Background Construction activity is complete for permit #09-027 Frogtown Square, #10-018 Bruce Vento Site Remediation, and #10-023 Beacon Bluff Parcel 6.

Issues Frogtown Square #09-027 This permit was issued for construction of a new senior housing and commercial development at Dale and University in St. Paul. Stormwater treatment was accounted for through construction of an underground infiltration system. The project is complete, the stormwater treatment system is functional, and the site is stable. $6,350 is available for surety return.

Bruce Vento Site Remediation #10-018 This permit was issued for the removal/containment of contaminated soils and site restoration at Commercial and 4th in downtown St. Paul. Only erosion and sediment control provisions were required because no impervious surface was constructed/reconstructed. The project is complete and the site is stable. No surety was collected for this public project.

Beacon Bluff Parcel 6 #10-023 This permit was issued for soil corrections, remediation, and restoration at Minnehaha and East 7th in St. Paul. Stormwater treatment was accounted for through construction of a surface depression to treat a small section of sidewalk reconstructed during the project. The project is complete, the stormwater basin is functional, and the site is stable. No surety was collected for this public project.

Ms. Buggs has been receiving a number of requests for stewardship grants. Ms. Eleria introduced Mr. Yang as the Green Corps Intern. Mr. Yang will be working with the grants and programs, stewardship grants, and helping with the education and outreach program. Mr. Yang shared that he graduated from University of Wisconsin and shared a number of his experiences.

Permit Applications and Program Updates A) Permit #13-030 Western U Plaza - Closure (Hosch)

Ms. Hosch reviewed permit #13-030 Western U Plaza. This permit was issued for building rehabilitation and expansion of additional outlot at the southeast corner of Western and University in St. Paul. Stomwater treatment was accounted for through construction of an underground infiltration system. The project is complete, the stormwater treatment system is functional, and the site is stable. $5,150 is available for surety return.

Motion 17-203: Approve $5,150 surety return and Certificate of Completion for permit #13-030, Western U Plaza.

Redier/Texer Unanimously Approved B) Permit #17-018 Trilogy/Exchange Street Apartments (Hosch) Ms. Hosch reviewed permit #17-018 Trilogy/Exchange Street Apartments. The applicant, Schafer Richardson is building a multi-family apartment building and associated infrastructure. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D), and Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.32 acres with .9 acres’ impervious surface.

Manager Texer will abstain from motion, due to the property is a neighbor to her residence.

Motion 17-204: Approve variance from Rule C section 3.c2.i (Stormwater Management volume calculation method).

Reider/Jones Unanimously Approved Ms. Hosch reviewed a diagram of the jellyfish filter system. Mr. Zwonitzer explained that this is the same system at Great River Greening. The filter is cleaned about once a year. The system does not provide storage.

Motion 17-205: Approve permit #17-018 Trilogy/Exchange Street Apartments with 5 conditions: 1. Receipt of $5,300 surety and documentation of maintenance agreement recorded with Ramsey County.

2. Provide a copy of the NPDES permit.

3. Revise the maintenance agreement/plan to include the Jellyfish filter, with manufacturer’s maintenance recommendations, and the sand filter.

4. Revise section two storage pipe diameter in HydroCAD to be 72”so that the diameter corresponds with Details 5 and 12 and Sheet C500.

5. Revise specification for rock surrounding the pipe on Detail 6 of Sheet C501. The specification shall state: a. Double-washed, angular, uniform (uniformity coefficient of 2 or smaller with a void ratio of 0.40) aggregate between 1.5 and 3.0 inch diameter; b. Acceptable rock types: igneous and crystalline metamorphic. (Granite, rhyolite, gabbro, basalt, quartzite, etc); and c. Unacceptable rock types: carbonate (limestone, dolomite, dolostone), and non-crystalline metamorphic (shale, etc).

Reider/Jones Unanimously Approved C) Permit #17-021 Macalester Theater Building (Kelley) Mr. Kelley reviewed permit #17-021 Macalester Theater Building. The applicant, Macalester College is demolishing their existing theater building and reconstructing a new building. The applicable rules are Stormwater Management (Rule C), Flood Control (Rule D), and Erosion and Sediment Control (Rule F). The disturbed area of this project is 1.4 acres with .90 acres’ impervious surface.

