GENERAL PROCUREMENT NOTICE The Government of the Republic of Liberia has received a grant from the African Development Bank to finance the Institutional Development and Capacity Building Support to the Governance Commission. The goal of the Project is to build transparent, accountable and responsive public institutions, and inclusive and participatory governance systems that contribute to economic and social development in Liberia. The Project has two objectives: (i) Strengthen capacity of the Governance Commission; and (ii) Accelerate implementation of governance reform policies. These objectives are fully in line with the Agenda for Transformation) (AfT) that is the second medium-term growth and development strategy for 2012-17, Procurement under this project shall consist of Consultancy Services and the modes of Procurement are short listing using Quality and Cost Based Selection (QCBS), Least Cost Selection (LCS) and short listing of individual consultants.
The project includes the following components and activities: Component 1: Capacity Building of the Governance Commission Train staff at Liberian and other African institutions of higher learning and professional development centers on scientific research and report writing Strengthen communications and information dissemination Conduct public policy dialogues Prepare public policy briefs (e-Newsletters) on monthly basis Produce Annual Governance Performance Report
Component 2: Accelerating Governance Reforms
Comprehensively assess the National Anti-Corruption Strategy Review the mandates and functions of MACs and produce three (3) policy reports on addressing institutional gaps related to: (i) Governance of corporate social responsibility; (ii) Advancing Liberian entrepreneurial participation in the economy; and, (iii) Addressing the Youth Challenge Analyze the state of civil society nation-wide Produce a policy MoU between Government and Civil Society Organizations Report detailing outcomes of consultations on CSO engagement in policy matters Convene of workshops
Acquisition of the services of Consultants will follow the Bank's Rules of Procedure for the use of Consultants. Bidding documents are expected to be available in July 2013.
