SINOVAC VACCINES DELIVERED IN PH NOW OVER 50M DOSES GET VACCINATED TO ‘OVERCOME’ PANDEMIC, DUTERTE TELLS FILIPINOS
Statement of Presidential Communications Secretary Martin Andanar on the 7.1% GDP growth rate of the Philippines for the third quarter of 2021 We are delighted by the 7.1% growth in our GDP in the third quarter of 2021, which is among the highest third-quarter growth rates in ASEAN and the East Asian region. This noteworthy achievement affirms the Duterte administration’s success in strategically balancing, managing, and sustaining the growth and operation of our economy, while addressing and containing the impacts of the COVID-19 pandemic and the Delta variant that pushed us to tighten our quarantine restrictions. Despite the reimposition of said restrictions, our proactive vaccination drive against COVID-19, as part of our three-pillar strategy, has allowed for work and business operations to reopen and continue, as well as for the sector to expand, thereby driving the sustained economic recovery we have registered today. As we continue our responsive approach to this pandemic in our remaining months in office, such as accelerating the vaccination program, safely reopening the economy while strictly adhering to public health protocols, and the full implementation of the recovery package to lay the foundation for a pandemic-resilient nation, may everyone take part in this collective effort by observing the minimum health standards so that the economic optimism and growth momentum of our country may continue. May our economic growth encourage everyone to participate in our national COVID-19 vaccination program as we can see the tremendous and positive impact it has on our recovery from the pandemic as one nation.

Catching Dreams at Sea: The tales of housewives in a community of fisherfolk
While the chirps of the crickets resonate and the sun sleeps with the rest of the world, fishers in Barobo, Surigao del Sur set foot in their bangka in hopes to catch fish. They depend on their luck at sea to support the needs of their family. And like the sea, their catch has highs and lows, leading to uncertain income. Fueled with hardships and dreams, Vilma Caraga INFOCUS
Guingue, 47, breaks the notion of the work once thought to be suited only for men. She accompanies her husband to help him catch fish at sea to feed their nine children waiting at home. In a revolutionized world where gender equality is advocated, women like Vilma have the freedom to serve a key role in the
food system, stepping up from her usual routine as a housewife. Pushing to give a brighter future for their children, Vilma joined the Anunang Gamut Fishermen Association (AGFA) in 2017 where she found her purpose and her dreams coming true. Breaking dawn November 6-12, 2021 |

If before I helped him to catch fish at sea, now it’s the other way around,” said Vilma. Rising up PRDP continues to uplift its proponent groups by providing infrastructure or capital needs and capacity building. Just this year, members and non-AGFA members were immersed in bangus bottling and processing training in partnership with the Bureau of Fisheries and Aquatic Resources (BFAR). Like Vilma, this PRDP training encourages women in the community to do something relevant while their men are at sea. Vilma also encouraged her daughter to join and learn new skills. “This boosted our morale as wives. While our husbands are busy at sea, we can do deboning and bottling, then sell these products. It’s extra income for the family, community, and the association,” said Rubelyn T. Cahilis, wife of an AGFA member. Caraga INFOCUS
Barobo LGU is also in full support of the association, providing them materials such as pressure cooker, gas stove, kitchen wares, among others for the start-up of their bangus processing business. Excessive harvest causes the fisherfolk to sell the bangus at a lower price, losing the chance of additional profit. Now, with the acquired knowledge of processing, the excess bangus can already be sold at a higher price. Laying down Alongside the Bangus processing, AGFA aims to expand its aquaculture into sea tourism with the support of Barobo LGU. For Vilma, government
interventions signified opportunities for a woman like her. She believes that giving them skill training pushes more women to find their voice in the community and start a business. “I am deeply grateful for all the interventions given to this community, especially for including women and making us important,” Vilma expressed. While women are no strangers to the hustles of being a housekeeper, with the unity of AGFA and government interventions, they unceasingly catch dreams in the endless sea of opportunities. EU, Germany launch P1-B peace, dev’t project in Mindanao
The European Union (EU) and the German government launched a four-year project with a total budget of 18 million euros (approximately PHP1 billion) to support Mindanao’s peace and development agenda. The program, called “Strengthening the Implementation of Regional and Local Peace and Development Agendas in Mindanao (SPADe)”, seeks to promote a peaceful, cohesive, secure, and “inclusively developed Mindanao.”
fisherfolk, indigenous peoples, internally displaced persons, women, and the youth. “This new project is consistent with our EU vision, which calls for an integrated approach to conflicts, supports state and societal resilience, addresses extreme poverty, inequality, and chronic fragility,” EU Ambassador Luc Véron said. German Ambassador to the Philippines Anke Reiffenstuel said this reflects Germany’s commitment to contributing to the peacebuilding process in the region.
The EU Delegation on Friday said special attention would be given to vulnerable and marginalized groups, such SPADe will be as smallholder farmers, implemented by the