Motion 17-206: Approve permit #17-021 Macalester Theater Building with nine conditions: 1. Receipt of $5,400 surety and documentation of maintenance agreement recorded with Ramsey County.

2. Provide a site-specific plan, schedule and narrative for maintenance of the proposed stormwater management practices that includes the following. a. Inspect in winter months to ensure plowed snow is not being stored on filtration practices. b. Establish a watering plan that extends a minimum of one year after planting. c. At a minimum, require annual maintenance of filtration areas to include trimming vegetation, replacing vegetation where needed, mulch replacement, and removal of accumulated sediment and debris.

3. Provide plans signed by a professional engineer per the Minnesota Board of AELSLAGID. 4. Provide a copy of the NPDES permit.

5. Revise SWPPP on Sheet C100 to address the following: a. Revise language in clause 16.C such that silt fence will be placed a maximum of 5 feet from the toe of stockpiles. Current language suggests that silt fence containing stockpiles could be placed further than 5 feet from the toe of the stockpile.

6. Revise plans to include the following: a. Add new structure downstream of ST-7 to provide pretreatment for Basin B. Sumps are most effective when the drainage area to the inflow pipe is at least three times greater than the drainage area to the grate above (per the MN Stormwater Manual). Approximately 1.4 acres drains to ST-6 and is conveyed to ST-7 via 12-inch pipe. Approximately 2.2 acres drains to ST-7.

The 0.6:1 ratio of upstream drainage area to direct drainage area is less than the optimal 3:1 ratio. b. The sump depth shall be at least 4-times the diameter of the outlet pipe (per EPA guidance). c. Specify underdrain inverts on Sheet C420 and C421. Underdrain shall have a minimum slope of 0.5 percent (per the MN Stormwater Manual). d. Revise typical filtration basin section to address the following: i. Remove geotextile fabric. ii. Specify drainage aggregate gradation similar to pea gravel such that the rock will not enter the underdrain, and will restrict downward movement of sand layer. iii. Specify no sock and type and size of perforations for underdrain. e. Label the 100-year high water level (HWL) for filtration basins. A minimum of 0.5 feet of freeboard is recommended between 100-year HWL and the top of basins.

7. Revise SWPPP to include the following: a. Installation of filtration practices shall be done during periods of dry weather and completed before a rainfall event. Placement of engineered soils shall be on dry native soil only. b. The bottom excavation surface of filtration areas shall be level without dips or swales. c. Engineered soil shall remain uncontaminated (not mixed with other soil) before and during installation.

d. During construction, stormwater must be routed around infiltration areas until all construction activity has ceased and tributary surfaces are cleaned of sediment. e. Document how and when the temporary bypass pipes installed at filtration basins will be permanently taken offline after vegetation has been established.

8. Provide a landscaping plan to include the following: a. Specify deep rooted, salt tolerant, native potted plants or plugs according to Plants for Stormwater Design (Shaw and Schmidt, 2003). Salt tolerant plants may be especially critical for Basin B. b. Provide signage that deters snow management from using the filtration basin for snow storage.

9. Revise HydroCAD model to address the following: a. Revise filtration to be modeled as “Constant Velocity” rather than “Conductivity”, or specify groundwater elevation to model using the Conductivity Method. b. Change “Allow Exfiltration” setting from “Only above invert” to “At all elevations”. Current setting results in the flat portion of the pond being excluded from filtration. c. Exfiltration shall be routed to the 6-inch draintile, which is then routed to the 12-inch pipe (primary outlet).

Notes: 1. Consider revising filtration basin typical section to replace 18 inches of clean construction sand and 3 inches of bio-filtration soil mix with at least 18 inches of filter sand that consists of 80% sand with 20% compost (per MN Stormwater Manual Mix B). This may improve vegetation coverage and health.

