CREP—Castle Rock Economic Partnership was created in late 2008 by the Town of Castle Rock, Chamber, Economic Development Council and the Downtown Alliance. These founding entities continue to work together on significant projects and initiatives with the belief that success requires collaboration and a streamlining of resources, all important principles of CREP. This continued partnership has identified Castle Rock as a leader in the state in economic development.

In 2013, we saw positive results which included: 1) Overall the Town had an increase of 10.4% in sales tax revenue 2) Downtown saw an increase of 7.6% sales tax 3) Residential Building permits were increased by 72% (917 compared to 534 in 2012) 4) Unemployment rate at 4.7% (5.8% in Jan. 2013)

Suzanne Greene, Douglas/Elbert Task Force proudly accepts the Business of the Month award as Chamber President, Pam Ridler, Ambassadors and Chamber staff show their support.
The Castle Rock Chamber of Commerce recently announced Douglas/Elbert Task Force as our Business of the Month recipient for the month of February. The Douglas/Elbert Task Force Celebrates 30 Years of Service to our community this year. The Task Force actually began operations in 1981, when Mela Rudolph, one of our founders, offered her garage as a central location for several local churches to store contributions of food and clothing. It was intended to serve travelers stranded in Castle Rock, to assist those who “fell through the cracks,” and to avoid duplication of services. In 1984 the agency officially incorporated, and in 1986 moved to 100 Briscoe St. and began operating the thrift store. According to our files, “the Task Force was so poor when it opened its doors on Briscoe St. that we had to beg and borrow equipment to get started.” Over the first five years of service, $13,000 of assistance was provided to about 1,400 people. As Douglas County grew, so did demands on the Task Force, and services expanded to include the entire county. In 1996 the agency purchased a 4,000 square foot building at 416 Jerry St. in Castle Rock, which housed client services, the food bank and the thrift store. Services also expanded again to include Elbert County. In just three years the building was paid in full and the Task Force was assisting about 6,000 neighbors a year. The agency rented space for the food bank in an adjacent building, and later additional space to house client services.

As demand grew, so did our needs for a larger facility. Our needs were to stay in Castle Rock, ground floor entry for our clients, shoppers at our thrift store and food bank, additional parking, and easy access for donors were critical. Privacy for clients, ample office space and an expanded thrift store area were essential. Our search for a building kept brining us back to 1638 Park St., but national events kept us from purchasing-Hurricane Katrina foiled our first attempt to purchase the building. We knew that donor dollars would and should be directed to alleviate that crisis. Our second look at the building happened in the summer of 2008, just as the country went into serious economic decline. The third time was a charm-the agency moved into our present location at 1638 Park St in Castle Rock in March of 2010 and purchased the building in February of 2011. At this point we renamed the thrift store Treasures on Park St. Our small staff of 2 full-time and 10 part-time employees, work alongside the more than 210 volunteers who keep the agency running. In 2013 we served almost 15,000 people with over $1.1M in services. Last year our food bank distributed over 463,000 lbs. of food to our neighbors in need and helped many stay in their homes. CEO Focus continues DCBA—Douglas County Business Alliance has begun its 9th legislative session as a unified group of chambers of commerce and economic development organizations in Douglas County with the intent to influence state policy, legislation and regulation. Thereby creating and/or enhancing a positive business climate within our county. The organizations which compose this Alliance are: the chambers of Castle Rock, Highlands Ranch, Lone Tree, Parker and Castle Pines and the economic development groups of Castle Rock EDC, Denver South Economic Partnership and the Northwest Douglas County EDC. The DCBA has been instrumental in building relationships and collaboration with our elected officials and business community; which has elevated our exposure and influence throughout the state. SCBP is an organization comprised of multiple community partners working collectively in the pursuit of regional economic betterment with a shared voice, mission and focus. The group is represented by twelve southern Colorado organizations that have followed an aggressive timeline for development, collaboration and action. In 2013, SCBP completed the Engaging Youth Program in partnership with the Pikes Peak Workforce Center and initiated the Community Engagement Series. Projects for 2014 will include the continuation of the Community Engagement
Series with the objective of educating, encouraging business and government engagement and creating solutions for regional issues. In addition, a new initiative and partnership has been created with the development of a Manufacturers Resource Tool Implementation Plan. Young Entrepreneurs Academy (YEA!) CEOs Share Tips With Young Entrepreneurs Industry leaders and CEOs shared their experiences and insights into the business world with the next generation of CEOs in a panel discussion at Castle View High School on Tuesday, February 18. Students in the Castle Rock Young Entrepreneurs Academy (YEA!) had the opportunity to talk one-on-one and ask questions of local CEOs about how they got their start in business. Randy Ridler, Business Banking Relationship Manager of NORTHSTAR BANK facilitated the panel that included: Mary MacDonald, Owner, Allstate Insurance-MacDonald Agency ; John Manka, Owner, 1Stop Auto; Jim Mundle, Owner/Publisher, Douglas County Living and Mike Gutgsell, Owner, Sport Court of the Rockies. As part of the YEA! program, students are introduced to all facets of the business world including attorneys, accountants, insurance agencies, business consultants, CEOs, graphic designers and web developers. This year’s YEA! students will launch a number of businesses that include products, services and a non-profit organization.

