The Department of Science and Technology-CAR has met a lot of changes in CY 2012, the biggest of which is in the management of the agency. After 19 years of serving as the Regional Director of DOSTCAR, Dr. Ben D. Ladilad transferred to the Benguet State University as President on December 5, 2011. Dr. Nancy A. Bantog, the Assistant Regional Director for Field Operations Services was appointed Officerin-Charge, Office of the Regional Director from December 6, 2011 to July 19, 2012. On July 20, 2012, I assumed the Regional Director post of the DOST-CAR. It is then a privilege for me, along with the management and staff of this agency to present to the public, the highlights of our accomplishments as the key advocate of Science and Technology in the Cordillera Administrative Region. We have successfully implemented our mandate as the regional arm of the DOST to implement Technology Transfer and Commercialization Programs in pursuit of development in the Cordilleras. Under the Department’s banner program, the Small Enterprise Technology Upgrading Program (SETUP), we have assisted a total of 181 MSMEs through the provision of technology innovations that are meant to upgrade the firms’/beneficiaries’ production processes. For CY 2012, we have targeted 33 SETUP projects and successfully accomplished 54 new projects regionwide. Under the Community-Based and Firm level categories, a total of 31 new projects were approved. All these technology transfer initiatives have provided a total of 465 technology interventions to our cooperators in the region. Aside from this, we have continuously provided quality services such as technical consultancy services, technology trainings, seminars and fora, microbiological and chemical laboratory testing, and scholarship services, among others. This annual report will show what DOST-CAR has done with the mandate that was entrusted to this agency. As stewards in government service, we believe that we have done our roles in promoting Science, Technology and Innovations in support to regional economic development. And we will not rest on our laurels. The public may be rest assured that we will continue to work harder for the advancement of Science and Technology in the Cordilleras!

he DOST-CAR is the key office in charge of technology transfer and commercialization in the Cordillera Administrative Region. This mandate is fully supported by Executive Order No. 43, series of 2011 entitled “Pursuing our Social Contract with the Filipino People Through the Re-organization of the Cabinet Clusters”, wherein several Key Result Areas were identified to be provided by the respective government agencies in order for the new administration to achieve its vision particularly on “An organized and widely-shared rapid expansion of our economy through a government dedicated to honing and mobilizing our people’s skills and energies as well as the responsible harnessing of our natural resources”. The DOST falls under Section 2, KRAc of this Executive Order, which is the rapid, inclusive and sustained economic growth. Basically, it is the achievement of “rapid economic expansion that generates jobs and livelihood and increase the income of the poor while moving away from the boom-and-bust cycle of the economic performance of the past”.

Highlights

Under the Regional Grants in Aid program, the implementation of the Community Based Projects (CBP) and special firm level interventions, a total of 31 new projects were approved composed of 10 CBPs and 21 firm-based projects, providing 123 technology interventions to 43 firms in CAR. There were a total of 36 and 49 technology trainings implemented in CY 2012 for SETUP Core Funded Projects and Non-Core Funded Projects, respectively benefitting a total of 2,085 participants. To effectively achieve this, the DOST-CAR has continued to support Micro, Small and Medium Enterprises (MSMEs) through its Small Enterprise Technology Upgrading Program (SETUP-Core funded) and other beneficiaries through its projects under the Regional Grants-in-Aid. Science and technology interventions were provided to the beneficiaries/cooperators in terms of provision of appropriate technology, training/fora, consultancy services, laboratory services, packaging and labeling services and other technical assistance.
Technology Clinics/Investors’ Fora were conducted with 100 firms participating. A total of four (4) Research and Development Institute (RDI) patented technologies were likewise commercialized in the provinces of Abra, Ifugao, Kalinga and Mountain Province. The said technologies were on the mechanized sugarcane mill/presser/juicer of MIRDC, pine oil extractor, vinegar acetator and wine fermenting kit of ITDI, and veggie bread of FNRI.
For CY 2012, DOST-CAR accomplished 54 projects regionwide. As such, the agency was able to implement a total of 184 Core-funded SETUP projects since its inception in 2002. This is translated to a total of 342 technology interventions provided to 124 firms in
In support to the improvement of packaging and labeling of MSMEs, 47 label designs were provided to 34 firms. These were funded under the SETUP Core and Non-Core funding mechanisms. As a result of the technology interventions, the firms assisted were able to

penetrate a total of 35 new markets which consequently facilitated the increase in income of the beneficiaries. In a bid to improve the manufacturing and agricultural sector through the provision of technical consultancy services, DOST-CAR assisted 25 manufacturing firms and 66 agricultural farms under the Manufacturing and Productivity Extension (MPEX) and Consultancy for Agricultural Productivity Enhancement (CAPE) programs respectively. The MPEX beneficiaries for the year were on food and GDH sectors in Abra, Baguio City and Benguet while the CAPE beneficiaries were coffee producers in Abra and Mountain Province. The Regional Standards and Testing Laboratory (RSTL) of DOST-CAR have once again surpassed its targets for the year. A total of 10,671 testing services were rendered to 1,400 customers and 478 firms generating an income of Php2,051,000.00 vis-a-vis the target of 9,000 testing services rendered, 1,400 customers served, 470 firms assisted and Php1,700,000.00 income generated. The customers served were from the water business, Micro Small and Medium Enterprises (MSMEs), vegetable dealers, students, fast food chains, dialysis clinics, Local Government Units (LGUs), Local Government Associations (LGAs), Non-Government Organizations (NGOs), cooperatives, private individuals, gasoline stations, hotels, contractors, mining companies, and IT hubs. DOST-CAR, being the vice-chair for the Disaster Prevention and Mitigation of the Cordillera Regional Disaster Risk Reduction and Management Council (CRDRRMC), has implemented various activities such as the installation of three (3) Automatic Rain Gauges (ARGs) in Apayao, Ifugao and Baguio City. Furthermore, six (6) fora were conducted on the use of the Manual Rain Gauge (MRG), ARG and Automatic Weather Stations (AWS) and Hazard Risk Assessment in Benguet, Mountain Province, Ifugao and Apayao. DOST-CAR also actively participated in the “Capability Building in Mainstreaming Disaster Risk