Como Park Regional BMPs Feasibility Analysis (Zwonitzer)

Mr. Zwonitzer reviewed that CRWD has been working with the City of Saint Paul to develop a stormwater master plan for Como Regional Park, which identified several potential regional BMP sites. In 2016 CRWD was awarded a $1.76 million grant through BWSR’s Targeted Watershed Program (TWP) for work in the Como and McCarrons subwatersheds through 2020. CRWD was recently informed that several improvements to Como Park are being planned within the TWP grant timeframe, including an improvement to the zoo beginning this winter. The City and CRWD agreed it was a good idea to initiate a feasibility study to investigate potential regional BMP sites that would provide treatment for large drainage areas including the planned park improvements. This approach is consistent with the goals of the Como Stormwater Master Plan.

CRWD requested a proposal from Houston Engineering Inc. (HEI) to conduct the feasibility study because they are the engineers for the Como Stormwater Plan and are familiar with the available data. Seven potential BMP sites will be investigated including the Como Dockside parking lots, golf course parking lot and a site in the golf course north of the zoo. Three ponds will also be evaluated for modifications to improve stormwater treatment.

The feasibility study includes reviewing existing data, field investigation with soil borings, development of conceptual designs, finalizing conceptual designs and providing detailed estimates of costs and water quality improvement benefits. The study will be completed by the end of April, 2018. Staff recommend approving HEI to conduct the study at a cost of $57,358 with funding from 305-17435 (Como Lake Subwatershed North and East Subwatershed Study) and 405-16705 (TWP – Como BMP – McMurray) which includes Targeted Watershed Grant funds.

Motion 17-208: Approve HEI as the consultant for the Como Regional Park BMPs Feasibility Study and authorize the Administrator to execute an agreement not to exceed $57,358 and any amendments to the agreement up to $10,000.

AR: Approve Change Order #2 for Willow Reserve Ecological Restoration (Zwonitzer)

Mr. Zwonitzer shared that the ecological restoration work has been occurring at Willow Reserve since early 2017.

Over 250 invasive, hazardous, and undesirable trees were removed at the beginning of the project. This summer the focus has been on eradicating invasive species. Seeding and planting could begin in some areas late this fall, with the majority happening next spring.

The removal of trees has created a much more inviting space for people to explore. As CRWD and Applied Ecological Services (AES) reviewed the changes to the site, modifications to the original restoration plan are recommended. Staff request approval of Change Order #2 with Wetland Habitat Restorations increasing the contract amount by $12,119 to a total of $166,456. The change order covers the following cost increases: • • • •

Reduce tree/shrub plantings and enhance seed mixes ($4,687) Include erosion control fabric on unstable seeding areas ($2,500) Add plantings to provide habitat and screening behind 379 Maryland ($3,282) Install temporary construction fencing around the SE prairie to prevent vehicle damage to seeding ($1,650)

Mr. Zwonitzer shared that there is a need to add some erosion control for seedlings. Manager Texer asked if there are any plans for a fence to help keep people from dumping. Mr. Zwonitzer replied that CRWD has partnered with Parks Program and dumping on the site has decreased. Manger Reider suggested that Parks program add trash containers to help with the littering problem. Manger Jones asked Ms. Buggs how neighbors in the area feel about the changes made. Ms. Buggs replied that neighbors are excited, and don’t want the area fenced off, they would like to see it remain open and look forward to walking paths around the park.

Motion 17-210: Approve Change Order #2 with Wetland Habitat Restorations and authorize the Administrator to execute the change order in an amount not to exceed $12,119 and any future change orders up to $10,000.

Unfinished Business A) 2017 Watershed Steward Awards update (Bromelkamp)

Ms. Bromelkamp shared that staff and CAC have started promoting the Watershed Stewards program and encouraged Managers to submit nominations. The nominations will be due on October 31st. The Awards Ceremony will be held on January 18, 2018 at the Wilder Foundation. Ms. Bromelkamp reviewed the new categories for the nominations. Managers Jones and Texer will serve on the committee and President Collins will serve as the alternative. Managers Thanked Ms. Bromelkamp B) Website Update (Bromelkamp) Ms. Bromelkamp reviewed that Zenman has been selected as the contractor for designing the new website. Staff from Zenman will be conducting two on site visits, with one being next week. The website committee includes Anna Eleria, Belinda Gardner, Elizabeth Hosch, Jessica Bromelkamp and Britta Belden. The initial contract is for the discovery phase of the project where staff will work with Zenman to develop a site map and content development strategy as well as a detailed plan for the remainder of the project. Ms. Bromelkamp shared that she will be returning to discuss the full scope of work and a contract amendment for the remaining work to complete the new website. The goal is to have the website up and running by early 2018. Zenman will provide training for maintenance of the site.