Department of the Interior and Local Government (DILG) and Mindanao Development Authority (MinDA), supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German government, from 2021 to June 2025 in select areas in the region. The project is under the EU’s Mindanao Peace and Development Programme (MinPAD RISE) and co-funded by the German Federal Ministry for Economic Cooperation and Development. “With the GIZ project, the German development cooperation complements the EU-funded MinPAD RISE Programme and Caraga INFOCUS
continues Germany’s commitment for a peaceful and successful socio-economic development of Mindanao,” Reiffenstuel said. For a span of more than four years, SPADe will focus on: - Agricultural and fishery value chain development and investment promotion - Capacity building and strengthening cooperatives - Good governance promotion - Support equitable and sustainable access to natural resources - Empowerment of vulnerable groups The EU said SPADe would support the Regional Peace and Order Councils, Regional Development Councils, and non-state actors in implementing local and regional peace and development agendas. It will also help improve the services of agricultural cooperatives to their members and promote climate-smart agricultural value chains. The program officially Caraga INFOCUS
kicked off during a virtual ceremony hosted by MinDA on November 4. ‘Just the beginning’ During its launch, Véron said the collaboration is just the beginning of what they hoped to be a successful and meaningful action for the communities, especially the farmers, in Mindanao. “This project comes at difficult times with the pandemic and its negative impact on the economy and the wellbeing of the communities. This is not the first EU project in Mindanao nor will be it the last,” he said, adding that for the past 10 years, they have supported the Mindanao peace process by facilitating political dialogues to ease tensions within communities. “This new project is consistent with our EU vision, which calls for an integrated approach to conflicts, addresses extreme poverty, inequality, and chronic fragility. With you, our partners, we co-designed MinPAD RISE,” Véron said. He said the program is linked to two priorities and objectives -- inclusive
growth and job creation, and peacebuilding in Mindanao. MinDA Executive Director Undersecretary Janet Lopoz said the EUsupported program would aid the establishment of various agro-fisheries facilities in several areas of the island region, including production and logistics mechanisms aimed at assisting Mindanao’s economic recovery amid the pandemic. “It is important that as stakeholders and partners in Mindanao’s development, we are informed of all the various efforts that we are all putting together to contribute towards making our Mindanao a more integrated, more inclusive, resilient, sustainable, and peaceful Mindanao,” Lopoz said. “We hope that we can better think about how we can complement our initiative. And let’s see how best we can put together our efforts, complement and strengthen of our partnerships.” (With report from Che Palicte/PNA/ Joyce Ann L. Rocamora) November 6-12, 2021 |

Solar irrigation seen to uplift lives of 1.5K Lanao Sur farmers said he was teary-eyed while patiently waiting for the completion of the first-ever solar-powered water system for rice farmers in their town. Some 1,500 farmers in two Lanao del Sur towns are expected to boost their rice production with the operation of the PHP10-million Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) solar-powered irrigation system (SPIS). Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) – BARMM Minister Mohammad S. as in the whole Bangsamoro Region,” he said in a statement. On Monday, the MAFARBARMM, through the Task Force Bangon Marawi (TFBM), turned over the first SPIS for rice farmers in the two neighboring upland towns of Butig and Sultan Dumalondong in Lanao Del Sur. The SPIS, which was funded under MAFAR-TFBM, aims to alleviate the farmers’ water shortage problem. Primary beneficiaries of the project are some 1,000 rice farmers in adjoining Barangays Cabasaran and Sumalindaw in the town of Butig, and Barangay Malalis in the town of Sultan Dumalondong, all in Lanao del Sur. In a phone interview Tuesday, Kagi Romar, a farmer in Butig,
“We rely on rains, if there’s no rain, there is no opportunity for planting,” he said in the vernacular. For years, the water shortage has been the main problem besetting farmers in upland and isolated Lanao del Sur towns. With the project, Butig Mayor Dimnatang L. Pansar was so grateful to MAFAR and TFBM for prioritizing his town for the project as it gave their communities a new lease on life. “I hope that the municipality of Butig will be able to produce more rice and in the future, we will become one of the major producers of rice not only in Lanao Del Sur but also in the entire BARMM,” Pansar said in a statement. In July this year, former Mindanao Development Authority Secretary Emmanuel Piñol, along with Mayor Nashiba Sumagayan and Vice Mayor Odin Sumagayan of Taraka municipality, also led the opening of the water pipes from SPIS units designed to irrigate between 600 to 1,000 hectares of farmlands in their town. “Bong Go is my only presidential bet,” PRRD emphasizes as he endorses his long-time aide for the highest post President Rodrigo Duterte stressed in an online interview that it was him who pushed Senator Christopher “Bong” Go to run for president after Go withdrew his vice-presidential bid following Davao City Mayor Sara Duterte’s decision to run for the country’s second highest post. The president also reiterated that he is not supporting or endorsing any presidential candidate other than Bong Go.

