Issues Ford Parkway #14-035 This permit was issued for the reconstruction of Ford Parkway from Snelling to Howell in St. Paul. The stormwater is treated on site through three boulevard tree trenches that were used to meet the cost cap for this linear project. The project is complete, the site is stable, and the tree trenches are functional. No surety was collected for this public project.

Permit Applications and Program Updates A) Permit #15-004 McDonough 12-Plex – Permit Close Out (Hosch) Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District

Ms. Hosch shared that Permit #15-004, McDonough 12 Plex was issued for new residential construction at the corner of Jackson and Timberlake in St. Paul. The stormwater is treated on site through underground infiltration.

The project is complete and while a small area of disturbance does remain less than fully vegetated in the Jackson St. Boulevard, this area has been incorporated in the St. Paul Public Housing Agency’s routine maintenance program to ensure full establishment in the spring. No surety was collected for this public project.

Motion 17-053: Approve Certificate of Completion for permit #15-004, McDonough 12-Plex.

Reider/Texer Unanimously Approved B) Permit #16-025 Snelling Midway Stadium (Kelley) Mr. Kelley reviewed permit #16-025 Snelling Midway Redevelopment. The applicant, MN United, plan the construction of a new major league soccer stadium and associated public infrastructure. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D) and Erosion and Sediment Control (Rule F). The disturbed area of this project is 20.02 acres with 14.65 acres impervious surface.

Motion 17-054: Approve permit #16-025 Snelling Midway Redevelopment with five conditions: 1. Receipt of $73,300 surety and documentation of maintenance agreement recorded with Ramsey County.

2. Provide plans signed by a professional engineer per the Minnesota Board of AELSLAGID. 3. Provide a copy of the NPDES permit.

4. Provide a landscaping plan to include the following: a. Specify potted plants or plant plugs to vegetate infiltration/filtration areas. Basin seeding should be avoided. b. Specify deep rooted, salt tolerant, native plants according to Plants for Stormwater Design (Shaw and Schmidt, 2003).

5. Revise Sheet C4-2 or HydroCAD model to correspond: a. Pond 3bP (ETT) – Revise the primary outlet size. HydroCAD shows it at as an 18-inch pipe and Sheet C4-2 shows it as a 21-inch pipe. b. Pond 6P – Revise the outlet control structure detail on Sheet C8-2. HydroCAD and Sheet C4-2 show the outlet pipe at 227. Sheet C8-2 shows it at 226.9. c. Pond 20P – Revise the outlet pipe invert. HydroCAD shows it at 212.48. Sheet C4-2 shows it at 212.6.

Reider/Texer Unanimously Approved C) Permit #17-003 Como Park Senior High School (Kelley) Mr. Kelley reviewed permit #17-003 Como Park Senior High School. The applicant, Saint Paul Public Schools, plan to expand the school and reconstruction of an athletic field. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D) and Erosion and Sediment Control (Rule F). The disturbed area of this project is 3.8 acres with .83 acres impervious surface.

Motion 17-055: Approve permit #17-003 Como Park Senior High School with three conditions: 1. Provide a site-specific plan, schedule and narrative for maintenance of the proposed stormwater management practices.

2. Provide a copy of the NPDES permit.

3. Submit calculations to demonstrate 90% TSS removal for the areas disturbed by the project. Drainage Area 3 received 0% TTS removal, so a weighted-average must be calculated with Drainage Area 1.

Reider/Texer Unanimously Approved D) Permit #17-005 Ford Parkway Bridge Erosion Repair (Kelley) Mr. Kelley reviewed permit #17-005 Ford Parkway Bridge Erosion Repair. The applicant, Ramsey County Public Works, plan to stabilize eroding slopes and galleys beneath and adjacent to the Ford Parkway Bridge. The applicable rules are Flood Control (Rule D), Wetland Management (Rule E) and Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.1 acres with no impervious surface.

Motion 17-056: Approve permit #17-005 Ford Parkway Bridge Erosion Repair with four conditions: 1. Provide plans signed by a professional engineer per the Minnesota Board of AELSLAGID. 2. Provide a copy of the NPDES permit.