It was story time and back to school, for LDC’s class participants in February, as they learned that a day in the life of a Douglas County library branch is far from stuffy. The class met on a -23 degree day in Highlands Ranch at the recently renamed James H. LaRue branch, where directors, managers and library staff demonstrated some of the many resources available to our community. From complex business research services to music and storytime for the little ones, DCL offers something for everyone. Former library director Jamie LaRue provided the day’s leadership skill training, bringing new meaning to “thinking on your feet,” as class members exercised their public speaking skills and thoughtfully responded to impromptu questions, demonstrating critical thinking skills.

A visit with the principal at Platte RiverAcademy (PRA), a K-8 Core Knowledge charter school that provides a content-rich academically rigorous education, showcased one of the county’s many educational options offered within the district.. A panel of educators was waiting for
the class after their tours, as Dr. Liz Fagen, DCSD Superintendent, Jill Garber of Arapahoe Community College, Castle Rock Campus, Kurt Unruh, Executive Director of Valor Christian High School and Sohne VanSelus principal of eDCSD-The Colorado Cyber School, fielded questions from the class regarding “choice” school options and how the district provides a relevant education for today’s digital learner. The discussion also included a nod to the county’s higher ed connection with Arapahoe Community College that is available to secondary school students, offering families the potential to reduce college costs through concurrent enrollments and dual credit. Town & County News and Events Town receives referendum petition related to open carry ordinance-The Town on Feb. 26 received a petition to reverse Town Council’s decision to allow the open carry of firearms in all Town-owned or controlled properties. Council in late January voted to approve ordinance No. 2014-03, which repealed language in Town Code prohibiting firearms on Town-owned property, such as municipal buildings and parks. Read more at www.castlerock.org/chamber_news2.htm Douglas County Sheriff’s Office Announces Scholarship to be awarded in 2014-The Douglas County Sheriff’s Office is excited to announce our commitment to the education of the youth of Douglas County; Sheriff David A. Weaver has established a scholarship fund and will award nine ($500). The Sheriff’s Office considers this an investment in the future and believes that their members are helping to provide deserving students with an opportunity to make a positive contribution to society as a whole. The slate of candidates for April’s Town Council election has been set. The Town holds elections on the first Tuesday in April of even-numbered years for Town Council representatives and possible ballot questions. Terms are staggered, so Districts 3, 5 and 7 are elected to four-year terms beginning this year. Districts 1, 2, 4 and 6 are elected to four-year terms in 2016. This year, the candidate elected in District 6 will fill out the remaining two years of a four-year term, due to the resignation of Councilmember Clark Hammelman. Councilmembers are paid a monthly stipend of $650. The 2014 election will occur by mail. Ballots will go out to active registered voters in mid-March. There are no Townwide issues on this ballot, so voters who do not live in one of the four districts will not receive a ballot. Voters within this year’s voting districts who do not receive a ballot, or who need their ballot mailed to an address other than the one at which they are registered, should call the Town Clerk’s Office, 303-660-1367 or email smisare@CRgov.com. Important election-related dates • March 4 – The Castle Rock Chamber of Commerce and the Castle Rock Economic Development Council will host a Meet the Candidate forum at 8 a.m. at Philip S. Miller Library, 100 S. Wilcox. St. • April 1 – Election Day. All ballots must be returned to Town Hall by 7 p.m. • April 15 – Winners of the election will be sworn in. Wildfire Mitigation & Prep Workshop at Douglas County Events Center on Saturday, April 5th from 9 am to noon. This no-cost Workshop will provide information to citizens regarding wildfire hazard reduction techniques, community wildfire mitigation and preparedness efforts, evacuation planning and insurance needs. The Douglas County Sheriff’s Office continues to search for more and better ways to provide law enforcement services to the residents of Douglas County. To do so, we need feedback from the community on such topics as how residents view the overall performance of the sheriff’s office; citizens' perceptions of the attitudes and behavior as well as the competence of deputies; and your feelings of safety and security in the community.
