his parents were inept to take care of him. His father was an alcoholic while his mother was confined in a mental institution. Chaplin’s success and stardom were established entirely from his own brilliance and dedication to produce and create silent comedy films which remained iconic even today. Secretary Andanar imparted to his fellow Filipinos to try to live by Chaplin’s wisdom when dealing with crisis: remember that nothing is forever, not even one’s problems, and dismiss troubles with gracious forgetfulness.

In today’s episode of the Laging Handa Network Briefing, the Presidential Communications Operation Office (PCOO) secretary cited the life of famous silent film actor and comedian Charlie Chaplin and drew inspiration from his hardships and success, considered by biographer David Robinson as the “most dramatic of all the rags-torichest stories ever told.”

“Like Chaplin, let us laugh our problems away. These, too, shall pass. All the problems in this world have their solutions. Have faith, never lose hope and surely one day, you will achieve what you’ve been yearning for,” the secretary affirmed.

Today’s episode featured the municipal mayor of San Fransisco town in Agusan del Sur Solomon Rufila and Rosario town Sangguniang Kabataan (SK) Federation president Kirkja Fuentes. Joining them are the undersecretaries of the Department of Health (DOH), Usec. Maria Rosario Vergiere and Department of Education (DepEd), Usec. MGB 13 gears towards sustainable mining program

The Mines and Geosciences Bureau -13 (MGB-13) recently launched the Mindanao Rollout of Towards Sustainable Mining (TSM) Program. TSM initiative leaders representing member-companies with Mindanaobased projects participated in the said rollout which was organized by the Chamber of Mines of the Philippines and the TSM Community of Interest Panel of Advisory in cooperation with the Canadian Embassy Trade Mission via Zoom platform.

adoption of TSM in the country is indeed a milestone for the Philippine minerals industry as this will be the journey towards accountability, transparency and credibility which are the core strengths of the TSM program.

He added that the implementation of the TSM Program would greatly improve the image of the minerals MGB-13 Regional Director Engr. industry and ensure that mining will Glenn Marcelo C. Noble said the be conducted in the most socially,

According to Dir. Noble, the concept of sustainable mining is not new to the Philippine minerals industry and recounted that sustainable mining has been thoroughly discussed and incorporated in the Implementing Rules and Regulations of Republic Act No. 7942 or the Philippine Mining Act of 1995 during its revision in 1996. Dir. Noble said that item A of Section 3 Guiding Principles of DENR Administrative Order No. 9640 or 2010-21 which is the latest version states that mineral resource exploration, development, utilization and conservation shall be governed by the principle of sustainable mining which provides that the use of mineral wealth shall be pro-environment and pro-people in sustaining wealth creation and improved quality of life and that same statement can be seen at the bottom portion of the MGB letterhead. He also expressed hope that the learning of the participants will not end in the webinar but rather spark the beginning of having TSM as the guiding principle in our operations. “I call upon the minerals industry players in the Caraga Region, the whole of Mindanao and the entire Philippines to take the challenge of Towards Sustainable Mining. You have to engage the communities, protect the health and safety of your employees and communities, minimize the impact

of your operations on the environment and the biodiversity, respect the indigenous peoples including their customs and traditions, comply with all the laws and regulations‌ These are just a few of what we in the minerals industry should be doing. Let us, therefore, take this opportunity to learn from the experience of Canada, Dir. Noble added. Launched in 2004 by the Mining Association of Canada, the TSM program has set the global standard for best practices in sustainable mining. The program has been adopted as a Canadian industry standard for responsible business conduct promoted by the Canadian Trade Commissioner Service and the Government of Canada. The Philippines takes pride in being the first Asian country to adopt TSM on December 19, 2017. In the same vein, the Chamber of Mines of the Philippines is the fourth national mining association outside of Canada to adopt TSM. (MGB-13/PIA-Surigao del Norte) Sept. 26 - Oct. 02, 2020 |

There are different kinds of poverty - not only food but also basic services from the government like health and sanitation. DOH exec advises granular lockdown in AgSur town By Jennifer P. Gaitano

“We are having difficulty in finding out the direct contact of those who tested positive. We don’t know who tested positive from private hospitals.”

