Automated Guideway Transit Pre-FS results bared

R

eport of the pre-feasibility study commissioned by the DOST to the Transport and Traffic Planners, Inc. (TTPI) regarding the viability of Deploying the DOST Developed Mass Transportation Technologies in Baguio City and La Trinidad, Benguet has been completed. The proposed project is the deployment of the Automated Guideway Transit (AGT), the DOST’s answer to address the need for environmentally sustainable transport technologies that could ease air pollution and traffic congestion. A Memorandum of Understanding (MOU) between the DOST and the City Government of Baguio was signed on December 16, 2013 to formalize the conduct of the pre-feasibility study for the project. In CY 2014, the DOSTCAR funded the conduct of the pre-feasibility study of the AGT in Baguio City and La Trinidad, Benguet, the report of which was submitted by the TPPI to the DOST in October 2015. TPPI reports that the volume of ridership was analyzed and projected based on the three (3) implementation scenarios namely the Baguio Central Business District (CBD) line with a total length of 2.1kms; the Baguio- La Trinidad line with a total length of 5.4kms; and both lines combined. Based on passenger demand, particularly boarding/alighting volumes of jeepney passengers, land use characteristics and road network configuration, Baguio CBD line will have 5 stations excluding the terminals while the Baguio-La Trinidad line will have 6 stations. The report also states that of the 4 projected fare structures, the fare

Science Ambassadors in CAR honored

T

he DOST-CAR celebrated the Science Nation Tour in CAR on October 6-8, 2015, a national roadshow that aims to showcase how Science and Technology are vital components in the government’s effort to hoist the lives of every Juan. With the theme, “Inspire, Engage and Convert”, the event included the inauguration of High Impact Technology Solutions (HITS) programs in CAR, a Stakeholders’ Night and Awarding of Science Ambassadors, RDC-led Forum on Innovations, and project visits to different DOST-CAR assisted cooperators in Baguio City, Benguet and Mountain Province. One of the highlights of the Science Nation Tour in CAR is the Stakeholders’ Night and Awarding of Science Ambassadors on October 7, 2015 at the CAP Convention Center, Camp John Hay, Baguio City. A total of seven (7) Science Ambassadors in CAR were identified based on their contributions in pushing for Science, Technology and Innovation in the region. Representing the academe, Dr. Ben D. Ladilad was conferred a Science Ambassador for his contributions as Regional Director of the DOST-CAR for 19 years and continued support to S&T as President of the Benguet State University. Dr. Raymundo D. Rovillos, Chancellor of UP Baguio, was also conferred the title in recognition of his outstanding leadership as Chair of the Cordillera Regional Health Research and Development Consortium (CRHRDC) while Mayor Mauricio G. Domogan was recognized for his contributions in the establishment of the Philippine Science High School- CAR Campus as well as his support to the Automated Guideway Transit (AGT) project. DOST Balik Scientist, Dr. Daniel C. Peckley, Jr. was awarded a Science Ambassador for his significant contributions in the assessment and mitigation of landslides, among others while Mayor Abraham B. Akilit of Bauko, Mountain Province was recognized for his selfless support to DOST Community-Based Projects and the establishment of the Ceramic Water Filter Facility in Bila, Bauko, Mountain Province, personally donating a 2,154sq.m. lot for the facility. Mayor Marcelo V. Dela Cruz Jr. of Rizal, Kalinga was also conferred the award for his support to the DOST-CAR program, Science and Technology for [ page 10 ]

Of the 16 approved SETUP Core projects, three (3) each are from the Province of Abra and Ifugao, five (5) from Apayao, one (1) from Kalinga and four (4) from Mountain Province. Aside from these, there are eight (6) more proposals that are still in the process of evaluation; complying with the recommendations of RTEC evaluators; and/or in the process of completing other requirements. Breakdown per industry sector is as follows: six (6) proposals are under the Food sector, five (5) under Metals and Engineering, two (2) each are under GDH and Furniture, and one (1) is under the Agriculture sector. 2015 RICE in CAR identifies regional winners

