Background Construction activity is complete for permit #09-009 Victoria Street, #15-037 MnDOT Pedestrian Bridges, and #16-004 Xcel Pipeline 2016.

Issues Victoria Street #09-009 This permit was issued for the reconstruction of Victoria Street between Arlington and Como in St. Paul.

Stormwater requirements were met with two surface infiltration basins at the Como/Wheelock/Victoria intersection. After reaching the cost-cap, the project will deposit the planned 1,991 cubic feet of excess volume into the St. Paul Public Works volume bank. The site is stable and the infiltration systems have been confirmed functional. No surety was required for this public project.

MnDOT Pedestrian Bridges #15-037 This permit was issued for construction of two new pedestrian bridges over 94 at Grotto and Mackubin in St. Paul. Stormwater requirements were met by withdrawal from the MnDOT volume bank and construction of a SAFL baffle for onsite gross pollutant removal. The site is stable and all temporary BMPs have been removed. No surety was required for this public project.

Xcel Pipeline 2016 #16-004 This permit was issued for construction of a new regulator station and two miles of gas line in two sections on the south side of St. Paul. The applicant received a variance from stormwater requirements for the gas line work and a small raingarden now treats stormwater from the regulator station. The site is stable, temporary protections have been removed, and the raingarden is functional. The $9,000 surety collected for this project was relinquished by Xcel to be used towards the Highland Ravine icing repair work that happened in 2017. No surety is left to return.

Action Requested Approve deposit of 1,991 cubic feet into the St. Paul Public Works volume bank for permit #09-009 Victoria Street.

Ms. Melissa King, former CRWD employee, introduced herself from MN Board of Water and Soil Resources (BWSR). Ms. King is the new Board Conservationist, replacing Ms. Mary Peterson.

Ms. Hosch reviewed permit #14-006 Western Avenue. This permit was issued for the reconstruction of Western Avenue between Selby and University in St. Paul. Stormwater requirements were met with an underground

infiltration trench at the Marshall intersection. The site is stable, and the infiltration system has been confirmed functional. No surety was required for this public project.

Approve Consultant Selection for 2020 Watershed Management Plan (Eleria)

Ms. Eleria reviewed that CRWD solicited statement of qualifications (SOQs) from four consulting firms to assist CRWD in the update to its Watershed Management Plan (WMP). The four firms were Barr Engineering, EOR, Houston Engineering and Wenck Associates. They were selected from CRWD’s 2017-2018 list of qualified firms and appeared to have the most experience in developing metro WMPs. SOQs were received in early September. The CRWD 2020 WMP Consultant Selection Committee was comprised of three staff, two Board of Managers and one Citizen Advisory Committee member. The committee evaluated the four SOQs for firm experience in updating metro watershed management plans, strong understanding of water related issues in urbanized areas, staff expertise in synthesizing information and developing an implementation plan that can integrate all elements of CRWD’s work, sound approach to WMP development and strong project management and communication skills. The committee selected two firms, Barr Engineering and EOR, for an interview based on their extensive WMP development experience and highly qualified staff. Based on the interviews conducted on September 27th, the Committee recommended the Board approve Barr Engineering as the consultant for developing CRWD’s third generation WMP. Motion 18-188: Approve Barr Engineering as the consultant for CRWD’s 2020 Watershed Management Plan.

Approve City of Maplewood Local Surface Water Management Plan (Kelley)

Ms. Eleria reviewed that the Cities within the Twin Cities Metropolitan Area are required to complete a surface water management plan (SWMP) to identify how water resources will be protected and improved. City SWMPs must be consistent with the watershed management plans of the Districts within their boundaries. CRWD staff reviewed and provided comment on the Maplewood’s draft plan on May 25, 2018. The City of Maplewood submitted a revised SWMP along with responses to CRWD comments. Staff reviewed and find the revisions made by the City to adequately address the District’s concerns and recommend approval of the Plan.

Approve City of Lauderdale Local Surface Water Management Plan (Eleria)

Ms. Eleria reviewed Cities within the Twin Cities Metropolitan Area are required to complete a local surface water management plan (LSWMP) to identify how water resources will be protected and improved. City LSWMPs must be consistent with the watershed management plans of the Districts within their boundaries.

