In line with this year’s 18-Day Campaign to End Violence Against Women (VAW) and Internation Day Against Trafficking, the Regional Inter-Agency Committee Against Trafficking and Violence Against Women and their Children (RIACAT-VAWC) Caraga has lined-up activities from November 25 to December 12. This celebration will kickoff on Nov. 25 with a virtual Thanksgiving Mass and an opening program.

DSWD-13 preps for 2021 Children’s Month celebration November. This year marks the 29th national celebration of children’s month.

This year’s celebration, in particular, is most imperative as they intend to shed light on the effects the pandemic has had on children as well as the increasing cases of child abuse and exploitation amid a pandemic, Aranas said. Addressing the effects of the coronavirus disease 2019 (COVID-19) on children is the focus of this year’s National Children’s Month (NCM) celebration. For this, the Department of Social Welfare and Development (DSWD)Caraga has prepared activities anchored on survival, development, protection, and participation of children amid an ongoing pandemic, encapsulated in the theme, “New Normal na Walang Iwanan: Karapatan ng Bawat Bata Ating Tutukan.” “The NCM is important

because it advocates for the rights of our children and instill in the Filipino consciousness the responsibility everyone holds in protecting the children,” said DSWDCaraga - Protective Services Division (PSD) chief Jessie Catherine Aranas on Monday, October 25, during her guesting at the Kapihan with PIA at SM City Butuan. Rising OSEC cases Meanwhile, the PSD chief has disclosed that cases of online sexual exploitation of children (OSEC) have increased during the COVID-19 pandemic. At least 20 cases have already been reported to the agency alone and some more reported to the local social welfare and development offices that they are yet to gather. A contributor to these cases is perpetrators and predators having more means to exploit children through the internet. “We know that our children are now more exposed to the internet and sometimes, because of their tender age, they are more vulnerable to certain types of websites which perpetrators use to lure children.” Nevertheless, she said that response from the government has been swift due to their active and cooperative partner agencies and local government units that make up the Regional Children’s Welfare Committee (RCWC) and other similar committees chaired by the DSWD-

Caraga. “While we acknowledge that there is still more to be done, we are thankful for our partners especially the LGUs which are our firsthand responders in the community, for their active participation to end sexual abuse and exploitation of children,” Aranas said. Aranas also urged the public to be involved in addressing child abuse in their community. Caraga Region now under moderate risk for COVID-19 After months of experiencing a steady influx of coronavirus disease 2019 (COVID-19) cases, the Caraga Region is now under moderate risk, the Department of Health (DOH)Caraga said Thursday, October 28. Dr. Arlaine Buhain, the DOHCaraga’s representative during the 43rd Regional Task Force on COVID-19 (RTF COVID-19) meeting, said that as of October 27, 2021, the entire region is now under moderate risk, having recorded an average daily attack rate (ADAR) of 3.58. This is nearly a third of the 8.37 ADAR recorded three to four weeks prior. In epidemiology, the attack rate is the percentage of an atrisk population that contracts a disease during a specified time interval. It is the number of new cases in a city or province over a two-week period, divided by the population of the city or province. ADAR is considered high risk if it is 7 and above.

Six areas in the region which were previously under high risk are now under moderate risk, as follows: • Agusan del Sur - from 8.41 to 4.45; • Bayugan City - from 10.93 to 3.80; • Butuan City - from 1.64 to 3.02; • Cabadbaran City - from 11.40 to 4.85; • Surigao City - from 7.28 to 3.30; • Tandang City - from 7.92 to 2.04

ADAR, from 3.75 to 5.55. The city of Bislig remains the only area still under high risk, having recorded an ADAR of 7.94.

The following areas were able to maintain its moderate risk status but has recorded a decrease in their ADAR: • Agusan del Norte - from 6.00 to 2.38; • Surigao del Norte - from 4.97 to 2.36 • Surigao del Sur - from 6.79 to 3.13

“Despite this good news, there is always a message to be careful, to not to be complacent. Even hearing the news that our situation is okay, we still have to be careful. Everything is volatile in this pandemic,” said Dir. Mazo. As of writing, Caraga Region now has a total of 48,008 COVID-19 cases, with 988 still under isolation, 45,301 recoveries, and 1,719 deaths. ‘Serbisyong DAR to Door’ reaches ARBs in Agusan del Norte “Better late than never,” this is the statement of Margarito Bugas, a 94-year-old, Agrarian Reform Beneficiary of the Department of Agrarian Reform (DAR) of Agusan del Norte. Margarito, proudly narrates how his dream of having a land becomes a reality as the Agrarian Reform Secretary John R. Castriciones personally delivered and handedover the Certificate of Landownership Award (CLOA). This was also the sentiment of the two farmers in Agusan del Norte, Paul B. Agsaway and Milagros Barientos who thought that they left in the dark and to do is to till the land they never own. The said farmers are among the thousands of farmers all over the country who received their CLOA in a Serbisyong DAR-toDoor program of Sec. Castriciones since he took the office in 2016. Land distribution, or CLOA distribution, under Castriciones is marked by “Serbisyong DARto-Door” wherein the official takes time to personally hand over the land titles to selected farmer-beneficiaries, mostly aging, if not ailing farmers, who have long been waiting to receive their CLOAs from the DAR. It was said that those farmers profusely thanked the DAR’s land distribution program for facilitating their land

