RULE C: STORMWATER MANAGEMENT Standards  Proposed discharge rates for the 2-, 10-, and 100-year events shall not exceed existing rates.  Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.

 Stormwater must be pretreated before discharging to infiltration areas to maintain the long-term viability of the infiltration area.  Developments and redevelopments must incorporate effective non-point source pollution reduction BMPs to achieve 90% total suspended solid removal.

Findings 1. A hydrograph method based on sound hydrologic theory is used to analyze runoff for the design or analysis of flows and water levels.

2. Runoff rates for the proposed activity do not exceed existing runoff rates for the 2-, 10-, and 100-year critical storm events. Stormwater leaving the project area is discharged into a well-defined receiving channel or pipe and routed to a public drainage system.

3. Stormwater runoff volume retention is achieved onsite in the amount equivalent to the runoff generated from one inch of rainfall over the impervious surfaces of the development. a. The amount of proposed impervious onsite is 155,640 square feet. b. Volume retention: Volume Retention Required (cu. ft.) Volume Retention Provided (cu. ft.)

Infiltration volume and facility size has been calculated using the appropriate hydrological soil group classification and design infiltration rate. e. 4. Alternative compliance sequencing has not been requested.

5. Best management practices achieve 90% total suspended solids removal from the runoff generated on an annual basis.

6. A recordable executed maintenance agreement has not been submitted.

RULE D: FLOOD CONTROL Standards  Compensatory storage shall be provided for fill placed within the 100-year floodplain.  All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

Findings 1. There is no floodplain on the property according to FEMA.

2. All habitable buildings, roads, and parking structures on or adjacent to the project site comply with CRWD freeboard requirements.

RULE E: WETLAND MANAGEMENT Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are no known wetlands located on the property.

RULE F: EROSION AND SEDIMENT CONTROL Standards  A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a landdisturbing activity.  Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

2. Adjacent properties are protected from sediment transport/deposition.

3. Wetlands, waterbodies and water conveyance systems are protected from erosion/sediment transport/deposition.

4. Project site is greater than 1 acre; an NPDES permit is required.

RULE G: ILLICIT DISCHARGE AND CONNECTION Standard  Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

Findings 1. New direct connections or replacement of existing connections are not proposed.

2. Prohibited discharges are not proposed.

6. An existing buffer greater than 25 feet exists and will be restored upon project completion. No permanent impacts are proposed.

RULE C: STORMWATER MANAGEMENT Standards  Proposed discharge rates for the 2-, 10-, and 100-year events shall not exceed existing rates.  Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.  Stormwater must be pretreated before discharging to infiltration areas to maintain the long-term viability of the infiltration area.  Developments and redevelopments must incorporate effective non-point source pollution reduction BMPs to achieve 90% total suspended solid removal.

Findings 1. A hydrograph method based on sound hydrologic theory is not used to analyze runoff for the design or analysis of flows and water levels.

2. Runoff rates for the proposed activity do not exceed existing runoff rates for the 2-, 10-, and 100-year critical storm events. Stormwater leaving the project area is discharged into a well-defined receiving channel or pipe and routed to a public drainage system.

3. Stormwater runoff volume retention is achieved onsite in the amount equivalent to the runoff generated from one inch of rainfall over the impervious surfaces of the development. a. The amount of proposed impervious onsite is 149,102 square feet. b. Volume retention: Volume Retention Required (cu. ft.) Volume Retention Provided (cu. ft.)

RULE D: FLOOD CONTROL Standards ďƒ˜ Compensatory storage shall be provided for fill placed within the 100-year floodplain. ďƒ˜ All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

Findings 1. There is no floodplain on the property according to FEMA. 2. It is not known if all habitable buildings, roads, and parking structures on or adjacent to the project site comply with CRWD freeboard requirements.

However, sufficient conveyances have been provided to allow the storm sewer system to function as or better than it did prior to the project.

RULE E: WETLAND MANAGEMENT Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are no known wetlands located on the property.

