Background Construction activity is complete for permit #12-025 Victoria Park Apartments.

Issues Victoria Park Apartments #12-025 This permit was issued for construction of two new apartment buildings at Otto Ave and Victoria Way. The stormwater is treated on site through underground filtration trenches and one surface filtration basin.

The site is complete and while a small area of recent disturbance does remain less than fully vegetated, there is a current maintenance contract to see that this area gets established in the 2017 growing season. $13,450 surety is available to return.

HISTORY & CONSIDERATIONS: None RULE C: STORMWATER MANAGEMENT Standards ďƒ˜ Proposed discharge rates for the 2-, 10-, and 100-year events shall not exceed existing rates.

 Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.  Stormwater must be pretreated before discharging to infiltration areas to maintain the long-term viability of the infiltration area.  Developments and redevelopments must incorporate effective non-point source pollution reduction BMPs to achieve 90% total suspended solid removal.

Findings 1. A hydrograph method based on sound hydrologic theory is used to analyze runoff for the design or analysis of flows and water levels.

2. Runoff rates for the proposed activity do not exceed existing runoff rates for the 2-, 10-, and 100-year critical storm events. Stormwater leaving the project area is discharged into a well-defined receiving channel or pipe and routed to a public drainage system.

3. Stormwater runoff volume retention is achieved onsite in the amount equivalent to the runoff generated from 1.1 inch of rainfall over the impervious surfaces of the development. a. The amount of proposed impervious onsite is 224,100 square feet. b. Alternative compliance sequencing has been requested.

Best management practices achieve 90% total suspended solids removal from the runoff generated on an annual basis.

A recordable executed maintenance agreement has not been submitted.

Adequate maintenance access is provided for surface and underground systems. Site-specific plan, schedule, and narrative for maintenance of the proposed stormwater management practices have been submitted.

RULE D: FLOOD CONTROL Standards  Compensatory storage shall be provided for fill placed within the 100-year floodplain.  All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

Findings 1. There is no floodplain on the property according to FEMA. 2. All habitable buildings, roads, and parking structures on or adjacent to the project site comply with CRWD freeboard requirements.

RULE E: WETLAND MANAGEMENT Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are no known wetlands located on the property.

RULE F: EROSION AND SEDIMENT CONTROL Standards  A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a landdisturbing activity.  Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

2. Adjacent properties are protected from sediment transport/deposition.

3. Wetlands, waterbodies and water conveyance systems are protected from erosion/sediment transport/deposition.

4. Project site is greater than 1 acre; an NPDES permit is required. A SWPPP has been submitted.

RULE G: ILLICIT DISCHARGE AND CONNECTION Standard  Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

Findings 1. New direct connections or replacement of existing connections are not proposed.

2. Prohibited discharges are not proposed.

Recommendation: Approve amendment with 2 Conditions Conditions: 1. Submit documentation of maintenance agreement recorded with Ramsey County.

WCA sequencing has been followed, permanent impacts are avoided.

Work includes vegetation management, and utilizing chipped woody materials on site to create a foot path. Areas of the foot path within the wetland will be boardwalk, and not proposed for construction at this time.

Permit #12-021 180 Grotto – Closeout (Hosch)

This permit was issued for construction of new single family home lots at the former Wilder Foundation property at the NE corner of Grotto and Osceola. The stormwater requirement was met with the construction of an infiltration trench beneath the alley. The project is complete and stable, following build-out of all lots. $1,370 surety is available to return, following the use of $3,580 for site corrections during construction. $4,950 was originally collected. A lien waiver is being requested from the applicant.

Motion 16-295: Approve Certificate of Completion and $1,370 surety return upon completion of Lien Waiver by permit holder, authorizing CRWD Administrator to acknowledge the document, for permit #12-021 180 Grotto.

Ms. Hosch reviewed that this permit was issued for multifamily residential construction on Madison between Stewart and Rockwood. Stormwater treatment was achieved by the installation of six bio-filtration basins, all of which have been inspected and are functional. The project is complete and the site is stable. $3,650 surety is available to return.

Ms. Hosch reviewed that this permit was issued for the construction of a new parking lot at the Lafayette Park campus. Stormwater treatment requirements were met with one underground infiltration system. The project is complete and though vegetation has not fully established on some recently disturbed areas of the site, a maintenance contract is in place to see this happens in the 2017 growing season. $17,710 surety is available to return.

Attorney Mogen asked if this permit is being treated like a private company. Ms. Hosch replied that yes, the property is being leased by the State of Minnesota.

Mr. Kelley reviewed permit #16-029 Boaters Outlet. The applicant, Boaters Outlet, plan to construct a new boat storage and repair facility. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D), Wetland Management (E) and Erosion and Sediment Control (Rule F). The disturbed area of this project is 2.6 acres with 1.39 acres impervious surface.

