Issues Raymond Ave. #12-022 This permit was issued for the reconstruction of Raymond Ave. between Hampden Ave. and University.

Two surface raingardens were constructed to treat stormwater, with function verified after postconstruction corrections. The project is complete and stable. No surety was required by this public project.

MSU Science Education Building #13-007 This permit was issued for the construction of a new Science Education building, to include four surface infiltration planters and an underground infiltration trench to treat stormwater. The project is complete and stable. Site inspection and as-built review have verified stormwater treatment functionality. No surety was required for this public project.

Midway YMCA #14-037 This permit was issued for reconstruction of a YMCA facility. One underground infiltration system and one surface raingarden were constructed, with function verified by as-built review and onsite inspection.

The site is stable and $5,000 surety is available for return.

Raymond Ave. Phase II #15-001 This permit was issued for the reconstruction of Raymond Ave. between Hampden Ave. and Energy Park Dr. Stormwater treatment was provided through use of volume banking credits. The site is stable and no surety was required for this public project.

RULE C: STORMWATER MANAGEMENT Standards  Proposed discharge rates for the 2-, 10-, and 100-year events shall not exceed existing rates.  Developments and redevelopments must reduce runoff volumes in the amount equivalent to an inch of runoff from the impervious areas of the site.  Stormwater must be pretreated before discharging to infiltration areas to maintain the long-term viability of the infiltration area.

The City of St. Paul will maintain the Willow Reserve filtration basin, per August 15th, 2016 letter from Richard O. Ekobena from the City of St. Paul’s Public Works. A memorandum of agreement for maintenance of stormwater facilities exists between the City of St. Paul and the CRWD. Adequate maintenance access is provided for the surface system.

RULE D: FLOOD CONTROL Standards  Compensatory storage shall be provided for fill placed within the 100-year floodplain.  All habitable buildings, roads, and parking structures on or adjacent to a project site shall comply with District freeboard requirements.

Findings 1. There is no floodplain on the property according to FEMA. 2. All habitable buildings, roads, and parking structures on or adjacent to the project site comply with CRWD freeboard requirements.

RULE E: WETLAND MANAGEMENT Standard  Wetlands shall not be drained, filled (wholly or in part), excavated, or have sustaining hydrology impacted such that there will be a decrease in the inherent (existing) functions and values of the wetland.  A minimum buffer of 25 feet of permanent nonimpacted vegetative ground cover abutting and surrounding a wetland is required.

Findings 1. There are approximately 140 square feet of wetland located on the property.

2. It is not known if CRWD staff has reviewed and approved the delineated wetland boundaries.

3. No wetland impact is proposed.

4. WCA sequencing is not needed.

5. A minimum buffer of 25 feet has been provided. However, work within the buffer is proposed and will need to be adequately restored.

RULE F: EROSION AND SEDIMENT CONTROL

Standards  A plan shall demonstrate that appropriate erosion and sediment control measures protect downstream water bodies from the effects of a landdisturbing activity.  Erosion Control Plans must adhere to the MPCA Protecting Water Quality in Urban Areas Manual.

Findings 1. Erosion and sediment control measures are consistent with best management practices, as demonstrated in the MPCA manual Protecting Water Quality in Urban Areas.

2. Adjacent properties are protected from sediment transport/deposition.

3. Wetlands, waterbodies and water conveyance systems are protected from erosion/sediment transport/deposition.

4. Project site is greater than 1 acre; an NPDES permit is required. A SWPPP has been submitted and satisfies NPDES requirements.

RULE G: ILLICIT DISCHARGE AND CONNECTION Standard  Stormwater management and utility plans shall indicate all existing and proposed connections from developed and undeveloped lands for all water that drains to the District MS4.

Findings 1. New direct connections or replacement of existing connections are not proposed.

2. Prohibited discharges are not proposed.

Recommendation: Approve with 4 Conditions Conditions: 1. Receipt of $6,230 surety and documentation of maintenance agreement recorded with Ramsey County.

3. Provide plans signed by a professional engineer per the Minnesota Board of AELSLAGID. 4. Provide a copy of the NPDES permit.

5. Revise plans to include the following: a) Provide inlet protection for the proposed catch basins on site. CB 3 does not have inlet protection. b) Provide additional perimeter control along the east side of the site.

