affordable housing efforts increase throughout the valley By Katherine Nettles

The days of cheap housing for seasonal workers are a thing of the past. As businesses struggle to find employees to hire, the biggest issue is now affordable housing. Local municipalities, Gunnison County and organizations like the Valley Housing Fund and Gunnison Valley Regional Housing Authority (GVRHA) have worked together in the past year to create more employee housing for local workers, including both rentals and ownership options. Some deed restrictions are based only on income levels while others are based on employment within the valley to ensure local workers are benefitting. Others are creating ways to contribute to the effort through private/public partnership.
New “Good Deed Housing” program The “Good Deed Housing Program,” which has been used successfully in both Vail and Summit County to create affordable housing, is set to start in Crested Butte in 2022.

This program will pay property owners between 10 and 15 percent of their property’s value to place a deed restriction. In order to qualify for deed restriction you must prove residential occupancy and that 80 percent of your income is earned within the valley. Deed restrictions will be tied to the property in perpetuity and will transfer with all future sales. This program covers the geographic area between Gunnison and Mt. Crested Butte—Crested Butte has agreed to contribute $100,000, and Mt. Crested Butte considering $100,000 contribution.
Crested Butte Sixth & Butte/Paradise Park The town is also planning for a new affordable housing project on the corner of Sixth and Butte, as well as finishing construction on the Paradise Park lots designated for affordable housing. The projects will be managed together and will provide between 70 and 74 units combined, with approximately 60 percent rentals and the remainder for ownership. A Request for Proposals went out in November 2021, and the goal is to begin construction next summer.

No new sales/property taxes A ballot issue containing two tax increases to generate funding for affordable housing failed to pass in the November 2021 election. The “Community Housing Tax” would have added a new $2,500 annual tax on vacation homes not occupied for at least six consecutive months per year failed with local residents. That ballot issue also included a .5 percent sales tax increase within town limits.

The former Ruby B&B The town of Crested Butte purchased the former Ruby Bed and Breakfast in summer 2021 for $2.3 million and has converted the 3,300 square foot space to a six bedroom affordable housing site for local workers. GVRHA is managing the building, and rent is $500 per month per bed and includes most utilities.

Homestead Subdivision The Homestead Subdivision will provide 22 affordable housing units—the GVRHA held a lottery in June 2020 for pre-qualified applicants, and 20 units were claimed and purchased. These units were initially scheduled for completion by the end of 2021, but new projections are for summer 2022, due to design changes and material and labor delays and shortages. Long-term rentals in Elevation and Grand Lodge The town of Mount Crested Butte has agreed to allow the Elevation Hotel and the Grand Lodge to provide longterm rentals for Gunnison Valley employees for a two-year period. After this time, the agreement may be revisited between all parties if a need still exists. Permit process expedited The building department is giving priority to affordable housing development applications to incentivize developers.
South of Crested Butte Whetstone parcel Gunnison County is currently in a design process to develop an affordable housing project at the 14-acre Whetstone parcel across Highway 135 from Brush Creek Road. Initial
plans call for 180 to 200 units, varying in ownership and in size. The county’s goal is to begin construction in 2023. changes to the restaurant scene on elk—and beyond By Katherine Nettles
One constant is change in the restaurant business, and while that holds true in Crested Butte, long-established restaurants that have been in flux over the past year due to COVID and a general workforce shortage are preparing for a stable landing. As buildings and businesses have changed hands, some big players have joined the table and some true gems, like the Breadery, have emerged. Other mainstays have remained steady or even expanded, while some are on hiatus.
Hermanson began investing more heavily in Crested Butte and surrounding areas recently, having recommitted to living here full time and even enrolled his daughter in the local school. His recent purchases include the Breadery building, The Last Steep, Montanya’s former building, the Brick Oven, and there have discussions about him partnering with the Club at Crested Butte. Hermanson told the Crested Butte News in a recent interview that he is happy with the Breadery and the Last Steep as they are currently, and is looking for a good fit for the former Montanya’s building that is now unoccupied. He also has a large parcel of undeveloped land in Gunnison and has gotten involved with local non-profit farming organization Mountain Roots. “I would like to make a difference in workforce housing, in curating local restaurants, in reducing food insecurity and in raising my daughter in a wonderful place,” he told editor Mark Reaman.
out-of-town billionaire buys up buildings Chicago-based billionaire Mark Walter—best known as an investment banker and owner of the Los Angeles Dodgers—recently purchased six commercial properties that include restaurants such as the Princess Wine Bar, Elk Avenue Prime, The Wooden Nickel and the Almont Resort. Walter also owns the Forest Queen building along Elk Avenue, an undeveloped lot to the north of the town called Sixth Street Station, an undeveloped lot along Cement Creek Road and the Grubstake building on Elk Ave., in which the T Bar and other shops operate. While Walter is a notoriously quiet investor and has not come forward with any plans for his acquisitions, he has continued operation of Elk Avenue Prime, The Wooden Nickel, The Princess Bar and kept many of the shops in place. Walter and his wife are also known to have a home near Mt. Crested Butte.
Local investor expands ownership A second investor, Jeff Hermanson, has also been acquiring several properties in Crested Butte. Hermanson is no stranger to restaurant ownership or Crested Butte. He opened the Slogar in its original form in 1976, purchased the Artichoke at the base area in 1979, and was a partner in Soupcon for a number of years. He then acquired and transformed Larimer Square, a charismatic commercial area filled with popular restaurants and boutique shops. He followed that with a similar feat in Denver’s Union Station, which has been refurbished and rejuvenated to an awardwinning level. Hermanson has always returned to Crested Butte regularly over the past several decades, also founding the Crested Butte Wine and Food Festival.
other updates Meanwhile, the former Lil’s Land and Sea restaurant that has sat idle for a few years is looking to be reopened by Ben Diem this winter. Diem is a partner in Bonez, and word has it the restaurant will be called Izakaya Cabin. Unfortunately, the Slogar will be closed until mid-winter or so. Montanya’s is opening in its new location (also on Elk) in mid-December and recently released a preview of a new, if paired down, menu. It’s an exciting time to observe the changes in Crested Butte, and with known and successful visionaries leading the way on commercial and restaurant endeavors, more exciting things might well be ahead.