Reduction and Management - Climate Change Adaptation (DRRM-CCA) in Local Planning” in coordination with various agencies. As a result of the collaboration, the Information Database System on DRRM-CCA was mainstreamed in the LGUs’ Comprehensive Development Plans (CDPs) and Comprehensive Land Use Plans (CLUPs). Aside from these, DOST-CAR participated in the “Local Disaster Risk Reduction and Management Plan Formulation Workshop” in all provinces of the region. As such, the Local Disaster Risk Reduction and Management Plan (LDRRMP) was formulated in all provinces and municipalities of CAR. Assistance to DOST Scholars of the Science Education Institute continued for the year. A total of 303 scholars in the accredited Higher Education Institutes (HEIs) in the region were continuously monitored. Of these, 84 are new scholars who passed the exam given in 2011 effectivly replacing the 70 scholars who graduated within the year. For the SEI scholarship examination given in November 2012, a total of 1,152 students took the exam. The regional office likewise provided support to the PSHSCAR in the processing of examinees for the National Competitive Exam (NCE) in September 2012. To aid in the prevention of dengue incidence in the region, the agency provided OL-Trap Kits to 11,793 classrooms identified by DEPED-CAR. The roll-out was facilitated by the Provincial S&T Centers through the coordination of PSTC-Benguet. The construction of the Provincial S&T Center buildings in Abra, Apayao, Ifugao and Kalinga are on-going. The PSTC building for Mountain Province was completed and inaugurated on December 12, 2012.

Notable S&T Promotion activities include the assistance to the conduct of the National Science and Technology Week (NSTW) and the Northern Luzon Cluster S&T Fair in MMSU, Batac, Ilocos Norte as well as in trade fairs conducted in the provinces. DOST-CAR also actively promoted the Department’s programs, projects and activities through press releases in the tri-media, in the official newsletter of DOST-CAR, the Cordillera S&T Gazette and in the conduct of four (4) press conferences dubbed “Kapihan sa DOST-CAR”. Other important activities such as support to the different R&D Consortia in the region namely the Highland Agricultural Resources Research and Development Consortium (HARRDEC), Cordillera Industry and Energy Research and Development Consortium (CIERDEC) and the Cordillera Regional Health Research and Development Consortium (CRHRDC) were maintained. Simultaneous support was provided to the Aerospace Industry through the “Clustering of the Regional Enterprises of CAR for Agri-Industrial Machinery and Parts Manufacturing” project. Networks and linkages with government and nongovernment entities such as the LGUs, HEIs and other NGAs were sustained.

Under the Human Resource Development Program for DOST-CAR, 56 training programs were attended by 33 staff (27 permanent and 6 contracted). These were trainings sponsored by the DOST system, Development Academy of the Philippines (DAP), LGUs, National Government Agencies (NGAs), University of the Philippines (UP), Civil Service Commission (CSC), Career Executive Service Board (CESB), Merck Inc. and Association of Government Internal Auditors (AGIA). It must also be noted that the office implemented 100% publication of procurement awards and bid invitations in the PHILGEPS. It must also be noted that the DOST-CAR initiated the Science and Technology for the Enhancement and Advancement of Municipalities (STEAM) Program in 2012. STEAM is designed to technically equip identified municipal science and technology coordinators from all municipalities in CAR, establish a network of capacitated and high performing local S&T coordinators in the region and ensure the effective collaboration among LGUs, LGAs and other stakeholders in development project planning and implementation. The initial activity conducted under this new program is the Orientation Seminar on Development Project Identification and Project Proposal Writeshop held during the last quarter of 2012 in all provinces of the region.

The DOST-CAR had a total allotment of Php81,780,009.00 for CY 2012. Of this budget, Php26,701,087 was spent for SETUP projects and Php584,032.00 was used for the Establishment/ Strengthening of the DOST Regional Metrology Laboratory Services. The rest was used for the regular operations of the agency including the construction of the Provincial S&T Center buildings and the implementation of the Regional GIA projects. A total budget of Php22,931,848.00 was also disbursed through various programs and projects, the bulk of which was used for the S&T Undergraduate Scholarship Program (Php16,082,508.00). Other projects and programs funded include the Capability Building of the Metalworking Industry in CAR for Aerospace and High

conomic policies has been geared in supporting and sustaining the growth of the manufacturing industry through the development of the micro, small and medium scale enterprises (MSMEs) in the communities. The government has long been acknowledging the role played by the MSMEs in the upliftment of the economic condition of the country and employment generation particularly in the less developed areas. The Department of Science and Technology (DOST) through the Small Enterprises Technology Upgrading Program supports such policy and endeavored to make DOST services and programs respond to the technological and innovative needs of the MSMEs.

Specifically, DOST-Cordillera Administrative Region is committed to provide responsive S&T interventions to MSMEs in the CAR to improve their productivity and enhance their competitiveness in both local and international markets. It promotes the adoption of technologies and innovations in view of poverty alleviation, and fostering growth and development in the countryside through the creation of livelihood and value-adding opportunities. Through Small Enterprises Technology Upgrading Program (SET-UP), there is more focused package of assistance for MSMEs. This assistance enables the firm to address their technological problems through technology transfer and technological interventions to improve productivity and
competitiveness in terms of better product quality, human resource development, production cost reduction and waste management, and other operation-related activities.The priority areas of SETUP have expanded to accommodate emerging industries such as health/ pharmaceuticals and information and communications technology (ICT). These two are added to the original six priorities namely (a) food, (b) furniture, (c) Gifts, decor, housewares, dyes and textile, (d) horticulture, (e) metals and engineering and (f) aquaculture. For the year in review, DOST approved 72 projects for the firms to be provided with S&T interventions; however, three (3) were withdrawn thus a total of 69 projects are being implemented (Table 1). The various S&T interventions for the 69 firms, cognizant of their goal towards productivity and competitiveness, amounted to PhP27,624,268.00. These 69 additional firms for CY 2012 made the CAR’s SETUP assisted projects to 181 firms regionwide (Table 2) since SETUP was implemented in CY 2002. The substantial increase in firms who availed of SETUP this year could be attributed to localized proposal evaluation by external evaluators resulting to shortened proposal processing, and downloaded approving authority of projects requiring PhP1M and below to the DOST Regional Directors.

Out of the 181 projects, 16 cooperators finished their repayments thus the equipment ownership was transferred to them, 86 firms with completed projects, 11 projects terminated, 48 on-going projects, and 20 newly approved projects (Table 2). Table 2. Summary of project status by province

Firms from the food industry sector (80 or 44.20%) were the most MSMEs provided with S & T interventions (Fig. 4) followed by firms that belong to GDH and Textile (18.23%), furniture (15.47%), metals and engineering (9.94%), horticulture (6.08%), aquaculture (4.97%), environment/ energy (0.55%) and health/pharmaceuticals (0.55%).