6. Provide a complete SWPPP for the site.

6. Provide a SWPPP for the site. The disturbed area (Subwatersheds 4 & 5) is 1.19 acres, which requires a SWPPP by NPDES standards. The SWPPP should include the following: a. Infiltration perimeter control and erosion control practices shall remain in place until the final completion of the project or vegetation has been established (whichever is later). b. Installation of infiltration practices shall be done during periods of dry weather and completed before a rainfall event. Placement of engineered soils shall be on dry native soil only. c. Excavation of infiltration areas shall be completed using a backhoe with a toothed bucket. d. Native soils in infiltration areas shall be de-compacted to a minimum depth of 18 inches prior to placing engineered soil. e. The bottom excavation surface of infiltration areas shall be level without dips or swales. f. Engineered soil shall remain uncontaminated (not mixed with other soil) before and during installation. g. During construction, stormwater must be routed around infiltration areas until all construction activity has ceased and tributary surfaces are cleaned of sediment.

President Joe Collins opened the meeting at 6:00 p.m. and asked for any additions or changes to the agenda. Administrator Doneux requested the addition of Oath of Office for the reappointed Manager Texer and Manager Reider.

Motion 16-232: Approve the October 5, 2016 agenda with the addition of Oath of Office for reappointed Managers Texer and Reider.

Reider/Texer Unanimously approved Administrator Doneux read the Oath of Office and Manager Texer and Manager Reider were reappointed and sworn into office.

Public Comment

Ms. Wasley thanked the managers for their support for the Water Summit. Ms Wasley shared the 2016 State of the Waters will be held on Thursday, Oct. 20th at the Ramsey County Public Works. The speakers will be Steve Woods, the Executive Director at Freshwater Society and Bryan Baker, Lead Principal Investigator for Inland Climate Hydrology at US Army Corp of Engineers. The topics will include: Is our water improving, staying the same or getting worse, water planning next steps for local officials and local government staff, and how are precipitation trends affecting water resources.

Administrator Doneux shared that a condensed version of the State of the River will be presented at the Metro MAWD on October 18th and at the November 9th CAC meeting.

15-040 Luther Seminary (Hosch)

Ms. Hosch reviewed Permit #15-040 Luther Seminary. The applicant Ecumen is constructing a new Senior Housing Facility on the Luther Seminary Campus. The applicable rules are Rule C: Stormwater Management, Rule D: Flood Control and Rule E: Wetland Management. Disturbed area 1.59 Acres with an Impervious Area 1.39 Acres.

Motion 16-233: Approve Certificate of Completion for permit #15-040, Luther Seminary with five conditions: 1. Receipt for $7,000 surety and documentation of maintenance agreement recorded with Ramsey County.

2. Provide a copy of the NPDES permit.

3. Remove geotextile fabric: a. From the bottom of the sand layer. b. From between the sand and rock layer. c. From around the drain tile. d. Provide dimension for coarse filter aggregate envelope. Ensure 18 inches of filtration sand between storage rock and drain tile 4. Provide a detail to demonstrate the pretreatment system. It is not clear where the weirs are located and their elevations.

5. Change the top left detail on Sheet C5.3 so the inverts and pipe sizes match the description of the underground system on Sheet C4.0.

16-016 Willow Reserve Development, Review Period Extension (Hosch)

Ms. Hosch reviewed permit #16-016 Willow Reserve Development Extend Permit Review Period. The applicant, requested an extension to the 60-day review period prior to the expiration. The applicant anticipates submittal to the City on October 5th with CRWD resubmittal to follow.

Motion 16-234: Approve 60-day review period extension for permit 16-016 Willow Reserve Development to expire December 6, 2016.

Reider/Thienes Unanimously approved President Collins thanked Ms. Hosch for her work in sending letters of cease and desist. Earlier this week Ms. Hosch sent a letter to the McCarrons Pond project. Ms. Hosch was able to meet with the contractor and resolve the issues. A permit will be coming for Linwood School addition.