The town sends periodic STR updates to license holders, including information on the town’s new Housing Matters program, which incentivizes owners to switch their vacation rental to a long-term rental. The goal is to encourage owners to look into Housing Matters before applying for their 2022 STR license. A successful ballot issue has increased town’s short-term rental tax by 2.5 percent from 5 to 7.5 percent, effective January 1, 2022. Proceeds from the tax increase will be earmarked to fund affordable housing initiatives.
Mt. Crested Butte
Just as it is appearing in national and even global conversations, the subject of short-term rentals (STRs) has been active throughout the Gunnison Valley recently. Several home owners associations, subdivisions and even the Crested Butte South property owners association have considered or passed new regulations. Potential buyers should be aware that there could be restrictions on rentals in this changing market and make sure you have a good realtor to help guide you through the different restrictions that are currently in place. This changes from area to area, so make sure your vision matches existing regulations before you buy—and be aware of what can change.
Crested Butte Crested Butte has placed a cap on the number of Unlimited Vacation Rental (STR) licenses at 250 within town limits, and it has also placed a moratorium on any new such licenses until July 2022 while the town considers alterations to its long-term plan. The current policy is to allow is a two year rolling license that requires two years of fees paid in advance at $1500 the initial year and $750 each year thereafter to keep the license active. The Primary Residence Vacation Rental License are not under a moratorium and may be issued to vested title property owners who reside in their property. The property owner is required to submit a primary resident affidavit. This license carries an annual fee of $200. Crested Butte requires all license holders to pass a property inspection, and in 2021 passed a new ordinance to increase regulation enforcement and improve compliance That went into effect on September 1, 2021. The town also
The town of Mt. Crested Butte voted not to enact a moratorium on STRs in August 2021, and does not have a limit on STR numbers. Mt. CB did but pass recent measures requiring all short terms rental owners to register and get a license through the town, and there is an updated process for getting approval that includes a Good Neighbor Guide, a safety inspection requirement and designating a local point of contact for the property. Make sure to ask your realtor about options such as property management services. License fees have increased to $350 for a new license and $300 for a renewal license. Additional inspections are $75 each.
Crested Butte South Crested Butte South Property Owner’s Association voted in favor of adding a new 90 day maximum limit on annual short term rentals to its covenants. This is the first regulation on STRs for the POA. The association is working out how it will enforce and regulate this limit on STR activity to foster compliance.
Other subdivisions. In the past few years Wildhorse at Prospect, Glacier Lily, The Links at Skyland and other associations have changed the rules or bylaws so Short Term Rentals are not allowed. Meridian Lake considered a new regulation to eliminate STR, but it did not pass. Rather, there are several new processes in place for owners to abide by. Changing regulations is a good reason to participate in your HOA or POA to have a voice. And keep in mind that being a responsible, conscientious short term rental property owner can reduce the impact on others and ensure future success. Before moving to Crested Butte in 1991, I graduated from Castleton State College in Vermont with a degree in Communications and Skiing. For a guy straight out of Pittsburgh, PA, the mountains in Vermont seemed big until I was lucky enough to see the Colorado Rockies on a ski trips with some friends. I knew Crested Butte was the place I wanted to live. This is where I met my wife Amy and we had our son Magnus. I have worked for Coldwell Banker since 1993. WHy did you get into real estate? I did not move to Crested Butte 30 years ago to sell real estate but I learned very quickly there were only a few jobs that allowed you to stay in Crested Butte. After graduating from the University of Delaware, and starting a career in Philadelphia, Reggie came here to ski for a week in Feb 1971 and stayed until the early 1980’s, when she relocated to the British Virgin Islands. She returned in 1989 with two young daughters. She has been licensed to sell real estate here since 1973. Reggie loves the beauty, the adventure and the community. She has been a volunteer for many organizations for decades. She is an ocean sailor, a horse rider/owner, hiker, skier and snowshoer, as well as a handbell ringer. Ryan first obtained his real estate license in 2004 and comes from a family of real estate investors and builders.
