Prior to serving as Cebu City’s local chief executive, he previously worked as the city’s councilor and vice mayor. Seronay opened the discussion by highlighting the legal obligations of the government to engage with CSOs. “The 1987 Philippine Constitution recognizes the important role of CSOs in nation building and the Local Government Code of 1991 further emphasizes this by mandating LGUs to promote the establishment and operation of CSOs to make them active partners in the pursuit of local autonomy,” he said. Ozarraga sees it as an opportunity for better participatory governance. “The Mandanas ruling closes the gap between information and decision. It provides various opportunities for collaboration. So, I believe that the Mandanas ruling will ignite the interest of CSOs to actively take part in local governance,” he said. It is expected that the total shares of the LGUs from the national taxes will significantly increase starting Fiscal Year 2022 in line with the implementation of

the Mandanas ruling. According to EO 138, the substantial increase in the shares of the LGUs from the national taxes will empower the LGUs in providing basic services and facilities to their constituents, and aid them in the effective discharge of other duties and functions devolved to them under Section 17 of RA No. 7160. This year’s Dagyaw, which started in 2019, is the third to be conducted in Caraga region. It is the first to be conducted in a hybrid manner (faceto-face activity and online livestreaming) after health protocols in Butuan City have been relaxed. In the bid to make the activity more inclusive, a Filipino Sign Language interpreter, Ma. Euville V. Mejias from the Department of Education, interpreted the proceedings. To generate production estimates on crops other than palay and corn at the national, regional and provincial levels, the Philippine Statistics Authority (PSA) will conduct this year’s 4th quarter Crops Production Survey (CrPS) in Caraga region.

2nd largest protected area of SurSur soon to be enacted BISLIG CITY, Surigao del Sur -- Known as BarBoLaVa PLaS, the Barcelona, Bongan, Lawigan, and Valencia Protected Landscape, and Seascape is the second largest protected area of Surigao del Sur that will soon be enacted into national law. It was primarily crafted by the Department of Environment and Natural Resources-Community Environment and Natural Resources Office (DENR-CENRO)-Bislig and stakeholders from Caraga INFOCUS

agencies such as the city government of Bislig, local barangay councils, and private sector representatives (PSRs). The protected landscape and seascape area comprises around 754 hectares of aggregate mangrove swamp forest traversing the interconnectivity of coastal areas of the municipality of Lingig and Bislig City, both part of the second district of Surigao del Sur. The Coastal and Marine Ecosystem Management Program (CMEMP) of the CENRO issued findings

and recommendations of the Protected Area Sustainability Assessment (PASA) for the BarBoLaVa, a primary step prior to its declaration as a protected area. The findings revealed that four barangays of the said city and the municipality have a high potential to become a declared “protected seascape” because of its notable mature and lush primary mangrove species that may still be protected. The Department of Public Works and Highways (DPWH) on Friday inaugurated here the longest flyover in Mindanao. The 1.035-kilometer infrastructure, which cost PHP2.7 billion, is part of the “Build, Build, Build” program of the Duterte administration. The project which started construction in 2017 is located in the most strategic intersection in this city as it is the convergence point of all vehicular traffic from towns, municipalities, and cities traversed by two major road corridors: Daang Maharlika or the Agusan-Davao Road and Surigao Davao Road. The intersection also serves as a gateway to the northern provinces of Mindanao which draws traders of agricultural products, manufacturers, and investors in the services sector in

the Davao Region (Region 11). In his speech during the inauguration, DPWH Secretary Roger Mercado said the project is a dream come true for the people of the Davao Region. “This project would decongest and solve the problem of traffic in Davao del Norte. I can see that Tagum is a very beautiful city. It has a big potential,” he said. The project has a four-lane flyover bridge structure including a 485-meter long, four-lane approach road with a Mechanically Stabilized Earth (MSE) wall along Daang Maharlika (Agusan-Davao Road). Meanwhile, Mayor Allan Rellon thanked the national government for the project as it will not only address

traffic congestion but would encourage more businesses in the city. “With this, big business groups are now signifying their intention to expand in Tagum City. Some said that the flyover will discourage businesses to come in but it is the opposite,” he said. Rellon added that the multibillion project is a welcome development as it helps boost the economy of the city. “With the constant guidance of the divine providence and the effective coordinative efforts between the local government units and the national agencies, together we can achieve more for the good of the people.