Special Reports – Transforming Central High School Site Improvements, Nate Zwonitzer

Mr. Zwonitzer reviewed that in 2013 a feasibility study was completed for Central High School to address erosion issues. In 2014 an additional $50,000 grant was awarded to advance designs. The designs included treating the parking lot, rooftop, and testing wells for education. In 2016, $175,000 in funds were awarded from a cleanwater grant from Bowser. Mr. Zwonitzer shared many before and after pictures showing the underground infiltration system with cleanout access areas. Three monitoring wells were installed for the teachers to collect treated and untreated stormwater. One of the testing wells will be used to show the depth of the infiltration system, the second well will be for testing untreated stormwater runoff, and the third well will be for testing treated stormwater runoff. Mr. Zwonitzer reviewed the improvements made to the plaza area with tree trenches, rain gardens and permeable pavers. Ms. Bromelkamp and Ms. Schwantes helped with signs. Ms. Schwantes is currently working on creating a curriculum and training for the teachers. The Managers thank Mr. Zwonitzer. Mr. Zwonitzer replied that it was a team effort and many staff members were involved. Manager Reider asked if some of the students could come and give a report on what they have learned with the testing wells. Mr. Zwonitzer replied that he will work on making arrangements with the school to have students give an update.

Mr. Zwonitzer gave an update on the Harambee Elementary School in Maplewood. As part of a cleanwater plan $55,000 was awarded in 2015. The funds were used to install five raingardens, three in the bus drop off area and two more for treating sidewalks. Mananger Reider asked if plants were selected that can tolerate the salt. Mr. Zwonitzer replied that salt is a common problem with all raingardens and that the plants were selected with that in mind. Signage will be installed and drain tile for extracting testing samples will be finished by the end of the year.

Mr. Zwonitzer stated that St. Paul Schools has three more potential projects and potential ways for CRWD to be involved.

AR: Approve Agreement for Construction Services with Barr Engineering for the TBI Repairs at Station 0+00-28+49 (Eleria)

Ms. Eleria reviewed that this past August, CRWD’s Board of Managers awarded ECI the construction contract for TBI Repair Project from Station 0+00 to 28+49. The estimated contract amount is $1,220,805.

Barr Engineering has submitted a proposal for engineering services in support of repairs of TBI from Station 0+00 to 28+49. The proposed engineering services include full-time, on-site observation during the 13-week construction period, weekly construction meetings, office support to review shop drawings and other data, clarification and interpretation of contract documents, review of payment applications, and preparation of record drawings and construction report. The estimated cost of engineering services is $153,000, which is 12.5% of the construction cost. Past construction engineering service costs have ranged from less than 10% to nearly 20% of the construction cost.

The proposed 2017 TBI repair project budget is $1,496,100. The estimated total cost (construction and engineering services) is $1,373,805. Work is expected to begin in early December and last for thirteen weeks.

Motion 16-236: Approve an amendment to TBI Work Order No. 10 for construction engineering services for TBI Repair Project at Station 0+00 to 28+49 in an amount not to exceed $153,000; and authorize the Administrator to execute work order amendments not to exceed $15,000.

Approve Office Fit Plan for Pricing (Doneux)

Administrator Doneux reviewed that the Board approved a Purchase Agreement for 595 Aldine on July 20, 2016. As part of the Purchase Agreement, CRWD has a 120-day Due Diligence period. During that time period, the District must evaluate the feasibility and cost of purchasing and renovating the property for District office space. Many components of the pricing are moving concurrently including site layout, environmental, parking, etc.

Mr. Jeff Gears with Underground Architecture reviewed a preliminary Fit Plan. The plan has been developed for 595 Aldine and provides two main purposes. First, it ensures that the District operations would fit and function in the space now into the future, but it also provides a base line to develop preliminary costs estimates.

Key elements in the layout to consider would include: 1) 2) 3) 4)

Basic layout such as having public space, bathrooms, lease space on the north third of the building, Main staff area on the southern 2/3rds of the space, Options to address differing floor elevations, and Consideration for including a mezzanine space.

Manager Thienes shared concerns about the ceiling height with adding a mezzanine. Manager Texer asked if sky lighting could be added. Mr. Gears replied that he will add that to the plans.

Other considerations not on the Fit Plan include exterior finishes, parking configurations, environmental clean-up and stormwater management. Those will be included in a later discussion. Administrator Doneux stated that results from the Phase II testing have not come back yet. The next steps include addressing any environmental concerns and reviewing the overall costs. A report is scheduled for the Managers at the November 2, 2016 meeting. The Board of Managers will be asked to take action at the November 16, 2016 meeting. If the Board should choose to proceed, a closing will take place no later than January 27, 2017.

President Collins asked if all the Managers and staff have seen the site. Administrator Doneux will make arrangements for staff and Board Managers to tour the site.

Approve Updated Salary Structure (Doneux)

Administrator Doneux reviewed that the Board of Managers adopted a Personnel Policy Manual in 2003.