C) Ford Site Update (Fossum) Mr. Fossum shared that City Council adopted the proposed site plan. The plan includes a centralized water feature for stormwater. President Collins asked if the future owner of the site have to follow plan. Mr. Fossum replied that City Council supports the plan and if a new owner comes to the City of St. Paul for any permitting or financial assistance, it would be strongly encouraged for the owner to try and comply with the proposed plan.

Mr. Fossum noted that city staff were very appreciative of the work from CRWD. D) Victoria Park Stormwater Study Update (Fossum) Mr. Fossum reviewed that a Feasibility study and master plan were adopted in 2013. Mr. Fossum reviewed concept plan of centralized water feature. The tentative schedule is to continue working on the design. The City of St. Paul Staff and Consultants will be back to review plans.

E) MN Green Corps Member Update (Eleria) Ms. Eleria already introduced Mr. Yang.

F) Adopt a Drain Program Update (Bromelkamp) Ms. Bromelkamp shared that 690 residents have signed up for the adopt a drain program. The promotion of the program has been very successful in St. Paul. This week, promotion in Roseville will begin with door hangers.

Nine people for the Roseville area have already signed up. Manager Sanders will be having a neighbor meeting and will share information about the project. Manager Reider would like to have something ready to handout about raingardens and adopt a drain program. Ms. Bromelkamp shared that people were aware of the programs but not sure how to get involved. Ms. Buggs has been promoting the adopt a drain program as well.

G) Central High School Grant Closeout (Zwonitzer) Mr. Zwonitzer shared that he is working with Central High School to close out the project. Mr. Zwonitzer reviewed a spreadsheet detailing grants and matching funds from Central High School. Final Reimbursement to Central HS will be $374,603.42. CRWD has already received half of the funding and will receive the balance after Central High School has been paid.

President Collins called to order the Board workshop for October 11, 2017 II.

New Building 50% Design Development Review A)

Review 50% Design Development for 595 Aldine Redevelopment Project.

Administrator Doneux and staff presented the 50% design development to the Board of Managers.

Administrator Doneux reviewed the floor plan layout and explained the similarities and differences from the schematic design phase. The plan presented by Administrator Doneux includes a dual entrance, guest parking, parking in back, common walkway, staff work areas, a public area, meeting spaces and a possible tenant space.

CRWD has established an initial set of design principles for guiding the design of CRWD’s new workplace, which reflect the values and overarching goals of the organization. The principles shall be used by the professional design team and CRWD’s Board of Managers, Building Committee, Design Team and staff committees. They will help to establish and maintain good design practice and consistency throughout the design and construction process.

Create a sustainable workplace using green building principles to conserve natural resources and protect water resources including the Mississippi River and create a healthy workplace.

Adopt voluntarily the City of Saint Paul’s Sustainable Building Policy, which requires compliance with Leadership in Energy and Environmental Design (LEED) or Minnesota B3 Rating Systems and the Saint Paul Overlay.

Provide flexible workplace that can accommodate organizational growth without the need to acquire additional building space.

Maintain integrity and character of the 1949 building Address the site’s brownfield issues Ensure CRWD is economically responsible and obtains maximum benefit for its investment.

Ensure that building design is inclusive and accessible for all.

President Collins shared comments about public access near the hall way area leading to tenant space and the visibility of the location of the reception area. Administrator Doneux noted the comments and will take into consideration.

Staff reviewed the open floor plan approach with the Board and discussed the layout and purpose of the different meeting rooms. Administrator Doneux reviewed the new garage structure for monitoring staff and vehicles. The garage will have parking for four vehicles and storage space for equipment. The workshop portion of the structure will have plumbing and year-round climate control. Staff reviewed 3-D views of the interior of the building, alternate parking/exterior configurations with the Board.

