Foreword from the Chair of the Board It gives me great pleasure on behalf of the Board of Management to present the Annual Activities Report which gives an overview of our achievements and financial information for 1st April 2014 to 31st March 2015.

This year has been one of considerable growth and achievement for Cartrefi Conwy, despite the impact of the benefit changes that continue to place a burden on our resources. Cartrefi Conwy continues to deliver on its promise to create new homes in the county of Conwy. Our crowning glory this year has been the commencement of a number of significant new build developments, including our flagship independent living scheme in Llandudno, Cysgod y Gogarth which, once completed, will offer 26 one and two bedroomed apartments specifically designed for the over 55’s. We have also started to develop new ‘affordable’ rental properties. The first of these will be the development of 4, two and three bedroom houses at Tan y Gogarth in Llandudno.

INCREASING THE SUPPLY OF AFFORDABLE HOMES IN THE COUNTY OF CONWY ENSURE OUR KEY OBJECTIVE OF CREATING COMMUNITIES TO BE PROUD OF CONTINUES TO BE REALISED


Chief Executive’s Summary Cartrefi Conwy has embarked on an exciting new journey this year. Although we continue to maintain the Welsh Housing Quality Standard across our existing housing stock we have established some exciting new partnerships which have enabled us to deliver a range of new services and new homes for our local communities. In our last Annual Activities Report we set an objective to grow as an organisation and to build new homes to meet housing needs and we have achieved a great deal in regard to this objective over the last 12 months. The highlight for me was winning the ‘Housing Development of the Year’ at the Chartered Institute of Housing Awards this year for our development of 6 new homes in Penmachno. This scheme was vital in sustaining this rural community. We continue to develop new housing solutions across the County; in fact this year we have started to build 39 new homes and have continued to bring empty homes back into use. We are really proud of the fact that all this has been achieved utilising a local supply chain. In fact 96% of our operatives working on our developments this year were from North Wales, as well as creating 6 new apprenticeship opportunities. I am also delighted to announce the development of our new Social Enterprise, Creating Enterprise, which started trading on April 1st 2015. This new subsidiary company has been born out of our existing partnership with Crest Co-operative. Creating Enterprise operates as an Employment Academy that will be open to any tenant who is unemployed and wants assistance to get into the world of work. It ensures that Cartrefi Conwy is able to maximise the opportunities for employment for our tenants within our current work streams while utilising Cartrefi Conwy’s full purchasing power to secure sustainable and value for money contracts in the future. I would like to take this opportunity to thank Conwy County Borough Council for their continued support over the last year. Our excellent partnership has gone from strength to strength which is demonstrated in the creation of Conwy Housing Solutions. This is an innovative partnership, based on Conwy County Borough Councils vision of “creating a branded, accessible, modern, customer focussed and professional housing options service” in Conwy. It is essentially a ‘one stop shop’ for housing advice and brings together the expertise from both organisations under one roof. We continue to realise our vision to create communities to be proud of and I’m sure you will see from this report how much good work has taken place between 2014 and 2015. Andrew Bowden

Vision and Values Our vision is to provide sustainable, affordable, quality homes and services for local communities actively encouraging the participation of everyone and respecting the needs of all. Integral to delivering this vision is making a real contribution to housing led regeneration in Wales, “creating communities to be proud of”. The lynchpin of our Business Plan comprises three components: Investing in people. Excellence and enterprising governance. Financial strength and commercial acumen. The Business Plan includes objectives for delivery against each of these three components to ensure that everything we do is linked back to our Business Plan. With the lynchpin in place, the Board can confidently make firm and focused strategic decisions based on three ‘pledges’ to Cartrefi Conwy’s tenants for achievement during 2010 - 2015. The three pledges are: Involvement for all tenants. Service and property excellence. Sustainable growth for our communities. Supporting our vision Cartrefi Conwy values are: Treating people fairly with honesty and integrity. Committed to and being positive about providing excellent standards of service. Being an open and forward thinking organisation which provides the services that tenants need. Listening to customers and consulting tenants on policy and service issues. Our journey through 2014/15 November 2014 The BIG bulb plant

May 2014 Peulwys regeneration programme completed

Following a £4 million home improvement programme and a £1.1 million environmental programme Cartrefi Conwy celebrated this successful regeneration programme with a celebratory launch.