Province of Abra
For the Province of Abra, a total of nineteen (19) firms availed of various S&T interventions through SETUP, eleven (11) of which are approved in CY 2012 (Table 3). Of the 11 firms, 8 belong to the food industry while the other three (3) are on gifts, decors, textile and housewares (GDH). For the past 10 years since SETUP was implemented region wide, CY 2012 was a breakthrough for Abra S&T Center having 58% of its total SETUP projects approved.

City of Baguio
To date, the USTC-Baguio has thirty one (31) approved projects but two (2) projects in CY2012 were withdrawn. Three (3) MSMEs finished their repayments and the equipment acquired through the project were turned over to the firm owners. One of these three has availed of SETUP the second time demonstrating the need to further integrate innovations and technologies on the firm’s manufacturing operations. CY 2012 showed another year of achievement for the center with the additional eight (8) firms (Table 5). The allotted amount for the newly approved projects was Php 3,891,750.00. With Baguio as the commercial hub of the region, most firms assisted through SETUP fall under the food sector. In fact 13 (45%) of the 29 firms are all on food processing.

Regional Grants-in-Aid Projects
T
he Regional Grants-in-Aid projects of the DOST-CAR were used primarily for the implementation of CommunityBased Projects (CBPs) and Firm-level projects. For the CBPs, identification of projects were based on the DOST priority commodities and on the regional, provincial and municipal development plans or niches. Likewise, most of the projects were identified in consultation with the local government units and other stakeholders. To ensure that the funds are optimized, DOST-CAR prioritized projects based on the sustainability of raw materials, marketability, and existing or new entrepreneurial projects with better economic potential. Firm level projects on the other hand are regional GIA projects implemented by the agency for firms that are not qualified for assistance under SETUP or CBP primarily because these firms are start-up ones. For CY 2011, a total of 20 CBPs and 18 firm-level projects were implemented. The impact of the technology assistance to these projects was verified in CY 2012. The Community-Based projects have effectively provided not only technology trainings but appropriate equipment needed for various livelihood projects under the food, GDH and metals and engineering sectors. One example of such project is the “Upgrading of Highland Muzcovado Processing in Lias, Barlig, Mountain Province wherein the equipment provided by the regional GIA is now being used by the community to produce their own muscovado. For the firm-level projects, the assisted firms were able to achieve gross sales of PhP3.3M and generate an employment of 106 workers and an average productivity of 12.09%. These figures are representative of the seven (7) firms provided with technology assistance/equipment upgrading while the other 11 firms were provided with technical assistance in the form of technology trainings, shelf-life testing and product improvement and packaging and labelling. Regional Standards & Testing Laboratory
T
he ISO/IEC 17025:2005 accreditation of the Regional Standards and Testing Laboratory (RSTL) was re-confirmed by the Philippine Accreditation Office during the surveillance audit on January 20, 2012. As such, RSTL continued to provide internationally-accepted laboratory testing services to the public. These include microbiological and physico-chemical analyses of water, food, fruit wines, and vegetables. RSTL also continued to serve as a Water Testing Laboratory (WTL) as its accreditation under the Department of Health is valid until December 31, 2013. As a WTL, RSTL provides physical, bacteriological, and chemical analyses of water samples. For 2012, a total of 2,537 samples had been analyzed, 10,671 tests conducted, 1,400 customers with 478 firms served, and P2,051,497.50 income generated. Table 12 shows the breakdown of accomplishment per laboratory. Table 12.

The types of samples analyzed, number of tests, number of customers, and income of the Chemical Laboratory is presented in Table 13. Water samples comprise majority of the samples analyzed. The parameters tested for drinking water were pH, turbidity, total dissolved solids, chloride, nitrate, sulfate, calcium, total hardness, and lead. Other parameters tested were oil, grease and total suspended solids for wastewater. Food samples were analyzed for proximate analysis and/or nutrition facts. Plant samples were tested for their phytochemical constituents – alkaloids, tannins, saponins, flavonoids, anthraquinones, cyanogenic glycosides, and steroids. Wine samples were analyzed for alcohol and methanol contents, and acidity among others. Table 13.

Table 14 shows the accomplishment of the Microbiological Laboratory per type of sample. Similar to the Chemical Laboratory, majority of the samples analyzed were water samples. The parameters tested for drinking water, fastfood water/ice, dialysis center reverse osmosis water were total coliform, fecal coliform, and heterotrophic plate count. Other water samples were also tested for Pseudomonas aeruginosa. Vegetable samples were analyzed for coliform and Escherichia coli. Food samples were tested for total coliform count, Escherichia coli count, aerobic plate count, yeasts and molds, Staphylococcus aureus, Salmonella detection, and Pseudomonas aeruginosa detection. Antimicrobial susceptibility test were conducted on the plant samples. Pure culture of Staphylococcus aureus and Escherichia coli were sold to students for their research studies. Table 14.

Majority of the customers served by RSTL were from Baguio City and Benguet. Others came from the other provinces of CAR, Region 1 (La Union, Pangasinan, Urdaneta City, Ilocos Sur), Region 2 (Quirino, Isabela, Nueva Vizcaya), Region 3 (Nueva Ecija), and General Santos City.

To ensure accuracy of results provided by equipment being used in testing, in-plant calibration of equipment were conducted by the Analysis and Testing Division of the Metals Industry Research and Development Center (MIRDC) on September 17-21, 2012. The thermometers, thermohygrometers and other small items were sent for calibration at MIRDC, Bicutan, Taguig City. The calibration of equipment is funded by DOST-CAR and the DOSTIX spearheaded project, “Strengthening the Testing and Analytical Capabilities of DOST Laboratories to Support the Competitiveness of Local Industries (STARLABS).� Also, through the STARLABS Project, RSTL was able to procure a Microwave Digestion System. This equipment shortens the time of preparation of various samples, reducing chemical usage and costs, ensuring safety to analysts and the environment, among other advantages. To assess the competency of RSTL, the Microbiological laboratory participated in two (2) food and two (2) water proficiency testing programs. Trainings, seminars, and meetings were participated by RSTL staff to further enhance their knowledge.

