Technology Promotion Day held in 3 CAR provinces

The Technology Promotion Day in Abra, Apayao and Mountain Province was successfully conducted on August 8, 10, and September 13, 2017 respectively. With the theme, “Science For The People”, the DOSTCAR hopes to showcase local technologies prioritized by the Provincial S&T Centers based on the needs of the people in their localities.

These activities form part of the 2017 Technology Promotion Day, the 2nd round of the Provincial S&T Caravan for the year. The 1st and 2nd legs of the techno promotion day was held in Ifugao and Kalinga on June 20 and 22, 2017 with cacao as their priority commodities.

For its part, the province of Abra’s major commodity is bamboo such that resource speakers from the DOST-Forest Products Research and Development Institute (FPRDI) were tapped to talk on “Bamboo Treatment”. Furniture producers from the province attended the oneday forum.

It can be recalled that the 1st provincial S&T caravan dubbed “Science For The People Caravan” was successfully conducted during the 1st quarter of 2017. DOST banner programs were showcased such as the STARBOOKs, Scholarship, Regional Metrology Laboratory, OneExpert, and the Disaster Risk Reduction Management (DRRM) initiatives of the agency.//smsc

The province of Apayao, on the other hand, featured “Pineapple Fiber and Other Natural Fibers” with resource speakers from the Fiber Industry Development Authority-CAR of the Department of Agriculture. Majority of the participants were farmers from Pudtol, the pineapple growing municipality of the province. Meanwhile, Mountain Province, in celebration of the Bontoc Festival conducted the “Climate Change Ready Technologies for Rice and Rice-Based Farming” with resource speakers from PhilRICE. Rice-growing farmers from the capital town of Bontoc attended the forum. Mayor Franklin Odsey, in his message, extended his appreciation to the DOSTCAR for conducting such activities that are responsive to the needs of the people in the grassroots. As the DOST-CAR’s initiative to help in the Cordillera region’s bid for autonomy, the one-day activities also featured a forum on “Autonomy vis a vis Federalism. This particular forum is in partnership with the Regional Development Council-CAR.

Community-Based Project for the Production of Souvenir Items in Bagnen Oriente

The DOST CEST program is the Department’s initiative to bring science, technology and innovation to vulnerable communities through five (5) entry points namely (1) livelihood; (2) basic education; (3) DRRM; (4) health and nutrition; and (5) water and sanitation. CEST Tanudan is the 1st such project of the DOST-CAR and was implemented in 2014. Technology interventions worth PhP1, 212,013 were provided through the DOST-CAR’s Grants-in-Aid to establish three (3) processing facilities for coffee, corn and banana. Support to the project was also provided by the Department of Agrarian Reform-CAR, PLGU of Kalinga, and the LGU Tanudan through the establishment of a PhP1M building to be used specifically for coffee processing. During the 1st quarter of this year, all entry points have been provided to the community.

RxBox Stakeholder’s Meeting held in CAR Specifically, the RxBox is a telemedicine device capable of capturing medical signals through built-in medical sensors, storing data in an electronic medical record (Community Health Information Tracking System –CHITS), and transmitting health information via internet to a clinical specialist at the Philippine General Hospital for expert advice. It also catalyzes improvement in the local referral system by facilitating teleconsultations (audio-video conferences) within the National Telehealth Service Program.

The DOST-CAR, in partnership with the Philippine Council for Health Research and Development (DOST-PCHRD), University of the Philippines Manila, National Telehealth Center and the Deparment of Health-CAR spearheaded the conduct of the “RxBox 1000: Stakeholders’ Meeting in CAR” on July 21, 2017 at the Prince Plaza Hotel, Baguio City. Key stakeholders from the recipient-municipalities such as local chief executives, provincial and municipal health officers, municipal development management officers, rural health personnel as well as staff from the DOH-CAR attended the activity. Specifically, a total of 72 participants from the 38 beneficiaries in CAR, representing all six (6) provinces were present for the orientation and presentation of the project and memorandum of agreement (MOA) signing.