CRWD staff reviewed and provided comments on the City of Lauderdale’s draft plan on August 3, 2018. The City of Lauderdale addressed all of CRWD’s comments and submitted a revised LSWMP to CRWD. Staff reviewed the revised plan and find that the revisions made by the City adequately addresses our comments.

Staff recommend the Board approve Lauderdale’s LSWMP. Motion 18-190: Approve City of Maplewood’s Local Surface Water Management Plan.

AR: Approve Funding for the Initial Construction of Parkview Center School BMP (Zwonitzer)

Mr. Zwonitzer shared that in 2016 CRWD was awarded a $1.76 million grant through BWSR’s Targeted Watershed Program (TWP) for work in the Como and McCarrons subwatersheds. In August 2018 the CRWD Board of Managers authorized engineering for a regional filtration BMP at Parkview Center School located at the intersection of County Road B and Dale Street in Roseville. Engineering of the BMP is currently underway with construction anticipated as soon as fall of 2019. Soil analysis determined a soil surcharge will be needed to provide structural stability for the future filtration system. Soil surcharge involves piling soil to the final grade for a minimum of two months to compact the soil below. The proposed BMP remains the most feasible and most cost-effective option for the site. An opportunity has arisen to address the need for soil surcharge this fall and realize significant construction cost savings. Roseville Area Schools has excess soil from a nearby construction project that is suitable for soil surcharge and final grading of the BMP at Parkview. Partnering with the school district on installing soil surcharge in 2018 has the potential to reduce project costs up to $358,000.

Mr. Zwonitzer reviewed the potential cost savings. The estimated cost for soil surcharge installation, which includes construction site preparation, is $110,626. Roseville School district is willing to contribute $29,000 to this work instead of paying to haul their excess soil to a disposal site. The 2018 construction cost to CRWD would be $81,626. CRWD will be required to assume maintenance responsibilities (fence and erosion control) for the construction zone through construction of the final project.

CRWD has received letters of support for the project from the Roseville School District, City of Roseville, and Ramsey County, and will begin working on construction agreements with project partners. There are no additional engineering concerns at this time. Staff believe the project savings justify the limited risk and recommend funding installation of soil surcharge and prepping the site in 2018. Manager Texer asked about budget and fund availability. Mr. Zwonitzer responded that there is adequate funding available in 2018 for this project.

Motion 18-191: Approve funding for 2018 site prep and soil surcharge at Parkview Center School in the amount of $81,626 and any additional costs not to exceed $15,000 and authorize the Administrator to develop and execute an agreement with Roseville Area Schools subject to review and approval of the Ramey County Attorney.

Unfinished Business A) Building Update (Doneux)

Ms. Eleria provided an update on the activity at the 595 Aldine building. Ms. Eleria shared that the project is on schedule and the estimated date of substantial completion is still anticipated to be November 26th. Ms. Eleria shared that the framing of windows is complete, all of the openings to the building have been sealed. The interior is being painted and Mark’s office door has been installed. The cistern was delivered and is being tested for holding water, installation may take place by the next board meeting. It is anticipated that a budget amendment will be presented at the Oct. 17th board meeting. The shop walls have an artistic design inspired by classical music from Bach. Ms. Eleria also shared that the iron art is being cleaned for hanging. The artist will be able to hang the art after the lobby wall is wrapped with the reclaimed Siberian Elm wood.

Background The Board of Managers approved an Overall Project Budget and Financing Plan of $10,777,428 on December 6, 2017 for the 595 Aldine Redevelopment Project. On March 6, 2018 the Board approved a Guaranteed Maximum Price (GMP) of $7,310,000 for Construction Manager at Risk services provided

by JE Dunn. After several alternates were accepted, the final executed GMP became $7,344,846 but was not ratified by the Board of Managers.