3. Revise Erosion control Plan on Sheet 8 to Provide inlet protection for the two circular catch basin inlets on the east end of Ford Parkway Bridge.

4. Submit a SWPPP that contains the following: a. All haul routes, specific construction entrance location, any streets that will be blocked from traffic. b. Offsite drain protection immediately downstream of active work and access points. c. Dewatering provisions. d. Possible stockpile locations. e. Perimeter control for stockpiles, downstream drainage ways, other areas that aren’t below grade, etc. f. Plan for temporary stabilization.

Special Reports A) 2016 Lakes Monitoring Report (Wein)

Ms. Wein shared that there are five lakes within the boundaries of CRWD: Como Lake, Crosby Lake, Little Crosby Lake, and Loeb Lake in St. Paul, and Lake McCarrons in Roseville. Each lake is collaboratively monitored by Ramsey County Public Works (RCPW), Ramsey Conservation District (RCD), the Minnesota Department of Natural Resources (DNR), and CRWD to assess overall health, compliance with water quality standards, and determine if each lake supports its designated uses for swimming, fishing, and/or aesthetics. Data has been collected annually on each lake for varying periods of record, with the Como Lake dataset being the longest, dating back to 1984.

In 2016, CRWD in partnership with RCPW, RCD, and the DNR, collected chemical, physical, and biological data from all five District lakes. Data collected included: dissolved oxygen, total phosphorus, chlorophyll-a, temperature, Secchi depth, phytoplankton, zooplankton, macrophyte samples, biovolume surveys, fish

community surveys, and continuous water level data. Cumulatively, all of the lakes data collected in 2016 have been analyzed and reported in the 2016 Lakes Monitoring Report.

Ms. Wein reviewed the 2016 Lakes Monitoring Report and highlighted on the key findings from the monitoring efforts. Ms. Wein shared that generally the quality of all the lakes has improved. President Collins asked Ms. Wein if she could see any improvements on Lake McCarrons since all the work done in the Upper Villa. Ms. Wein replied that the quality of Lakes tends to fluxgate and it is hard to determine the causes for improved conditions. In 2016 the monitoring staff have completed collecting sediment core samples and have worked with the DNR on fish surveys. The Managers were very pleased with the information that Ms. Wein presented.

Motion 17-057: Accept the 2016 Lakes Monitoring Report Reider/Thienes Unanimously Approved B) NPDES Permit Refresher (Hosch) Ms. Hosch provided a refresher of the NPDES permitting rules. At the federal level the clean water act has a program called National Pollutant Discharge Elimination System (NPDES) that is administered by Minnesota Pollution Control Agency (MPCA). The rules are Stormwater related and target three industries: construction, municipal and industrial. Ms. Hosch focused on a review of Rule F. A permit is required for any construction activity disturbing one or more acres of soil, less than one acre of soil if that activity is part of a larger common plan of development or sale that is greater than one acre or less than one acre of soil, but the MPCA determines that the activity poses a risk to water resources. Ms. Hosch shared that all projects need to comply with two rules. The project cannot provide nuisance conditions or other harmful effects. Ms. Hosch shared an example of a permit where the previsions of the permit were in place for a developer, the property was developed for sale and the owner still needed to comply with the rules. Information was provided for review. No action was taken.

Approve Pierce Butler Route Basin Landscaping Agreement with Prairie Restoration, Inc.

Our Mission is to protect, manage and improve the water resources of Capitol Region Watershed District

Ms. Schwantes reviewed that residents of the Hamline Midway neighborhood have been pursuing opportunities to improve the area at the south west corner of Snelling Avenue and Pierce Butler Route for over a decade. As part of the 2014 Snelling Avenue Improvements, MnDOT constructed an infiltration basin at this location to meet CRWD stormwater requirements. Since 2014 CRWD Staff have been working with MnDOT, Hamline Midway Coalition and other community groups to implement stormwater and aesthetic enhancements to the site.