T

he 2015 Regional Invention Contest and Exhibit in the Cordillera Administrative Region was successfully implemented on November 19-20, 2015 at the University of the Cordilleras Theater, Gov. Pack Road, Baguio City. With the DOST-CAR and the Cordillera Industry and Energy Research and Development Consortium (CIERDEC) at the helm as well as with the full support of the Technology Application and Promotion Institute (DOST-TAPI) and the University of the Cordilleras, the event has successfully identified the regional winners who will represent CAR in the upcoming National Invention Contest and Exhibit (NICE) in July 2016. During the opening ceremonies, TAPI Director and Keynote Speaker, Engr. Edgar I. Garcia encouraged all participants and announced that all entries in the RICE shall be assisted by TAPI in securing the necessary patents to protect their intellectual property rights. He also encouraged everyone to continue innovating as endeavors such as these are key in contributing to the development of the country. A total of 50 entries/exhibitors for 4 contested categories participated in the event. Of this total, 7 entries are under the Utility Model, 22 under Creative Research (Likha), 4 under Creative Research for College, and 17 under Creative Research for High School. feature Meet the new Regional Director of DOST-CAR The leadership of the DOST-CAR has been handed over by Dr. Julius Caesar V. Sicat to Dr. Victor B. Mariano during the Turn-over Ceremonies held at the DOSTCAR Regional Office on November 10, 2015. Previously the Regional Director of DOST Region III, Dr. Mariano shall now steer the helm, using Science, Technology and Innovation to bring the Cordillera Region to greater heights. Meanwhile, Dr. Sicat will head the DOST Region III. The turn-over ceremony was facilitated by Dr. Urdujah A. Tejada, DOST Assistant Secretary for Countryside Development. She encouraged both management and staff to support the new Regional Director as the agency continues to work together for the economic development of the region. Dr. Sicat, in his turn-over speech appreciated the concerted efforts of all staff in reaching its targets. He said that all accomplishments under his leadership is to be credited to both management and staff and that he hopes that full support shall be given to the new Regional Director. Dr. Mariano, in his acceptance speech emphasized the importance of team work, stating that TEAM is the acronym for Together Everyone Achieves More. He added that everyone should work as a team in order for DOST-CAR to achieve its targets as well as to bring harmony within the ranks of the agency.

Dr. Mariano is described by some of the staff in Region III as a very good manager. Perhaps this is due in part to his educational background in business administration as well as his managerial experience. As the DOST-CAR gets to know its new Regional Director, it is indeed becoming evident that our new leader is very good in managing his staff. In the few weeks that he has been with us, he has already shown his penchant for jokes and light hearted conversations although he also shows his serious side when the situation calls for it. Having known him for a few months already, I also learned that one of his pet peeves, if you will, is the term “yah”. Dr. Mariano explained that “yah” is slang for yes, thus should not be used in addressing people, especially those outside of the agency. Sir Victor has said candidly that he will retire in a few years. I hope that this would be enough time to learn from a leader, who on the outset is a “jolly, good fellow” but also exudes wisdom and experience.//smsc

Prior to being assigned to the DOST-CAR, Dr. Mariano was the Regional Director of DOST Region III since June 2011. Sir Victor graduated BS Chemical Engineering at the University of the Philippines Diliman and has successfully passed the licensure examination to become a Chemical Engineer. His masters and doctorate degrees are on business administration, again, from UP Diliman. Dr. Mariano has had extensive experience not only as an educator in various higher education institutions but also in managerial

DOST PINOY pushed in Luna, Apayao

T

he DOST PINOY (Package for the Improvement of Nutrition of Young Children) of the Food and Nutrition Research Institute (FNRI) is adopted by the Local Government Unit of Luna, Apayao as a way of eradicating the problem on malnutrition for children 0 – 5 years old. The launching of the DOST PINOY/ Feeding Program using Complementary Food Products (CFP) was conducted on November 17, 2015 at the Barangay Hall of Dagupan, Luna, Apayao. Several activities were implemented during the launching with Dr. Jonah Grace P. Verzola, Municipal Health Officer and Municipal Nutrition Action Officer of the LGU, discussing the status of malnutrition and feeding program of the LGU. The activity, which was done in partnership with the DOST-Apayao was also used as a venue for Engr. Debbie Glynn V. Manangkil, Provincial S&T Director to inform the participants about the DOST PINOY Program of FNRI – DOST, the Complementary Food Production (CFP) Program with the Apayao State College (ASC) as well as other programs and projects of the DOST.

