Department of Social Welfare and Development (DSWD) Secretary Rolando Joselito D. Bautista led the inauguration ceremony of the Isolation Building at the Home For Girls (HFG), Brgy. Bonbon, Butuan City on December 13, 2021.
The Isolation Building was implemented under the Infrastructure Project in Residential Care Facilities in pursuit of the agency’s goal in taking extra measures to look after the welfare of its clients and employees amidst the threat of the coronavirus disease 2019 (COVID-19). Since the COVID-19 pandemic struck, it has been DSWD’s concern to provide assistance to its clients, and ensure the safety of the employees who continue to serve the public. The said facility has

Department of Social Welfare and Development (DSWD) Field Office Caraga has prepared 14,572 family food packs amounting to Php 6,557,622.78 prepositioned in different strategic areas in the region, while the disaster response standby funds total to Php 5,229,583.43. The prepositioned FFPs in Surigao City has been increased to 5,000 earlier to ensure optimum number of stockpile in the area, especially that the path of the tropical cyclone would pass through the vicinity. As of writing, the FO, through its Quick Response Team (QRT) is continuously coordinating with the Local Social Welfare and Development Offices (LSWDOs) for updates in their respective localities. (DSWD-13) The Office of Civil Defense (OCD)-Caraga has issued its second Situation Report on Tropical Cyclone Odette, December 16, at 5am, wherein it has indicated that TCWS No. 3 is in effect for the provinces of Dinagat Islands, Surigao del Norte, the northen portion of Agusan del Norte (Tubay, Santiago, Jabonga, Kitcharao), and the northern part of Surigao del Sur (Carrascal, Cantilan, Madrid, Carmen, Lanuza, Cortes) based on PAGASA Bulletin issued at 11pm, December 15. Caraga RDRRMC braces for Typhoon Odette Intense preparations are now being made by response agencies comprising the Regional Disaster Risk Reduction Management Council (RDRRMC) in Caraga Region as Typhoon Odette is expected to enter the Philippine Area of Responsibility (PAR) in the coming days and is even forecasted to intensify into a typhoon. The Department of Science and Technology - Philippine Atmospheric, Geophysical, and Astronomical Services Administration (DOST-PAGASA) said Sunday, December 12, that the potential Tropical Cyclone (TC) is expected to enter PAR by Tuesday evening, December 14, and may intensify into a typhoon before making landfall in the vicinity of Eastern Visayas or Caraga on the afternoon or evening of Thursday, December 16. The Caraga RDRRMC has issued Advisory No. 1 wherein it has directed all response agencies and local government units to undertake the following preparedness actions in connection with the potential TC and other weather systems and associated hazards: • Closely monitor Tropical Cyclone Bulletins, warning, and other advisories issued by DOSTPAGASA, DENR-MGB and other surveillance agencies. Cross validate the current situation with the Doppler radar images, satellite images, and other science-based monitoring and

forecasting tools; • Conduct Pre-Disaster Risk Assessment (PDRA) at the local level and undertake preparedness based on Operation LISTO; • Strengthen risk communication and localize the warning to communities within respective areas of responsibility; • Ensure adherence to the guidelines on COVID-19 Preparedness Measures for the anticipated rainy season; • Submit regular Situation Report, as needed, highlighting the current situation, preparedness measures, summary of damages and response needs, to the RDRRM Operations Center; and • All travelers are advised to lessen/limit land and sea travels to and from Caraga region to avoid congestion in all points of entries coming in and going out of the region. Further, DOST-PAGASA Butuan has also been advised to review their respective areas of responsibility (AORs) , specifically their history with disasters. “Identify the areas with a history
of flooding and landslides. History may repeat itself especially now that a tropical cyclone is approaching. Refer to the list of barangays susceptible to floods and landslides,” Ver Lance Galanida, chief of the DOSTPAGASA Butuan, said in an update. “Refer to your documented scenarios of previous tropical cyclones affecting your AOR. Identify the affected areas. Those affected areas may also be affected this time around,” he added. Galanida also emphasized the need to monitor the soil moisture content in their AORs especially since rainfall in the region has been above normal for the past months. Flooding is more likely to happen due to surface runoff, he said. Hazards to be expected are strong winds, storm surges, landslides, and flooding. The Department of Agriculture (DA) pushes to pursue an inclusive and holistic approach to accelerate the transformation of Philippine agriculture under the One DA Reform Agenda key strategies. In doing so, Agriculture Secretary William D. Dar took the lead in the distribution of the P159.6 million financial assistance and agrifishery projects to Caraga farmers, fishers, and local government units (LGU) on Tuesday, December 7, in Prosperidad, Agusan del Sur.

