News Briefs (COVID-19 Update) The first person under investigation (PUI) in Surigao del Sur has tested negative for the coronavirus disease (COVID-19), according to Provincial Health Office chief Dr. Eric Montesclaros. In the Media Forum hosted by PhilHealth Caraga at Watergate Boutique Hotel, Butuan City, Romelyn Torralba of DOH Caraga provides an update on the Coronavirus Disease - 2019 (COVID-19) status in Caraga wherein as of February 19, there is only one person under investigation (PUI) and a total of 38 are under monitoring (PUMs). To ensure the effectiveness of the prevention and detection procedures implemented, DOH Caraga imposes an additional 2-day in the prescribed quarantining period to patients that strongly exhibit symptoms of the disease.

UTUAN CITY - Some 31 young former rebels have surrendered to the Philippine Army and are now ready to live a normal life back to their respective families.

During the coordination and processing of children involved in armed conflict by the Philippine Army and Philippine National Police (PNP), the young former rebels have learned about the benefits and assistance that they could avail from the government under the Enhanced - Comprehensive Local Integration Program (E-CLIP).

Of the 31 former rebels, two are minors while others have served the new people’s army for several years already. According to Jason Ryan Lam of the Department of the Interior and Local Government (DILG)-Caraga, the government is ready to assist former

rebels to return to normal, productive, and law-abiding way of life. “Under the E-CLIP, the government ensures the provision of the needed services and programs for the former rebels. The issues and concerns are also being addressed, and with all these efforts of the government, no one will be left behind,” Lam said. 402nd brigade commander, Brigadier General Maurito Licudine bared that coordination with the parents and relatives of the surrenderees is ongoing, and necessary assistance for them is underway. Caraga army welcomes new EastMinCom chief

The Department of Agriculture – Agricultural Credit Policy Council in partnership with the Landbank of the Philippines already released P84.9 Million cash assistance to the rice farmers from the four provinces in Caraga under the Expanded Survival and Recovery Assistance (SURE-Aid) Program.

Caraga police under intensified ‘one strike, no take’ policy

TAGO, Surigao del Sur - A total of 18 former rebels (FRs) received government assistance through the Enhanced-Comprehensive Local Integration Program (E-CLIP) last week held at the Provincial Governor’s Office (PGO) in Tandag City, a military official said. According to Capt. BUTUAN CITY The Sangguniang Panlalawigan of Agusan del Norte recently approved the Municipal Ordinance No. 20-2019 from the municipality of Carmen, “An Ordinance Implementing Rules and Regulations of Republic Act (RA) No. 10361, otherwise known as the Domestic Workers Act or Batas Kasambahay in the Municipality of Carmen, Agusan del Norte.” The said ordinance, authored by Vice Mayor Ramon M. Calo, aims to respect, promote and protect the fundamental principles and rights of the individuals, especially the domestic helpers at work, including but not limited to, abolition, elimination of all forms of forced labor, discrimination in employment and occupation, and trafficking of person, especially women and children. The Municipal Ordinance was anchored on RA 10361 or the “Domestic Workers Act” and also in accordance with Section 447 of the Local Government Code of 1991 which

The DOH, in consultation with relevant government agencies including the Department of Trade and Industry (DTI) and the Philippine Competition Commission, is also directed to study and propose measures which

Regardless of the status of existing inventory stock, MRP and/ or MWP under the order shall be strictly implemented. In a statement, Presidential Spokesperson Salvador Panelo described the signing of the EO as part of the Duterte administration’s lasting reforms to ensure that all Filipinos can live “decent and comfortable lives.” Duterte has repeatedly said that providing a more comfortable life to all Filipinos is among his administration’s top priorities. Last month, Duterte vowed that to sign the draft EO price caps on drugs and medicine even “twice over” since would be good for the Filipino people. SSS releases P178M unemployment benefits QUEZON CITY - The Social Security System (SSS) on Wednesday said that P178 million worth of benefits were released in 2019 under its unemployment benefit or involuntary separation insurance program, which is one of the key features of Republic Act 11199 or the Social Security Act of 2018 which took effect on March 5, 2019.

SSS President and Chief Executive Officer Aurora C. Ignacio said the pension fund received 15,151 unemployment benefit applications in 2019 of which 14,895 were approved and translated to P178 million of benefit releases.

Since its implementation in August 2019, the bulk of the unemployment benefit applications were received in October with 4,596 approved applications which corresponded to P54.61 million released to qualified members.

The unemployment benefit program is the newest among the benefits being offered by SSS which allows qualified SSS members who are involuntarily separated from work to claim for a cash allowance equivalent to two times his average monthly salary credit.

“We are hoping that with the newest benefit, we will help more SSS members during times of unexpected job loss. The program was patterned after the unemployment benefit program in European countries. Our primary objective is to assist them while they are looking for another job

To qualify for unemployment benefit, members must not be more than 60 years old at the time of involuntary separation, except for underground and surface mineworkers, and racehorse jockeys whose age should not be more than 50 and 55 years old, respectively. “The unemployment benefit can be claimed only once every three years starting from the date of involuntary separation from work. If two or more compensable contingencies occurred within the same period, SSS will only pay the highest benefit from the recorded contingencies. They are given one year from the time of their separation to file for their benefit claim,” Ignacio added. Member-applicant must have paid at least 36 monthly contributions, wherein 12 months of those should have been paid within the 18-month period prior to the month of involuntary separation. Ignacio reminded unemployment benefit applicants that to qualify for the benefit, the reason for separation should be any of the following: installation of labor-saving devices; redundancy; retrenchment; closure or cessation of operation; and disease or illness of the employee whose continued employment is prohibited by law or is

prejudicial to his or her co-employee’s health. Further, separation from employment because of employee’s serious misconduct, willful disobedience to lawful orders, gross and habitual neglect of duties, fraud or willful breach of trust, commission of a crime or offense and analogous cases like abandonment, gross inefficiency, and disloyalty/conflict of interest will not qualify the employee to receive the unemployment benefit. Applicants are required to submit a DOLE-issued certification establishing the nature and date of involuntary separation as well as the Notice of Termination from the employer or the Affidavit of Termination of Employment.