Go was accompanied by the President at the Commission on Elections office in Intramuros, Manila on Saturday, November 13, where he filed his candidacy for president under the Pederalismo ng Dugong Dakilang Samahan (PDDS), an allied party of the ruling Partido Demokratiko Pilipino– Lakas ng Bayan (PDP-Laban). “The fact na umatras si Bong, siyempre alam ko na pinagbigyan kami ni Bong dahil nga siguro sa tagal na niyang serbisyo sa amin, at kilala, kaibigan ko ang pamilya nila. At naaawa ako sa nangyari, kita mo ‘yung tao napaiyak. Pero sabi ko, whatever is your decision I will support you, as a matter of principle,” Duterte stressed.
Duterte also put a spotlight on the good qualities that the presidential aspirant possesses that makes him a highly deserving candidate for the said position.
“Ang suporta ko kay Bong as a matter of principle. Kaya nga kung matalo kami, eh kainin namin ‘yan. Basta ako, ‘pag ako nagsabi ng tao na susuportahan kita, susuportahan kita. Alam ninyo ‘yang isang salita lang ako,” the President ended.
Emphasizing on Go’s “malasakit” for the Filipinos, the President likewise said that it is Go who will be the most suitable public servant to continue his legacy for the benefit of his fellow countrymen and women. “Eh wala itong ginawang hambog na kuwento na kaya niya, pero alam ko sa taon na nagserbisyo siya sa akin, alam ko isang (katangian) is talagang honest (siya). Sinovac vaccines delivered in PH now over 50M doses “It is very necessary to have such a steady supply because we need to speed up the vaccination campaign rollout for minors but also to speed up boosters,” Reiffenstuel said.
The total doses of China’s Sinovac Covid-19 vaccine delivered in the Philippines reached 50,500,000 after receiving additional 3 million jabs procured by the government on Wednesday. Assistant Secretary Wilben Mayor, head of the strategic communications on current operations of the National Task Force (NTF) against Covid-19, welcomed the arrival of the new shipment of Sinovac vaccine at the Ninoy Aquino International Airport (NAIA) Terminal 2 in Pasay City. He said the country has so far received over 117 million vaccines from seven manufacturers. “With the arrival of the 3 million vaccines of Sinovac, we now have a total of 117 million more doses of vaccines in our inventory that arrived in the country,” Mayor said in a media interview. Mayor said the additional vaccines will be used to boost the inoculation drive in different regions of the country. “We will deploy these vaccines to all regions that need vaccines,” he said. He renewed his appeal to the

