BIG CHANGES TO PROPERTY FINANCE What an interesting couple of weeks it has been for the property industry! First there was the unexpected result of the federal election; most of us expected to see Labor in the leadership position, bringing with them a raft of significant changes to property tax legislation. With that policy now firmly off the table and some certainty back in the real estate industry, we´re already seeing buyers regain confidence and start to take action on their property goals, whether shopping for their own home or an investment. The next piece of positive news has come in the form of an update from the Australian Prudential Regulation Authority (APRA), which has announced plans to reduce the 7% criteria on serviceability calculations for residential mortgages. Instead, they will allow banks to assess loans at 2.5% above current rates.
For those who aren´t sure what this means, it works something like this: when you apply for a home loan, the bank currently assesses your borrowing power as if you´re paying an interest rate of 7%. This is a safeguard to ensure that you´ll be able to make your repayments, even if interest rates increase. The problem with this guideline rate is that at 7% or above, it´s almost double the current market rates of 3.5-4%. "The assessment rate will drop from approximately 7.25% to around 6%. This will open the door to many more buyers, who will now be able to take out a loan had it not been for the high serviceability calculations," said REIWA President Damian Collins. APRA will undertake a fourweek consultation period, closing on 18 June 2019, before releasing updated guidelines for deposit-taking institutions. If passed, borrowers will qualify for tens of thousands of dollars in additional lending - which could see competition and demand ramp up. Translation: if you´re in the market to buy, get your skates on.