As the DOST’s partner in the CFP program, Dr. Nieves A. Dacyon, President of the Apayao State College expounded on the project and pledged to assist the Barangay Nutrition Scholars, Barangay Health Workers and Midwives to formulate recipes for the utilization of complementary food products as support to the feeding program of LGU. Mrs. Leilanie A. Parugrug, an Instructor of ASC and the Project Leader of the CFP Project explained the importance of the complementary food products such as the Rice – Mongo Instant Baby Food Blend, Rice – Mongo – Sesame Ready to Cook Baby Food Blend and the Rice – Mongo Nutri Curls on the feeding program for the undernourished children 0 – 5 years of age. These products are now being produced by ASC at the CFP Facility in Payanan, San Gregorio, Luna, Apayao. Meanwhile, the launching was participated by barangay officials, nurses and midwives of RHU – Luna, nutrition scholars and health workers from the different barangays of the municipality, including the undernourished children of Dagupan, Luna, Apayao and their parents. Feeding the undernourished children with the Rice – Mongo Instant Baby Food Blend followed after the program. The children appreciated the taste of the Baby Food Blend which was mixed with milo. The initial weight of the children before the feeding program were gathered and their weight after feeding them for 120 days will also be gathered to determine the effect of this feeding program. Aside from the feeding program, the mothers of the undernourished children will have a mothers’ class through the BNS/BHWs to include topics on proper nutrition and health, breastfeeding, complementary food products, meal planning, safe foods, vegetable gardening at home and other related topics. It can be recalled that the BNS, BHWs and midwives of Luna, Apayao were

PLGU-Apayao grants PhP2M to DOST Apayao The Provincial Local Government Unit of Apayao, under the leadership of Governor Elias C. Bulut, Jr. provided a total amount of PhP2M for the completion of DOST Building located beside the capitol building at the Apayao Province Government Center, San Isidro Sur, Luna, Apayao. The funding support is a result of the Provincial S&T Director of DOST Apayao, Engr. Debbie Glyn V. Manangkil’s initiative to source out funds to complete the construction of the DOST Apayao building. Said grant is supported by the Provincial Resolution No. 65 Series of 2015 by the Office of the Sangguniang Panlalawigan of Apayao which was duly approved by Governor Bulut. The amount is intended to finish the construction work needed under Phase 3 of the DOST building construction which will commence once Phase 2 has been completed. Meanwhile, the transformer of the building was already delivered and installation will be done as soon as the application for transformer at the Cagayan Electric Cooperative (CAGELCO), the service provider in the Province of Apayao will be approved. It is hoped that the DOST Building will be completed on the first quarter of 2016. This will not only house the DOST Apayao Provincial Science and Technology Center but also the Apayao Provincial Technology and Livelihood Center.//dgvm

It was a rough week in UP and I was trying to get some sleep when I received a text message that changed my entire life. “Congratulations, anak! You made it in the DOST-SEI Scholarship.” I reread the text message over and over again wondering if maybe I was dreaming—I was not. I was wide awake and since that day, I knew I had a bright future ahead of me.

As qualifiers of RA 10612, we are given the privilege to provide dynamic and effective science and mathematics teaching for students. More importantly, we will be able to share the same clear vision of being a DOST scholar.

It was my first time to take an examination for a scholarship. I actually didn’t want to apply to any scholarship program mostly because I was afraid of the pressure that the program would give me – get a grade of 2.50 or higher. I barely passed a subject once and since then, fear started to consume me, expectations began to scare me. But when I heard that DOST offers a new scholarship program,Ihadnosecondthoughtsaboutsubmittingmyapplication because I was aware of how good DOST scholarships are.

Because of this government scholarship, we will certainly be able to pursue our dreams in our chosen fields. Eventually, this will lead us to become key players in the development of our country. With DOST’s support, we are certain that we have the needed foundation to be successful. My future is in good hands because I am a DOST scholar. Thank you DOST!

