Background Ford's former Twin Cities Assembly Plant will be redeveloped in the coming years on more than 135 acres of land situated along the Mississippi River. The City of St. Paul’s vision for the site is that it will be a livable, mixed-use neighborhood that looks to the future with clean technologies and high quality design for energy, buildings and infrastructure. This site will support walking, biking and transit, and provide services, jobs and activities that every generation can enjoy. At the March 4, 2015 Board meeting, the Managers approved the Ford Site Stormwater Evaluation, Phase 1 with Barr Engineering Co. for an amount not to exceed $35,000.

Issues Additional analysis relative to the costs and benefits associated with two stormwater management scenarios is needed to inform decision making relative to the City of St. Paul’s Public Realm and Infrastructure Plan for the Ford Site. The two stormwater management scenarios to be analyzed are: 1. Baseline or conventional; and 2. Centralized. A key component of the proposed analysis will be to monetize ALL of the costs and benefits of each scenario. Staff have worked with Barr Engineering, and City staff to finalize a scope of work and budget for this Phase 2 analysis. Staff will review the proposed scope of work with the Managers.

Dear Bob: Thank you for the opportunity to propose in providing additional analysis to evaluate and compare two stormwater management scenarios at a redeveloped Ford Plant Site in Saint Paul: 1. A baseline stormwater management scenario; 2. A centralized stormwater management scenario; This proposal describes the scope and estimated budget to implement Phase 2, which consists of several tasks intended to further advance project definition and analyze cost, benefit and sustainability tradeoffs related to two stormwater infrastructure approaches. The deliverables for Phase 2 are intended to illustrate the triple-bottom-line value of the different approaches and serve as a decision support tool.

This work will provide CRWD and the City with benefit/cost information to demonstrate the comparative value of the two alternative approaches to the community in terms of the City’s desired sustainability profile for public realm features of the development. This letter further expands on the Phase 2 scope outlined in the February 27, 2015 scope of work, which was authorized as Phase 1.

One task from the approved Phase 1 scope of work and budget is yet to be completed: Phase 1, Task 3: Scope AutoCASE evaluation Collaborating with Impact Infrastructure, LLC (I.I.), Barr is currently scoping necessary project definition and relevant input data required for a meaningful feasibility AutoCASEÂŽ deployment for stormwater management to inform Phase 2. These discussions are underway. Barr and I.I. coordinated scope issues on July 15th during a conference call.

Phase 2 The intent of Phase 2 is to characterize the benefits, costs, value and the overall sustainability profile of two alternative scenarios (1. Baseline Approach and 2. Centralized Green Infrastructure) for managing stormwater for Ford Plant redevelopment. The focus of Phase 2 is to compare two alternative approaches in terms of the City’s desired sustainability profile for public realm features of the development. The following (conceptual) table summarizes possible comparative indicators that may be developed during Phase 2:

The following tasks for Phase 2 are proposed: 1. Phase 2, Task 1 - Review sustainability indicators/metrics available in reports and visioning work performed for the Site, including: • Ford Site Green Manufacturing Reuse Study • Roadmap to Sustainability for the Saint Paul Ford Site • Ford Site Open Space Guidelines • Phase I Summary Report: 5 Major Development Scenarios • Historic Preservation Eligibility Study • Energy Planning Study (anticipated Summer 2015) • Other documents upon request (such as Transportation Multi-Modal Modeling and Design, anticipated February 2016, etc.)

Deliverables: A brief technical memo summarizing, in bullet format, key sustainability goals/indicators for the Site as set forth by the City. This information will be used to populate the Task 1 portion of the TBL analysis summary table. This task provides City criteria to use as a basis for characterizing the two stormwater scenarios.

2. Phase 2, Task 2 – Refine conceptual designs of the baseline and centralized stormwater infrastructure scenarios. Using the preliminary public realm plan provided by the City and City input, we will further develop the schematic design of the two stormwater management scenarios.

We will engage City staff at a working meeting to develop consensus on TBL analysis parameters and project definition for the two stormwater management scenarios. A high-level list of project features and feature sizing assumptions will be developed and quantified. Schematic designs will be developed to summarize project features, performance expectations, rough feature sizing, space requirements, estimated costs and operation/maintenance considerations.

