RULE C: STORMWATER MANAGEMENT Standards  Proposed discharge rates for the 2-, 10-, and 100-year events shall not exceed existing rates.  Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.  Stormwater must be pretreated before discharging to infiltration areas to maintain the long-term viability of the infiltration area.  Developments and redevelopments must incorporate effective non-point source pollution reduction BMPs to achieve 90% total suspended solid removal.

Findings 1. A hydrograph method based on sound hydrologic theory is used to analyze runoff for the design or analysis of flows and water levels.

2. Runoff rates for the proposed activity do not exceed existing runoff rates for the 2-, 10-, and 100-year critical storm events. Stormwater leaving the project area is discharged into a well-defined receiving channel or pipe and routed to a public drainage system.

3. Volume retention is not achieved onsite in the amount equivalent to the runoff generated from 1.1 inch of rainfall over the impervious surfaces of the development. a. The amount of proposed impervious onsite is 37,462 square feet. b. RULE D: FLOOD CONTROL Standards  Compensatory storage shall be provided for fill placed within the 100-year floodplain.  All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

Findings 1. There is no floodplain on the property according to FEMA. 2. All habitable buildings, roads, and parking structures on or adjacent to the project site comply with CRWD freeboard requirements.

RULE E: WETLAND MANAGEMENT Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are no known wetlands located on the property.

RULE F: EROSION AND SEDIMENT CONTROL Standards  A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a landdisturbing activity.  Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

2. Adjacent properties are protected from sediment transport/deposition.

3. Wetlands, waterbodies and water conveyance systems are protected from erosion/sediment transport/deposition.

4. Project site is greater than 1 acre; an NPDES permit is required. A SWPPP has been submitted and satisfies NPDES requirements.

RULE G: ILLICIT DISCHARGE AND CONNECTION Standard  Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

Findings 1. New direct connections or replacement of existing connections are not proposed.

2. Prohibited discharges are not proposed.

Public Comment

Ms. Lena Buggs shared that Ramsey Conservation District is planning a number of outreach and pop up events focusing on youth and water management. One of the locations will be at Trout Brook on June 15th. Manager Jones asked is staff would be able to help. Administrator Doneux replied that staff will be available.

Permit Applications and Program Updates A) Permit #16-025 Snelling-Midway – Approve 60 Day Extension (Kelley)

Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District

The 60-day review period for Permit 16-025 Snelling-Midway will expire on 2-23-2017. The applicant requested an extension to the 60-day review period prior to the expiration. Staff are working with the applicant to address system design and compliance issues.

Motion 17-031: Approve 60-day review period extension for permit 16-025 Snelling Midway to expire April 24, 2017.

Reider/Texer Unanimously Approved B) Permit #16-032 St. Paul Jewish community Center Addition (Hosch) Mr. Kelley reviewed permit #16-032 Saint Paul JCC Addition. The applicant, St. Paul Jewish Community Center, plan an addition to the south side of the building, renovations, addition of a delivery truck/fire truck acces driveway and the expansion of two existing building entrances. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D) and Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.42 acres with .71 acres[OM1] impervious surface.

Motion 17-032: Approve permit #16-025 with four conditions: 1. Receipt of $3,600 surety and documentation of maintenance agreement recorded with Ramsey County.

2. Provide a copy of the NPDES permit.

3. Revise the orifice invert in HydroCAD and on Sheet C500. Sheet C600 and the Permit Report Repsponce state the invert of the orifice is 802.17. Both the Hyrdro CAD and Sheet C500 show the invert at 802.10..

4. Revise CBsB, C, D, and E to the sump depth of 4 times the diameter of the outlet pipe ratio, as recommended by the EPA. Reider/Texer Unanimously Approved V.

Special Reports A) Loeb Lake and Crosby Lake Shoreland Survey (Vargo)

Ms. Vargo reviewed for the Managers that to protect lakes from shoreline degradation, the District must first determine the existing condition of the shoreline in order to best prioritize targeted management and restoration.

Banks with steep slopes, highly erodible soils, and invasive plant communities are most prone to shoreline degradation. The District has previously completed shoreline surveys for Como Lake and Lake McCarrons.

In August 2016, RCD and CRWD staff completed shoreline assessment surveys for Loeb, Crosby, and Little Crosby Lakes. These surveys included shoreline erosion susceptibility assessments and vegetation surveys.