The RxBox can reduce the overall cost of healthcare by enabling health workers to diagnose, monitor and treat patients within the rural health facility, thanks to medical sensors inside the box. The 38 beneficiaries of the project in CAR include the municipalities of Boliney, Bucay, Bucloc, Daguioman, Lacub, Luba, Pidigan, Sallapadan, and San Juan in Abra; Conner, Kabugao, Luna, and Pudtol in Apayao; Atok, Bakun, Buguias, Kabayan, Kapangan, Mankayan, Tuba, and Tublay in Benguet. For the province of Ifugao, the municipalities of Aguinaldo, Alfonso Lista, Asipulo, Hingyon, Hungduan, Lamut, Mayoyao, and Tinoc were shortlisted while in Kalinga, these include Balbalan, Lubuagan, Pasil, and Tanudan. A message was given by Dr. Lakshmi I. Legaspi, Regional Director of DOH-CAR while project developers from the University of the Philippines discussed the “Roll out of 1000 RxBox Telehealth Device on Selected Rural Health Units in the Philippines” as well as the RxBox demonstration. Meanwhile, Dr. Nancy A. Bantog, ARD for Technical Services of the DOST-CAR and project coordinator for the Cordillera region presented the roles of all stakeholders prior to the MOA signing. The RxBox is a multi-component program (biomedical device, electronic medical record system and telemedicine training) designed to provide better access to life-saving health care services in isolated and disadvantaged communities nationwide. It is one among the Department of Science and Technology’s efforts for a “Smarter Philippines”. It is also an ICT (Information and Communications Technology) innovation designed to support the Department of Health’s call for Kalusugang Pangakalahatan or Universal Health Care.

LGU Danglas co-sponsors Forum on STARBOOKS For the Cordillera Administrative Region, a total of 92 beneficiaries from the academe both public and private, and LGUs availed of the STARBOOKS. Bulk of these beneficiaries provided the required hardware for installation of the STARBOOKS software, which is provided by the DOST for free. Likewise, interested schools are encouraged to submit a letter of request through their respective Provincial S&T Centers and addressed to the DOST-CAR Regional Director, Dr. Victor B. Mariano. While the STARBOOKS software is provided for free, the requesting parties need to comply with the minimum requirements for the hardware as well as sign a Memorandum of Understanding (MOU) prior to deployment.//smsc Mayor Esther B. PSTD Menandro B. Buenafe provided the general overview on the STARBOOKS as well as other programs, projects and activities of the DOST-CAR. He likewise informed the group on the PSTCAbra’s commitment to help in the development of the municipality through science, technology and innovation. Further, the STARBOOKS as well as the DOST Undergraduate Scholarship Programs were presented by Ms. Sheila Marie SingaClaver, Information Officer of the DOST-CAR while the technical part of the STARBOOKS was presented by Ms. Christine Joy A. Tayab, project staff under the S&T Promotion Unit. The STARBOOKS is the first digital science library developed by the DOST- Science and Technology Information Institute which provides thousands of science and technology materials without the need for internet connection. Aside from the wealth of S&T information, it also contains livelihood videos for budding entrepreneurs.

Elementary and secondary school teachers are the participants to the forum on DOST STARBOOKS which was co-sponsored by the LGU-Danglas.

DOSTv films SETUP Project in Abra

DOST-CAR gears up for transition to ISO 9001:2015 version

The DOSTv, the official weather and science program of the Department of Science and Technology, documented the JB Campol Furniture Shop based in Bangued, Abra on August 25, 2017. The enterprise is a Small Enterprise Technology Upgrading Program (SETUP) beneficiary with the project entitled “Improving the Production Capacity and Efficiency of Campol’s Furniture through Equipment Upgrading”.

The DOST-CAR, an ISO 9001:2008 certified organization is now conducting activities in preparation for its transition to the ISO 9001:2015 version in the latter part of the year.

“Yung iba dyan, pumupunta sila sa Manila para mai-TV, ako, sila ang pumunta dito” (Others go to Manila to be televised while for me, they came here), Mr. Campol jokingly answered when asked about his experience in the documentation. He also extended his appreciation for being chosen to be part of the series of documentation of SETUP-assisted projects in the country.

In order to capacitate the staff on the ISO 9001:2015 version, several trainings have been conducted, the first of which was the Awareness Seminar on ISO 9001:2015 and Awareness on Risk Management (based on ISO 31000:2009) held on March 27-29, 2017 with resource speaker from the DOST- Metals Industry Research and Development Center.