In Abra, it was Mr. Valentino L. Macanes,who was tapped again as the consultant partner in the implementation of the project. The on-going technical interventions being implemented include the following: (1) Conduct of on-farm seminar-training and actual demonstrations on coffee production technologies; (2) Applications of recommended fertilizers for coffee (organic and inorganic fertilizers); (3) Pests and disease control and management for coffee; (4) Weeding of coffee farm, particularly ring weeding to minimize labor costs; and (5) Rejuvenation of the old and unproductive coffee trees. In Mountain Province, the 10 clusters is benefiting 25 coffee-farm beneficiaries in the two (2) Barangays of Lias Silangan and Lias Kanluran of the municipality of
Farm-level validation of the CAPE Inception Report last June 29, 2012 at one of the citrus farms of a cofee producerbeneficiary where coffee is intercropped.
Barlig. The project implementation started in June 2012 and is expected to be completed in June 2013. The 10 clusters was awarded to two (2) consultant firms. Clusters 1 to 5 which is composed of 11 coffee farm-beneficiaries is under the JBCV Consultancy and Managements Services with Dr. Janette Visayan as the lead consultant while clusters 6 to 10 with 14 coffee farm-beneficiaries was awarded to XIJEN College with Ms. Ligaya Poled as the Chief Consultant. The technical assistance/interventions introduced by the JBCV includes the following: (1) Farm sanitation and maintenance such as weeding, clearing and shade thinning in thickly forested farm areas and the planting of shade trees; (2) Introduction of contour farming; (3) Organic fertilization and (4) Improvements of foot trails leading to the farms. On the other hand, the technical interventions introduced by the XIJEN College are as follows: 1. Training and demonstration on coffee farm establishment and expansion areas to be integrated with coffee. (a) On-site training and actual demonstration on coffee production cultural management; (b) Application of recommended fertilizers through waste management and production of organic fertilizers; (c) Pest and disease control through the production of bio-organic pesticide; (d) Farm sanitation through weeding; (e) Pruning and rejuvenation of old and unproductive coffee plants. 2. Train farmers on farm plan budgeting and record keeping. 3. Introduction of land terracing or sloping agricultural land technology to prevent soil erosion. 4. Training and demonstration of post harvest technologies and the operation of the de-pulper and proposed for additional equipment such as de-huller. 5. Organize coffee growers to establish a coffee collection center or strengthen RIC as buyers of coffee berries to be processed. 6. Training/demonstrations on packaging and labeling. 7. Inculcate the value of coffee as a beverage and conduct coffee taste test and product preparation.

or this year, two projects were implemented. The first project was implemented in Kalinga and Ifugao while the second project was implemented in Abra, Baguio and Benguet. The consultancy-partner in the 1st project was the Covenant Consultant International, Incorporated (CCII), a long term partner of TAPI-DOST in the implementation of the MPEX program in the country for the past years. F
or the year, the projects implemented were funded through the agency’s regional grants-in –aid (GIA) fund and Small Enterprise Upgrading Program (SETUP)-DOST. The projects were implemented by the seven provincial and urban sciences and technology centers in the region. Small Enterprise Technology Upgrading Program DOST Academe Technology-Based Enterprise Development (SETUP-DATBED) Program
T
o date, Benguet State University (BSU) and Kalinga-Apayao State College are the two schools accredited by the Technology Application and Promotion Institute (TAPI)-DOST in the region. The accredited school is entitled to submit student proposals within the sectors covered by the program for possible funding assistance. Accreditation of the other schools is dependent on the submission of the school’s proposed implementation plan/guidelines to be endorsed to TAPI- DOST for evaluation. The evaluation of the implementation plan/guidelines includes the on-site inspection of the school facilities.

Technology Trainings
A
total of 83 technology trainings were implemented for the year. These were funded under the SETUP Innovation System Support (ISS) Program (36) and under the Regional GIA (47). Through the implementation of these technology trainings, various technologies were diffused to DOST-CAR cooperators and customers such as dye extraction, food safety and Good Manufacturing Practices (GMP), meat processing, product packaging and labeling, and techniques in wood finishing and wood waste utilization, among others. Resource speakers for the said trainings came from the DOST systems such as the Research and Development Institutes (RDIs) as well as from local experts in the region. Likewise, a total of 268 firms and 2,045 participants benefitted from this program.

Technology Clinics/ Investors’ Fora
T
echnology Clinics and Investors’ Fora were conducted primarily to disseminate the Department’s programs, projects and activities. For 2012, a total of 28 such activities were conducted and funded under the SETUP Core (10) and Regional GIA (28). Aside from the Forum on DOST-CAR programs and services, other activities implemented under this include the DOST-CAR Orientation cum Writeshop for all provinces in CAR, Forum on using locally fabricated styro/plastic densifier for recycling waste styro/polybags into GDH products, Biogas Technology, Livelihood Partnership and Business Information Forum, and Climate Change, AWS and ARG, among others. A total of 240 firms and 1,306 participants benefitted from the conduct of these technology clinics and investors’ fora.

Science & Technology Promotion National Science and Technology Week
T
he celebration of the National Science and Technology Week (NSTW) was held from July 1014, 2012 at the SMX Convention Center, SM Mall of Asia Complex, Pasay City with the theme, “Science, Technology and Innovation: Working Together for Growth and Development”. Previously called as the Philippine National Science Week in the 1950s, the NSTW was instituted by virtue of Presidential Proclamation 2214 in 1982 and has since become the platform of informed exchanges on important S&T issues, developments, and locally developed technologies.

National Invention Contest and Exhibit

OST-CAR identified the region’s finalists during the 2011 Regional Invention Contest and Exhibit held at the Benguet State University. High school students from the UB Science High School and college students from the Saint Louis University won 1st place and 3rd place, respectively, under the Creative Research (SIBOL Award) Category in the 2012 NICE Competition held last July 10-14, 2012 at the SMX Convention Center, SM Mall of Asia Complex, Pasay City. The entry entitled “Biomimetics: Ultrasound Guide for the Blind” by Ms. Chyla Peñafiel, Ms. Kate Orduña Chiqui and Mr. Kenneth Choy of the UB Science High won 1st place under the SIBOL Award, high school category while the “Micro Controller Based Breath Analyzer Used in Alcohol Content Detection for Ignition Interlock” of Ms. Sonia B. Saley and Christian B. Rebogio of SLU won 3rd place under the college category. Special awards were likewise given to the winners. UB Science High’s entry was given a special award (1st prize) from the Federation of Filipino Chinese Chamber of Commerce and Industry, Inc. (FFCCCII) while SLU’s entry won two (2) special awards namely: Philippine Development Alternatives Foundation (PhilDAF) Award (2nd place); and FFCCCII Award (3rd place). It can be recalled that these winners were the identified finalists, chosen to represent CAR in the 2012 NICE, during the DOSTCAR Regional Invention Contest held last September 28, 2011 at the Benguet State University, La Trinidad, Benguet.