Ms. Vargo reviewed the 2016 Loeb and Crosby Shoreline Survey. The report review included vegetation and erosion surveys. President Collins asked if the results compare to other lakes. Ms. Vargo replied that the results were just what they had expected.

B) William Street Pond Iron Enhanced Sand Filter (IESF) Report (Vargo) Ms. Vargo reviewed for the Board of Managers that in 2011, the District completed a retrofit of the William Street Pond in partnership with the City of Roseville. The retrofit project included dredging sediment from the pond, installing a baffle at the pond inlet, and installing 2 iron-enhanced sand filters (IESF) at the pond outlet.

These filters were some of the first installed in the Twin Cities and the first ones in CRWD. The filters treat water from the surrounding subwatershed, which accounts for 17% of the drainage area of Lake McCarrons.

Beginning 2013, monitoring staff developed and implemented a monitoring protocol to assess the performance of the William Street Pond Retrofit Project, namely the installation of the iron enhanced sand filter (IESF).

Three grab sample sites at William Street Pond were monitored from 2013 – 2016.

Ms. Vargo reviewed the William Street Pond IESF Performance Report. The report review will highlight key findings from the assessment. Ms. Vargo shared that in the four years of collecting samples, staff have seen average reduction of 67% in TP and 70.8% reduction in ortho-P. The Managers were very pleased with the results. Manager Reider asked how long the sand will be able to filter. Mr. Fossum replied that it really depends on the amount of phosphorus being removed, but would typically last 15-20 years. Manager Texer suggested that this presentation be shared at MAWD Motion 17-033: Accept the William Street Pond IESF Performance Report.

Delegate Decision-Making Authority to CAC for Watershed Steward Awards

Ms. Brolmelkamp reviewed that the Award’s Committee met on February 1, 2017 to debrief about the 2016 Watershed Steward Awards and review staff, board and CAC feedback. The committee discussed streamlining the decision-making process for the Watershed Steward Awards. The consensus was that it is no longer be necessary to bring decisions to the full board since two representatives of the board are on the awards committee. Eliminating this step will give the CAC decision-making authority with input from the Award’s Committee, CAC and staff.

The CAC will consider the following recommendations from the Award’s Committee as part of their February meeting. These are the kinds of decisions, pending board approval, that the CAC would be authorized to make in the future.

Recommendation #1: Move the event to mid to late January and utilize the same location and format. December is a busy time of year for CRWD’s partner organizations as well as staff so the committee recommends moving the event to January. The committee agreed that the Wilder Foundation and general format were a good fit for the event and recommend using a similar format in 2017.

Recommendation #2: Establish a Watershed Education and Outreach Program of the Year Award. CRWD received nominations for education and outreach programs that did not fit into any of the existing award categories. The committee is recommending that we add a new category to recognize outstanding education and outreach programs in 2017.

Recommendation #3: Establish criteria to evaluate nominations.

The committee came to an agreement about the 2016 winners quickly. However, it was noted that each person was evaluating nominations using different criteria. Establishing criteria for the review process will ensure that we are judging nominations fairly and with criteria supported by the board and CAC. Motion 17-037: Delegate decision-making authority to the CAC, with input from the Award’s Committee and staff, for the Watershed Steward Awards program.

Approve Request for Qualifications for Education and Outreach Professional Services

Ms. Bromelkamp reviewed that CRWD adopted a policy for soliciting professional services in 2010. The current professional services policy requires varying approvals based on anticipated contract amounts. In late 2010, the District requested qualifications and approved a consultant pool with service area qualifications.

Staff have prepared a Request for Qualifications (RFQ) for general water resource professional services for 2017 and 2018. availability of staff. In addition, each firm would also be able to identify which service area they are interested in working in and are uniquely qualified.

The District will review all submittals and determine which firms are qualified in each of the eight service areas.

Those firms qualified in each area will be placed in a pool of professional service consultants for calendar years 2017-2018. The District then requests proposals (work orders) for projects from the pool within a respective service area as needed. A draft Request for Proposals has been prepared and included for review and comment.