“The agency envisions a food-secure Philippines with prosperous farmers and fishers. To do this, all programs and projects are aligned to the four pillars of the OneDA Reform Agenda: Modernization, Consolidation, Industrialization, and Professionalization will be in partnership with the LGUs,” said Dar. Secretary Dar emphasized the vital role of the LGUs in increasing productivity and profitability at the local level through agri-fishery extension services. With a total amount of P81.3 million, eligible rice farmers tilling two hectares or less received P5,000 cash assistance that can augment farmers’ production needs. Elmer D. Boquil, a rice farmer in Barangay San Rafael, Prosperidad, Agusan del Sur expressed his gratefulness for the RCEF-RFFA. “I will use the P5,000 cash assistance as additional working capital for my 1.5 hectares this cropping season. This is a big help for me,” said Boquil. Part of the key strategies is to intensify the postharvest, processing, logistics, and marketing support among the farmers and fishers. With this, fifteen Farmers’/ Fishers’ Cooperative and Caraga INFOCUS
Association (FCA) was granted a working capital with a total amount of P9.7 million through the Enhanced Kadiwa ni Ani at Kita Inclusive Food Supply Chain Program. This will equip the FCAs as a reliable food commodity supplier to sustainably operate Kadiwa Retail Stores in their locality. Hauling and delivery activities is now easier to CARCANMADCARLAN Agri-based Multi-Purpose Cooperative (CAMPCO) in Cantilan, Surigao del Sur, Sumilihon-Taguibo Farmers Association in Butuan City, Bayugan Achievers Multi-Purpose Cooperative (BAMPCO) in Bayugan City, and Local Government Unit of Cabadbaran City as each received one unit of refrigerated vans with a total amount P10.96 million. BAMPCO Manager Grace P. Ostique said that the refrigerated van is a big help for the operations of their Organic Trading Post. “We are excited to use the vehicle as this will help us reach more communities to offer our affordable and fresh produce,” said Ostique. CAMPCO also received the Bangus Production Caraga INFOCUS
and Marketing subproject amounting to P16.55 million under the DA-Philippine Rural Development Project Enterprise Component. On top of that, to increase harvest efficiency among Caraga rice farmers the DA Chief also led the turnover of 14 units of recirculating dryers amounting to P37.3 million to Local Government Units (LGU) in the region. The facility will be operated by the LGU’s through their identified Farmers’ Cooperative and Associations (FCA). The mobilization and empowerment of partners, the LGU’s and rice farmers with additional postharvest facilities are bound to contribute to greater profits and deliver quality rice to consumers. The recipients of the recirculating dryers are the following LGUs: Municipality of San Agustin, Marihatag, Lanuza, Madrid, Hinatuan, San Miguel, Tago, and Bislig City in the Province of Surigao del Sur. The Municipality of Prosperidad, Bunawan, Rosario, Talacogon, and San Francisco in the Province of Agusan del Sur and Cabadbaran City.
In addition, Kangyat MultiPurpose Cooperative, a corn clustered organization in Talacogon, Agusan del Sur will gain more benefits from the commodity’s value chain through the P3 million worth recirculating dryer with generator set funded by the DA’s Corn Program. The cooperative took part in the Bayanihan Agri Clusters and now reaping the various interventions from free seeds and farm inputs, financial, mechanization, and market support. Moreover, Secretary Dar handed the check to 174 coconut farmers amounting to P848,535 in the region under the DA-Philippine Coconut Authority’s various projects. DPWH turns over evacuation center to SurSur town It was a moment of pride for Hinatuanons, as the fully-completed Evacuation Center cum Multi-Purpose Covered Court situated in Barangay Bitoon was officially turned over by the Department of Public Works and Highways (DPWH)-Caraga to the Local Government Unit (LGU) of Hinatuan. The facility will primarily function as an evacuation center but can be utilized as a venue for sports or indoor games, conferences, and other activities in the absence of a disaster. The gym-like multipurpose evacuation center carries the standard evacuation center design of the DPWH that has gendersensitive facilities. It is equipped with living quarters, a male and female toilet and bath, kitchen, dining area, basketball court, rooms to be used as admin offices, clinic room, prayer room, dressing room, and breastfeeding

Garay underscored the importance of having an evacuation center to answer to the need for resilient structures where evacuees can seek refuge, and provide them temporary shelter fit for