his Northern Luzon Cluster Science and Technology Fair was conducted on July 30 – August 3, 2012 at the Mariano Marcos State University (MMSU), Batac, Ilocos Norte. DOST Region 1 was the host for the event with full support from DOST-CAR and DOST Region 2. The theme for this year’s NLC S&T Fair, which was adapted from the National Science and Technology Week (NSTW) Theme is “Science, Technology and Innovation: Working Together for Growth and Development. As such, several activities were implemented in order to support the theme of using S&T and Innovation in achieving sustainable growth not only in the regions but in the whole country as well. These activities include Science and Technology Exhibits from the DOST System and attached research and development agencies as well as State Universities and Colleges (SUCs), Technology Fora, S&T Interactive Exhibits specifically for students, press conference and Technology Bazaar. In terms of the technology fora conducted, several topics were covered ranging from food processing to furniture to solar power generation and climate change mitigation and adaptation A total of 853 participants from partners in government, SUCs, MSMEs and LGUs attended the fora. Likewise, resource speakers from FNRI, REFMAD Farms, Postharvest and Seed Sciences Division, ITDI, MMSU, BFAR Tanay, FPRDI, UNP Vigan, ITDI, Solar Power Corp., BPSU, PAGASA and UP Diliman shared their expertise in the 16 techno fora sponsored during this fair. Over 19,000 guests came to view the technology exhibits of the DOST Research and Development Institutes, Councils and Service Institutes as well as SUCs and Consortia from the three regions. For the Technology Bazaar, DOST cooperators from the three (3) regions who availed of the booths were not only able to promote their products but were likewise able to generate income, albeit the short duration of the fair. As per records of the DOST NLC secretariat, the 35 cooperators who availed of the techno bazaar were able to generate an income of Php619,344.24. The Science Interactive Exhibits catered to about 6,687 students, both high school and elementary from Regions 1, 2 and CAR. This is the newest addition or feature of the NLC fair which included the DOST-SEI Science Explorer, PAGASA Mobile Planetarium and film showing of informative videos from SEI, PAGASA and PHIVOLCS.

everal provincial fairs sponsored by other agencies were attended by the Provincial S&T Centers. These fairs include provincial festivals such as the Abrenian Kawayan Festival in Abra, Luna Agro-Industrial Fair in Apayao, Panagbenga Festival in Baguio City, Adivay in Benguet, Lang-ay Festival in Mountain Province, Gotad ad Ifugao in Ifugao, and the Ullalim Festival in Kalinga. he DOST-CAR Regional Library continued to perform its functions to provide S&T information services that are responsive to the needs of the customers in the region. A total of 4,085 library users comprised of students and researchers availed of the services of the library.

MIS / ICT Development
T
he Management Information Systems has provided the needed ICT support in the overall operations of the agency. For CY 2012, several support activities were provided such as: 1. Support to the Disaster Risk Reduction Management (DRRM) There were three (3) Automatic Rain Gauges installed in the provinces of Apayao, Ifugao and Baguio City. The MIS staff spearheaded the installation of these ARGs in the three (3) areas and continuous support and maintenance is provided to the ARGs installed in 2011. To date, a total of seven (7) ARGs and seven (7) manual rain gauges were installed in the region. Aside from these, the MIS staff were tapped as resource speaker/facilitator in various DRRM activities wtith topics related to the DOST-CAR’s role in Disaster Prevention and Mitigation. 2. Support to STARBOOKS Digital Library The STARBOOKS Digital Library was installed at the DOST-CAR Regional Library for students and researchers as well as at the Ifugao State University. Support from the unit together with the Science and 3. SETUP Projects Information System An information system on SETUP projects was initiated during the last quarter of the year. The system was designed primarily to manage the data collected on all the projects of SETUP in the region. The system will facilitate the easy access and retrieval of information and the creation of reports. Science & Technology Scholarship Program DOST-SEI Undergraduate Scholarship
T
he Department of Science and Technology- Science Education Institute (DOST-SEI) Undergraduate Scholarship Program has consistently performed its mandate to develop a scientifically and technologically literate citizenry, and accelerate the development of S&T human resources needed for socio economic development. A total of 70 scholars graduated last March and April from the various colleges and universities. The DOST-CAR SEI staff, together with those of DOST-SEI conducted the simultaneous 2012 S&T Undergraduate Scholarship examination for fourth year high school students from the Cordillera Administrative Region (CAR) and nearby provinces. A total of 86 students passed the examination, with 77 qualifying for the RA 7687 program and 9 under the Merit program. The scholarship orientation and signing of the scholarship agreement was held at the University of Baguio on May 3, 2012. The qualifiers, together with their parents/ guardians were informed regarding the DOSTSEI scholarship program such as scholarship policies, privileges, service obligations and support programs. After the orientation, the signing of the scholarship agreement was done. The qualifiers were likewise advised to pursue careers in the Basic and Applied Sciences, Engineering, and Science and Mathematics Teaching. A total of 104 new scholars were enrolled in the SEI accredited State Universities and Colleges (SUCs) and Private Education Institutes (HEIs) in CAR, 46 of which were endorsed by other regions.

On May 7 - June 1, 2012, the Summer Orientation and Enrichment Program (SOEP) was conducted for the 2012 RA 7687 scholars at the Saint Louis University, Baguio City. This was participated in by 63 scholars. The objective of the program is to level-off the preparation of the scholars in English, Mathematics, and Physics, and to prepare the scholars in their adjustment to college life through lectures on proper study habits and other techniques that can lead to their success in getting their BS degrees. The refresher courses provided on the other hand, focused mainly on four (4) areas which include Basic English (Grammar, Usage and Technical Writing); College Mathematics (College Algebra, Trigonometry and Analytic Geometry); Physics; and Psycho-Social Skills Development.