Authorize Staff to Apply for Brownfield Grants for 595 Aldine Street (Doneux)

Administrator Doneux shared the findings of the Phase II report for 595 Aldine St. identified vapors beneath the slab in the 595 Aldine building that will require mitigation as well as petroleum impacted soils beneath the current asphalt parking area on the west side of the Aldine Building. Staff are seeking authorization to apply for brownfield grants to assist with the environmental contamination as part of the redevelopment of the 595 Aldine St. property. Brownfield grant funding sources allow the City of St. Paul to sponsor applications and pass funding through third parties to undertake project activities. Funding may be available for brownfields investigation and cleanup from three different sources. Staff are investigating: 1) Dept. of Employment and Economic Development (DEED) Contamination Cleanup and Investigation grant, 2) Met Council Tax Base Revitalization Account (TBRA). TBRA provides $5 million annually to investigate and clean up brownfields - contaminated land, ground water, or buildings - for redevelopment, and 3) Ramsey County Community and Economic Development and Housing and Redevelopment Authority (HRA) has established an Environmental Response Fund (ERF) to help project partners clean up contaminated properties throughout the county.

Applications are due February 28th.

Diversity Plan Update (Doneux)

Administrator Doneux reviewed that staff have been participating in interviews with Val Jensen of Azon Consulting. Ms. Jensen has been interviewing staff to establish a baseline of knowledge and level of cultural competency. Ms. Jensen will be interviewing Board Members on March 1st at 5:00.

Administrator Doneux shared that seven firms have responded to the RFQ for the Architect of the new building.

Interviews will be taking place to narrow down a selection for the Board to determine at the March 1, 2017 meeting.

Ms. Bromelkamp shared that she has drafted a press release for the purchase of the new building. Ms. Bromelkamp asked if there were any individuals that should be contacted before the press release is printed.

President Collins stated that he will be sending a message to Commissioner Janice Rettman. President Collins wanted to share a projection of cost savings to Ms. Rettman of renting vs. owning. Administrator Doneux noted that once key organizations are notified the press release will be printed.

President Collins would like to include discussions in the budget process of property taxes. President Collins noted that CRWD is tax exempt but would still like it noted the in budget what the tax savings are.

Adopt A Drain (Schwantes)

Ms. Schwantes provided an update for the Managers on the Adopt A Drain program. The program has wrapped up for 2016. A total of 561 drains have been adopted and over 10,000 lbs. of debris have been cleared from storm drains. Managers were very please the results of the program.

Ms. Soderholm provided the Board with an update from the February 8th, 2017 CAC Meeting. Ms. Soderholm reviewed that Ms. Vargo provided a presentation of the shoreland survey and the William Street Pond Iron Enhanced Sand Filter report. Ms. Soderhold shared that a new student worker attended the meeting. The student worker is interested in helping CRWD with social media content. The CAC also discussed staffing for upcoming events.

Background In spring 2014, CRWD started working with the Hamline-Midway Coalition and the City of Saint Paul on a neighborhood-level project for boulevard rain gardens in the Hamline-Midway neighborhood.

CRWD and RCD staff determined the feasibility of constructing boulevard rain gardens and gauged level of interest from property owners who would be responsible for maintenance of rain garden adjacent to their property.

Issues CRWD and RCD staff identified ten (10) property owners interested in boulevard rain gardens and prepared design plans for eleven (11) construction-ready gardens with one property owner responsible for two gardens (see attached project map). We have distributed a request for quotes and received quotes from five (5) contractors. Enclosed is a quote tabulation that includes total project quote and unit prices of construction items from each contractor. The lowest quote of $52,728 was received from JL Theis.

CRWD staff has requested references from JL Theis, reviewed their work samples, and spoke with references provided by JL Theis. It is staff recommendation that the Board approve JL Theis as the contractor for the Hamline-Midway Boulevard Raingarden project.

Funding for the project will come from Stewardship Grant Fund #210-17143, which has a budget of $180,000 for grant awards. Staff has tentatively set a construction completion deadline of early June 2017.

Action Requested Approve a construction services agreement with JL Theis for construction of the Hamline-Midway Boulevard Raingarden Project for an amount not to exceed $53,000 and authorize the Administrator to execute agreement amendments for an amount not to exceed $5,300.

Background The MAWD Membership approved a Strategic Plan at the Annual Meeting in December of 2016 in Alexandria.