DOSTv’s objective is to communicate Science For The People, promote a culture of science and technology, and raise the aspirations of our youth to pursue careers in Science, Technology, Engineering, and Mathematics (STEM), and be the leaders of the future. Further, the DOSTv features daily weather updates and water level reports from DOST-PAGASA; compelling true-to-life stories in the SineSiyensa documentaries; and sensible, healthy, easy-to-make recipes in the Sustansyarap features by the DOSTFNRI; among others. Succeeding trainings include the Strategic Planning and Quality Objectives Enhancement Training Workshop on April 18-20, 2017, Risk-Based Thinking with Quality Objectives and Plans (QOP) Review Workshop on May 30-31, 2017, and the Comprehensive Internal Audit Training Workshop to ISO 9001:2015 on July 25-28, 2017.

This is not the first time that the DOST-CAR was chosen to be featured in the DOSTv. When it was established in 2016, the DOSTv travelled to Bauko and Sagada, Mountain Province to feature the effect of climate change, as well as the loomweaving project of the DOST-CAR, Philippine Textile Research Institute, and the LGUBontoc in Caneo, Bontoc, Mountain Province.//smsc

The transition audit is set for November 2017 upon completion of all trainings necessary for certification to the ISO 9001:2015 version. DOST targets 100% scholars in all Municipalities in CAR

More research urged to improve Kalinga coffee

With the theme, “Be an S&T Scholar for the Nation”, the Department of Science and Technology is working to ensure that all municipalities in the Cordillera region will have at least one (1) scholar. At present, all CAR municipalities have a DOST scholar except for the municipality of Lacub, Abra.

The Department of Science and Technology (DOST) is urging researchers of the Department of Environment and Natural Resources (DENR) to pursue more intensively studies on Kalinga coffee in order to further improve the product, which has started to make a name in the market.

With these, information dissemnation was stepped up especially in announcing the science and technology undergraduate scholarship which is now open to interested graduating Grade 12 students in the region.

DOST-Cordillera Regional Director Victor Mariano, in his talk during a lecture series in Tabuk City, Kalinga that ended on Friday, explained the effect of research applications on Kalinga coffee, which is now widely sold and has been properly packed for public consumption. Kalinga coffee is abundant in the province originally just growing in the forests and even along the riverbanks and creeks due to Kalinga’s varied elevations.

For the past two (2) years, the examination was halted due to the implementation of the Department of Education’s K-12 program. Republic Act 7687, also known as the “Science and Technology Scholarship Act” provides scholarship to talented and deserving students whose families’ socio-economic status do not exceed the set cut-off values of certain indicators. Qualifiers must pursue priority fields of study in the basic sciences, engineering, other applied sciences, and science and mathematics teaching. On the other hand, the DOST-SEI Merit scholarship program, formerly known as the NSDB or NSTA Scholarship under RA No. 2067, is awarded to students with high aptitude in science and mathematics and are willing to pursue careers in the fields of science and technology. DOST scholarship privileges include tuition and other school fees (PhP10,000/semester), book allowance (PhP10,000/year), monthly living allowance (PhP6,000-PhP4,000/month), transportation allowance, and group insurance among others. Deadline for filing of application for the RA 7687 and Merit scholarship programs is on August 25, 2017 while the National Competitive Examination is set on October 15, 2017. Application forms for the said scholarship programs are now available at the DOST-CAR regional office located at the BSU Cmpd., Km. 6, La Trinidad, Benguet or at any of the Provincial Science and Technology Centers (PSTCs) in the region. Forms may also be downloaded at the DOST Science Education Institute website at www.sei.dost.gov.ph. Similarly, application for the 2017 Junior Level Science Scholarship (JLSS) for third year college students is also open. The JLSS is a scholarship program under RA No. 10612 which aims to strengthen the country’s science and technology education by fast-tracking graduates in the sciences, mathematics and engineering who shall teach science and mathematics in secondary schools throughout the country. Scholarship privileges are the same as that of the RA 7687 and Merit programs. Deadline for filing of application, the forms of which are also available at the DOST-CAR regional office and PSTCs, is on September 22, 2017; while the national competitive examination is on November 19, 2017.//smsc with reports from Maritess A. At present, the province is known to produce the four coffee varieties – Arabica, Robusta, Excelsa, and Liberia. With the help of government agencies working together, Kalinga’s coffee industry can achieve a wider market locally and internationally. Daisy Dasayon, Community Environment and Natural Resources officer (CENRO) in Pinukpuk, said the lecture of the DOST-CAR in partnership with the National Academy of Science and Technology Philippines (NAST-PH) was attended by government agency officials and representatives from the academe and local government units. The activity urged scientists, academicians, and other sectors to conduct researches to promote and improve the Kalinga coffee product. Alcala, according to Dasayon, said that in monitoring the area being studied, he worked with the community aside from conducting information, education and communication campaigns. Dasayon said various topics were discussed including on Rafflesia, known for producing the largest individual flower on earth, and found in southeastern Asia, in Indonesia, Malaysia, Thailand and the Philippines. Rafflesia also found at the Balbalasang–Balbalan National Park in Kalinga could also be a subject of study by continuously monitoring its stages of development. Final validation of CAPE Kalinga project completed beneficiaries and discussed the technical interventions provided by the consultant. This was further validated in the farm of one beneficiary where before, the tall coffee plants are difficult to harvest but with the rejuvenation project, these can now be harvested without the need for climbing. Another intervention of the consultancy program is the use of a chainsaw in cutting the coffee stands following a schedule as per advice of the consultant. Traditionally, the coffee strands were cut using a bolo which makes it more labor intensive. Further, from cutting strands of around six (6) per day, they can now cut up to 50 strands per day. The farmer-beneficiaries also shared that they were provided with lanzones and rambutan seedlings, aside from farm inputs like fertilizer by the consultant. The validation was capped with a closing program held at the home of one of the beneficiaries, Mr. Jhun Gumabay. The consultant donated a chainsaw to the community and was formally turned-over to the barangay captain. Meanwhile, Dr. Rodolfo, being a faculty of the Kalinga State University requested for permission to continue with the project as part of the university’s extension program. This will ensure sustainability of the project as well as the continuity of the consultancy services that were provided by the DOST-CAR to the community, he said.