people who have yet to receive vaccine to get inoculated to protect themselves from pandemics. “So, again we call on fellow Filipinos who have not yet been vaccinated to get vaccinated because all of the seven vaccines (brands) that are now in the country are safe and effective against Covid 19,” he said. Aside from Sinovac, the NTF said other brands delivered in the country are: 16,103,640 doses of AstraZeneca; 32,120,010 doses of Pfizer; 3,240,850 doses of J&J; 9,985,900 doses of Moderna; 7,195,000 doses Sputnik V and 1,100,000 doses of Sinopharm,
Vaccine czar Secretary Carlito Galvez, Jr. thanked the German government, the COVAX Initiative, the World Health Organization (WHO), the European Union (UN), and the United Nations Children’s Fund (UNICEF) for the donation, noting that the country will focus more on vaccinating more of the elderly population. “Right now, we are at 59 percent coverage for the elderly and we will be focusing this month of November, we’re trying to push for 70 percent coverage of all the elderly,” Galvez said. By the end of the year, he said the country aims to vaccinate at least 70 million of the country’s 110 million population.
Germany’s donation through COVAX
“We are trying to push the LGUs (local government units) to ramp up their vaccination and we hope that this coming national vaccination day, we will be able to generate more or less 10 to 15 million of vaccine administration,” Galvez said.
On Tuesday night, the Philippines received 793,900 doses of AstraZeneca vaccine donated by the German government through Covid-19 Vaccines Global Access or COVAX Facility.
WHO Representative to the Philippines Dr. Rabindra Abeyasinghe said the donated vaccine doses will be particularly useful in vaccinating people outside the Metro Manila.
In an interview during the arrival at the NAIA Terminal 3, German Ambassador to the Philippines Anke Reiffenstuel said the second batch of donations from Germany is only part of the “steady supply” of vaccines in the country.

Get vaccinated to ‘overcome’ pandemic, Duterte tells Filipinos President Rodrigo Roa Duterte renewed his appeal to Filipinos to get vaccinated and strictly follow the minimum health standards to help overcome the Covid-19 pandemic. Duterte made the call as he welcomed the arrival of 2,805,000 doses of the Russian-made Sputnik V Covid-19 vaccine at Villamor Air Base in Pasay City on Monday night. “I appeal to all our kababayans (fellow Filipinos) to cooperate and do their part to help overcome this pandemic. The government cannot do this alone and we need your active participation by getting vaccinated and strictly following the minimum health standards,” he said in his speech. He thanked the Russian government for facilitating the largest shipment so far of Sputnik V vaccine to the country. “Let me express my gratitude to the Russian government for the continued supply of life-saving Covid-19 vaccines to the Philippines. These deliveries affirm Russia’s commitment to [achieving global] vaccine equity and improving vaccine accessibility to countries, especially the Philippines,” Duterte said. Duterte said he deeply appreciates Russia’s efforts in fostering cooperation in various areas, including the fight against Covid-19. “Goodwill initiatives, such as this vaccine donation and others, demonstrate the strong ties and friendship between Russia and the Philippines,” he added. Russian Ambassador to the Philippines Marat Pavlov, who was also present during the arrival, said the Russian government would continue to support the Philippines’ Covid-19 vaccination program and stressed the shipment is just one of many points of future cooperation between the two countries. Duterte also acknowledged the strong efforts of the Department of Health, Department of Foreign Affairs, National Task Force Against Covid-19, and other institutional partners for ensuring a steady supply of vaccines. “Amidst the threat of variants, you attended to the

prompt, safe and effective delivery, distribution and administration of the vaccines across the country,” he said. “Let us work together to put an end to this disease and its harmful effects to our people and economy for nearly two years now.” He assured that his administration is committed to securing safe and effective vaccines for all Filipinos. “Let us celebrate all our meaningful victories against Covid-19 pandemic. We are winning our battle against the virus. Let us continue to be safe and in good health,” he said. Meanwhile, Interior and Local Government Secretary Eduardo Año said local government leaders, particularly provincial governors, have expressed willingness to expedite the government’s vaccination program. Año said meetings with local government chief executives to speed up the vaccination have been fruitful. “We had a meeting with mayors, governors with Secretary [Carlito] Galvez [Jr.] at nakuha natin ang commitment ng mayors at governors para i-double time nila ‘yung pagvaccinate. Halos lahat ng governors andun” (and we got the commitment of mayors and governors to work double time for the vaccination. Almost all of the governors were present),” he said. Galvez, chief implementer of NTF and vaccine czar, said the latest deliverybrought to over 113 million the country’s vaccine stockpiles. He expressed optimism that the aim to vaccinate up to 70 percent of the target population will be achieved by the end of the year. Galvez earlier said the steady delivery of vaccines since October has allowed the government to further ramp up the nationwide rollout. According to the National Covid-19 Vaccination dashboard, the Philippines has so far administered 64,195,936 doses of Covid-19 vaccines, including 29,477,961 who are already fully vaccinated against the dreaded virus.
