The main aim of this project is to test out a new spatial potential of Tromsø public space. The Alfheim-Mack site is caracterized by theTERRAIN(Eastern Slope, stretches from the top of island to the seafront), the PUBLIC BUILDINGS & GREEN SPACES(Alfheim Football Stadium, Swimming Center, Art Museum and Polaria Arctic Aquarium) and the changing subarctic CLIMATE. The concept of this project is FLOW of WATER & FLOW of PEOPLE: FLOW OF WATER: The 50 years’ old combined drainage system is facing tremendous strom water challenges. The warming arctic climate brings heavry rain in winter which is not infiltrable due to the frozen soil, and also the melting snow in spring causes heavy burden to the drainage system. This project gives an adaptive strategy to this challenge, which is forming a GREEN INFRASTRUCTURE as an alternative storm water system(slowdown the runoff, increase infiltration, purification). The aim of the design of water flow is to form the space for water(flowing, influx, collection, sedimentation...). FLOW OF PEOPLE: The water front and city center are lacking of connection to the inland residential area and the Tromsømarka. Moreover, the open spaces are alomst abandoned and even not accessible. This project proposes the strategy to form a GREEN WAY for people to move through, rebuilding the connection to the seafront and city center, also create pubilc spaces for diverse activities and events. INTERACTION: Creating interactions between water and people by designing the space both for water and for people. Not only creating pleasant atmosphere by the diverse forms and sounds of water, but also let people easy to observe the changing climate by the rise and fall of the waterbody.

The 50 years’ old combined drainage system is facing tremendous strom water challenges. The warming arctic climate brings heavry rain in winter which is not infiltrable due to the frozen soil, and also the melting snow in spring causes heavy burden to the drainage system. We need more capacity and flexibility for the future water management.