RULE F: EROSION AND SEDIMENT CONTROL Standards  A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a landdisturbing activity.  Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

2. Adjacent properties are protected from sediment transport/deposition.

3. Wetlands, waterbodies and water conveyance systems are protected from erosion/sediment transport/deposition.

4. Project site is greater than 1 acre; an NPDES permit is required.

RULE G: ILLICIT DISCHARGE AND CONNECTION Standard  Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

Findings 1. New direct connections or replacement of existing connections are not proposed.

The Board Workshop is a meeting with the Board of Managers of the Capitol Region Watershed District and Department Heads and Key staff from the City of St. Paul. A quorum will be present however the meeting is informational only and no actions will be taken by the Board.

Review, Approval of the Agenda (President Joe Collins)

Manager Collins called the meeting to order and thanked everyone for attending. Manager Collins asked for additions or changes to the agenda. There were no additions or changes to the agenda.

II.

Overview of 2013 Initiatives (Wes Saunders-Pearce, Mark Doneux.)

Mr. Wes Saunders-Pearce thanked the Board of Manager for the opportunity to meet and review projects completed in 2013. The projects completed include: Neighborhood Stabilization partnership, Trout Brook Nature Sanctuary, DSI Coordination 180 Grotto & Ford site, RSVP Raingarden, Ford Site demolition.

Administrator Doneux noted that the District had advanced in the past three years for issuing permits. In the past two years 120 Rain Gardens have been installed thru the RSVP program. Capitol Region Watershed has helped with the monitoring at Como Lake Golf Course and Highland Park Golf Course. Audobon International developed an education and certification program that seeks to minimize the potentially harmful impacts of golf course operations. Capitol Region Watershed District has provided certified training for the City of St. Paul snow plow truck drivers. Grant funding was used for experimental snow plowing blades have been installed on some of the plow trucks in addition to sensors for detecting the temperature of the pavement. Because of this training 95% of the drivers have been certified and salt usage dropped by 30%.

Update on 2014 Joint Projects (Wes Saunders-Pearce, Mark Doneux.)

Mr. Saunders-Pearce reviewed joint projects planned for 2014. The Green Line is scheduled to be up and running by June 14, 2014. A small area is plan is being developed for wetland protection in District 6. The Lowertown Ballpark project includes plans to reuse rain water runoff for irrigation and flushing toilets. The Met Council and Capitol Region Watershed District have both increased stormwater funding for the Ballpark project. Inspiring Communities formerly known as the Neighborhood Stabilization Program (NSP) is a program to rehabilitate homes with water features like rain gardens. Capitol Region Watershed District has initiated Administrative changes, in our rules to include the ability for staff to review and approve Erosion Control Permits. This reduces the time between plan submittal and the permit being issued.

Looking Ahead to 2015 Project (Wes Saunders-Pearce, Mark Doneux.)

Administrator Doneux and Mr. Saunders-Pearce presented future projects planned for 2015. Future projects include: Climate Adaption, Floating Island, Strategic Stormwater Solution, Great River Passage, RSVP and Shepard Davern.

Open Forum

President Collins proposed CRWD sponsoring a workshop to present storm water reuse. There was some discussion about the Willow Reserve. The area has a long and storied past. The District 6 community is very involved in documenting the natural and cultural history of the Willow Reserve. Ms. Cecile Bedor, Director of Planning and Economic Development thanked the Board for the opportunity to speak. Ms. Bedor highlighted the project at Snelling Avenue and Highway 94. Mr. Rich Lallier, Public Works Director said he appreciates collaborations and the feedback is beneficial. Mr. Lallier suggested that the program Inspiring Communities include small businesses too. Mr. Mike Hahm, Director of Parks and Recreation noted that the CRWD started with projects focused around Como Park. Mr. Hahm said he is very proud of the work that has been done and effects need to continue in this area. Administrator Donuex also suggested that a ceremony or similar event needs to take place recognizing the work done along the Central Corridor. Mr. Ricardo Cervantes, Director of Safety and Inspections reviewed that 113 permits have been issued. Improvements have been made to make the permit process more efficient. President Collins presented Ms. Cecile Bedor with the City of St. Paul Planning & Economic Development the Neighborhood Stabilization Program Award. Ms. Bedor thanked the Board of Managers and CRWD for their work as well.

