186 HS Students Qualify for DOST Scholarship in CAR A total of 159 high school students from CAR qualified for the DOSTScience Education Institute (DOST-SEI) Scholarship for SY 2015-2016 under the RA 7687 scholarship program otherwise known as the S&T Scholarship Act of 1994 which provides scholarship privileges to talented and deserving students whose families’ socio-economic status does not exceed the set cut-off values of certain indicators. There was a 15% increase in the number of passers from 2014 to 2015 with 138 total passers in 2014.

Of the 159 qualifiers this CY2015, 66 of 77 municipalities/cities in the Cordillera Region are represented. For the province of Abra, 19 of the 27 municipalities have passers; in Apayao, Benguet (including Baguio City), and Kalinga, all municipalities are represented; for Ifugao, 9 of 11 municipalities and Mountain Province, 9 out of 10 municipalities have qualifiers. Similarly, Baguio City has the most qualifiers at 41; followed by Benguet (31); Abra (25); Mountain Province (20); Kalinga (19); Apayao (13); and Ifugao (10). 3 CAR students given YES Awards Three students from the Cordillera Administrative Region were given the Youth Excellence in Science (YES) award for international math competitions participated in during the school year. Mr. Johann Ashlee Osbucan of SPED-Baguio City won the bronze award during the King of Mathematics competition held on June 28-July1, 2014 in Hong Kong, China; Ms. Anne Margarette Roales of the Small World Christian Foundation, Baguio City for winning the silver award during the World Math Invitational on August 9-13, 2014 in Taiwan; and Ms. Andrhea San Gabriel of the University of Baguio Science High School for getting the silver award during the 7th Po Leung Kuk Primary Math World Contest on August 9-13, 2014 in Hong Kong, China. page 10

Melchor or Mel, as he is fondly known, has been with the DOST-CAR for almost 25 years, having entered the agency in 1991. His accomplishments as Science Research Specialist II of the DOST3 CAR is representative of what he is as a person, silent, unassuming 4 but highly effective. He was part of pioneer projects that have proven 4 to be of great impact to our people in the Cordilleras. His role in providing electricity through micro-hydro in Malibcong, Abra for Feature example, will be part of his legacy. s&t news Integrated gold-copper mineral processing plant starts construction in Benguet ITOGON Benguet, March 9 (PIA) - - The Department of Science and Technology- Cordillera Regional Office (DOST – CAR) spearheaded the ground-breaking of the Integrated GoldCopper Mineral Processing Pilot Plant in Sitio Besil barangay Gumatdang, here last Friday. The P40 million project will field test here a University of the Philippines - developed technology that aims to develop a responsible, safe and efficient small scale mining industry in the country. The technology is said to eliminate the use of harmful chemicals such as mercury and cyanide and will increase the recovery of gold (from the ore) from the usual 40 to 70 percent, to as high as 80 to 90% recovery. The mineral processing plant also aims to recover other minerals such as copper, lead and zinc from the gold ore, which are not attained by using the usual method of cyanidation and amalgamation (which uses mercury). Present during the ground breaking were DOST – CAR Regional Director Julius Caesar Sicat, DOST – Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) Executive Director Dr. Rowena Cristina Guevara and Program leader Dr. Herman Mendoza of UP Diliman. For the local partners, in attendance were Benguet Governor Nestor Fongwan, Itogon Mayor Victorio Palangdan and Benguet Federation of Small-Scale Miners Association Inc. (BFSSMAI) president, Engr. Lomino Kaniteng, with the other Benguet SSM association leaders. During the event, the BFSSMAI also handed-over the documents to their government partners of their allowing for the use 720 square meter lot for the UP-DOST Mineral Processing Plant. Guevara congratulated all their partners and stakeholders for the project. She said the DOST is optimistic that the project which is expected to be completed in December will eventually benefit the around 2.3 million Filipinos involved in the country’s smallscale mining industry. After Benguet, DOST will be constructing similar facility in the CARAGA and Bicol region, she added. Fongwan lauded the project convenors for piloting the project in Benguet, This he said will surely benefit not only the small scale miners, but all the people who are involved or dependent on the industry. Aside from temperate vegetable farming, Fongwan said mining is another major industry in Benguet that can help spur economic development in the province. PAB grants accreditation to DOST-CAR’s RML