This was the statement of San Francisco, Agusan del Sur Mayor Solomon Rufila, as he raised during the Network Briefing hosted by Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, that local transmission in the municipality is increasing and these cases mostly involved the private individuals.

“When this happens, we need to implement granular lockdowns. When you have identified that there’s clustering or local transmission in a certain facility, the LGU’s local chief executive has the right to investigate and do very strict contact tracing. If the establishment needs to be closed to contain the transmission, that needs to be done. If it’s a hospital, we can extract the health care workers who are infected, put them in a temporary treatment and monitoring facility, and do strict contact tracing,” said Vergeire.

DOH Undersecretary Maria Rosario Vergeire responded that a granular lockdown should be implemented in the target communities, as it will help prevent the spread of coronavirus disease 2019 (COVID-19), along with the implementation of a strict quarantine The health official added that as for those affected individuals. early as possible, the LGU should be able

to contain the transmission in that area. “The granular lockdown, aside from the coordinated operations to defeat the epidemic, that’s CODE strategy. You need to do a house to house visit, identify those with symptoms, and all with exposure or close contact. Once you identify them, you must quarantine them away from their house,” she said. “With the CODE strategy, you can identify who has symptoms, you can subject them to testing, quarantine and prevent the spread of the virus.

You have to strengthen your barangay health emergency response team so they will monitor the community, do contact tracing, and will be a direct link of the local government to the community,” Usec. Vergeire added. Mayor Rufila emphasized that the LGU is continuously conducting contact tracing. “Our frontliners are monitoring those that tested positive so they cannot go out, and the barangay officials provide their needs,” he said. The mayor called on the locals to continue to follow the health protocols and minimum health standards and help prevent the increasing number of infected individuals. With less than two years before the first Philippine President from Mindanao bows out of office, the Mindanao Development Authority (MinDA) will host a series of face-to face-and virtual meetings starting next month with the island region’s leaders to identify priority projects and programs that still need to be undertaken. The forum--dubbed as “Mindanao Speaks Up”--also seeks too determine whether people’s expectations from President Rodrigo Duterte’s presidency were sufficiently addressed, said MinDA Secretary Emmanuel Piñol.

IATF approves DOH recommendation to expand CODE By Jelly Musico

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has approved the recommendation of the Department of Health (DOH) to operationalize the Coordinated Operations to Defeat Epidemic (CODE), Malacañang said on Tuesday. In a virtual Palace press briefing, Presidential Spokesperson Harry Roque said the task force approved the DOH’s recommendation on Sept. 28 as part of the implementation of the minimum health standard to contain the spread of the coronavirus disease 2019 (Covid-19). He said the DOH and the Department of the Interior and Local Government (DILG) have been directed to issue joint guidelines to extend the implementation of CODE in all local government units (LGUs).

Department of Labor and Employment, in coordination with DOH and the DILG, have been tasked to localize CODE in different workplaces and labor sectors. He said it can be done through “institutionalization” of CODE plans.

CODE is patient- and communityfocused where DOH assists the LGUs through community engagement activities to promote preventive behaviors, active case finding via house-to-house symptom checks, reverse transcription polymerase chain reaction testing for symptomatic individuals, and an Oplan Kalinga On the other hand, he said the application when either quarantine or Department of Trade and Industry and isolation is needed, according to DOH.

DOH urges public to seek BHERTs’ help amid pandemic

The Department of Health (DOH) on Wednesday urged the public to self-isolate even at the slightest suspicion or symptoms of coronavirus disease 2019 (Covid-19). Health Secretary Francisco Duque III emphasized that even though an individual is just experiencing mild symptoms, it is still important for them to stay at home and isolate. He also advised that, in such an occurrence, it is important to contact the Barangay Health Emergency Response Teams (BHERTs), a community organization tasked in managing all Covid-related healthcare needs.