October 2014 Older Person’s Day 2014

147 tenants joined us to celebrate Older Person’s Day. This annual event brings together our older tenants and we were joined this year by Sarah Rochira, the Older Person’s Commissioner for Wales.

The local community, school children and Cartrefi Conwy colleagues came together to inject a riot of Spring colour on the Peulwys estate and unbelievably managed to plant 10400 bulbs in one day!


January 2015 Launch of the Focus on Photography Project

November 2014 Chartered Institute of Housing Welsh Housing Awards

We were delighted to be awarded ‘Development of the Year’ at the Chartered Institute of Housing Wales Awards for our development of 6 new homes in Maes y Waen, Penmachno.

This innovative project aimed to improve the health and well-being of older people by engaging them in the arts. Working with Paul Sampson, a specialist photographer from Venue Cymru and Oriel Colwyn we ran a digital inclusion workshop through the medium of photography. Their eye-catching efforts were exhibited to great acclaim at Venue Cymru in Llandudno and the Oriel Gallery at Theatr Colwyn over the summer.

January 2015 Passion for Life meets Esther Rantzen

In January of this year Cartrefi Conwy’s Passion for Life programme was shortlisted at the ‘Erosh Innovation and Good Practice Awards 2015’. This high profile Award recognises innovation and good practice and our Older Person’s Engagement Co-ordinator and two of the original Passion for Life participant’s met with Esther Rantzen (The EROSH patron) at the prestigious awards event in London.

November 2014 39 new homes started in Llandudno

This year we began a major development of 39 new homes in Llandudno. Cysgod y Gogarth (a development of 26, 1 and 2 bedroom apartments specifically designed for the over 55’s), Tan y Gogarth (4 intermediate rent family homes) and last but not least Llwyn Rhianedd (9 new family homes). Tenants and residents are supported when working to improve their community Men’s Shed launched The Conwy BIG Community Voice project has been working in partnership with the Cartrefi Conwy Older Persons Engagement Officer to develop a series of Men’s Shed Pilots in Conwy since April 2014. These groups have gone from strength to strength over the last few months with two successful programmes in Llanrwst and Colwyn Bay. The Men’s Shed provides a safe, relaxed haven for men to go to and relax away from home where they can talk shoulder to shoulder with other men over a ‘cuppa’ tea. This reduces social isolation, builds community cohesion and means that men from all walks of life can benefit from activities in the ‘shed’.

Improve the way tenants and residents participate in influencing and shaping services Scrutiny & Overview Panel (Community Engagement Policy and Activities review) The Scrutiny and Overview Panel is comprised of representatives from Cartrefi Conwy tenants, other stakeholders and employees. The panel sets out to review and give constructive feedback on Cartrefi Conwy’s Community Engagement activities. In 2014 the Scrutiny and Overview panel reviewed what activities Cartrefi Conwy have done in order to implement the Community Engagement Policy.

You said, we did... The panel suggested that we look into taking on an events company to support the organisation of the Family Fun Day. Cartrefi Conwy Fun Run, Run Wales For the 3rd Year, Cartrefi Conwy sponsored the Conwy Fun Run in November 2014. Feedback from Chris Yorke, Run Wales: The Cartrefi Conwy fun run has become the largest fun run in North Wales with some 150 participants this year, many dressed up in fancy dress, some walked, some ran, some were old, most were young but all had a great day.