In a bid to promote the global competency of the DOSTCAR’s newest laboratory under the Regional Standards Testing and Laboratory, the Regional Metrology Laboratory has been granted accreditation by the Philippine Accreditation Bureau (PAB) on January 6, 2015. Likewise, approved signatory status has been granted to Engr. Angel Maguen and Engr. Rodel Ingaan on the scope of in-house and on-site mass calibration. Less than a year after its establishment, RML’s initial assessment was conducted on the September 25-26, 2014, at the PSTC-Benguet, BSU Compound, La Trinidad, Benguet. PAB’s Perla F. Baje headed the assessment together with Ms. Japhet Tolosa and Mr. Hector M. Santos as member and technical assessor, respectively. Throughout the process, the laboratory personnel were evaluated on the conformity to PNS/ ISO IEC 17025:2005, a premier standard on the general requirements for the competence of testing and calibration laboratories. PNS/ ISO IEC 17025:2005 covers testing and calibration performed using standard methods, non-standard methods, and laboratory developed-methods. “Excellent cooperation and professionalism was extended by the whole laboratory personnel during the assessment. They were reminded that the findings are not against them personally but an avenue to improve their existing Management System”, reports PAB. Today, the laboratory is continuously promoting its services to the Cordillera region, thus maximizing available services. “We started building connections with the different Provincial Local Government Units (PLGUs), Regional Government LineAgencies and private commercial sectors around Cordillera

shortly after the laboratory was established and hopefully we would expand our services to its maximum capacity this year”, stressed Engr. Maguen, RML’s Technical Manager. The laboratory offers services on mass calibration of weighing equipment such as analytical balances, electronic balances, manual platform scales, electronic platform scales, bathroom scales, top loading spring scales, hanging spring scales and all kinds of test weights. Aside from these, the RML is equipped to calibrate calibration buckets as well as conduct trainings and seminars on mass and volume calibration. To protect consumers, the RML encourages the regular verification and calibration of said equipment. This is supported by RA 7394, also known as the Consumer Act of the Philippines particularly Article 62 which states, “All instruments for determining weights and measures in all consumer and consumer related transactions shall be tested, calibrated and sealed every six (6) months by the official sealer who shall be the provincial or city or municipal treasurer or his authorized representative upon payment of fees required under existing law”. Further, the Department Circular No. DC- 2003-11010, Rule III, Section 14 states, “Owners and/or operators of Retail Outlet/s shall maintain in their Retail Outlets a DOSTITDI calibrated and sealed calibrating bucket available for use pursuant to Section 12 hereof. The Retail Outlet’s calibrating bucket/s must be recalibrated and resealed once every twelve (12) months”.//rbi

SETUP 1st Quarter Update To continuously promote and achieve the goal of Small Enterprise Technology Upgrading Program (SETUP) in the region, the Department of Science & Technology – Cordillera Administrative Region (DOST-CAR) targeted 48 proposals amounting to Php 29,764.15 Million for the CY 2015. Of the 48 targeted proposals, six (6) proposals were received from various MSMEs in the provinces of Abra (1), Benguet (3), and Mountain Province (2) amounting to Php 3,319,059.00 for the first quarter. These proposals are still in the process of complying the recommendations of RTEC evaluators. To further enhance the smooth implementation of the program, some changes were incorporated in the approved SETUP Guidelines Series of 2015. The program focuses assistance on the following priority sectors: a) Food Processing, b) Furniture, c) Gifts, Decors, Handicrafts, d) Agriculture/Marine/Aquaculture, e) Metals and Engineering, and f) Others (including ICT and Pharmaceuticals and Health Products). Additional requirements in processing proposals include the submission of Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) issued by the DENR/EMB and notarized certification (SWORN STATEMENT) from the beneficiary that all information provided are true and correct in the financial statements. Moreover, for 2015 approved projects, the refund schedule shall commence twelve (12) months after the start of the project duration, within the period of three (3) years to five (5) years depending on the nature of the project and financial capacity of the beneficiary as recommended by the RTEC subject to the approval of the Regional Director or DOST-GIA EXECOM. Refund schedule may be extended to a maximum of two (2) years from the original approved refund schedule subject to the approval of the regional director. MSMEs in CAR are encouraged to avail on this program. Interested firms may visit the provincial S&T centers and the regional office for further details.

The most significant contributor to the Cordillera’s regional economy is the industry sector, outperforming the agriculture and services sectors in terms of GRDP contribution. The industry sector is composed of mining and quarrying, manufacturing, construction, electricity and water. The manufacturing industry located at PEZA, Baguio City, contributed the highest Annual Average Growth Rate (AAGR) (CAR RDP, 2011-2016). Currently, company locators at PEZA Baguio like Moog Controls Corporation (MCC) are slowly adopting the supply chain strategy to help streamline their operations. This is projected to rapidly expand in the next two years, bringing in a conservative total potential of US$ 52M in business opportunities to global service providers from the current US$30M mark. Unfortunately, the foreign supply chain captures most of the business process outsourcing (BPO) share due to their technological edge and state-of-the-art facilities. Bulk of the outsourcing package goes to global suppliers such as companies in Singapore, India, China, and other countries. In comparison, the local supply chain’s competence is undeniably antiquated under the scrutiny of the aerospace industry. For example, only one Laguna-based company has qualified to do benchwork job for MCC which is a miniscule contribution from the local industry segment. Foreign companies will possibly locate within PEZA Baguio to fill in the outsourcing needs of MCC and take advantage of these opportunities. The Clustering of Regional Enterprises for AgroIndustrial Machinery and Parts Manufacturing (CREAMM) program, an initiative of the DOST-CAR through the Cordillera Industry and Energy Research and Development Consortium (CIERDEC), MIRDC and PCIEERD was conceptualized to identify metals and engineering firms in CAR who will be able to provide the needed outsourcing products by the MCC.