Accelerated Science & Technology Human Resource Development Program (ASTHRDP)

he ASTHRDP grants scholarships for Master’s and Doctorate degrees and Thesis/ Dissertation for priority fields of study in Agriculture, Forestry and Natural Resources, Biological Sciences, Biotechnology, Chemical Sciences, Earth, Atmospheric and Space Sciences, Environmental Science, Information and Communication Technology, Materials Science and Nanotechnology, Pure and Applied Mathematics, Health and Pharmaceutical Sciences, and Pure and Applied Physics. The ASTHRDP aims to accelerate the production of high-level S&T human resources needed for the S&T activities in the country, especially in research and development (R&D). The objectives of the program are (1) to help improve the country’s global competitiveness and capability to innovate through alternative approaches on HRD in S&T and (2) to accelerate the production of high-level human resources needed for S&T activities particularly in the area of R&D. T
he CARE Scholarship Program (CSP) is an integral part of the CARE outreach program which aims to provide opportunities for the less fortunate and improve the quality of life of people within CAR.

Clustering of Regional Enterprises for Agro-Industrial Machinery and Parts Manufacturing (CREAMM-CAR Project) In support to the implementation of this program, DOST-CAR together with the Metals Industry Research and Development Center (MIRDC-DOST) facilitated the organization of the Cordillera Aerospace and Industrial Manufacturing Technologies Corporation (CAIMTEC). The CAIMTEC is continually being developed in order for the corporation to meet the high standards of the Aerospace Industry. As such, several strategic planning and TNA activities as well as study tours were done during the year. One such study tour was the experiential learning and benchmarking tour of metal industries under the project, “Management Skills Upgrading in Aerospace and High Technology Manufacturing of the Metals and Engineering Industry Cluster�, which was funded by the Regional Development Council (RDC-CAR). Aside from these, the DOST-CAR assisted members of the CAIMTEC in the preparation of proposals for the Small Enterprise Technology Upgrading Program (SETUP). Likewise, the Memorandum of Agreement with the Technical Education Skills Development Authority (TESDA-CAR) in terms of the provision of the needed trainings for the CAIMTEC members was initiated within the year.

Disaster Risk Reduction and Management (DRRM) Activities n May 27, 2010, then President Gloria Macapagal Arroyo signed Republic Act No. 10121 as known as the “Philippine Disaster Risk Reduction and Management Act of 2010” which is “An act strengthening the Philippine Disaster Risk Reduction and Management System, providing for the national disaster risk reduction and management framework and institutionalizing the national disaster risk reduction and management plan, appropriating funds therefore and for other purposes.”

The DOST-CAR TWG on DRRM spearheaded the conduct of fora on the use of MRG, ARG and AWS and on Hazard Risk Assessment in Irisan, Baguio City; La Trinidad, Benguet; Tadian and Bontoc, Mountain Province; Lamut, Ifugao and Luna, Apayao. The main objective of these fora were basically to enhance the capacities of communities to reduce their own risks and cope with the impacts of all hazards which is why the activity was done together with the PHIVOLCs, PAGASA, and MGB.
Consistent with RA 10121, DOST-CAR is the vicechair on Disaster Prevention and Mitigation with 32 members from the BAS, BFAR, DOH, BFP, NHA, BPI, DAR, DBM, PRC, DEPED, DOT, DENR including MGB, FMS, ERDS, EMP, POPCOM, LMP/ULAP, DTI, DILG, LRA, DPWH, AFP, NIA, PIA, DOLE, PICE-CAR, NCIP, COA, PAG-ASA, PNP and PHILVOLCS.
Several activities were conducted in coordination with other agencies such as the “Capability Building in Mainstreaming Disaster Risk Reduction Management and Climate Change Adaptation (DRRM-CCA) in Local Planning” in vulnerable municipalities within the NEDAassisted pilot provinces in CAR and the provinces of Apayao and Kalinga. DOST-CAR was tasked to attend and/or facilitate necessary activities in the implementation of the project as well as to provide technical assistance to pilot LGUs. Another is the “Local Disaster Risk Reduction and Management Plan Formulation Workshop” in all provinces of the region. DOST-CAR’s role was to discuss on Disaster Prevention and Mitigation (Objectives, Core Programs, DOST initiatives, Project NOAH, etc.) as well as to assist in the conduct of the activity.
For CY 2012, several activities were conducted under this program. The installation of three (3) Automated Rain Gauges (ARGs) in Apayao, Ifugao and Baguio City in coordination with the Management Information Systems (MIS) unit of the agency was completed as well as the provision of TESDA Fabricated Rain Gauges to requesting communities particularly to the Local Government of Tadian, Mountain Province. The Automatic Rain Gauge (ARG) installed on May 19, 2012 in Irisan, Baguio City.
Other activities being done include the attendance to meetings and the facilitation of request from ASTI for Water Level Sensors (WLS) and additional Automated Rain Gauges (ARGs) for the region.

OL-Trap Roll Out Activities
A
total of 280 DepEd high schools and 1,493 DepEd elementary schools in the region were given ovicidal/ Larvicidal Trap (OLT) in relation to the program, “DOST O/L Trap in Schools Nationwide”. The project aimed to help in the reduction of dengue carrier mosquitoes, Aedes aegypti population with the end in view of reduced dengue incidence. The project was conducted in partnership with the DepEd-CAR, DOH-CAR and the Local Government Units in all provinces of the region. For the said roll out, a total of 39,238 OL Trap kits were distributed to 11,793 classrooms all over the region (Table 21): In the other parts of the region, OL Traps were given to DepEd schools in Paracelis which was the hardest hit municipality in Mountain Province. All of the 35 DepEd schools in the Municipality (High Schools and Elementary) were given OL Traps with 6 months supply of OL pellets. In Tabuk City, a total of 1,000 OL Traps were likewise released to DepEd through the PSTC-Kalinga because the city recorded heavy infection of dengue during the year.