Rodolfo of the Management of Environmental Resources through Innovative Technologies Association, Inc. (MERITAI) on September 13-14, 2017 in Balbalan, Kalinga.

The CAPE program is one of the technical consultacy services provded by the DOST-CAR to farmer-beneficiaries to help them attain better productivity in agriculture. For this program, consultants/ experts are deployed and commissioned by the agency to provide responsive technical interventions to farmer-beneficiaries in the region. //smsc with reports from Jasmin L. This particular CAPE project was initiated in October 1, 2016 and completed in August 31, 2017, benefiting a total of 30 farmer-beneficiaries from the barangays of Pantikian and Salegseg in Balbalan, Kalinga. Specifically, the project looked into possible ways and recommendations in order to rejuvenate the coffee plantations of the farmer-beneficiaries. The final validation was led by Mr. Norberto M. Cobaldez, Supervising Science Research Specialist of the DOST-CAR together with Ms. Jasmin L. Donaal, PSTD-Kalinga, Engr. Ralf B. Sapi-il, PSTCKalinga staff and other personnel from the PSTCs of Benguet, Ifugao and Mountain Province.

For the 3rd straight year, the DOST-CAR was tasked to lead the Techno Bazaar of the DOST Regional Offices during the 2017 National Science and Technology Week (NSTW) celebration held at the World Trade Center, Pasay City on July 11-15, 2017. With the theme, “Science For The People”, the regional offices of the DOST system showcased major banner programs such as the Small Enterprise Technology Upgrading Program (SETUP) and the Community Empowerment thru Science and Technology (CEST). For the Techno Bazaar, the DOST regional offices manned designated booths to sell products as an initiative to promote SETUP assisted cooperators’ products. This initiative not only provides a venue for assisted MSMEs to sell their products but more importantly, it helps in its promotion at the national level. The national celebration shall likewise jumpstart the regional celebration of the science and technology week in all 16 regions of the country. For the Cordillera Administrative Region, the venue shall be at PLGU-Kalinga Astrodome, Tabuk City, Kalinga on October 10-14, 2017. This will be the first time that the DOST-CAR will bring to another province the RSTW outside of Baguio City and Benguet, in keeping with the theme, Science For The People. Coordination activities are currently being done with the Provincial Government of Kalinga, who has expressed their commitment to be the major partner of the event. Similarly, the DOST-CAR hopes to showcase in the regional celebration S&T exhibits that were highlighted by the various DOST institutes and councils. This include S&T exhibits from PAGASA, ITDI, MIRDC, PhilVolcs, FNRI, FPRDI, PNRI, PCAARRD, and PCHRD, among others. Local partner government agencies shall also be tapped such as the PhilRice, PhilMech, Phil-FIDA as well as from the private sector to ensure that available technologies that are responsive, especially in the province of Kalinga are highlighted. Much is expected in the upcoming RSTW in CAR as it moves out from the Baguio City-Benguet area to other provinces in the region. Starting this year, it is indeed hoped that such initiative will ensure that science, technology and innovation are brought to all provinces of the region.//smsc