Capability building of SMEs through seminars, workshops, trainings, technology transfer, study missions, techno-fora and others, is a component of industry clustering in the CREAMM Program. The TCY Machinery Works based in Baguio City is a branch of the Aquamarine Corporation which was established in 1993 by Engr. Jerry Tiong and is one of the firms assisted under this project. Technical assistance was provided to the firm such as benchmarking with other successful SME machining firms, ISO awareness seminars and others. Recognizing the opportunity in the BPO supply chain, Engr. Tiong continued to avail of the DOST’s technology interventions through the Small Enterprise Technology Upgrading Program (SETUP). The company, which has over 40 years of experience in the field of fabrication and machining availed SETUP’s technology interventions in 2012. Through the program, the company was able to improve its process by integrating deburring operations on machined work pieces for quality and conformity to standards, and adoption of precision production equipment. Moreover, it has successfully established a linkage with the Moog Controls Corporation and is now mass producing metals for the aerospace company. With the TCY’s establishment as high precision metals firm, a total of 48 employment with an annual gross sales (2014) of PhP5.4M was generated. The project, which aims to produce products that conform to local and international standards has been successful since it reported to have zero rejects, as of CY 2014. Opportunities for the company’s expansion continue to grow especially since it is determined to succeed in the high precision manufacturing industry. The TCY’s effective adoption of technology innovations has enabled it to penetrate the BPO outsourcing market which was previously limited to companies outside the Cordillera region.//smsc

Abraham Lincoln said, “In the end, it’s not the years in your life that count. It’s the life in your years”. Mel’s obituary as published by his family effectively sums up his accomplishment when it stated, “His diverse areas of interest included, among others, farming and agriculture, environmental science, alternative energy solutions, information technology, electrical engineering, electronics and communication engineering, and mechanical engineering. His passion was writing, research, and the actual implementation of technology-driven solutions. In his later years he devised and implemented a low-cost platform for low altitude aerial photography, a tool which he used for applications

such as mapping and landslide assessment. Before his death, he was able to pay his last visit to the micro-hydro power plant in Malibcong, Abra, a project to which he dedicated a considerable part of his DOST life. In 2013, he was invited as guest speaker to a conference in Monterey, California by the Society of Conservation GIS. Since 2012 until his untimely death, Melchor has been a PhD student under DOST scholarship, at the University of the Philippines Los Baños School of Environmental Science and Management. He was one semester shy from finishing his graduate studies.” As we look back on who he is as a person, we could only hope to follow in his footsteps and be guided with his principle of working for the love of the Cordilleras. It is but fitting. And indeed, the world just lost a good man.

s&t news PhilMech Conducts Forum in Ifugao

Are you fond of cooking and exploring the kitchen for your family? Watch out, this might be the start of your food processing business career. This is the humble beginning of the Jayc Foods owned by Mr. Guillermo Calado in Bakakeng Central, Baguio City. His passion in cooking snack foods for his family like lumpia and toron turns to be the bread winning business of the whole family. The snack foods started to circulate outside their home in a limited volume in 2011 and a new product line, lumpiang kalamay was introduced in 2012. Lumpiang kalamay originated from Cagayan where he bought it as a pasalubong for his neighbors when he visited his relatives. He was challenged by the feedback that the lumpiang kalamay is delicious. Thus, he asked the menu and undergone consistent cooking practices until he finally perfected the original taste. He then modified the shape and started selling the product regularly. Lumpiang kalamay is a delicacy that is made out of ground malagkit and coconut milk rolled with ground peanut in the center. However, limited production, unattractive packaging and absence of product label are among the problems encountered by the firm. Raw materials such as malagkit rice and coconut are also brought to the market for pulverizing/grating which adds to the production cost and time constraints. Thus, the firm availed of the DOST SETUP assistance to improve the production process through adoption of S&T intervention and equipment upgrading through the provision of pulverizer, coconut grater, liquid extracting machine, steamer, planetary cake mixer, stainless steel table, cling wrap warp cutter/dispenser, and packaging materials. At present, production of lumpiang kalamay is 400 pcs/ week at Php 25.00 per pc being sold at Porta Vaga Mall, Baguio City. In addition, the firm’s plan for the next five years is to increase the production, to help the community by hiring people for business, and to have a new variety of product lines. In the next 10 years, the firm envisions to own a food cart business.

