The Government of Rwanda has received a grant from the Kingdom of Belgium for the implementation of Support Program to the Development of the Forestry Sector and intends to apply part of the proceeds for consultancy services. The services include the execution of a national forest inventory and the elaboration of the national forest plan. I.

Background Rwanda is a small, landlocked country in Central Eastern Africa of 26,338 km². The population of Rwanda was estimated at 10.537.522 million people in 2012 according to the National Institute of Statistics of Rwanda (NISR). The land use of Rwanda is very intensive, due to the high population density and suitability of the soils for farming, in spite of its rolling landscapes. Steeper slopes are the only significant land portions where forest plantations can be established with limited competition with farming and actually supporting farming by preventing soil erosion. The development of the forestry sector in Rwanda has to take into account a number of general constraints which are land scarcity, limited soil fertility, steep relief and small size of the forest management units.

II.

Requested Services 1. Execution of a national forest inventory The objective of the National forest inventory is to make available to the Program and the Rwandan Government quantitative and qualitative information on the wood resources measured on productive sites. This includes: planted forests of all sizes, private forests, District and government forests, tree lines along roads, agroforestry trees and savannahs/shrublands. This excludes the National Parks. The inventory will also provide information on the sustainable woody biomass productivity other wooded lands and farm trees. 2. Establishments of the new volume tables for the main tree species Volume tables exist for only five tree species in Rwanda : Acacia melanoxylon, Cupressus lusitanica, Eucalyptus spp., Grevillea robusta and Pinus patula. The country has soil conditions and climatic contrasts and the current tables do not provide a sufficiently accurate estimate of the volume of wood. Bidders must submit a detailed technical proposal on the establishment (based on new tree measurements) of new and complementary volume tables (for tree, Diameter at breast height and height entries) which should provide the accuracy required for the volume estimation at national level. 3. Establishment of a system aimed at the measurement of tree increment at national level Accurate data on the annual tree diameter increment of plantations and natural forests/savannah formations is not sufficiently available in Rwanda. Although some figures exist for trees in plantations and for ToF (Trees outside forests), more data is needed in order to better reflect the reality on the field and obtain more accurate estimations. The indicative starting date of the assignment is September 2013 with a period of execution (including closure period, payments audit and evaluation) of maximum 14 months. The Rwanda Natural Resource Authority now invites eligible consultants (private national and international consultancy firms, consortia constituted by consultancy firms with possibility of additional collaboration with University/Training Institution if desired) which are wellestablished and experienced in the relevant topics to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar


conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the Law No 12/2007 of 27/03/2007 on Public Procurement and Ministerial Order establishing regulations on public procurement and standard bidding documents (No 001/09/10 Min of 15 Jan 2008). Expressions of interest must be delivered to the address below on or before 16/07/2013 at10h00a.m local time.