14 Philippine Scientists and Inventors Dr. Baldomero Olivera, a UP Summa cum Laude graduate, discovered conotoxins, a bunch of biomolecules in Philippine marine snails now used in international neuroscience research. A seacone known scientifically as Conus lapulapu was named after Lapulapu, the Philippine hero who killed Ferdinand Magellan in war.

The 22-watt reflectorized circular lamp was built in a wooden box by Eduardo Sta. Ines. The auxiliary is a plastic diffuser and a stainless-steel reflector that gives a bright and wide illuminator.

Diosdado Banatao, an engineer from Cagayan, Philippines, pioneered graphics acceleration, introducing the world’s 1st graphical user interface (GUI) accelerator. He also contributed designs like the ethernet, a networking protocol plugged into PCs. Asian-Indian Vinod Dham made the Pentium chip for Intel and the K6 processor for AMD.

Camilo M. Tabalba, a Filipino engineer, headed a team to make the telephone electronic in 1970. By 1975, he published his findings, including the development of the dynamic transducer (a transmission circuit replacing the carbon transmitter). His work helped in the development of the modern Touchtone phone.

Who pioneered the padding or translational technique now widely used in complexity theory? Dr. Carlos H. Ibarra, a Filipino professor at University of California (Santa Barbara) who has been a leading researcher on the design and analysis of algorithms, the theory of computation, computational complexity, parallel computing and digital libraries. Dr. Jose B. Cruz used engineering and mathematics to devise the comparison sensitivity matrix for evaluating changes occurring in different components - from the parts of an ordinary flashlight to the automatic control and feedback of a Patriot missile. He graduated Summa cum Laude from the University of the Philippines. Filipino astronomers Edwin Aguirre and Imelda Joson discovered Asteroid 6282 (called Edwelda after their first names), an asteroid orbiting the sun between Mars and Jupiter. Who created the Lunar Rover or moon buggy used in 1969 by American astronauts who first landed on the moon? A Filipino employee of Lockheed Corporation christened Eduardo San Juan. Flying in 1954 at the Manila International Airport, the airplane with an engine using alcohol was invented by Dr. Gregorio Zara (born on March 8, 1902). He also made the TV-telephone (videophone), a device that enables callers to view each other onscreen. Dr. Josefino Comiso, a Filipino physicist with NASA, first discovered a recurring polynya (semipermanent area of open water in sea ice) in the Cosmonaut Sea, south of the Indian Ocean.

Roberto del Rosario invented the piano tuner’s guide, the piano keyboard stressing device, the voice color tape, and the one-man- band (OMB). The OMB was later developed as the Sing-Along-System (SAS) to aid his voice students. His first model came out in the 1970s, and was copied by the Japanese who named their device the karaoke. The July 24, 1999 Philippine Daily Inquirer reported that Del Rosario filed a suit and was consequently awarded sole authority over karaoke’s Philippine production. Francisco Quisumbing, a Filipino chemist, invented Quink pen ink which he sold to Parker for international consumption. The ink cleans the pen as it writes, dries quickly on paper, and remains liquid inside the tube. Wilmo Orejola, a Filipino surgeon, created the harmonic scalpel, an ultrasonic surgical knife that doesn’t burn flesh. He has more than a dozen medical and toy patents in the US and in the Philippines. Francis Duhaylongsod, a Filipino heart surgeon in Hawaii, invented an operation called minimally-invasive cardiac surgery. This uses smaller cuts into the body, reducing the nine-week recovery period to two. Urine is normally used in drug detection, but Dr. Enrique Ostrea discovered that the use of meconium (the baby’s first stools) was more sensitive since the drugs taken by the mother accumulate in the fetus’ intestines.