he agency, as secretariat to the consortium, steered the consortium activities in strengthening its role in the area of industry, energy and emerging technology research and development. DOST-CAR provided technical staff and office space for the consortium to strengthen its linkages, capability building, proposal generation, fund sourcing and research monitoring.
Research & Development Coordination and Management
The consortium’s technical staff played a major role in the successful implementation of the consortium driven project entitled “Skills Upgrading in Aerospace and High technology Manufacturing Metals and engineering Industry Cluster”. The project was approved and funded by the Regional Development Council – Cordillera Administrative Region (RDC-CAR). Likewise, the consortium coordinated the successful implementation and monitoring of the project entitled “Development of Japanese Persimmon Food Products” which was implemented by Mountain Province State Polytechnic College and funded by PCIEERD. DOST-CAR also provided technical support staff in the preparation of the proposal, implementation and monitoring of the project entitled “Conduct of 2012 CIERDEC Members- Agency In-House Review and Regional Symposium on R&D Highlights”. The project was funded by Philippine Council for Industry and Emerging Technology Research and Development (PCIEERD) –DOST in the amount of PhP150,000.00. A total of 27 R&D papers were presented during the CIERDEC Member-Agencies’ Annual In-House Reviews conducted in Ifugao State University (IFSU) on May 24-25, Mountain Province State Polytechnic College (MPSPC) on May 30-31, Abra State Institute of Science and Technology (ASIST) on June 19-20, Apayao State College (ASC) on June 26-27, Environment Research and Development Services-Department of
Environment and Natural Resources (ERDS-DENR) on June 28-29, Kalinga-Apayao State College (KASC) on June 29-30, and the University of the Cordilleras on September 27, 2012. Furthermore, 23 papers were reviewed during the Regional Symposium on R&D in CAR which was jointly conducted with HARRDEC on November 28, 2012.
Capability Building for Member Agencies CIERDEC, together with DOST-CAR, HARRDEC and the Intellectual Property Office Philippines conducted the Patent Drafting Seminars in Abra State Institute of Science and Technology (ASIST), Ifugao State University (IFSU) and Mountain Province State Polytechnic College (MPSPC) on April 16-20, April 24-27, and May 8-11, 2012, respectively. A total of 42 IP applications were filed as a result of these activitites.
Technology Promotion, Dissemination, and Adaptation
The consortium took special participation in the coordination for the implementation of the Clustering of Regional Enterprises of CAR for Agro-Industrial Machinery and Parts Manufacturing (CREAMM) together with DOST_ CAR, MIRDC-DOST, TESDA-CAR, PEZA-CAR, MIAP-CAR, Moog Control Corporation (MCC), and LGUs from Baguio and Benguet specifically BLIST. Further, technical support was provided to the members of the Cordillera Aerospace and Industrial Manufacturing Technologies Corporation (CAIMTEC) in tapping the DOST’s Small Enterprises Technology Upgrading Program (SETUP).

he Cordillera Regional Health Research Consortium in its continuous effort to achieve the mission and vision of the consortium, has accomplished the following activities for the year. ACTIVITY/ TRAINING
OBJECTIVE AND ACCOMPLISHMENT
1. Workshop on Upgrading and Prioritization of the Regional Health Research & Development Agenda
The workshop was held at Ating Tahanan, National Training Center on March 12, 2012 with the Research Management Committee and the National Economic and Development Authority (NEDA – CAR) as the lead facilitator. A total of 36 participants from different agencies attended the activity. The workshop aimed to undertake the following; (1.) Update and present the Region’s Health Situation for 2011-2016 including the Regional Development Plan and Millennium Development Goal, (2) Apprise on the PNHS priority of PCHRD, (3) Review existing Health and Health-related Programs and Projects, (4) Identify and finalize health and health-related R&D programs and projects, (5) Assess R&D capability of member institutions to implement the research agenda, (6) Organize research project teams and (7) Identify training needs of members and member institutions.
2. Workshop on Basic Health Research Ethics
The workshop was conducted last May 9-11, 2012 at Ating Tahanan, Baguio City. A total of 45 participants from the different member institutions attended the workshop. The activity aimed to support the efforts of the Philippine Health Research Ethics Board (PHREB) to push for the accreditation of all Ethics Review Committees (ERCs) in the country.
The two-day training was conducted at Sarmiento Hall, University of the Philippines last May 30-31, 2012. The training aimed to enhance the knowledge 3. A total of 40 participants from the different member institutions, actively participated during the entire seminar workshop.

4. Re–training on the HERDIN Database
A total of 25 participants from the identified member institution and Research Utilization Committee attended the said activity. It was held at the University of Baguio on June 30, 2012.
5. Writeshop on proposal making and proposal preparation on Maternal and Child Health Research Proposal
The objective of the writeshop includes the packaging and refining of health research proposals for possible funding. It was conducted last September 24-25, 2012 at Ating Tahanan National Training Center, Baguio City attended by 35 participants.
6. Ethics Training on Standard Operating Procedure
The SOP training’s general objective was to help develop the standard operating procedures (SOPs) of the different Ethics Review Committees for quality assurance. A total of 34 members participated in the said activity which was held at El Cielito Hotel, Baguio City on November 14-15, 2012.
Aside from the various trainings conducted by the consortium, the committee on Research Management was able to review a total of nine (9) research proposals, two (2) of which were already endorsed to PCHRD for funding while the rest were initially reviewed by the committee. Furthermore, in the effort to strengthen the establishment of Ethics Review Board in CAR, the Ethics committee was able to register the CAR Ethics Review Board to the Philippine Health Research Ethics Board (PHERB) through identifying and inviting additional members to complete the holistic representation of the committee as well as developing the Standards Operating Procedure, forms and templates of the Board. The year 2012 also marks the creation of the Binnadang team under the leadership of the Capability building Committee. The idea of Binnadang involved mentoring to member institutions. In this opportunity, Ms. Myra Caguioa of the College of Social Sciences of UP Baguio joined the team in Pasil, Kalinga (October15-19, 2012); Mr. Jude Tayaben of the College of Nursing, University of the Cordilleras joined the Tinglayan team (November 5-9, 2012); and Ms. Ruth Tingda joined the Conner Team (November 19-23) and the Kabugao team (December 3-7).