The Personnel Policy Manual provided the Board, Personnel Committee and Administrator general guidance with regards to establishing new positions, setting salary ranges and general wage and salary administration. In 2005 the Board adopted the Performance Based Salary Increase Guidelines to provide further guidance for annual salary adjustments using a performance based system. In 2009, the District adopted a new Salary Administration Policy. The goal of the new policy was to establish a uniform salary structure for the District and provide clear steps (zones) within each grade and to adopt a clear system to allow greater professional development for staff within the District. The Salary Structure was updated and included in the 2011 Employee Handbook revisions.

In 2014 and 2015, work was started on both next update of the Salary Structure as well as a comprehensive update on all of the position descriptions. While the work on the position descriptions has not been completed the Salary Structure was updated.

Ms. Schwantes gave the Board of Managers an update on the Master Water Stewards program. A new approach has been taken for promoting stewards. Efforts are being focused on finding the right group to promote. An informational event was held at Bang Brewing. Past stewards were present to share experience. Eleven applications were received and nine will begin the first class next week.

Manager Reider and Ms. Ulrich provided an update of the September 14, 2016 CAC meeting. The CAC discussed the student service learning program and weather to continue. An update was given on the former Ford site and the Midway Snelling site.

WEFTEC 2016 Update.

Administrator Doneux and Mr. Zwonitzer attended the WEFTEC conference. The conference is held in New Orleans with about 20,000 in attendance. CRWD received the highest overall score for a Phase II community in the National Municipal Stormwater and Green Infrastructure Awards.

Background The District authorized distribution of a RFQ for development of a Diversity Plan at the May 18, 2016 Board Meeting. The District received two statements of qualifications, one from Azon Consulting and one from Culture Brokers. The Diversity Committee made up of Board President Joe Collins, Board Secretary Seitu Jones, Citizen Advisory Committee Member Pat Cavanaugh and Administrator met on September 14, 2016 to discuss the process moving forward to select a consultant to assist in the preparation of a Diversity Plan for the District. The discussion was intended as the first step to begin identifying key goals or concepts that would both guide us in the selection in a consultant, but then could also guide us in the planning process. The committee drafted the following as goals for this plan:

1) The CRWD staff, Board, Citizen Advisory Committee, consultants should reflect the racial, gender and cultural demographics of the watershed and City of St. Paul.

2) Understand and incorporate cultural perspectives on water and government.

3) Create opportunities for people of color in the environmental/water resources profession through training and recruitment.

4) Consider equity and equality as a means to achieve diversity.

5) Use water management as a tool to help address local and community concerns.

Issues The Diversity Committee interviewed both consultants on October 10, 2016. Both firms demonstrated understanding of our goals and would be capable of assisting the District developing a Diversity Plan.

After careful deliberation, the Committee is recommending Azon Consulting to lead us in the development of the Diversity Plan. Azon Consulting had a well-developed approach and had a very good understanding of the cultural diversity within CRWD. Action Requested Approve the selection of Azon Consulting for the Development of a Diversity Plan and direct the Diversity Committee to develop a scope, budget and schedule to return to the Board for approval.

Background CRWD has a vacancy in the Water Resource Specialist position that was previously held be Gustavo Castro. The essential functions of this position has included coordination of the Stewardship Grant Program, conducting GIS work and coordination of CRWD’s BMP Maintenance Program. This position is classified as Technical/Specialist II at a grade 8 level.

Issues CRWD staff have revised the Water Resource Specialist job description to better reflect the current and anticipated future needs of the Planning, Projects and Grants Division. With the exception of updating the salary range to reflect the recently updated CRWD salary structure, the job description revisions are not significant. A greater emphasis is placed on the most essential functions and the required and desired qualifications of this position. With these changes, the hope is to find a candidate with skills and experience in the planning, design, construction and maintenance of green infrastructure practices and strong project management skills. CRWD staff will review the enclosed draft revised job description and seek Board of Managers feedback at the Board meeting.

8 Technical/Specialist II Urban BMP Specialist Planning, Projects and Grants Program Manager

PRIMARY OBJECTIVE: Perform skilled to highly skilled duties related to the planning, design, construction, and maintenance of green infrastructure practices and other stormwater best management practices (BMPs) in the District.

POSITION OBJECTIVE: The Urban BMP Specialist coordinates the planning, design, and construction of green infrastructure practices and other stormwater BMPs. The specialist is also responsible for coordinating the inspection and maintenance of the District-owned and operated BMPs and updating and maintaining an electronic database of the District-funded, owned, or permitted BMPs. This position also serves as a technical resource to other staff in permitting, education and outreach, and capital improvement programs.