In coordination with the DOST-CAR and the PSTCIfugao headed by Engr. Genna B. Jallorina, the Philippine Center for Postharvest Development and Mechanization (PHilMech) held an Agricultural Machinery Manufacturer’s Forum at the Provincial Livelihood Center, Lamut, Ifugao on March 19, 2015. PHilMech is currently implementing the PhilMech Industrial Promotion Program which aims to empower the local agricultural machinery manufacturing sector on mechanization and postharvest technologies by introducing PHilMech technologies and exploring possible collaboration on the fabrication/manufacturing and commercialization of these technologies. The objective of the activity is to familiarize the participants with the features and specifications of the PhilMech generated technologies and of the licensing protocol developed and being implemented by Philmech as presented by Dr. Emelie C. Ablaza, the Project Leader of PIPP. Interested manufacturers are required to undergo the licensing protocol to ensure that the technologies duplicated are as efficient as that of PHilMech’s. Some of the technologies discussed were the Rice Transplanter, Pneumatic Corn Planter, Manual Coffee Pulper, Mango Cabinet Dryer, Multi-fuel Biomass Furnace and other farm production equipments. The forum was attended by 32 participants representing 24 firms. Most of them are owners and workers of welding, auto and furniture shops, and DOST SET-UP cooperators in the Metals & Engineering sector in the province. Also, three of the participants came from Mt. s&t news DOST-CAR Joins CGAP Career Talk A Career Talk was conducted at the Baguio Patriotic High School on February 12, 2015 and at Tuba National High School, Tuba, Benguet on March 13, 2015 to provide students with information on the current labor market, skills development and other relevant information to guide them in making the appropriate career choices. Sponsored by the Career Guidance Advocacy ProgramWorking Group composed of DOLE, DOST, DepEd, TESDA, CHED and PRC, the activity also aims to motivate students to pursue careers in the fields of Science and Technology and those under the “Hard to Fill in Jobs”. For DOST-CAR’s part, Ms. Maritess A. Banaña, staff of the Scholarship Division and Dr. Nancy A. Bantog, Assistant Regional Director for Technical Services presented the Science and Technology Scholarship Programs, S&T Priority fields of study and employment opportunities. The DOST LiDAR Mapping Project by: Hansi G. Dinumla

LIDAR, which stands for Light Detection and Ranging, is a remote sensing method that uses light in the form of a pulsed laser to measure ranges (variable distances) to the Earth. These light pulses— combined with other data recorded by the airborne system— generate precise, three-dimensional information about the shape of the Earth and its surface characteristics. A LIDAR instrument principally consists of a laser, a scanner, and a specialized GPS receiver. Airplanes and helicopters are the most commonly used platforms for acquiring LIDAR data over broad areas. Two types of LIDAR are topographic and bathymetric. Topographic LIDAR typically uses a near-infrared laser to map the land, while bathymetric lidar uses water-penetrating green light to also measure seafloor and riverbed elevations. When an airborne laser is pointed at a targeted area on the ground, the beam of light is reflected by the surface it encounters. A sensor records this reflected light to measure a range. When laser ranges are combined with position and orientation data generated from integrated GPS and Inertial Measurement Unit systems, scan angles, and calibration data, the result is a dense, detail-rich group of elevation points, called a “point cloud.” Each point in the point cloud has three-dimensional spatial coordinates (latitude, longitude, and height) that correspond to a particular point on the Earth’s surface from which a laser pulse was reflected. The point clouds are used to generate other geospatial products, such as digital elevation models, canopy models, building models, and contours. LIDAR systems allow scientists and mapping professionals to examine both natural and manmade environments with accuracy, precision, and flexibility. The DOST-CAR’s Regional Metrology Laboratory (RML) is inviting all stakeholders to avail of its services. As the newest addition to the agency’s Regional Standards and Testing Laboratory (RSTL), RML can provide mass calibration of test weights, balances and scales; and volume calibration for calibrating buckets. In 2011, the Philippines thru the DOST Project NOAH took advantage of this technology. One of the Components of Project NOAH is the Nationwide DREAM (Disaster Risk, Exposure and Assessment for Mitigaiton) LIDAR 3D Mapping Program (a Project with the University of the Philippines - Diliman) for Flood Modelling and Mapping, Early Warning and Hazard Exposure Mapping for the 18 major river basins in the Philippines. In 2014, the program expanded to two projects and with various SUCs and HEIs: 1. Phil LiDAR 1 - Hazard Mapping of the Philippines using LiDAR, which aims to produce 3-D flood and hazard maps for the 2/3 of the Philippine river systems. Aside from addressing disaster risk reduction and climate change adaptation, the resource information to be generated from this project will also be useful in providing the information requirements of various sectors in the country. 2.