Department of Environment and Natural Resources (ERDSDENR) on June 28-29, Kalinga-Apayao State College (KASC) on June 29-30, and University of the Cordilleras on September 27, 2012. Technical support was further provided during the conduct of the 22nd Regional Symposium on RDE Highlights and 2nd joint HARRDEC-CIERDEC Symposium on R&D in Agriculture, Forestry, Natural Resources, Industry and Energy Sectors in the Cordillera on November 28, 2012 held at the Agricultural Training Institute-CAR, BSU Compound, La Trinidad 2601 Benguet. Dr. Julius Caesar V. Sicat, the agency’s regional director, served as the resource person during the activity and some technical staff served as the panel of evaluators.
The agency provided financial support in the conduct of the three Seminar-Workshops on Patent Drafting conducted in the Abra State Institute of Science and Technology (ASIST), Ifugao State University (IFSU) and Mountain Province State Polytechnic College (MPSPC) on April 16-20, April 24-27, and May 8-11, 2012, The agency, as the partner member agaency respectively. (PMA) in partnership with FITS-Besao implemented the project entitled “S&T Based Farm on Rejuvenation of Coffee DOST-CAR also provided technical support staff in Trees in Besao, Mountain Province” which was funded by the conduct of the joint Highland Agricultural Resources PCAARRD. The agency also served as partner member Research and Development Consortium (HARRDEC) and agency (PMA) of the Abra Sate Institute of Science and Cordillera Industry Energy Research and Development Technology (ASIST) and the Local Government Unit of Consortium (CIERDEC) Member-Agencies’ Annual In-House Sadanga, Barlig, and Natonin, Mountain Province in the Reviews in Ifugao State University (IFSU) on May 24-25, implementation of other STBF projects. DOST-CAR provided technical services in the conceptualization, designing, lay-outing, and implementation of the successful coffee products exhibition and marketing. This was attended by different coffee stakeholders such as individual coffee, farmers, growers and processors, association or cooperatives of coffee growers and processors, coffee shops, bakeries, suppliers, other entrepreneurs, local government unit, state universities & colleges, non-government units, and other stakeholders. The agency also provided booth panels including the light & electrical components and other accessories used in the product exhibit and marketing, photo documentation contest, bartending demonstration and others. Likewise, technical supports were also provided in the conduct of the various fora and workshop such as the Regional Coffee R&D Consultation & Planning Workshop. or Calendar Year 2012, the DOST-CAR received the total amount of eighty one million seven hundred eighty thousand nine pesos (P81,780,009.00) by way of Special Allotment Release Orders (SARO), Advice of Suballotments (ASA), and per the Department’s Agency Budget Matrix (ABM) for the regular operations of the agency. Thirty nine thousand five hundred thirty eight pesos and 61/100 (P39,538.61) out of this regular allotment was reverted and the amount of Twenty eight million fifty three thousand eight hundred forty three pesos and 54/100 (P28,053,843.54) was forwarded as continuing appropriation purposely for the assistance in the improvement of productivity of various SET-UP core and non-core projects and for the on-going construction of the Abra, Apayao, Ifugao and Kalinga S&T Innovation Centers as well as the procurement of RSTL equipment. he Certification International Philippines, Inc. (CIPI) conducted the recertification audit of the DOST-CAR under the International Organization of Standardization (ISO) of 9001:2008 last February 26-27, 2012. The scope of the audit was focused on the provision of science and technology and commercialization services, S&T information and promotion services, S&T scholarship, Finance and Administrative Support processes and the Quality Management Processes. The recertification of the agency was awarded on March 16, 2012.

Recruitment and Selection
R
ecruitments and promotions of DOST-CAR personnel (permanent and contracted) started as early as January of CY2012.
In connection to this, contracted personnel were hired for the different positions for special projects as follows: A. Manpower Support for the Implementation of Projects in the Urban/Provincial S&T Centers B. Institutional Support to the Regional Implementation of Technology Transfer & Commercialization Program C. Strengthening the Testing and Analytical Capabilities of the Regional Laboratories to support the competitiveness of local industries (STARLABS) D. Strengthening of DOST Regional Metrology Laboratory Services The permanent position of Administrative Assistant III which was vacated by Ms. Rosalie B. Calderon who transferred to Benguet State University, was opened to applicants in July 2012. Among the applicants, Ms. Jaemie R. Chua, a contracted Science Research Specialist I detailed in USTC-Baguio was selected, appointed and hired for the position on November 5, 2012 and confirmed by the Civil Service Commission on December 4, 2012.

H
uman Resources Development through trainings and seminars were planned and provided in order to improve the capabilities of DOST-CAR staff. The Individual Competency Assessment form served as a tracking method to determine the training needs of a particular employee. Core competencies were indicated for the supervisor and employee to review and analyze the degree of importance to their current job. For competencies with gaps, the specific interventions to address them were identified. These were in the form of attendance to trainings and seminars, coaching and the like. Basing on the filled-out Individual Competency Assessment form, the annual training had been planned for employees to bring out their potentials and sharpen their skills. Training invitations from DOST agencies, LGUs and non-LGUs both here and abroad were considered and assessed for the needs of each personnel. Six (6) months after the conduct of training, the staff were assessed by their immediate supervisors using the Training Program Impact Assessment form to gauge whether the training contributed to the performance enhancement of the employee.

In addition, DOST-CAR participated in the benchmarking activity in Thailand under the project entitled “Enhancing the Capability of DOST to Support the Development of the Philippine Food Processing Industry through a Study Visit to Thailand and Taiwan”. The project aimed to (1) study the current state of the food processing sectors in Thailand and Taiwan; (2) study the role of S&T institutions in the development of the food processing industry in Thailand and Taiwan; (3) identify possible collaboration between SMEs as well as S&T institutions in Thailand, Taiwan and the Philippines; and (4) initiate the development or updating of the S&T roadmap for the Philippine Food Processing Industry.

DOST-CAR’s Participation in the Regional Development Council’s (RDC) Activities
T
he Study Mission in Singapore on March 18-22 is a component of the RDC Project “Management Skills Upgrading in Aerospace and High Technology Manufacturing of the Metals and Engineering Industry Cluster” which aimed to: (1) benchmark on the latest technologies being used by Moog Controls Corporation’s suppliers in Singapore; (2) assess the scale of operations and range of outsourcing services that they offer; (3) learn what certifications/standards are being used by the suppliers; (4) assess how the Singaporean clustering model can be replicated in the Philippines and in the Cordillera Administrative Region; and (5) study what facilities are needed to support precision engineering/ manufacturing. This activity was participated in by DOST-CAR, DOST-MIRDC, MOOG Controls Corporation, CAIMTEC members, MIAP, and RDC secretariat. Gender & Development
T
he agency participated in the celebration of the Women’s Month in March 2012 at the Baguio Convention Center. Aside from that, DOST-CAR’s GAD members attended various seminars on Gender Sensitive Programs Pursuing Responsive S&T and other seminars on gender issues/ concerns.
Women’s Month and International Women’s Day Parade around the city towards BCC on March 8, 2012.
Moreover, DOST-CAR was also active in providing technology trainings and fora in coordination with other government agencies and private institutions. In line with GAD Result Statement/Objective of equal access of women and men for assistance on enterprise development, DOSTCAR assisted entrepreneurs in the region establish a profitable venture.
