This report intends to inform focal points, department directors and PWRs on the current status of PAHO’s COVID-19 Institutional Knowledge Repository IKR (https://intra.paho.org/departments-offices/ad/eih/Search/Pages/home.aspx) The goal of the COVID-19 IKR is to promote cross collaboration and strengthen the institutional memory of the response activities completed by PAHO personnel during the COVID-19 pandemic. To accomplish this goal, the COVID-19 IKR aims to collect, manage, preserve, share and store the initiatives related to the Organization’s response to the pandemic in a centralized hub while employing specific data collection processes to effectively retain the knowledge generated by technical and enabling entities. The COVID-19 IKR provides three main benefits for the Organization: 1. Strengthening the institutional memory for current and future personnel, especially in relation to the initiatives implemented, best practices, and lessons learned, in order to improve the Organization’s response to future health emergencies; 2. Transforming data and information into knowledge and intelligence for future assessments and evaluations of the Organization’s response to COVID-19, supporting the institutional legacy of PAHO (Figure 1); 3. Contributing to the integration with WHO’s Repository for COVID-19 (currently implemented by entities at WHO Headquarters (HQ) and Regional Offices). As of 6 August 2021, more than a year since the launch of COVID-19 IKR (24 June 2020), there are 2,369 items in the repository. These items (records) have been uploaded by 73 focal points from 43 entities across the Organization (Annex I), capturing PAHO’s response activities to the pandemic since January 2020. The next status report will be available in December 2021.

BACKGROUND

SCOPE

In April 2020, the Department of Evidence and Intelligence for Action in Health (EIH), in alignment with the request from the Office of the Director and WHO HQ, implemented the COVID-19 Institutional Knowledge Repository (COVID-19 IKR).

The repository’s diversity of items is evidently substantial, with the inclusion of interviews with designated spokespersons and PWRs, the Director’s remarks, weekly media press briefings, press releases (including the COVAX vaccine distribution in the Region), technical documents, webinars, courses, publications, media talking points, and task force meetings reports.

The goal was to build a hub of collective work accomplished by entities within PAHO during the COVID-19 pandemic, promoting cross collaboration and the strengthening of institutional knowledge. In June 2020, managers across all three levels of the Organization (HQ, country offices, and Pan American centers) were asked to assign focal points to participate in this initiative and assist with validating the metadata tags and form fields to facilitate the standardized process of uploading various types of information. The first meeting, also understood as the launch of the repository (held on 24 June 2020) gathered 40 focal points representing 30 entities. During this period, EIH also coordinated specific meetings with leadership and technical staff from the departments of Health Emergencies (PHE) and Communications (CMU), the Office of Country and Sub-Regional Coordination (CSC), as well as personnel from the Offices of the Director (D) and Deputy Director (DD). These meetings had the goal to, besides introducing the COVID-19 IKR, identify synergies, avoid duplication of efforts, and find efficient ways to present the initiative and identify methods on how to further facilitate a collaborative environment. In addition to these meetings, EIH has continuously sent communications to focal points through a distribution list (LISTSERV) and has coordinated quarterly virtual meetings with focal points to share updates, milestones and future goals related to the repository. •

A comprehensive list of all types of information covered by the repository can be found in Annex II. Through these items, the repository showcases the alignment of activities to PAHO’s Strategic Plan 2020-2025 outcomes and the SDGs, as well as the Organization’s joint efforts undertaken with other international organizations, key partners, and donors (e.g., UNICEF and UNESCO).

MAIN FEATURES The COVID-19 IKR was specifically designed to facilitate the cataloguing process (data entry) to transform data and information into knowledge and intelligence, with the following features: • Built in a SharePoint environment, a well-known platform available across the Organization, the repository allows focal points to easily upload information and search its content based on the set of fields and filters (e.g., per entity, strategic outcome (OCM), geographic coverage, date, language, type of information, WHO COVID-19 Pillars, keywords, institutional partners) for efficient content retrieval (Figure 2). • Allows products developed by different entities to be discoverable for personnel across the Organization for subsequent use or adaptation to different settings and to avoid duplication of efforts. • Serves as a powerful tool for entities to create reports to inform future assessments and evaluations of the Organization’s response to the pandemic. • Allows entities the capability to define the level of access to items (content can be unrestricted or confidential to certain entities). • Provides information to create and update the COVID-19 IKR timeline on PAHO’s Intranet site.