Motion 16-299: Approve permit 16-029 Boaters Outlet with four conditions: 1. Receipt of $6,900 surety and documentation of maintenance agreement recorded with Ramsey County.

2. Provide a site specific plan, schedule and narrative for maintenance of the proposed stormwater management practices that includes Permit Report items a-c.

Adopt Final 2016 Budget and Levy (Doneux)

Administrator Doneux reviewed that the Board has discussed and reviewed the preliminary 2017 Budget and Tax Levy during several meetings and workshops this summer. A copy of our summary budget and hearing notice was sent to the affected cities and Ramsey County officials in August. The Citizens Advisory Committee reviewed and provided comments on the proposed 2017 budget and levy at their August meeting. A duly noticed Public Hearing was held on August 17th to collect public comment on the proposed 2017 budget and levy.

The Board of Managers must adopt and certify a Final 2017 Budget and Levy Certification before the December 30, 2016 deadline. The Board of Managers held a special workshop on August 2nd to review the draft budget and levy.

Based on the Board recommendations, the final budget provides $332,420 for Administration, $2,229,932 for Programs, $875,378 for Projects for a total Operations Budget of $3,437,730 and $8,982,181 for Capital Improvement Projects. This results in a total 2017 Budget of $12,419,911. This is an increase of $3,595,480 from the 2016 Budget. The proposed 2017 tax levy is $4,915,672. This levy includes $4,546,754 for the general levy and $368,918 for debt. This levy is $647,901 or 15.18% higher than 2016.

Approve Lease Amendment for 1410 Energy Park Drive (Doneux)

CRWD entered into a lease amendment #4 with the new building owner, JGM Properties/1400-1410 Energy Park Drive, LLC. Administrator Doneux reviewed that the current lease period ends on March 31, 2017. To extend our lease to March 31, 2018 CRWD must inform the owner by December 31, 2016. CRWD would likely be out of our current location prior to the expiration of the extension (March 31, 2018), and won’t know our move out date until spring of 2017 when we are developing the construction schedule. that at this time we agree to the lease extension to March 31, 2018 and negotiate a shortened term later in 2017 when a move out date is well established.

Amendment to Purchase Agreement for 595 Aldine Street and 1736 Thomas Avenue, St.

The Board approved a Purchase Agreement for 595 Aldine on July 20, 2016. As part of the Purchase Agreement, CRWD has a 120-day Due Diligence period. The Board requested and received a 30-day extension to the Due Diligence Period to allow for the completion of a Phase II Environmental Site Assessment and a Remedial Action Plan.

Based on the findings during the Due Diligence period, the Building Committee, staff and Aldine Partners agree that the issue regarding the condition of the Property would be resolved by the reduction of the purchase price in the amount of $100,000. The purchase price for the Property would be reduced from $1,450,000 to $1,350,000. The Building Committee, staff and Attorney James Mogen recommend approval of the Second Amendment to the Purchase Agreement.

Mr. Kelley provided an update to the Board of Managers on the Upper Villa Stormwater Improvement Project.

CRWD has received a reimbursement check from the City of Roseville for $207,000. The grant from BWSR has been accepted.

President Collins asked if the reimbursement from the City of Roseville came from the Public Works Department or from the Parks and Recreation Department. Mr. Kelley replied that the funding came from Public Works.

Background At the July 20th meeting, the Board of Managers approved of purchase of 595 Aldine St. and 1736 Thomas Ave. and authorize Board President to execute purchase agreement. As part of the Purchase Agreement, CRWD has a 120-day Due Diligence period. The Board requested and received a 30-day extension to the Due Diligence Period to allow for the completion of a Phase II Environmental Site Assessment and a Remedial Action Plan. Based on the findings of the Due Diligence period the purchase price for the Property was reduced from $1,450,000 to $1,350,000.00.

Issues As we move to closing on the property we must turn our attention to the building process. I have attached three documents I will review with the Board. The first is a draft organizational chart that outlines the roles and responsibilities of the Board, the Building Committee, a staff design team and staff design committees. I have also included an updated draft project schedule as well the list of architectural firms to submit RFQs for design work.

I would like to review these documents as we discuss the next steps in the building project.

The Board approve a full twelve-month lease amendment at the December 21st Board Meeting. I was able to negotiate a nine (9) month lease through December 31, 2017 with a three-month option to renew. This lease, while costing $1,432 more over calendar year 2017, will save us over $24,000 if we move out before the end of the year. We have until September 30, 2017 to notify our landlord if we intend renew for three additional months.

3) General updates a) CRWD’s new Urban BMP Specialist will be Andrew Novak, a landscape designer who is currently working for Metro Blooms. He has been involved in a number of neighborhood rain garden projects in Minneapolis, coordinated BMP inspection and maintenance for Minneapolis Public Schools and has been involved as a technical expert/educator in the Master Water Stewards Program. He has a Masters degree in Landscape Architecture from University of Minnesota. His start date will be Tuesday, January 17th.