The Strategic Plan contemplates but did not establish an increase in dues to fund future activities of MAWD. Dues are a component of the MAWD Bylaws and the Bylaws require an amendment to change the dues. Bylaw changes can only occur at the Annual Meeting or a Special Meeting (planned for the Summer Tour), thus the call for a request for a special meeting.

Issues Currently the Bylaws Committee and Finance Committee are drafting Bylaw Amendments for consideration by the Membership at the Summer Tour (Special Meeting). One third (or 15 Districts) of the membership are required to request a Special Meeting. The Draft dues structure and Bylaw changes are expected to be distributed in March at the Legislative Breakfast and Briefing.

The dues structure is not the only Bylaw amendment that will be under consideration. Amendments to the bylaws requested include: a revised dues structure to increase revenue; provide for hiring staff; align the association fiscal year with the calendar year. The special meeting is requested to be held and the MAWD Summer Tour event planned for June 21-23, 2017. Taking action on a dues change in June of 2017 will allow Districts to incorporate any changes to dues in time for their 2018 budget.

Background During the last round of Partner Grant applications, the District received a project proposal for a Phalen Creek Daylighting Study from the Lower Phalen Creek Project (LPCP). At the time the District pulled this application out of consideration for Partner Grant Funding so that it could be considered as a separate project in partnership with the Ramsey Washington Metro Watershed District (RWMWD) and the City of St. Paul. This type of work would fall under the District goal of “Bringing Water Back”. The Phalen Creek Corridor is ranked high in the District’s Stream Corridor Restoration Plan (adopted in 2010) for all three evaluation factors (Opportunity Rating, Constructability, and District Goals).

Issues Early in 2017, District staff convened a meeting of RWMWD, LPCP, and multiple City of St. Paul departments to discuss a joint study based on the proposal submitted by LPCP. With the stated level of support from the City of St. Paul (Lantry letter, enclosed), staff believe the time is right to move a forward with a cooperative study of the Phalen Corridor. The final project scope of work, budget and schedule still need to be defined staff from both CRWD and RWMWD are recommending that each organization consider funding this study in 2017. Staff will review the proposed study with the Managers.

Phalen Creek Daylighting Feasibility Study Proposed by: Lower Phalen Creek Project Lower Phalen Creek Project’s mission is to strengthen the East Side and Lowertown communities of Saint Paul by developing and maximizing the value of local parks, trails, ecological and cultural resources, and by rebuilding connections to the Mississippi River. Relevant goals and key strategies include connecting people to nature, cultivating community stewards, providing environmental education, and including diverse community members in leadership and volunteer opportunities.

The project proposal is to conduct a feasibility study for daylighting portions of Phalen Creek, which since the 1930s has been piped underground from Lake Phalen to the Mississippi River. The study will prioritize sections that demonstrate technical and legal feasibility, provide water quality benefits, provide environmental education opportunities with a focus on water quality and protection behaviors, and advance racial and economic equity for neighborhood access to green space and open fresh water. For access equity, LPCP will analyze existing access and directly engage the community to raise awareness and receive input on access and environmental education considerations.

The feasibility study will meet LPCP’s mission and goals by engaging and educating the community in the restoration of natural water features that will address water quality, enhance equitable access to nature, provide environmental education, and cultivate diverse environmental stewards who can further promote water protection behavior in the community.

The Phalen Creek Daylighting Feasibility Study will directly affect water quality by building awareness of local water quality issues and influencing behavior through engaging the community on proposed daylighting alternatives and the corresponding water quality considerations. The study will indirectly improve water quality through prioritizing daylighted creek sections based on their corresponding (1) potential water quality benefits, and (2) environmental education opportunities. Considerations underlying water quality benefits will include hydrology, hydraulics, soil conditions, infrastructure constraints, and pollution sources. The proposed project provides an outstanding opportunity for environmental education within local communities related to the value of clean water resources, local geography, and green spaces as well as promoting water quality protection behavior. Educational opportunity considerations will include proximity of schools and similar institutions, accessibility, variety of natural features, capacity for group learning, and ecological components available.

Project Partners: 1. Capitol Region Watershed District and Ramsey Washington Metro Watershed District have experience with stream daylighting/restoration and may consider providing funding for this study.