Availability of products The repository allows products developed by different entities to be discoverable for personnel across the Organization for subsequent use, including assessments and evaluations. In addition, the repository’s processes and structure can be adapted to different settings (e.g., future pandemics, public health emergencies, special initiatives etc.) without the need to recreate similar platforms.

Custom reports Using the SharePoint filters of the COVID-19 IKR, custom reports can be created to display relevant content for the user and present various perspectives of data (e.g., per OCM, information type, entity, language etc.).

Timeline Using the content uploaded to the COVID-19 IKR and from the PAHO/WHO websites, EIH has created a consistently updated timeline (Figure 3) which presents a visual and parallel perspective for WHO and the Pan American Sanitary Bureau (PASB) on what the Organization accomplished in its response to COVID-19. The timeline highlights the dates of the first confirmed COVID-19 cases in the 54 countries/territories/areas in the Americas, declarations by WHO, the PAHO Director’s Remarks and Call to Actions, as well as milestones of PAHO’s response activities. In the future, the timeline can provide a historical perspective for current and future personnel on the response activities achieved during the COVID-19 pandemic.

For entities with less than 10 items, leadership from these entities would need to review and reassess their contribution to the COVID-19 IKR. Despite showing some items, CHL, JAM, PAN, and URY do not have focal points assigned for this initiative and should consider their inclusion as soon as possible as the Organization can have a better overview of its response to the Region.

The figure below displays the total amount of items that have been uploaded by each entity, including HQ, country offices, and Pan American Centers. The three entities with the most uploaded items are CRI and CMU* (201), MEX (199) and BRA (153).

Items by Type of Information/Activity This figure outlines the number of items that have been uploaded per “type of information/activity.” As of 6 August 2021, the most uploaded types of items are brief/ press releases originated from PAHO’s website and the PAHO YouTube channel (540); publications/technical documents (343); and interviews with the PAHO Director, PWRs and nominated spokespersons (Dr. Marcos Espinal and Dr. Jarbas Barbosa da Silva Junior.) (322). Notably, the least uploaded types of items were internal memos/letters and other official communications (7) and document library/ collection of reference literature (3).

The discrepancy of items reported in the COVID-19 IKR (343), and items published from PAHO IRIS (1,621) as of 6 August 2021, is due to the manual process (given the limitation of SharePoint) of uploading items into the COVID-19 IKR, which in turn creates a delay. The EIH team is diligently working to include these items in a consistent manner. For this reason, metrics for publications/ technical documents will come directly from PAHO IRIS to provide the most up-to-date information as seen in Figures 8 and 9.

Items by Language This figure showcases the number of uploaded items by language. As of 6 August 2021, most items are in Spanish (1,199) followed by items in English (685). The items in Portuguese (219) display the effort from the PWR office in Brazil to translate WHO documents. In addition, the repository includes 250 multilingual items*, including 72 available in all PAHO’s official languages. Notably, the presence of items in Dutch (3) and Creole (2) highlights the scope of PAHO’s pandemic response in populations across the Region. *Items are indicated as multilingual items only if the item is available in those specified languages.

PAHO’s Technical Literature This figure outline the publications/technical documents that have been published in PAHO’s Institutional Repository for Information Sharing (IRIS) since the beginning of the pandemic (Figures 8 and 9). As a policy to the Organization, PAHO IRIS is the official platform for the scientific and technical literature of the Organization and gathers the documents produced by the Organization from 1902 to the present day — making it PAHO’s living memory. From PAHO IRIS, users can search and find documents (publications, guidelines, technical reports), technical bulletins — such as COVID-19 Daily Reports, Pan American Journal of Public Health (PAJPH) articles, and Governing Bodies documents. As previously mentioned, due to the limitations with SharePoint, the uploading of these types of literature into COVID-19 IKR is still being done manually by EIH. Gradually, these documents will be indexed into the IKR to provide an overall contribution from each entity.

