Agenda Plan Ms. Willems reviewed the 2018 agenda plan.

IX. Adjourn CAC 18-27 Motion: To adjourn the September 12, 2018 CAC Meeting.