ESSENTIAL FUNCTIONS: The Urban BMP Specialist is responsible for: 1. Managing and implementing the District’s Stewardship Grant Program which includes communicating with interested applicants, grantees, and consultants, coordinating green infrastructure practice design by outside consultants, reviewing green infrastructure plans, providing technical assistance, administering cost-share grants and inspecting projects during construction.

2. Coordinating the inspection and maintenance of District-owned and operated BMPs. 3. Updating and maintaining an electronic database of District-funded, owned or permitted BMPs 4. Coordinating watershed projects with District partners including boulevard rain garden design and construction.

5. Developing and implementing subwatershed and site-specific feasibility studies.

ADDITIONAL FUNCTIONS: 1. Providing technical support for the District’s Master Water Stewards Program, which may include presentations about rain gardens and District projects, identification of potential water quality improvement projects, and BMP project guidance and assistance to the Master Water Stewards.

2. Conduct GIS work to support District programs and projects.

3. Provide technical and field support to other District programs including monitoring, education and outreach, and permitting.

4. Research and stay abreast of new and emerging trends in stormwater management. Work with District staff and programs to incorporate effective new technology and systems into District programs and projects.

5. Effectively communicate watershed issues and projects at meetings, conferences, before the media, and to other units of government, Board of Managers, partner organizations and public.

6. Coordinate watershed management activities in the District involving other governmental agencies and private and non-profit entities.

SALARY: Salary range is from $46,400 - $69,600 and initial salary depends on qualifications and experience.

MINIMUM QUALIFICATIONS: Bachelor of Science degree, or equivalent in the field of water resources, engineering, earth science, watershed management, landscape design or related field.

Masters of Science degree is preferred. Strong understanding of stormwater management, green infrastructure practices and other stormwater BMPs, urban hydrology and water quality are essential.

Experience with siting, design, plan review and/or construction inspection of green infrastructure and other BMPs is preferred. Minimum of four years of professional experience including project management is required.

KNOWLEDGE, SKILLS and ABILITIES: Technical and Policy 1.

Knowledge of and working experience with green infrastructure and stormwater BMP planning, design and construction.

Knowledge of watershed management, surface and groundwater hydrology, natural resource management, soils and MN native plants.

3.

Knowledge and experience working with ArcMap and ArcGIS online.

4.

Familiarity with BMP design software and watershed/water quality assessment models (e.g.

HydroCAD, P-8, MIDS, SWMM).

5.

Ability to analyze technical data and write technical reports and memos.

6.

Ability to review and interpret construction drawings, diagrams and specifications.

7.

Demonstrated knowledge of local, state, and federal stormwater programs and regulations.

Strong project management skills with ability to establish priorities, balance large volumes of diverse work and implement projects successfully.

Must have valid Minnesota driver’s license and have vehicle available for periodic business use on a mileage reimbursement basis. The vehicle must have insurance approved by the District.

DATE: October 12, 2016 TO: CRWD Board of Managers FROM: Bob Fossum, Division Manager RE: Authorize Vehicle Purchase from Midway Ford _________________________________________________________________________________ Background Since 2005 CRWD has been leasing vehicles from the City of St. Paul. In 2013 staff conducted a solicitation of quotes and determined that Midway Ford is best suited for the needs of the District and had the most competitive costs. The District currently leases a sedan and SUV from Midway Ford. In 2015, the District purchased a customized monitoring truck from Midway Ford.

Issues Previously, staff completed analysis that indicates purchasing a truck through the government fleet contract rate from Midway Ford would be more cost effective than leasing from the City of St. Paul.

Recall, the District is currently paying $675.00/month for each two-wheel drive truck leased from the City of St. Paul. Four-wheel drive trucks cost an estimated $750/month or $9,000/year. Staff have requested a quote to replace the other existing monitoring truck (leased from St. Paul) with a new one from Midway Ford. The quotation is enclosed and is for $29,464.75. Based on a 10-year analysis of truck costs, staff recommend buying the vehicle for the following reasons:   

Lowest cost over 10 years It will allow for a customized vehicle to maximize staff efficiency At the end of 10 years, the District can expect trade-in/resale value of $3,000-$6,000

This approach could save the District an estimated $72,000 over ten years and provide a more functional vehicle. Funding would come from existing available 2016 Monitoring Budget (Fund #211).