2. The Saint Paul Public Works Department has experience in daylighting sewer lines and will provide project review.

3. University of Minnesota Landscape Architecture graduate student Piero Protti will take the lead on technical and legal feasibility, water quality benefits, and compilation of the analysis and report.

4. The Center for Global Environmental Education will assist in researching environmental education opportunities, engaging the community to raise awareness and gather input, analyzing educational possibilities that focus on water quality, and composing a report.

5. River restoration consultant Inter-Fluve will provide water resources engineering services, ecology, geomorphology, and concept review.

The production of a robust and comprehensive Phalen Creek Daylighting Feasibility Study that includes ranked project possibilities, project concepts, significant and meaningful resident input, and educational details will be the primary measurement of success of the project.

In addition, LPCP will conduct follow-up surveys of residents who participate in the community engagement process or environmental education focus group to assess participation demographics, the water quality knowledge gained, water quality protection behaviors understood, and suggestions for improvement. Survey results will be collated and analyzed.

Finally, LPCP will present the feasibility study results to the public and gather feedback on the prioritized creek sections identified, equitable access considerations, environmental education opportunities, water quality benefits, knowledge gained, and water quality protection behaviors adopted or committed to.

1. Technical and Legal Feasibility a. Assess the basic technical feasibility of daylighting sections of Phalen Creek based on current flow in the Beltline and Phalen Creek sewers, potential or actual remediation requirements, and considerations of restoring flow to the surface. Assess legal feasibility based on property ownership and restrictions, land use, and estimated cost.

2. Community Engagement a. For the more technically and legally feasible sections of Phalen Creek that may be daylighted, employ LPCP’s community engagement infrastructure to plan and execute an engagement process. The process may include surveys, interviews, meetings, workshops, follow-up surveys, and/or other methods of outreach and input gathering.

Outreach will include building awareness of water quality issues, promoting water quality protection behaviors, and publicly presenting results.

3. Water Quality Assessment a. Assess potential water quality benefits of daylighting each of the technically and legally feasible sections of Phalen Creek. Considerations should include hydrology, hydraulics, soil conditions, existing and potential vegetative filtration, and surrounding water and/or pollution sources.

4. Environmental Education Assessment a. Conduct field research on proposed daylighting sites and assess the potential for environmental education including place-based, experiential, or multimedia-based learning for multiple audiences. Lead a community focus group to gather input on potential daylighting sites and environmental education topics that resonate with and are important to community members. Produce a report.

5. Compile Analysis and Report a. Assemble and analyze the results of the information gathered from the above tasks – technical and legal feasibility, community engagement, water quality benefits, and environmental education opportunities. Based on the analysis, prioritize the creek segments that could be daylighted. If factors are weighed differently, weighting rationale will be explained. Compile final report and study.

The Saint Paul Public Works Department is willing to play a supporting role in this effort.

A feasibility study for daylighting portions of Lower Phalen Creek is a great opportunity to consider those activities that may provide a benefit for water quality in this part of the city. Engaging the community in thinking about the area also affords an excellent opportunity to educate residents about water flow, runoff and best practices – creating environmental stewards who will continue to promote water protection into the future.

Public Works is willing to support this effort by providing advice and review on the feasibility study. We think this is a worthwhile project and encourage the Capitol Region Watershed District to consider supporting it.

Background In May of 2016, CRWD was awarded funding to improve water quality of Lake McCarrons and Como Lake as a part of the Urban Lake Renewal Project. The funds were made available through the Clean Water, Land and Legacy Amendment and approved by the Minnesota Board of Water and Soil Resources as part of the Targeted Watershed Program. The CRWD Clean Streets Initiatives are facets of this project that include a program for promoting and constructing boulevard raingardens in the subwatersheds of Lake McCarrons and Como Lake.

Issues CRWD is working closely with the City of Roseville and the Ramsey Conservation District to identify potential boulevard raingarden sites that will coincide with the City’s street reconstruction planned for 2017 and 2018. The enclosed map illustrates the planned street reconstruction within the targeted area.

CRWD and RCD staff have begun site analysis and generated a list of potential s. CRWD staff are also in the initial stages of developing an outreach campaign for the project area. We will be meeting with staff at the City of Roseville soon to further develop a timeline for the project.