The current budget was reviewed with the Board. Currently the project is within 2.7 % of the budget and staff are working to close the gap with some revisions to the plan. Staff will bring back to the Board any issues that may have budget implications. Currently a decision on whether to include fire suppression is still pending and staff will seek Board direction at the October 18th meeting. The Watershed Plan Amendment for the building will also be brought to the Board on the 18th for adoption. Staff discussed the schedule noting that construction could begin around February or March and be completed by early fall 2018.

Administrator Doneux noted that proposals for Construction Manager at Risk were due on October 20th and the Board would be making the selection in November.

Background In late August, CRWD staff distributed a draft amendment to CRWD’s 2010 Watershed Management Plan (WMP) to local, regional and state government agencies and the public that reflects changes to CRWD’s new office budget. The original budget was estimated to be approximately $2.99 million in CRWD’s 2010 WMP. The updated, total estimated cost of the new office is $10,088,498. According to CRWD’s bond counsel, the increase in project budget warrants an amendment to CRWD’s 2010 WMP. Issues On September 20th, CRWD’s Board of Managers held a public meeting for the draft WMP amendment and no comments were received. In addition, no comments were received in writing. Several government agencies including City of Lauderdale, DNR, and Metropolitan Council, notified CRWD that they had reviewed the amendment but they had no comments.

BWSR staff have reviewed the minor amendment materials and agrees that it is consistent with CRWD goals, policies and priorities in the WMP and therefore constitute a minor plan amendment. See enclosed email regarding BWSR’s determination on CRWD’s WMP amendment.

Objectives Looking forward to the next 10 years, emerging issues the District will need to address are climate change, innovations in green design, and consideration of additional pollutants beyond those that have typically been the focus of water resources management initiatives. The District’s Issues identification process identifies one issue statement pertaining to future trends: future watershed management strategies need to be responsive to emerging issues resulting from climate change, and technological advances. This program is intended to address, in part, the associated goals and policies. Given that innovations and future trends are relatively new or unfamiliar issues, only one initiative is identified to date.

Project Initiatives None.

Explanation of Planned Initiatives A. CRWD Green Office Building/Campus Renovate a building to serve as the District’s office incorporating as many innovative stormwater practices and sustainable building features as practical to demonstrate leadership in using new techniques. This building/campus will create a learning environment for the public and will be an accessible demonstration site. Monitoring and maintenance data from the BMPs used on-site will supplement the growing District research database used to inform future work.

The original budget for the new office was developed in 2010 without a new office design to base the cost estimate. In early 2017, CRWD acquired property in Saint Paul and commenced design for redeveloping the site. The building budget has increased by approximately $7 million for several reasons. First, the District is redeveloping an urban brownfield site which adds costs for site remediation and disposal of contaminated soils. Second, the District is rehabilitating an existing building, which is more expensive than new development. Third, the new building is designed to meet future staffing needs, which was not considered for the 2010 estimate.

District Financing Approach This section of the Plan describes financing options, including tax levy and other sources of revenue, the District intends to utilize when implementing the Plan. The District will seek funding for District programs, projects, and capital improvement projects through grants and outside cost-share funding. Where known cost-share opportunities are lacking, partnerships may be developed for cost and workload sharing. Costs and responsibility will be shared with partners whenever possible.

In the Twin Cities metropolitan area, watershed districts have the authority to levy an ad valorem tax (a tax on all taxable parcels in the District that is based on property value) to pay for the costs of implementing their watershed management plan. These authorities are granted in MN Statutes 103B and 103D. These costs include the District’s administration, programs, projects, and capital improvement projects. The District legal boundary defines the area of land that comes under the District’s jurisdiction, and the area upon which the ad valorem tax is applied. The District will keep the District’s legal boundary as accurate as possible, closely matching it to the hydrologic boundary, so that the land that drains to District water resources is captured within the legal boundary. The legal boundary must follow property boundaries or other legally definable boundaries (e.g., roads), and a single property cannot be in more than one watershed district. This means there can be differences between the legal boundary and the hydrologic boundary. The District also has the authority to finance large capital projects by selling bonds or securing loans.