I was nervous when I arrived at the testing center. I could feel my hands shaking as the examiner distributed the questionnaire. I could also sense the expectations of the people in the room simply because I am from UP. The pages turned and the clock ticked until it was time to submit the answer sheet, I remember whispering a silent prayer hoping that I would pass. And I did! I passed the RA 10612-Junior Level Science Scholarship (JLSS)! Over the years, DOST has always been very successful in helping the Filipino community by providing “scientific and technological know-how” which in turn empowers the nation to attain a better quality of life. Many researches funded and supported by the Department have paved way to the development of the Filipino community. DOST scholarship programs have given rise to well-rounded and globally competitive individuals who will then serve the country in the best way possible using the wisdom and support that DOST has provided. Being a DOST scholar not only gave me pride but more importantly, it opened many doors to opportunities --opportunities such as being part of the academe and serving Filipino students. RA 10612 has fast-tracked our path into service and employment. Given our current economic status in the Philippines, the scholarship is indeed a great help, not only for us, the scholars but also to our families. Through the scholarship

level of PhP6.00 + PhP1.00/km would generate the highest income. Interestingly, this fare level is the cheapest projected fare compared to the other projected base fare of PhP7.00, PhP8.00, and PhP9.00. In terms of the infrastructure requirement, an elevated structure will provide the travel way of the carriers while stations and terminals will address the needed facilities for the loading/unloading of passengers. A depot was recommended for carriers’ storage when not in operation as well as for repair and maintenance purposes. Other components of the AGT system must also be considered such as the electro-mechanical equipment and operation-related technologies. This project will entail a total investment cost of PhP3.831.93 billion for the Baguio CBD line; PhP2.966.21 billion for the BaguioLa Trinidad line; and PhP6.798.14 billion for both lines combined. The computed investment cost was based on the PhP 6+ PhP1/ km fare level, using the standard revenue-cost technique, where the financial viability indicator used is the Financial Internal Rate of Return (FIRR). Meanwhile, annual operating and maintenance costs are assumed at 2% of the initial investment cost. Annual revenue forecasts from 2020 to 2045 was estimated by projecting the year 2020 revenues using the abovementioned fare level. Results show that the Baguio CBD line has an estimated 12.58% revenue; Baguio-La Trinidad line at 7.0%; and both lines combined at 11.78%. Based on the resulting FIRRs, the Baguio-

La Trinidad line is almost financially feasible while both the Baguio CBD line and combining both lines are financially feasible. Similarly, using the Economic Internal Rate of Return (EIRR), the NEDA standard indicator of economic viability shows that the 3 scenarios are economically feasible. Consequently, the study states that “the AGT involving two lines, namely Baguio CBD and Baguio La Trinidad, is both financially and economically viable. The proposed system can generate a substantial passenger ridership which can justify its implementation and operation.” In terms of environment issues, the study has presented mitigation measures needed for the full implementation of the project. Results also support DOST’s stand on the technology being environmentally sustainable, citing that one of the major environmental impacts of the project is the “reduction of greenhouse gas emission because the AGT rolling stock is electrically operated thus free from harmful emissions and due to the reduced vehiclekilometers of jeepneys because a considerable quantity of jeepney passengers will be diverted to the AGT lines.” Results show that the reduction of greenhouse gas emission is quantified as 10.2 tons/day in 2020 up to a level of 15.32 tons/day in 2045. While the proposed AGT system will benefit majority of commuters along the proposed lines, consideration must also be given to the public transport providers, particularly jeepney operators and drivers. Alternative sources of employment and business opportunities for this affected sector must then be addressed by appropriate agencies. Finally, the study recommends that on the national level, the Department of Transportation and Communications (DOTC) should be the lead, being the primary government agency responsible in transportation development. On the local level, the LGUs should take the lead to plan, implement and manage the transportation matters and activities in their respective areas, owing to the provisions of the Local Government Code. With the LGUs as the implementing agencies, there is no need for congressional legislation since they could use their powers on transportation matters and regulatory functions, based on the Local Government Code. The DOST would then focus on the technology of the project and set standards on the installation, operation and maintenance of the AGT system as well as accredit manufacturers and monitor the supply activities to conform to standards. In terms of the implementation and operation of the project, the option of a full private investment, where a private corporation will invest in both infrastructure, rolling stock and electromechanical components is the most practical and convenient. DOST-CAR has already presented said results to the Sectoral Committee on Economic Development of the RDC-CAR on December 11, 2015 and during the 3rd Quarter BLISTT Meeting conducted by NEDA-CAR on November 12, 2015 at Tuba, Benguet. Meanwhile, it was agreed during the Econ Secom meeting that a resolution will be presented to the RDC Full Council for the creation of a special TWG to take charge of the proposed AGT project. // smsc