Permit # 14-004 Hampden Park Stormwater Bank (Kelley)

Mr. Kelley reviewed Permit #14-004 Hampden Park Stormwater Bank. The applicant is Saint Paul Public Works. The permit is for construction of an Underground Stormwater Infiltration System in Hampden Park.

The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D), Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.5 Acres and 1.4 Acres impervious surface.

Motion 14-026: Approve permit #14-004 Hampden Park volume bank with 5 conditions: 1. Provide plans signed by a professional engineer per the Minnesota Board of AELSLAGID. Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District

2. Specify on construction plan that 60” HDPE shall be perforated.

3. Provide a note on the plan sheets indicating that construction equipment shall not be driven on the bottom of the system prior to placement of the fine filter aggregate.

4. Provide pretreatment of runoff coming from the 15” pipe into the infiltration system.

5. Provide additional educational signage and art.

Mrs. Texer asked about the volume retention for 2” rain fall. Mr. Kelley replied that the 2” rain fall would be acceptable.

Mr. Jones suggested that education signage be included. Mr. Jones said we should take advantage of any opportunity to inform and educate. Mr. Kelley agreed to talk to Parks & Recreation about signage.

Reider/Thienes Unanimously approved Motion 14-027: Approve 31,808 cubic feet of Volume Reduction Credits to the City of St. Paul. Final credit split between Parks 6,900 and Public Works 24,908.

Mrs. Reider asked if this work could have been done at the time the streets were dug up.

Mr. Kelley replied that they were in the neighborhood, but this was scheduled at a different time and the funding was not available.

Permit Program/Rules Update (Kelley)

Mr. Kelley gave an update on the permit program. Mr. Kelley said that he has been working with the applicants of the Hazelden Building and Site Improvement, to satisfy the conditions for a permit.

Mr. Kelley reviewed an area known as the McCarron’s Pond. This area was plated and approved for townhomes about ten years ago. Since that time the City of Roseville’s stormwater rules have changed.

CRWD rules have changed as well. Mr. Kelley wanted to share this information with the Board of Managers for discussion. Ms. Reider suggested that the developer review plans and make changes to meet the rules of CRWD. Ms. Texer asked about the value of the land. Mr. Kelley thanked the Board of Managers for sharing their thoughts on this project.

A TAC meeting is scheduled in late February. Mr. Kelley will be organizing the TAC meeting.

Special Reports.

A)

Urban Roots Program Update, Tamara Downs Schwei

Ms. Beckman introduced Ms. Tamar Downs Schwei with Urban Roots. In 2013 Community Design Center of Minnesota changed its name to Urban Roots. Ms. Downs Schwei reviewed that since 2008, CRWD has supported Urban Roots through a Partner Grant for stipends for youth serving in the conservation corps program. Student participants spend the summer installing and maintaining rain gardens and other environmental restoration work. CRWD Board approved a 2014 Partner Grant of $12,000 to fund conservation corps youth stipends. Corps members will spend time on several projects that have been supported by CRWD in Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District

the past including the Gateway Rain Garden managed by Saint Paul Parks and Recreation, the Maria-Bates rain garden adjacent to Swede Hollow CafÊ and CRWD Stewardship Grant projects on Saint Paul’s East Side.

Students Ms. Nancy Vue and Mr. Cha Vue shared a presentation showing the students in the youth internship.

The program is growing and expanding this year. The students in the internship program help teach over 1400 kids about water runoff and drainage. The student interns learned how to design, plant, and maintain rain gardens. Over sixty rain gardens have been planted in the last eight years as a result of this program. The student interns work with homeowners to help educate the care of rain gardens. These students have a partnership with the DNR at the Willowbrook Hatchery site. The intern students assist with hands on classes and tours.

The Board of Managers thanked the students for their presentation and for their efforts to help make a difference in their community.

Trout Brook Nature Sanctuary Update, Kathleen Anglo, St Paul Parks and Recreation

Mr. Fossum introduced Ms. Kathleen Anglo with the City of St. Paul Parks and Recreation Department. Ms. Anglo shared a presentation showing the project with before and after photos. The Trout Brook Nature Sanctuary covers forty two acres of land. This has been a very complicated grading project because of areas with contaminated soil. There were fifteen hot spots of contaminated soil and each one was treated. In 2013 the entire site was graded and stream channel as well as ponds was completed. The plans for 2014 include native plantings, completing the trails, parking lot and restrooms. In 2015 the opening of the lift station will start to bring the water back to site.