The District will fund its implementation program using four primary sources of revenue: 1. Property tax levy 2. Grant funds 3. Local partner cost-sharing funding 4. Bonds and Loans The District’s financing approach for operations (administration, programs, and projects) will be to fund the costs primarily through the annual levy, however, typically 5% is raised through grants, fees, interest income, and local cost-share funding. The financing approach for capital improvement projects is planned to be 25% through the annual levy and 75% through grants, loans, and bond proceeds. Small capital improvement projects (less than $250,000) will be financed through the annual levy. Larger projects will have the costs spread to the long-term benefitting parties through financing via bonds and loans. The District will seek local partner cost-share funding for capital improvement projects of all sizes to off-set the District’s contributions. Grants and loans will likely remain a small (5%) percentage of the District’s funding sources. The District will continue to apply for grants and loans to offset project costs whenever possible and cost effective. However, grant and loan programs change frequently as existing grant/loan amounts and priorities change, new grant and loans become available, and existing programs are terminated.

The District will also seek partnerships, or cost-sharing, to distribute a portion of project costs to all the benefitting organizations.

To implement the projects, programs, and capital improvements during the 10-year life of the WMP, the District’s annual levy will increase from a 2010 amount of $1.7 million to approximately $3.8 million. This will result in a property tax rate change from 0.76% in 2010 to approximately 1.65% by the end of the plan period. This equates to an increase from $7.60 per $100,000 of property value in 2010 to approximately $19 per $100,000 of property value by 2020. This increase is the result of the District evolving into a more mature organization and will allow for the full implementation of the initiatives contained within the WMP. At this time, the District does not intend to ask Ramsey County to use their taxing or bonding authority to fund District capital projects contained in this Plan. However, if District revises this Plan to make such a request to Ramsey County, the District will follow appropriate policies set by Ramsey County for the request.

The District’s WMP is amended to reflect the approximately $7 million increase for design and construction of its new office (Fund #450). The new office will be financed primarily via bonding and to a lesser degree, 2018 annual levy.

October 12, 2017 CRWD Board of Managers Mark Doneux Snelling-Midway Redevelopment Site – Stormwater Management Update

Background For the past year and half, the City of Saint Paul and CRWD staff have been involved in stormwater management planning for the 35-acre Snelling-Midway Redevelopment site. The first phase of redevelopment includes construction of the MN United FC soccer stadium and associated infrastructure and open space over an 18-acre area. The remainder of the site will be redeveloped in future phases based on market interest. The City and CRWD have sought design of a site-wide, innovative stormwater management system that would be built as part of soccer stadium project.

Issues MN United FC started project construction in late spring and final design of the stormwater management system is nearing completion. The soccer team has designed a comprehensive stormwater management system that includes two cisterns for capturing roof runoff from the entire 35-acre site including the soccer stadium roof and tree trenches for treating runoff from the new street and sidewalk grid. The captured rainwater will be filtered and treated with UV light for irrigating the 1.0-acre Great Lawn north of the stadium and other greenspaces for a total area of approximately 2.5 acres.

City and CRWD staff have been discussing the future maintenance responsibilities and requirements of the green infrastructure practices at the site. There is interest on the part of the City to contract with CRWD to operate and maintain the cistern and tree trenches for a five year period . To better frame the discussion with the Board, staff met with the City to draft a term sheet outline (attached). Staff believe given the District’s support for the comprehensive stormwater approach as well as grant funding for these elements, CRWD would be a good option for the City as a maintenance partner for this project.

Staff will review the draft term sheet outline to gauge interest from the Board in this approach.

City of St. Paul and Capital Region Watershed District Cooperative Agreement for the Maintenance of Snelling Midway Green Infrastructure Term Sheet Outline DRAFT 10-5-17 1. Recitals a. Snelling Midway Project; investments in green infrastructure; b. CRWD grant investing in Project’s green infrastructure (pursuant to separate grant agreement); c. Need for specialized maintenance; d. CRWD expertise and experience in maintenance of stormwater infrastructure; e. City seeks to utilize CRWD’s expertise.