PAHO’s Technical Literature Published By Entity The figure below displays the total amount of items that have been uploaded to PAHO IRIS by each entity. As of 6 August 2021, PHE (779, with 673 being COVID-19 reports), PWR BRA (284, with 205 being translations from WHO documents) and FPL (122) have authored the most indexed documents in PAHO IRIS.

This figure outlines the types of COVID-19 literature in PAHO IRIS since the beginning of the pandemic until 6 August 2021. To date, there are 220 translations from WHO documents (including 205 translations into Portuguese, coordinated by PWR BRA), 72 articles published in the Pan American Journal of Public Health (PAJPH), and 1,329 PAHO original documents (including COVID-19 daily and situation reports prepared by PHE, and situation reports from PWR PRY). Gradually, EIH (the entity which also coordinates PAHO IRIS), will start the process to index additional situation reports from other country offices, in coordination with PHE, CMU and the respective PWRs. The expectation is to see a considerable increase of situation reports from country offices in PAHO IRIS soon.

LINK BETWEEN WHO TASKFORCE ON COVID-19 AND PAHO COVID-19 IKR In March 2020, regional offices were convened to develop a centralized repository for the COVID-19 response activities being conducted by WHO HQ, regional offices and country offices. However, given the differences of IT environments between the regions, it was agreed that each WHO Regional Office would develop its own repository based on a common platform (SharePoint), metadata set (as much as possible) and filters; features that would better facilitate potential integration and interoperability in the future. The taskforce team met every week until early 2021, when the meetings became less regular given the stability of the project. Currently, the taskforce is working on the lessons learned and future opportunities to implement coordinated actions to upcoming emergencies among the regions. This collective effort on information management and institutional memory (collecting different types of activities, initiatives etc.) has also led WHO HQ to create a second repository (centralized and managed at the global level), aiming to supply the Independent Panel for Pandemic Preparedness and Response (IPPR) with queries addressed to WHO (global, regional, country levels) regarding the actions and response from the Organization.

LESSONS LEARNED

LOOKING FORWARD

Since the beginning of the initiative, lessons learned, factors of success and steps for future improvements were detected throughout meetings with IKR focal points and PAHO personnel and informed by the changing landscape of the pandemic (e.g., modification of WHO COVID-19 Pillars, types of information prioritized, etc.). As such, there are key elements the Organization should develop and prepare before the onset of the next public health emergency, including:

As PAHO seeks to continuously build upon the current COVID-19 IKR model to strengthen the evidence of the Organization’s response, the following actions have been prioritized:

1. Implement a promptly available repository that includes specific sections categorized by type of emergencies (e.g., Zika, COVID-19, etc.) with predefined processes, roles and responsibilities for personnel in order to avoid the propagation of decentralized libraries that are inaccessible to groups and thus difficult to gather information on an organizational level;

• To encourage the consistent uploading of requested information by currently assigned focal points through regular communication to ensure the repository has updated content from all three levels of the Organization.

2. Convey the importance of future platforms (repositories/databases) to be one of the priorities for entities while ensuring assigned focal points have the available time and resources dedicated to uploading content in a consistent and comprehensive manner; 3. Deploy information specialists (knowledge focal points) across all levels of the Organization to develop a standardized methodology of work and creating common scenarios for managing, sharing and preserving the information created per entity; 4. Explore new features from SharePoint/other platforms available to the Organization to ensure compatibility with all software systems and capability of enhanced services needed for institutional repositories.

• To appoint focal points for country offices that are currently without assigned contacts (CHI, JAM, PAN and URU), as the more entities that contribute to the repository, the more informed actions the Organization can make for future responses.

• To continue coordinating quarterly meetings with current focal points to share updates, milestones, and future goals set for the repository. • To collaborate with other entities to create a framework on how to meaningfully participate in the knowledge translation of uploaded content into intelligence for future responses. • To integrate additional types of information into the repository as the Organization deems fit and to implement improvements to the data entry form as new metadata is needed. • To identify potential methods to automatically integrate other tools currently capturing information in order to avoid duplications and optimize time for information management (e.g., GIB and Travel Reports, PAHO IRIS, etc.). To continuously improve security levels and criteria to determine the confidentiality of uploaded information. • To identify better methods to sync different platforms and/or have additional platforms that can be implemented as the repository grows.