Llandudno Extravaganza


Cerrigydrudion Billiard and Snooker Club Abergele District Foodbank The donation provided by Cartrefi Conwy has enabled the charity to continue to hire a Project Manager for 3 months, with match funding received by Big Lottery and Rhyl Flats Wind Farm. Feedback received from Linda Taverner, Project Manager at Abergele Youth Action: “The grant enabled us to continue to employ a manager for the foodbank to develop and continue to deliver foodbank services as well as to coordinate a team of volunteers. Since the foodbank was launched in September 2013 we have fed 713 people, collected in excess of 8 tonnes of food and distributed approx. 6.5 tonnes of food!

It looked as if Cerrigydrudion Billiard and Snooker Social Club was going to have to close as it had only one trustee and no money to meet running costs. They were also ‘snookered’ because the building, although structurally sound, was damp, uninviting and expensive to heat. Thanks to our Community Chest Grant (along with other sources of funding), the work has now been completed and the club’s membership has already quadrupled.

Our 5th annual Family Fun Day took place in August 2014 and was a massive success with a range of fun and informative activities, events and exhibitors to entice tenants and their families.

Sustainable growth for our communities Growing the business in a sustainable way

THE ARREARS MANAGEMENT THIS YEAR HAS MAINTAINED THE LEVEL OF ARREARS AT AN ACCEPTABLE LEVEL.

Whilst the current tenant arrears percentage is less than the Business Plan target, it is higher than the previous year as the impact of the UK Government’s welfare reform programme continues. 309 households are still impacted by the bedroom tax (244 by a 14% reduction and 65 by a 25% reduction).

Increase the supply of new housing in the county of Conwy Cartrefi Conwy continues to seek opportunities to increase its housing stock; through new build developments and bringing empty properties back into use. This year has again been a busy year for us with several exciting new developments starting to take shape:

Cysgod y Gogarth/Tan y Gogarth, Llandudno In March 2014 we began work on our flagship development (replacing the original Llys Seiriol and Llys Eryl Flats) with a new build scheme comprising of 26, one and two bedroom apartments, designed for the over 55’s and benefitting from Independent Living Coordinator Services. The communal areas will also provide a hub for the wider community encouraging interaction through social activities and events led by the tenants and local residents. Tan y Gogarth will also form part of the same development and comprises of 4, two and three bedroom houses, to be let on an affordable rent basis. These will be the first houses let on this tenure within the Cartrefi stock, with the rent calculated at 80% of the equivalent market rent, and are suitable for working tenants on low incomes.

Llwyn Rhiannedd (Maesdu Road), Llandudno This development began in April 2014 and is situated opposite Ysgol John Bright in Llandudno and comprises of 9, two and three bedroom houses for general needs. This development was delivered with the aid of Welsh Government smaller properties funding to assist in the building of homes for tenants wishing to downsize. All 6 of the two bedroom houses have been allocated to tenants wishing to downsize in light of welfare reforms and the associated ‘bedroom tax’.

11 Rosemary Avenue, Colwyn Bay

Empty Homes Scheme This scheme aims to deliver a local and national government objective of bringing empty homes back in to use. The scheme links with the ‘Vibrant and Viable Places’ regeneration project, focusing on empty homes within the Colwyn Bay Masterplan area. Four properties in Colwyn Bay have been purchased and works completed. A fifth house has also been purchased and is now being renovated with completion due in September 2015. We are currently looking to identify a further 5 suitable properties to purchase in Colwyn Bay during the next financial year to achieve a Conwy County Borough Council target of 10 Empty Homes acquisitions by 2016.

Having been unoccupied for 12 months this property was classified as a long-term empty home by Conwy County Borough Council. We purchased the property in November 2014 under the empty homes scheme to help combat changes to welfare reform. Originally a small three bedroom house in a dilapidated condition, it was converted into a spacious two bedroom house, with the hope of aiding those who needed to downsize from houses that they were over occupying. The property was converted to high standard and tenanted by March 2015 by a family who needed to downsize from a three bedroom house in Colwyn Bay.