Covid-19 cases drop due to ‘One Hospital, Oplan Kalinga’ By Ma. Teresa Montemayor

The downward trend in the weekly average number of reported new coronavirus disease 2019 (Covid-19) infections may be due to the recalibrated strategies implemented by the government, a health official said Monday.

Health Undersecretary Maria Rosario Vergeire (File photo)

In a virtual media forum, Department of Health (DOH) Undersecretary Maria Rosario Vergeire noted that the number of new confirmed cases has gone down to at least 1,000 from 3,000 weekly average in the previous weeks. Vergeire said the “One Hospital Command” and “Oplan Kalinga” may have caused the downtrend. “It (One Hospital Command) has given a breather to our healthcare system. In the National Capital Region is the best example, we were able to decongest hospitals. We saw the healthcare utilization rate has gone down to level that’s still in the warning level but the healthcare system was able to manage and we’re able to open units in hospitals to accommodate patients,” she added.

She said the active surveillance of local government units also played an important part. “Big help also is the Oplan Kalinga, when the local government units see na hindi kaya ng mga pamilya na magkaroon ng home quarantine hinihikayat nila na magpunta nalang sa (families can’t afford to do home quarantine, they’re encouraged to go to) temporary treatment and monitoring facilities,” she said. Citing that there are specific places with increasing number of Covid-19 infections, Vergeire urged the public to remain vigilant in observing minimum health standards despite the observed downtrend in the number of new cases nationwide. Hospitals ‘strictly prohibited’ from charging for donated PPE use By Ma. Teresa Montemayor

Healthcare facilities are strictly prohibited from charging patients for the use of donated personal protective equipment (PPE), a health official said Monday. In a virtual media forum, Department of Health (DOH) Undersecretary Maria Rosario Vergeire clarified that aside from the donated PPE, pieces of hospitalacquired PPE may be charged to patients during the Covid-19 health emergency response period as per Department Memorandum 20200269.

Vergeire noted that there are three variables considered in the costing of PPE -- patient’s room accommodation, PPE for the patient and the visitors, and the number of “We need to consider these the patient’s healthcare worker per PPEs, talagang pinagkakagastusan shift. ito (facilities spend on them), especially from the private sector,” “First room accommodation, if Vergeire. it’s ward, separate isolation room, However, patients can not or intensive care units because we be charged for the use of PPE that know different rooms in the hospital have been donated to healthcare have different PPE use. DOH consults WHO after SoKor test kit failed RITM validation By Ma. Teresa Montemayor

The Department of Health (DOH) on Wednesday said it is coordinating with the World Health Organization (WHO) about an antigen test kit included in the WHO emergency use listing but failed the local validation on sensitivity. “The SD Bio Sensor is the first antigen test kit that has been validated by Research Institute for Tropical Medicine (RITM), and, yes, it’s true it didn’t meet the diagnostic performance we have set based on the recommendation of the WHO which should be all antigen test kits must have 80 percent sensitivity and 90 percent specificity,” said DOH Undersecretary Maria Rosario Vergeire during a virtual media forum on Wednesday. Vergeire said the SD Bio Sensor, an antigen test kit from South Korea, has only 71 percent sensitivity based on the validation conducted by the RITM. “So now, we’re studying this and having discussions with WHO what must be the steps since it did not pass the local validation on sensitivity but it was approved as an emergency use product in (by) the WHO,” she said.

Apart from the pilot test on antigen test kits, Vergeire said the RITM is also studying saliva testing for Covid-19. “There are two things about saliva. One is saliva is used as specimen instead of the nasopharyngeal and the oropharyngeal specimens, meron namang isa na itinutuloy na nila sa pagte-test (there’s another one where they continue on with the test), so, you call it saliva testing,” she said. She said the Philippine Red Cross is already conducting a trial using saliva as specimen. “So dalawang institutions ang gumagawa ngayon ng pag-aaral dito sa (So two institutions are now already conducting studies on this) saliva testing as a possible specimen for testing for Covid-19,” she said. “Aside from that we still don’t have other studies.” (PNA) Sept. 26 - Oct. 02, 2020 |