DOST-Benguet Conducts Series of Skills Trainings for Metal Fabricators

The Department of Science and Technology- Provincial Science and Technology Center of Benguet has conducted four skills trainings on metal fabrication for the fourth quarter 2015. These were provided as part of the Agency’s commitment to provide assistance to the Micro, Medium and Small Enterprises (MSMEs) particularly, to its Small Enterprise Technology Upgrading Program (SETUP) cooperators in the province of Benguet. The trainings on metal fabrication, metal selection, heat tempering and TIG welding were conducted last October 14-16, November 6, December 10-12 and December 16-18, 2015, respectively. Venues were at the PSTC-Benguet, Filipino Inventors Society Cordillera Administrative Region, Inc. shop and at the Igoland Weld Shop located at La Trinidad, Benguet. Participants were limited to an average of ten in order to give each participant the chance to actively participate hands-on. Considering the fact that metal fabrication is one of the leading businesses in the metals and engineering sector, the participants were trained on how to identify different kinds of metals for different kinds of metal works, tempering techniques to attain the highest possible product quality, creativity in the field of metal fabrication, and skills where precise welding is needed. Focusing on how one can increase the efficiency of every worker, the trainees learned the classification and principles of both ferrous and nonferrous metals and explore how heat treatment affects the behavior of different metals. Workshops and exercises taught the methods of metal working that include welding, tempering, and the equipment involved for each. Hands-on practice was given the most time to ensure the trainees meet industry standards. “Fabrication owners or managers must thoroughly train each employee on his or her job on a regular basis, to make sure employees are performing up to that standard”, says trainer Mark Bayawa who resigned from a good paying job to pursue his passion for metal fabrication. “Most employers do not require postsecondary education, but obtaining a welding certificate can display welding proficiency and lead to greater career opportunities” adds Mr. Bayawa.

Training and Writeshop for Municipal S&T Coordinators held in Kalinga

The DOST-CAR again sponsored a Training-Workshop on Business Plan and S&T Development Proposal Writeshop at the Golden Berries Hotel and Convention Center, Tabuk City, Kalinga on November 10-12, 2015. This activity is under the Science and Technology for the Enhancement and Advancement of Municipalities (STEAM) Capability Building Program for Municipal Coordinators in CAR-Year III which is conducted in partnership with the Department of Interior and Local Government-CAR. In a bid to continue the capability building program of identified Municipal S&T Coordinators in CAR, the three-day training-workshop was designed to equip them with the needed tools in ensuring that assisted associations under the Community-Based Projects of DOSTCAR will be given appropriate support in handling the projects. Resource Speakers were identified in partnership with the PCCICAR. Mr. Nolan Guillao and Ms. Renee Rose Flores, instructors under the College of Business Administration, University of the Cordilleras gave a crash course on business planning and financial management. Moreover, a project visit to 19 DOST-CAR projects in Tabuk City and Rizal, Kalinga was facilitated by the PSTC-Kalinga. The project visits served as a benchmark activity for the Municipal S&T Coordinators in crafting project proposals for their respective municipalities. The last day of the activity was focused on the S&T Development Proposal Writeshop wherein the participants prepared CommunityBased Proposals for possible DOST-CAR funding in 2016. It can be recalled that this is the 6th capability building training under the STEAM, which was initiated in 2012. The collaborative project with DILG-CAR and the LGUs in CAR has been very successful in achieving its objectives of capacitating the municipal S&T coordinators for them to be champions of development not only for science and technology but for all government programs as well. The program has likewise helped in the increase of CBPs in the Cordillera Administrative Region. //smsc

The 4th quarter of this year was full to the brim with major events and changes in the DOST-CAR. For one, the Science Nation Tour in CAR was successfully implemented from October 6-8, 2015. The DOST’s Science Extravaganza, that aims to promote and create awareness on the merits of science, technology and innovation was held in Mountain Province, Baguio City and Benguet and included various activities that was graced by Hon. Mario G. Montejo, Secretary of the department. The Regional Invention Contest and Exhibit in CAR was likewise completed and successfully identified regional finalists who will represent the Cordillera Administrative Region in the national competition to be held in July 2016.

