Introduction • Mandate: CCC is a Crown corporation established in 1946 for the purpose of assisting in the development of trade between Canada and other nations. • Mission: CCC supports the development of trade by helping Canadian exporters access government procurement markets of other nations through government to government (G to G) contracting. • Commitment to Our Clients: As the Government of Canada’s International Contracting Agency, CCC is committed to being a trusted partner for acquisitions from Canada on a G to G basis.

Introduction • Engagement: CCC offers its contracting services where risk, transparency and competitiveness benefit from a G to G arrangement. • Role As Prime Contractor: CCC takes the role as prime contractor and offers a Government of Canada guarantee of contract performance. • Authority: Contracts signed by CCC have the same legal effect of being signed in the name of the Government of Canada.

About CCC • 1946 – CCC created as part of Canada’s contribution to the Marshall Plan WWII to provide in-kind foreign aid to foreign governments to rebuild. • 1956 – CCC role expanded with the Defence Production Sharing Agreement which saw CCC enter into G to G contracting to facilitate defence acquisition from Canada for the US DoD. • Today CCC has two business lines that continue to support defence and security acquisitions from Canada: one specialized for the US DoD and a second for sales to other ministries of defence world-wide. • In addition, CCC has a third business line, International Commercial Business, that specializes in sales to foreign government ministries other than defence for projects across a range of Canadian capabilities. 5

CCC in Africa • CCC has been in Africa since the mid-1990’s • Currently have 4 signed MOU’s with ministries or government agencies in Gambia, Ghana, Kenya, and Uganda. • Another 5 MOUs are under discussion but have not yet been signed. • Recent focus is on economic infrastructure: power, airports and railways. • Also social infrastructure: affordable housing and hospitals. 7