Deliverables: Meeting with CRWD and City staff to discuss and agree on inputs/assumptions for the two stormwater scenarios. A brief technical memo summarizing the agreed-upon inputs/assumptions. This information will be used to populate the Task 2 portion of the TBL analysis summary table. Digital files depicting georeferenced schematic designs of the two scenarios in plan-view will be provided to CRWD and the City.

3. Phase 2, Task 3 - Identify possible trade-offs or balances between baseline and centralized stormwater infrastructure systems. The focus of Task 3 is to identify tradeoffs and build the cost and benefit story for the proposed design approaches, both qualitatively and quantitatively. We will deploy sustainability analytical tools (such as life cycle assessment (LCA), iTree, or others) to develop preliminary quantitative estimates related to cost, green infrastructure performance, footprints (greenhouse gas, water, embodied energy) and other sustainability metrics. A complete assessment of the entire project is not proposed at this time; rather the focus is on characterizing community-level benefits of a few key infrastructure systems. Key City goals identified during Task 1 may be included to more fully define the alternative infrastructure approaches (such as potable water conservation, impervious surface reduction, grid mix vs. renewable energy strategies, landfill waste reduction, trip generation and reductions in vehicle-miles-traveled, etc.)

Deliverables: A brief technical memo summarizing qualitative and quantitative comparison of tradeoffs for the two stormwater scenarios. This information will be used to populate the Task 3 portion of the TBL analysis summary table.

4. Phase 2, Task 4 – Perform an AutoCASE evaluation. Using the sustainability profile foundation built in Tasks 1-3, we will work with the City, CRWD and Impact Infrastructure, LLC to build an AutoCASE software cost/benefit analysis of the two stormwater management scenarios. This task consists of building economic models to compare monetized costs and benefits for the two approaches. This task includes one workshop to discuss and define AutoCASE parameters with staff from the City, CRWD, Barr Engineering and Impact Infrastructure.

Deliverables: A brief technical memo summarizing the workshop results, AutoCASE economic model assumptions, estimated benefits, estimated costs and other useful model findings. This information will be used to populate the Task 4 portion of the TBL analysis summary table. One (1) workshop.

A fully populated TBL analysis summary table will be provided at the completion of Phase 2 tasks.

Phase 2 Schedule November 2015 Phase 2 Budget Task 1: $4,305 Task 2: $12,775 Task 3: $12,110 Task 4: $44,345 (includes $27,500 for Impact Infrastructure) Total: $73,535 (Future) Phase 3 The intent of Phase 3 is to further develop the TBL analysis to include characterization of the proposed project using Institute for Sustainable Infrastructure (ISI) Envision framework. Ideally, at the conclusion of Phase 2 the City will select one preferred scenario for stormwater management at the site to move forward with further development.

1. Phase 3, Task 1 - Perform an indicator mapping exercise to translate available City vision, goals and metrics into a single point-based ISI Envision performance profile. This is intended to assist the CRWD and City team in summarizing & tracking relative infrastructure sustainability using discrete building blocks in each Envision category. This is intended to consolidate the majority of the City and CRWD vision into one objective, widely-accepted framework for measuring sustainability performance and demonstrate how the two stormwater scenarios compare.

Deliverables: A brief technical memo and tables summarizing a conceptual-level allocation of potential ISI Envision points for the one preferred stormwater management scenario.

2. Phase 3, Task 2 - Perform an exercise with the City to suggest what Envision category and performance level may be the responsibility of the City, Developer, etc. In coordination with the City and CRWD, we will hold a working session to conceptually allocate Envision sustainability

performance indicators to stakeholders for one stormwater scenario. The goal of this allocation step is to assist the City and their team identify: • what Envision performance goal is appropriate for the project (compliance, improved, enhanced, conserving, restorative)?

• what Envision achievement level would be desired (Bronze, Silver, Gold, Platinum)?

• what Envision points might be the responsibility of the City?

• what Envision points might be the responsibility of a developer?

• what Envision points might be the responsibility of other stakeholders?

• what Envision points affect future work scoping and implementation timelines?

Deliverables: A brief technical memo summarizing the workshop results, including summary tables arranged using the Envision point framework.