In May 2016, the Board approved a resolution approving the submittal of a Community Roadside Landscaping Partnership Grant from MnDOT. CRWD’s 2016 grant application was approved but postponed until 2017. MnDOT has approved a $10,000 grant for this project. The total cost for the project including design services, restoration and signage is estimated to cost $26,000. CRWD will be responsible for expenses that exceed the $10,000 MnDOT grant and plans to cover those expenses with stormwater impact funds available from permit 15-003, A-Line Bus Rapid Transit. Staff have been working with Ramsey Conservation District to solicit quotes for landscaping enhancements. Three quotes were submitted. Staff recommend CRWD move forward with an agreement with Prairie Restorations Inc. for this work. Although they were not the lowest quote, they included an additional year of maintenance support and a controlled burn if needed.

Motion 17-060: Authorize Administrator to execute an agreement with Prairie Restorations Inc. for an amount not to exceed $22,000 for landscaping enhancements at the Pierce Butler basin.

Approve Application for MN Green Corps Member (Novak)

Ms. Schwantes has been working with Mr. Novak and provided a review for the Managers. The Minnesota GreenCorps is a statewide program to help preserve and protect Minnesota’s environment while training a new generation of environmental professionals. This program places AmeriCorps members with local governments, educational institutions, and non-profit organizations around Minnesota, where they will serve for 11 months on focused environmental projects. The program is coordinated by the Minnesota Pollution Control Agency and funding is provided through a grant from ServeMinnesota and the Corporation for National and Community Service. CRWD was a host site for GreenCorps member Kat McCarthy from 2010-2011. Kat designed evaluation tools for the Stop the Rain Drain program adapted in 2012, developed roof run-off calculations for small-scale residential stormwater projects and participated in a KAP (Knowledge, Attitudes, and Practices) study work group for Como Lake residents.

The Capitol Region Watershed District (CRWD) proposes to host one GreenCorps Member in 2017/2018 under the Green Infrastructure: Stormwater Track. This project will enhance our existing work with inventory, assessment and follow-up outreach for completed Stormwater BMPs. The Member will then assist staff with developing an event, or series of events, that will seek to employ new engagement strategies with CRWD to address maintenance needs of existing BMP projects. The member will also promote stewardship of water resources in areas currently underserved by our grant programs. This project will involve a number of CRWD program divisions including, but not limited to, Planning, Projects, and Grants and Education and Outreach.

Motion 17-061: Adopt a resolution supporting a Minnesota GreenCorps Host Site Application and authorize CRWD staff to submit the application to the Minnesota Pollution Control Agency for the 2017-2018 program year.

Approve Letter of Understanding for 2016 Audit (Sylvander)

The District annually executes a Letter of Understanding with the Office of the State Auditor. The audit will begin around March 28th and is expected to be completed in mid-April. The results of the audit and financial statements are including in our annual report.

Approve Monetary limits of Municipal Tort Liability (Doneux)

Administrator Doneux has met with Mark Lenz, the District’s Insurance agent. Mr. Lenz has reviewed the options regarding whether or not to waive tort liability limits, as the District has done in the past. Administrator Doneux recommended that the District not waive the monetary limits on municipal tort liability. The district will continue to purchase an insurance rider for accident coverage for volunteers.

Motion 17-063: Accept the LMCIT liability coverage and NOT Waive the Monetary Limits on municipal tort liability.

Approve Architect Contract for 595 Aldine St. Redevelopment Project (Doneux)

Administrator Doneux reviewed that MSR Design of Minneapolis was recommended by the Building Committee and Design Team as the architect for the 595 Aldine Redevelopment project. On March 1st the board approved MSR Design and directed staff to return with a scope of work, budget and schedule for approval. Staff have worked with MSR to develop and refine a 10-week work plan for the schematic design phase. This phase of the work includes significant involvement from the civil, mechanical, electrical, plumbing and lighting sub consultants as well as the cost estimator. The total cost for this phase is $90,000.

Motion 17-064: Approve the scope of work, budget and schedule for MSR Design for the Schematic Design Phase of the 595 Aldine Redevelopment project and authorize and direct the Administrator to execute an agreement with MSR Design for an amount not to exceed $90,000 with approval for amendments to the agreement not to exceed $10,000.