Issues As the construction has progressed, several unforeseen issues have arisen that will require a budget amendment. Specific items that have been encountered include: impacted soils, an underground fuel oil storage tank, roof decking replacement, parapet repair, adding footings at the garage doors, additional fencing, additional structural supports, adding the operable wall, glass etching at the west entry and low voltage/power coordination with IT and AV equipment. All these items and other smaller issues have brought our contingency from $200,000 to an estimated $325,461. In addition, non JE Dunn related expenses have been added or increased including technology, signage, optimized cistern controllers, owner inspections and unresolved change orders. There have been some cost savings as well. The Kidzibitz display and pocket park work will be funded in 2019 through existing budget line items. Also, the furniture, fixtures and equipment budget decreased.

The overall 595 Aldine Redevelopment Project budget needs to be amended from $10,777,428 to $11,077,428. This is a $300,000 increase which is 2.8% greater than the original budget. Staff will review the overall project budget, JE Dunn’s change order tracking log and a summary of the major change orders.

Staff are seeking the Board to ratify the final JE Dunn GMP of $7,344,846 and to approve a budget amendment of $300,000 to bring the Overall Project Budget to $11,077,428. The budget amendment would be paid through additional available fund balance in 2018.

Background The development of the Como Lake Management Plan has been underway since April 2018. As part of the Community Engagement Plan, two key stakeholder groups were established in addition to the CRWD Board of Managers and the Citizen Advisory Committee to inform the development of the Como Lake Management Plan—the Agency Advisory Group (AAG) and the Public Advisory Group (PAG). The AAG consists of city, county, and state personnel to represent an agency perspective and provide technical review. The PAG is comprised of members of the public (residents, businesses, concerned citizens) and is open to anyone who wants to participate in the process. Understanding and including both agency and public stakeholder perspectives on issues, goals, and expectations in the planning process is viewed as critical for ensuring the success of the final Como Lake Management Plan. The first meetings for both the AAG and the PAG were held in this past summer 2018 and were focused on gathering input on Como Lake issues and goals.

Issues Staff have been working with LimnoTech to develop issues and goals statements for the Como Lake Management Plan that combine stakeholder input gathered at the first AAG and PAG meetings. These issues and goals statements include measurable objectives for meeting the stated goals. Eventually, the statements will be used to guide the selection of specific watershed and in-lake actions as part of the overall implementation of the Como Lake Management Plan.

Staff are seeking the Board’s review of the draft issues and goals statements for comment. The draft issues and goals statements will also be reviewed by the CAC, AAG, and PAG in November and December 2018.

B. Goals and Objectives – These goal statements are based on the goals expressed by the PAG and AAG. They are intended to be broad with accompanying specific, measurable objectives to meet the stated goals. Ultimately, we will include specific actions under each objective as part of the overall implementation component.

Goal 1: Como Lake will be managed as a healthy, shallow lake.

A healthy, shallow lake is one where phosphorus levels are maintained at sufficiently low levels to minimize algae nuisances, the rooted plant community is dominated by a diverse assemblage of native plants, and maintains a balanced aquatic food web.

Measurable Objectives for Goal 1: •

Objective 1A: In-lake total phosphorus concentrations will be maintained at ≤ 60 ug/L (summertime, surface water average) by meeting TMDL reduction goals (i.e. watershed load reduction by 60%, and internal load reductions by 95%)

•

Objective 1B: Reduce other pollutants from entering Como Lake (e.g. X% chloride, X% trash, X mass sediment).

•

Objective 1C: Curly-leaf pondweed will be reduced to < 10% Frequency of Occurrence (FOC) during period of peak abundance (typically June).

•

Objective 1D: Non-nuisance, native plants will be established and maintained to exceed these criteria: species richness > 8 with at least 3 species having FOC > 20%

Objective 1E: Establish and maintain a diverse fishery with a balanced ratio of piscivorous, planktivorous, and benthivorous fish; and remove rough fish populations (i.e. common carp).

Objective 1F: Conduct periodic monitoring (X time intervals) of aquatic food web components (phytoplankton, zooplankton, benthic macroinvertebrates, and fish) to measure progress towards a balanced aquatic food web.

Goal 2: Maintain healthy shoreline and riparian areas that can support a variety of wildlife and contribute to the health of Como Lake.