The Board of Managers thanked Ms. Anglo for her work on this project.

Ms. Eleria provided an update on the Highland Ravine. A homeowners meeting was held on February 3rd. The meeting included a review of the timeline with a final completion date. Ms. Eleria said the meeting went very well. The neighbors who were in attendance had some very good questions. have signed the access agreement. The Deer Park Association is currently reviewing the access agreement. A meeting has been scheduled the fifth neighbor. Manager Jones thanked Ms. Eleria for her patience in this project.

Britta Suppes has been accepted to present at the monitoring conference in May. The accounting software will be upgraded to Sage Contractor. This will enable better staff time tracking and real time updates for budget management.

The BMP data base is moving forward. An intern will be utilized for inputting data.

Background Based on the nature of work and operations at CRWD including entry into storm sewers, working in roadways, inspection of construction sites, and use of hand tools, CRWD developed and adopted a safety program in 2007 to ensure safe conditions for employees at the office and in the field during working hours. CRWD conducts periodic program audits, typically on a five-year cycle, to ensure the highest level of safety for employees and compliance with federal and state OSHA (Occupational Safety and Health Administration) regulations. The first audit was conducted in 2008 by Wenck Associates.

Issues CRWD staff seeks to hire a consultant to conduct another audit of the safety program and develop a new CRWD employee right to know (ERTK) program. The objectives of the audit are to identify the strengths and weaknesses of the safety program and provide recommendations for improving the program. The consultant will evaluate CRWD’s written and observed safety procedures in four main work areas (office, shop, field and confined spaces) and compare them to required or recommended standards from OSHA and other guideline setting bodies.

CRWD does not have a formal employee right to know (ERTK) program for hazardous substances, harmful physical agents and infectious agents in the workplace or an established labeling system warning of these hazards, which is a component of the ERTK program. The consultant will develop a written ERTK program specific to CRWD that shall include, but not be limited to, an inventory of CRWD’s hazardous substances, harmful physical agents and infectious agents, identification of employees routinely exposed to these hazards, a system for obtaining and maintaining written information about the hazards, a plan for providing ERTK training to CRWD employees, and development and implementation of a labeling system or other forms of warning in the workplace.

REQUEST FOR PROPOSALS CRWD Safety Program Project March 2014

Overview

Created in 1998, Capitol Region Watershed District (CRWD) is a special purpose local unit of government that manages and protects part of the Mississippi River Basin and the wetlands, creeks, and lakes located within its boundaries. CRWD encompasses 40 square miles and includes parts of Falcon Heights, Lauderdale, Maplewood, Roseville, and Saint Paul. With a staff of 14, CRWD carries out its mission through various programs, projects and initiatives including construction and maintenance of stormwater best management practices, operation and maintenance of the six‐mile Trout Brook Storm Sewer Interceptor, regulations for large (re)development projects, monitoring stormwater runoff water quality and quantity, awarding grants to CRWD cities, residents, and businesses, and public and municipal stormwater education/outreach.

CRWD is seeking a qualified professional company to audit CRWD’s established safety program and to develop a new CRWD employee right to know (ERTK) program. Work should be completed by July 31, 2014. Interested qualified professionals are required to prepare and submit a proposal to CRWD by 5PM on Tuesday, April 1, 2014.

CRWD Safety Program Project

Because of the nature of the work and operations at CRWD including entry into storm sewers, work in roadways, inspection of construction sites, and use of hand tools, CRWD strives for the highest safety standards for its employees through a comprehensive safety program that was established in 2007. The purpose of the program is to outline the policies, procedures and operations in the office, shop and field that shall ensure healthy and safe conditions in the workplace and minimize the frequency and severity of hazards for its employees.

To conduct CRWD’s work in storm sewers, CRWD staff follows the established procedures of its confined space entry (CSE) program. The program describes the procedures for identifying and documenting storm sewers and other confined spaces, evaluating the potential hazards associated with each space, and entering/existing confined spaces. A copy of CRWD’s existing safety program manual, which was last updated in 2008, is enclosed.

Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District.

CRWD seeks a qualified professional to help us meet two safety program related needs: an audit of the existing safety program and development of an ERTK program.

For the safety audit, the selected qualified professional will evaluate CRWD’s written and observed safety procedures in four main work areas (office, shop, field and confined spaces) and compare them to required or recommended standards from OSHA and other guideline setting bodies. CRWD’s existing safety program manual should be reviewed and on‐site assessments and interviews should be conducted. A summary report of the safety audit findings shall be prepared and include, but not be limited to, determination of where and how CRWD meets or falls short of meeting regulatory standards and guidelines, identification of the strengths and weaknesses in the safety program and recommendations on improvements to the safety program.

The written program shall include, but not be limited to, an inventory of CRWD’s hazardous substances, harmful physical agents and infectious agents, identification of employees routinely exposed to these hazards, a system for obtaining and maintaining written information about the hazards, a plan for providing ERTK training to CRWD employees, and development and implementation of a labeling system or other forms of warning in the workplace.

Instructions for Preparing and Submitting a Proposal

The interested professional services company will submit a proposal no greater than five pages in length that includes the elements listed below. Similar project examples and client references can be provided in an appendix to the five‐page proposal. Please review CRWD’s existing safety program manual to help guide your development of the project scope of work.

Company Qualifications  Brief background information of company and staff;  Descriptions and examples of previous safety program audits and program development; and  Description of work experience with environmental organizations and/or government units.

Scope of Work  Explain the overall approach to the project which includes conducting the safety program audit and developing the CRWD ERTK Program;  Describe the specific tasks and activities needed to carry out the project;  List of the deliverable(s) after the completion of each task; 2

Project timeline; and A project budget that details costs per task and includes staff hourly rates.

Background During 2013, the District and the City of Falcon Heights have completed preliminary design of the Curtiss Pond Improvement Project. During late 2013 and early 2014, the project has moved into final design.

Issues As part of the final design District staff and consultants, in cooperation with City of Falcon Heights staff have been evaluating design improvements that will optimize the performance of the proposed project.

Staff have determined that implementing a “smart system� called OptiRTC designed by Geosyntec Consultants for this project would be feasible, and result in significant benefit for the additional cost.

This system uses NOAA weather predictions to determine timing and how much water should be discharged to maximize stormwater storage during a storm flood protection. Staff have asked Geosyntec to prepare a proposal for incorporating this technology into the Curtiss Pond Improvement Project (enclosed). Staff will review the proposal with the Managers and are recommending approval.

Requested Action: Approve the Agreement for Final Design Assistance for Curtiss Pond Improvement Project and authorize Board President and Administrator to execute a professional services agreement with Geosyntec Consultants for an amount not to exceed $70,000. Administrator Approved or Executed Agreements Amendment No. 1 to Consultant Services Agreement with Geosyntec Consultants for Dellwood Gardens to extend contract to March 31, 2014 and increase budget by $2,138 – not to exceed $8,458.

Board Approved or Executed Agreements Partner Grant Agreement with Ce Tempoxcalli for the Chalchiutlique Ceremony and Summit - $10,000.

General updates including recent and upcoming meetings and events Staff met with City of Saint Paul, Streets Department to discuss improvements to the RSVP boulevard rain garden program.

Nate Zwonitzer presented to the St. Anthony Garden Club on February 11, 2014.

Staff attended the ‘More Than a Message’ workshop by Eric Eckl hosted by Hamline University and Watershed Partners on February 12, 2014. Staff learned about communication campaign planning and measuring Lindsay VanPatten attended ‘Our Water in a Changing World: Climate Change and the Urban Watershed’ hosted by Friends of the Mississippi River and the Science Museum of Minnesota on February 13, 2014. Patrick Hamilton, Director of the Global Change Initiatives program at the Science Museum of Minnesota, and Sarah Hobbie, Prof. of Ecology, Evolution and Biology at the University of Minnesota were the guest speakers.

New and Improved CRWD Confined Space Entry Training was conducted on February 26, 2014.

CAC Charter Committee including Managers Texer and Reider met on Monday, February 24, 2014.