Building Update (Doneux)

Administrator Doneux provided an update for the Board of Managers on the 595 Aldine office building site.

B) TBI Repairs 0+00 – 28+49 Update (Eleria) Administrator Doneux shared a video for the Board of Managers that included some of the TBI repair work. Ms. Bromelkamp shared that a tunnel management organization has contacted her for additional information about TBI. The video was shared with numerous partners. Manager Texer suggested a video about TBI and the repurposing of the 595 Aldine building be created. Manager Texer shared some history about the Aldine building.

C) CRWD Website Update (Bromelkamp) Ms. Bromelkamp reviewed for the Board of Managers options available for improving CRWD’s website. Ms. Bromelkamp has been reviewing the needs of improvement for the website. Ms. Bromelkamp reviewed CRWD’s current website and samples of other designs. Ms. Bromelkamp shared feedback from staff. Manager Reider suggested a way for residents to view a map that would show projects. Ms. Bromelkamp shared that she would also like to include an area for residents to report problems to CRWD. Ms. Bromelkamp wants to make sure the site is sharing information and not becoming an archival system for past information. Ms. Bromelkamp’s goal is to make the website a reflection of CRWD and the goals of the organization. Managers were very pleased with Ms. Bromelkamp’s work.

D) Partner Updates (Schwantes) Ms. Schwantes shared with the Board of Managers that she is perusing evaluation of the partnership program and is working with the University of Minnesota on researching the scope of work. Ms. Schwantes will be presenting to the CAC at the April 12th meeting and will provide an update to the Board of Managers at the April 19th Board Meeting.

Citizen Advisory Committee Report

Manager Reider attended the March 8th CAC Meeting. The Lakes report was shared at the CAC meeting. The committee shared suggestions on content. The CAC suggested ways to share information with an event. Manager Reider shared that events have been done in past and have not proved to work as a good form of outreach.

Administrator Doneux shared that a new student working will be working on content social media. Ms. Schwantes shared that the newest CAC member, Mary Lilly, was in attendance for the meeting. President Collins suggested that the Lake report be shared with District 10 Environmental group and the Lake McCarrons neighborhood group.

April 5, 2017 Board Meeting V. Action Item – B) Consultant Services for Seminary Pond Stormwater Improvement Project

Background Last spring, CRWD completed a regional modeling study of an approximately 130-acre drainage area to Seminary Pond in Lauderdale. The model determined the 10- and 100-year flow rates and pollutant loading to the pond and offered several options to mitigate flooding and improve stormwater quality.

The most cost-effective solution to achieve flood mitigation goals and measurable water quality benefits is to convert Seminary Pond from a dry pond to a wet pond by deepening the pond and raising the berm, which would expand storage area of the pond. In addition, the solution includes installation of an ironenhanced sand filter along the pond edges to removed dissolved phosphorus. The estimated preliminary, concept level cost of these improvements is $510,000.

Update Over the past several months, CRWD staff has discussed moving forward into the next phase of the project with City of Lauderdale, who owns and maintains Seminary Pond, and Luther Seminary, property owner of the land the pond resides on. Barr Engineering has prepared the enclosed proposal for design and engineering services that includes site investigations, 30% and 90% designs and project management and meetings. This project has a fair amount of site investigations including wetland delineation, preparation of proposed conditions, and agency coordination, soil borings and testing, upstream ravine investigation and surveying. The estimated cost of the project is $78,990. The CRWD 2017 budget for this work is $85,130 (#430-16886).

Action Requested Approve the proposal by Barr Engineering for design and engineering of Seminary Pond Stormwater Improvement Project and authorize the Administrator to execute a consultant services agreement with Barr Engineering for an amount not to exceed $78,990 and agreement amendments not to exceed $8,000.

March 27, 2017 Ms. Anna Eleria Water Resource Project Manager Capitol Region Watershed District 1410 Energy Park Drive, Suite 4 Saint Paul, MN 55108 Re: Seminary Pond Improvements Proposal Dear Anna: Thank you for the opportunity to propose on providing site investigation and design services in support of improvements to Seminary Pond in Lauderdale, Minnesota.