2. Design and Construction a. City responsibility (pursuant to Development Agreement with Team); b. CRWD participation in design review and approval for CRWD regulatory and grant purposes; c. Estimated date of construction completion: Summer 2018; d. List of project elements (Appendix); e. As built inspection and documentation, with CRWD participation and concurrence; f. City will own facilities; 3. Operation and Maintenance Plan a. City will prepare operation and maintenance plan, including Spring startup and Fall close down of irrigation system; b. d. City free to inspect maintenance activities; advise CRWD of any issues or concerns; e. Annual maintenance report prepared by CRWD and submitted to City by [date, e.g. February 1]; will include financial report of costs incurred, estimated costs of operation and maintenance activities in coming year; f. First annual report due February 1, 2019 to cover 2018, a partial year of operations; g. CRWD and City representatives to meet on or before February 15 to review annual report and resolve any outstanding issues; h. First full year of operations to be 2019; i. CRWD responsibility for any external legal obligation for maintenance, to be performed pursuant to this agreement; 5. Funding and Reimbursement of Operation and Maintenance a. October 18, 2017 Board Meeting VI. Unfinished Business – C) Building Update - Fire Suppression System (Eleria)

Background In the schematic design (SD) phase of CRWD’s new office design, a fire suppression (automatic sprinkler) system was selected by CRWD as an alternate for the project. The estimated SD cost of the fire suppression system was approximately $70,000.

Issues In the second design phase, design development (DD), it was determined that the State building and fire code requiring a fire sprinkler system does not apply to CRWD’s new building due to its smaller size.

Based on that determination, CRWD staff solicited input from a couple of professionals on considerations for installing a fire suppression system. There are three major considerations: 1) value of the building contents; 2) life safety risk; and 3) operational impacts. CRWD staff have ascertained that there are low risks for the first two while the third consideration is most applicable to CRWD. The new cost estimate for the fire suppression system has increased to approximately $120,000, which includes sprinklers and a fire pump. In the original cost estimate, the fire pump was not included.

CRWD staff seek direction from the Board of Managers on the installation of a fire suppression system.

Action Requested Provide staff direction on whether or not to include fire suppression as part of the new building. enc:

Fire Suppression System – Professional Opinions 09/13/17 Email from Supervisor at MN State Fire Marshal Division Anna, Thanks for your interest in fire safety. Our office strongly believes that fire sprinkler systems provide the highest level of fire protection available. That said, we are also sensitive to the fact that it adds costs to the project. At 14,000 sq. feet the state building and fire codes do not require sprinkler protection in buildings that size.

Fire sprinklers are typically installed based on the following considerations: • The building’s contents are of high value (such as a retail store) • There is a large life safety risk to the occupants (such as bars, apartments, hotels, high-rise buildings) • There are vulnerable persons in the building who cannot escape on their own (such as nursing homes, hospitals, commercial day care centers) • The mission of the building is critical and a serious fire would have major impacts beyond the building itself (large employer, airports, schools, government buildings, stadiums, arenas, historical buildings) From a risk management perspective, I am guessing that your building would not have high value contents, pose a large life safety risk (office building fires do not typically kill people), or contain vulnerable people. The question to me becomes: “How critical are the services that your organization provides?” Could you risk losing the building and its contents and still be able to provide services? Is this your only location or are there redundancies that would allow you to continue operations from an alternate location? What would happen if your building sustained a significant fire and was unable to provide services for a couple of months? How damaging would that be to your agency’s mission or reputation?

From a code standpoint, sprinklers are probably not required. When considering other factors and risks, they may be worth considering.

I hope that this gives you some things to consider as part of the decision-making process rather than simply determining if sprinklers are required by code. Again, thanks for your desire to have a fire-safe building. Tell Debbie thanks for the vote on confidence; I have worked with her on a couple of projects and some trainings in the past.

09/19/17 Email from CRWD’s Safety Instructor and Saint Louis Park Fire Chief Greetings, What we historically find as the big difference between sprinkled and non-sprinkled businesses is the length of time for recovery (or the length of time your space is unusable).

Sprinkled spaces might be unusable for less than a week, due to limited fire, smoke and water damage.

While unsprinkled spaces could be unusable for 6-9 months, due to extensive fire damage, smoke damage to uninvolved spaces plus water damage. Plus the need to relocate during rebuilding.

All those things have an associated cost that could be far less than the installation of the fire sprinklers and monitoring.
