Citizen Advisory Committee Meeting Wednesday, September 14, 2016 – 7:00 p.m.

Welcome, Announcements, and Updates Mr. Duerre opened the meeting at 7:00 p.m. Mr. Duerre asked for any announcements or updates.

Mr. Duerre announced and welcomed Bob Simonet to the committee. Mr. Simonet introduced himself and gave the committee a summary of his background and interests.

Mr. Doneux announced that David Arbeit is recovering from an injury and that he will miss a couple of meetings.

Mr. Barton asked about the water pumping out of the ground at the Ford site and asked about the District monitoring the demolition. Mr. Fossum replied that the operation is under a demolition and a permit was issued by the District and staff are monitoring the site.

III. Approval of Agenda Mr. Duerre asked for any additions or changes to the Agenda.

Ms. Willems recommended adding Service Learning Update to the agenda under CAC Initiatives.

Sanders/Willems Unanimously approved V. District Initiatives for Review, Comment and Recommendations A)

Ford Site Sustainable Stormwater Analysis.

At the March 4, 2015 Board meeting, the Managers approved the Ford Site Stormwater Evaluation, Phase 1 with Barr Engineering Co. for an amount not to exceed $35,000. At the July 27, 2015 Board Meeting, the Managers approved the scope of work and budget for Ford Site Stormwater Evaluation, Phase 2 for an amount not to exceed $73,600. At the March 2, 2016 Board meeting, the Managers approved the Phase 3 for $36,000. On August 3, 2016 the Board of Managers approved the Ford Site Sustainable Stormwater Analysis.

Mr. Fossum reviewed the Ford Site Sustainable stormwater analysis and evaluated the costs and benefits associated with two stormwater management scenarios. The two stormwater management scenarios to be analyzed are Baseline or conventional and Centralized or Hidden Falls Headwaters. A key component of the analysis was to monetize all of the costs and benefits of each scenario.

Mr. Simonet asked about site restrictions and about the centralized water feature. Mr. Fossum replied that if there is a centralized water feature it will need to be aesthetically pleasing.

Ms. Swanson asked about financing and Mr. Fossum commented that the financing will be included in the next phase.

Ms. Willems asked about the decision making process. Mr. Fossum replied that the City Council will be in charge of adopting the plan.

B)

Diversity Plan

Ms. Cavanaugh provided an update on the Diversity Plan. The next steps are consultant interviews and contract negotiation. Call or email Ms. Cavanaugh with ideas or suggestions. Ms. Swanson suggested other diverse groups to include such as the Hmong population, the Blind Institute, churches, libraries. Mr. Sanders recommended the Korean Organization of Minnesota. Ms. Bromelkamp recommended including improving accessibility. “Our mission is to protect, manage, and improve the water resources of the Capitol Region Watershed District.�

VI. CAC Initiatives A)

2016 CRWD Watershed Steward Award Program

In 2014, the Citizen Advisory Committee (CAC) adopted the CRWD Watershed Steward Award Program to recognize residents and partners of the District for exemplary stewardship activities and projects. The committee developed five award categories including the Watershed Citizen, Watershed Partner, Young Watershed Steward, Watershed Project, and Lifetime Stewardship Awards.

Ms. Bromelkamp stated nominations are due October 17, 2016 and reminded the committee to send in their nominations. In addition, save the date for December 21, 2016 for the awards ceremony.

Fall Moos Family Lecture Series with Freshwater Society

Janet Attarian is the speaker for the next Fall Moos Lecture Series. The meeting will be held at the U of MN St. Paul Campus in November.

C)

Student Learner Program

Ms. Willems provided an update on the Student Learner Program. Ms. Willems was contacted by Monica McCay from the U of MN regarding the continuation of the Student Learner Program. The group discussed the Student Learner Program and agreed that it should continue, but also agreed that the CAC will continue to take the lead. The group discussed the parameters, issues and expectations needed to be addressed in order to have a successful program in the future. Ms. Swanson agreed to take the lead and recommended that the committee work with Claire Bleiser from the Environmental Ethics class. The Student Learner Program will be added to the next agenda for discussion and Mr. Doneux will include the suggested project list from spring semester.

VII. Project and Program Updates A) Snelling Midway Redevelopment Project Update Mr. Doneux provided an update on the Snelling Midway project. The City Council approved the master plan for the site. Minnesota United is in the design-development phase. The District is waiting to hear if a combined stormwater system will be included.

B) Transforming Central High School Project Update Mr. Doneux provided an update on the Central High School Project. The Transforming Central Committee participated in the Grand Opening of the front entryway feature. The District supported the stormwater treatment that was incorporated in the landscaping at Central High School. There will be a presentation to the CAC on the final product in the future.

C) 2016-2017 Construction Projects

Mr. Doneux provided an update on the 2016-2017 construction projects. There were two projects awarded bids. Trout Brook repairs will start December 2016 and the other project awarded was Willow Reserve and will be a multi-year project.

VIII. CAC Observer Update Shirley Reider provided an observer update on the Board meeting held September 7, 2016. The observation included the past spokesperson training for the District’s crisis communication plan. In addition, building updates, approval of the quality assurance monitoring plan, permit approvals, extensions and closeouts. The Board also awarded bids for Trout Brook and Willow Reserve. The draft plan of the Crisis Communication plan will be presented at the next Board meeting.

C) 2016 Meeting Schedule Mr. Doneux reviewed the 2016 Meeting Schedule. The group discussed the Special Grants Committee and Partner Grants Committee. Ms. Swanson and Ms. Willems volunteered for the Partner Grant Committee.

Spring Semester 2016 U of M Service Learning Program - Trista Briese Potential Policy Work Areas 1)

Develop a table summarizing all of the 14 metro watershed district regulations

This work has been done previously just in Washington County in 2003. It would be beneficial and interesting to compare stormwater policies for rate, volume and water quality standards for the 14 metro watershed districts. This is of special interest following the adoption of the State-wide MIDS program over two years ago. Identify policies to encourage or incentivize Green Infrastructure

The Water Environment Federation (WEF) has developed some recommendations to create incentives for green infrastructure. Incentive programs provide a way to increase the use of green infrastructure on private property. These programs can help implement stormwater controls on both new and existing developments not covered by stormwater requirements. The project could involve evaluating the five WEF recommended approaches, documenting which approaches CRWD is already being effective in implementing and make recommendations for additional programs or policies that would provide greater incentives for green infrastructure. Given the recent focus on groundwater, it would be useful to begin drafting groundwater protection policies for not only CRWD but other metro watershed districts. This is of special interest following the adoption of the North and East Metro Groundwater Management Area Plan in November of 2015.
