Chamber Launches Newly Redesigned Website The Castle Rock Chamber of Commerce is pleased to announce the launch of its newly redesigned website, www.CastleRock.org, which was unveiled in late August. Letter from Our CEO VOTING MEANS BUSINESS We all know this upcoming fall election will be filled with so many ballot questions asking you to vote for the betterment of our country, state and locally. Whether it is for a candidate or an issue, it will be an enormous feat to get through all the questions on your ballot. The Castle Rock Chamber has taken positions, the views of both supporters and opponents were sought and studied and debated by many our local business community.

VOTE NO--Amendment 69—called ColoradoCares—The Chamber OPPOSES In summary, the primary reasons are: • This is a state constitutional amendment, making it inflexible and extremely difficult to change. • A huge tax increase would be forever built into the state’s constitution and falls disproportionately heavy on small business owners and farmers. Funding would come from an additional 10 percent tax on all income generated in Colorado. All employees will pay a 3.33 percent tax and their employers will pay 6.67 percent tax, regardless of employment status (full-time, part-time, seasonal, per diem, etc.) or resident status. Citizens earning nonpayroll income will pay a 10 percent tax on business income, rental income, farm and ranch income, taxable pensions, taxable Social Security, taxable interest, dividends, taxable refunds and credits, capital gains, taxable IRA distributions, and other income. • Amendment 69 injects significant uncertainty into the Colorado economy. • Supporters disparage the current system as too political and costly but propose to replace it with a system that is political and will be more expense. They would create a large government entity governed by politicians with unlimited taxing power. • Amendment 69 does nothing to address the underlying cost drivers in health care. • The governing structure has significant problems including lack of accountability.

This would require that any petition for a citizen-initiated constitutional amendment be signed by at least 2 percent of the registered electors in each of the 35 state Senate districts and would increase the number of votes required for passage from a simple majority to 55 percent of all votes cast. The Chamber board of directors believes our state constitution should serve as a foundation for governance, similar to the US Constitution. Currently the state of Colorado requires the same initiative process to amend our Constitution at the ballot box as our state laws. This framework has made Colorado’s Constitution, among the most easily changed in the country. VOTE NO—Amendment 70—Increase of the minimum wage—The Chamber OPPOSES $12/hr. Minimum Wage Amendment 70 The Chamber board of directors took action to oppose the $12/hr. minimum wage ballot initiative. • The measure proposed to raise the minimum wage 90 cents on January 1, 2017 and ratchet up to $12 by January 2020. • Economists’ estimates that 90,000 jobs will be lost if the measure passes. • Those most affected will be younger workers who already have the highest unemployment rate in the state. • A 44% increase in the compressed time frame of four years will force businesses to cut jobs to compensate for shifting expenditures. • Colorado already has a constitutional amendment that mandates a higher rate than the national minimum wage and fluctuates annually based on the rate of inflation. The current minimum wage in Colorado is $8.31 and the federal minimum wage is $7.25. Advocates of increasing the minimum wage always point to a 1994 minimum wage study that determined that increasing the minimum wage does not lead to job losses; however, the main flaw of that study is that it looked at a short window of time prior to the implementation of a state’s wage increase and an even shorter time after the increase. In other words, it does reflect how the real world works. Most employers when faced with such a change take some time to sort out how to respond to a big policy change. To really understand the impact, you have to look at what happens a year or two after such a change. When you do, it is clear that job loss is a very real consequence of increasing the minimum wages. A paper by two economists in 2013 documents that fact.

Issues like the minimum wage reveal the general lack of understanding of basic economics. If the price of something is increased significantly, fewer units will be sold. Rock After Dark After Party Promotes Local Giving Castle Rock Chamber of Commerce and the Douglas County Community Foundation (DCCF) will be combining music from the 80’s performed by Over the Castle and Finaleyes bands with local philanthropy at this year’s Colorado ArtFest Rock After Dark, After Party on Saturday, September 10, 2016 from 6:30-10:00 pm in downtown Castle Rock, Colorado. Dumb Friends League Buddy Center

August Business of the Month The Castle Rock Chamber honors the Dumb Friends League Buddy Center as our August Business of the Month Recipient. They have been members for more than fourteen years. The mission of the Dumb Friends League Buddy Center is: “Working with our compassionate community, they will end pet homelessness and animal suffering.” Located at 4556 Castleton Court, the 20,000-square-foot animal shelter provides adoptions, lost and found, pet intake, daily care, veterinary services and humane education, and can accommodate up to 5,000 homeless pets each year. Opened in 2002, the shelter was primarily funded by donors Debbie and Dob Bennett, who named it after their adopted dog, Buddy. Land for the shelter was donated by Douglas County. The shelter has 15 staff members, 238 active volunteers and an average 50 cats and 30 dogs onsite. Adoption hours are Monday through Friday from 11 a.m. to 6 p.m. and weekends from 10 a.m. to 5 p.m., with pet intake services available on an extended schedule. Kevin McHugh – Kevin is a 17 year resident of Larkspur and a 31 year resident of Colorado. In July 2016 he re-joined the Castle Rock Chamber with Footprints Floors. Kevin has been in the flooring industry, both commercial and residential, for many years, and joined the Chamber to expand his networking opportunities. Kevin has been a member of the Chamber for the past 2+ years. In November 2015, Castle Rock voters decided to change the municipal election from April of even-numbered years to November of even-numbered years. Council terms are staggered, so Districts 1, 2, 4 and 6 are elected to four-year terms this year, and Districts 3, 5 and 7 will be elected to four-year terms in 2018. This election will occur by mail along with the general election. Ballots are set to be mailed in mid-October, and the election will be coordinated by Douglas County. Those elected will be sworn in on Dec. 6.