The following tasks are included in the scope of work:

Task 1: Site Investigations Following a kickoff meeting with CRWD and project stakeholders (included in Task 3), Barr will perform site investigations to acquire the necessary information to perform the design of improvements to Seminary Pond in Task 2. Wetland Delineation and Reporting: A trained wetland scientist will perform a wetland delineation of Seminary Pond and the surrounding area that was proposed for grading activities in the March 2016 Technical Report prepared by Barr. This subtask includes field determination, report preparation, and submittal to CRWD. Barr will request and obtain wetland boundary and type concurrence and perform a regulatory review. Barr will then perform a MnRAM (wetland functional assessment) of the existing conditions of Seminary Pond.

Proposed conditions MnRAM and agency wetland coordination: Based on the proposed concepts from the 2016 feasibility study, Barr wetland staff will prepare a proposed conditions MnRAM to compare the wetland functions of the existing wetland to the proposed wetland, and identify improvements to the concept to increase the wetland functions of the proposed improvements. This task also involves preliminary wetland coordination with regulatory agencies.

Ravine Stabilization Investigation: Barr will walk the ravine upstream of Seminary Pond to determine the need for ravine stabilization, if any, to reduce sediment loading to the pond, which could extend the life of the pond improvements. After the field visit Barr will prepare a memo of findings and a cost estimate for ravine stabilization design, if necessary.

Soil Borings: Barr will coordinate and contract with a drilling company to perform up to three soil borings on the site. We anticipate taking borings of 15 to 25 feet in depth at the following locations: (1) on top of existing berm on west side of Seminary Pond, (2) in the existing dry pond, and (3) in an upland area that is proposed to be excavated with a steeper slope. Barr staff will be onsite during the borings to coordinate access, take notes, and look for signs of soil and

groundwater contamination. Barr will review the soil boring logs provided by the drilling company.

Sediment Sampling: Barr will collect up to two soil samples in the pond to determine the depth and characteristics of the sediment that has accumulated since the pond was constructed. Barr will coordinate and contract with a lab to test the sediment to determine the required disposal method of excavated soils during future pond improvements, testing for arsenic, copper, cPAHs. Barr will prepare a summary memo of the findings.

Survey and Base Map: Barr will perform topographic survey of the existing pond, berm, upland areas proposed to be excavated, stormsewer infrastructure, and all utilities in the study area identified by a Gopher One call. Following the survey, Barr will prepare a base map of existing conditions in CAD.

Assumptions: 1. This task assumes that CRWD will provide assistance in obtaining necessary permissions from the City of Lauderdale and property owners.

2. The wetland delineation and agency coordination will be performed before any further site investigations are performed.

3. At the conclusion of Task 1, Barr will pause until directed by CRWD to proceed with Task 2.

Deliverables: 1. Ravine stabilization memo 2. Wetland report and MnRAM 3. Soil boring logs 4. Sediment sampling results and summary memo 5. Topographic survey and CAD base map

Task 2: 30% Design Following the conclusion of Task 1 and after authorization to proceed with Task 2 by CRWD, Barr will refine the stormwater improvement recommendation from the 2016 report. After confirmation of the approach with CRWD, Barr will perform a 30% design by performing the following subtasks: 1.

Geotechnical Report: Barr will perform geotechnical calculations of the proposed berm improvements, possible new outlet structure, and excavation in steep areas and provide design recommendations. Barr will prepare a final geotechnical report.

Draft 30% Plans: Barr will prepare grading plans of the proposed pond improvements, and perform modeling (hydrologic, hydraulic, and water quality) to confirm the anticipated performance of the improvements. Barr will then develop 30% plansheets of the design for CRWD review. This scope includes the preparation of up to eight (8) plansheets, including removals, grading, planting, erosion control, and detail sheets.

Cost estimate: Barr will prepare a 30% design cost estimate, further refining the cost estimate provided in the 2016 report.

Final 30% Plans: After review of the draft 30% plans with CRWD and stakeholders (meetings included in Task 4), Barr will address all comments and prepare a final 30% planset, and update the cost estimate as necessary.