Feature: Meet the new RD of DOST-CAR 5 SETUP Updates 6-7

Dr. Sicat has been the Regional Director of this agency for almost three (3) years. It would be remiss of us not to give acknowledgement where it is due. He was able to infuse innovations on how the agency implemented its programs, despite his short stint as director. Notable of this is the Science and Technology for the Empowerment and Advancement of Municipalities (STEAM) which has successfully resulted to an increase in the Community Based Projects in the provinces. Aside from this is his recognition of the importance of S&T Promotion as a vehicle in bringing to the public the much needed awareness on DOST’s role in achieving competitive economic development. During the turn over ceremony, he acknowledged however, that all accomplishments are to be credited to both management and staff. As the DOST-CAR closes that chapter in its “life”, we look forward to a new one, under the able leadership of Dr. Mariano. It is hoped that unity and harmony will prevail as everyone works towards a common goal, that is, bringing sustainable development to the region through science, technology and innovation. And as what was taught during the DOSTCAR teambuilding seminar in December, “hand in hand we stand” as we move on towards being a world class agency with world class management and staff.//smsc

DOST-CAR RSTL is recognized as an Environmental Testing Laboratory

Job Hunting Strategies for Graduating DOST-Scholars completed

The DOST-CAR Regional Standards and Testing Laboratory (RSTL) finally received its Certificate of Recognition from the Department of Environment and Natural Resources after having been assessed last November 2014.

A seminar on Job Hunting Strategies for Graduating DOST-Scholars was implemented on November 20, 2015 at the CCA Building, Saint Louis University, Baguio City.

Being an Environmental Testing Laboratory means that RSTL (with ELR Laboratory Code No. CAR-03) has been found to comply with the documentation, analytical performance and other technical requirements of Administrative Order No. 63, Series of 1998 Guidelines for the Designation of DENR recognized Environmental Laboratories. The Certificate of Recognition with C.R. No. 078/2015 is valid from December 21, 2015-December 21, 2018. The scope includes analyses of water and wastewater for Chloride, Fecal coliform, Total coliform, Nitrate, Oil and Grease, pH, Total Dissolved Solids, and Total Suspended Solids. The DENR recognized signatories are Ms. Jamie Beth B. Galian and Ms. Leizel D. Quiño for Bacteriological Analyses and Ms. Jasmin L. Donaal for Physico-Chemical Analyses. With this Recognition, DOST-CAR RSTL has now been granted with the accreditation and major recognitions available for testing and calibration laboratories: accreditation to ISO/IEC 17025:2005 since 2009; recognition as Water Testing Laboratory by the Department of Health in 2006, and Food Testing Laboratory by the Food and Drug Administration in 2014.//jald

This activity was part of the Science and Technology Learning Assistance Program of the DOST for the on-going graduating scholar. The objective of the program is to give the scholars insight, skills and competencies for better employability after graduation. The universities as well as the university coordinators were informed on the activity and likewise, all graduating scholars were invited. Ms. Romelda Frances M. Escaño, Labor Employment Officer III/ PESO Manager from the Public Employment Service Office-LGU Baguio was tapped as the Resource Speaker for the event. There was a total of 59 attendees from various HEIs as follows: Benguet State University-7; Mt. Province State Polytechnic College1; Saint Louis University- 20; University of the Cordilleras- 10; and University of the Philippines Baguio- 21. The speaker discussed the topic on employment coaching from job search, resume writing tips, dressing for interviews, proper behavior and etiquettes during interview, contract signing and getting the right job. After the seminar, a simple token was given to the resource speaker as appreciation for sharing her knowledge and expertise on employment coaching to the scholars. Also, certificates of participation were given to the scholar-participants.//mab