titles. According to PARPO Atega, despite the pandemic that threatened the various activities of Sec. Castriciones, the rolling-out of the land distribution continued to agrarian reform beneficiaries through various ARB organizations (ARBOs). DAR, DOLE turnover check to Butuan agrarian group The Department of Agrarian Reform (DAR) in Agusan del Norte has partnered with the Department of Labor and Employment (DOLE), which common goal is to help Agrarian Reform Beneficiaries Organizations (ARBOs), in an undertaking with the DOLE-Integrated Livelihood Program (DOLE-ILP). The Cooperative, Farmers for Peace and Progress Agriculture Cooperative (FPPAC), whose members are Agrarian Reform Beneficiaries (ARBs), recently received a start-up capital worth P996,888 ton October 13, 2021 in Brgy. Dulag, Butuan City. Provincial Agrarian Reform Program Officer Andre B. Atega said the cooperative took a remarkable milestone when DOLE approved its proposal for the procurement of equipment and materials needed for its venture in Cocoa production. DOLE Provincial Office Head Keith C. Duran said the DOLEILP livelihood assistance is an inter-agency convergence initiative with the Barangay Local Government Unit (BLGU) in the package of intervention to be delivered to various parts of agrarian reform communities in the province.

Further, he also shares Israel’s model on water conservation and management, which he says is appropriate and can be replicated in Mindanao, especially in areas where there is scarcity of power and water. “One specific example and model that we have been taking into consideration is the Israel Model. Despite its water limitations, it is one of the world’s major sources of highvalue agricultural products. The case of Israel is very much reflective of the peculiarities that can be adopted in some areas in Mindanao, particularly the island provinces of Basilan, Sulu, and Tawi-Tawi, where electricity is insufficient and water is inadequate,” Montenegro added.

Highlighting the interconnectedness of water, energy, and food in Mindanao’s development, he urges all stakeholders to pursue collective and concerted efforts. “All these things should not be pursued independently of each other. Hence, the need to take into account the whole-of-nation approach, which has been the formula that we have been pursuing aggressively in Mindanao. We need to work cohesively along with other development partners and players, and key agencies in the government towards the same direction,” Montenegro bared. With a theme “Building Partnerships to Achieve Water Security”, the session is part of the Water Challenge Forum Series organized by the ECCP. The Philippines has reached a milestone in its coronavirus response after hitting over 100 million in total vaccine doses secured since the first shipment of jabs started arriving in February. On Thursday night, some 976,950 doses of governmentprocured Pfizer vaccine arrived in Manila via an Air Hongkong flight, raising to 100,528,240 the number of delivered life-saving shots to the country. Vaccine czar Secretary Carlito Galvez, Jr., who welcomed the latest vaccine delivery, said this achievement is “not only a product of a nation’s people working together but is also a testament of the strong cooperation and will among international partners and stakeholders.” The official extended the country’s gratitude to the vaccine-makers, partner organizations, donor countries, the World Health Organization, the COVAX Facility, and all sectors across the country for supporting government efforts to scale up the Philippines’ vaccine supply.

The country’s vaccine stockpile is currently at around 38 million doses, of which eight million are stored in national warehouses while 30 million “have been deployed already” to provincial, regional and municipal storage facilities, Galvez said. Galvez said about 30 million of the cumulative tally was donated by several nations, including Japan, China, the United Kingdom, the United States, Australia, France, United Arab Emirates, Brunei, and Germany. Around 50 million more doses are expected to arrive before the end of 2021, including another 10 million through the COVAX Facility. At the same event, US Embassy Chargé d’Affaires Heather Variava announced the delivery of two million more donated doses of Pfizer to Manila next week. “Only by working together with our partner countries around the world can we overcome the pandemic and so we’re very proud to partner with the Philippines, which is an ally, friend, and partner for decades,” she said. “It only makes sense that we should work together with our friends in the Philippines to help build their capacity to fight Covid.” No wasted vaccines With the steady supply of

Now his directive for us is to make sure that the vaccine will not be wasted because he considers vaccine as precious as gold,” he added. The official likewise said the only near-expiry jabs the Philippines have are the remaining 200,000 doses of Moderna (November 30) and another 4,000 of AstraZeneca shots (October 31) in Region 3. “We are on it, the 4,000 is being inoculated as a second dose so we don’t have a worry that we will be having a wastage,” Galvez said. On Friday, 724,000 doses vaccines were administered — the most single-day tally since the national inoculation program started on March 1. “We are very thankful that this landmark is speeding up the vaccination. We have been meeting with mayors and governors and we are happy that now, we are increasing the vaccination capacity. We will be looking forward in the next few days to reach 800,000 to 900,000 or even one million,” Galvez said. Of the total 97,678,340 doses of Covid-19 vaccines received as of Sunday, more than 60.7 million doses were procured by the government, 24.3 million doses were donations from the COVAX Facility, 7.9 million were purchased by local government units and the private sector, and 4.6 million doses were donations from bilateral partners. Sinovac tops the list with 44.5 million, Pfizer follows with 25.3 million, and AstraZeneca 11.8 million.