Engage with communities to achieve economic development and social gain through procurement processes and social enterprise Cartrefi Conwy continues to place a high level of importance on keeping the Welsh pound in Wales through our contractors’ provision of local labour, use of supply chain and development of apprentices. Creating Enterprise The social contractor of choice We are delighted to announce that on April 1st 2015 Cartrefi Conwy launched a new Social Enterprise called Creating Enterprise. Cartrefi Conwy in partnership with CREST Co-operative have formed a new Social Enterprise subsidiary; Creating Enterprise. Financial Inclusion: making a difference to tenants lives A Cartrefi Conwy tenant was referred to our Welfare Benefits Officer following a family breakdown. The tenant could not deal with all the paperwork and bills as their ex partner had always dealt with this in the past. The tenant had also been made redundant and didn’t know what benefits they were entitled to. Understandably he was very distressed as he had discovered unpaid bills and didn’t have money to buy food for his family. The Welfare Benefits Officer made an appointment with the tenant and immediately applied for a food parcel, which they took to the tenant’s house, and also applied for a Discretionary Assistance Fund (DAF) to help them in the short term while other benefits could be applied for. The Welfare Benefit Officer completed a full benefit check which showed that he needed to claim Carers Allowance, Income Support, Housing Benefit and Council Tax Reduction, free school meals, Child Benefit, Child Tax Credits, and also Disability Living Allowance for his son.

Working in partnership Conwy Housing Solutions Conwy Housing Solutions is an innovative partnership, based on Conwy County Borough Councils vision of “creating a branded, accessible, modern, customer focussed and professional housing options service in partnership with Cartrefi Conwy and other stakeholders, to prevent homelessness wherever possible and where the homelessness is unavoidable, to support households to prepare for settled and sustainable housing”.

“I was served notice by my landlord and was in a bit of a panic as I didn’t have savings for a deposit, or rent in advance. The staff at Conwy Housing Solutions helped me find a private rented property and helped me secure rent in advance and a deposit. From the outset they were kind, courteous and empathetic towards me.”

A new office location in Colwyn Bay with fully refurbished customer reception area offers a “one stop shop” for a wide range of housing solutions. There are 4 key strands to the Housing Solutions service: 1. Homefinder – managing a new ‘Common Housing Register’; they help customers to find an affordable home in the county of Conwy, including allocating social housing homes. 2. Lettings and Property Management – a specialist team managing properties in the private rented sector (including temporary accommodation) and offering local landlords and tenants support, advice and assistance. 3. Homeless Prevention – preventing homelessness and working with clients to resolve housing need and find settled long term housing solutions. 4. Tenancy Liaison – empowering and enabling positive life choices and improvements that support independent living and positive tenancy conduct.

Ensuring the safety of our tenants with North Wales Fire and Rescue Service We take the safety of our tenants extremely seriously and have a fantastic working relationship with North Wales Fire and Rescue Service (NWFRS). In fact, we have our own dedicated Fire Officer (Chad Rogerson) who is employed by NWFRS but based at our Cartrefi Conwy Offices. Its Chad’s role to work with our tenants to encourage them to have a Home Fire Safety Check and to give general advice on fire safety in the home.

We were delighted to receive the Best Companies ‘One to Watch’ accreditation this year. This accreditation is based on our colleague’s feedback on what they think about working at Cartrefi Conwy.

Training and Development

Conwy Business Awards – Apprentice of the Year

Cartrefi Conwy continues to invest in training and development opportunities for colleagues, with 1521 training and development opportunities met for colleagues between April 2014 and March 2015. During 2014/15, 14 of our aspiring, new or middle managers were enrolled on our bespoke leadership and management development program designed and delivered by Learning to Inspire in conjunction with Cartrefi Conwy. The programme was part funded by the European Social Fund and all delegates successfully completed the 12 month program with 10 delegates also opting to submit coursework and gain their Level 5 qualification from the Chartered Institute of Management.
