MESSAGE FROM THE GOVERNMENT OF CANADA Canada is delighted to be a part of Mining Indaba and to highlight our strong relationship with Africa’s mining sector. In fact, in 2015 companies head-quartered in Canada were among the leading investors in Africa, with exploration expenditures of about USD $260 million and about CAD $31 billion in assets, an increase of 16 percent over 2014.

Canada has long been recognized as a global mining leader. More than half of all equity raised for mining is raised on the Toronto and Toronto Venture exchanges. Beyond this, Canada’s strong reputation in mining is also built on a solid foundation of innovation, environmental stewardship, local economic development and corporate social responsibility.

Canadians recognize the need to develop mineral resources in ways that support environmental stewardship. Creating new partnerships and investing in clean technology and innovation are central to those efforts. Sustainable mining, in turn, helps to promote economic activity and reduce poverty. Indeed, Canada sees mining playing a critical role in helping to meet the United Nations’ 2030 Sustainable Development Goals.

In order to maximize economic benefits for host countries, it is important to engage meaningfully with local communities, including women, youth, and Indigenous peoples.

That is why the Government of Canada continues to work with local governments, civil society, the private sector, and community stakeholders to support strong resource governance. In addition, together with local partners, Canadian mining companies are creating opportunity and promoting economic development, meeting the highest standards of environmental protection, and respecting human rights.

WELCOME MESSAGE FROM THE CANADIAN COUNCIL ON AFRICA Dear participant, On behalf of the Canadian Council on Africa (CCAfrica), I welcome you to the Canada Pavilion at 2017 Mining Indaba. In partnership with Global Affairs Canada and Natural Resources Canada, we are excited to be leading the Official Canadian Delegation to 2017 Mining Indaba.

This event would not be possible without the support of our partners, including 48e Nord International, Canadian Association of Mining Equipment and Services for Export (CAMESE), Export Development Canada (EDC), Export QuĂŠbec, The Canadian Institute of Mining, Metallurgy and Petroleum (CIM), The Mining Association of Canada (MAC), and Prospectors and Developers Association of Canada (PDAC). Last year, the Pavilion hosted 80 delegates; this year, it will be hosting over 100. Your participation strengthens Canada’s presence at Mining Indaba and has established Canada as a key player within responsible resource development in Africa.

Establishing a Canadian business presence in Africa based on responsible resource development, is essential to driving sustainable economic growth and development in both Canada and the continent of Africa. In the last five years, Export Development Canada helped to facilitate more than $7.4 billion in business between Canadian companies and the continent of Africa. In 2011, Canadian companies had mining assets of over $31.6 billion in Africa.

Natural Resource development is one of the vital contributors of economic development. The success of the Canada Pavilion has demonstrated that businesses in Canada are key partners, committed to responsible and sustainable natural resource development in Africa. CORPORATE SUMMARY Natural Resources Canada (NRCan) seeks to enhance the sustainable development, use and the competitiveness of Canada’s natural resources sector and products. NRCan is an established leader in science and technology in the fields of energy, forests, and minerals and metals and uses our expertise in earth sciences to build and maintain an up-to-date knowledge base of our landmass.

Sustainable development is central to the mandate of NRCan and essential to the future of the natural resources sector. NRCan is charged with the federal responsibility for ensuring the sustainable development of Canada’s energy resources, minerals and metals, and forests, and for providing the geographical and geological information base that supports decisions about Canada’s land-based and offshore resources.

NRCan’s mandate includes federal responsibility for international trade in the area of natural resources and related industries. The Department is also responsible for negotiating Science and Technology agreements with foreign partners, and addressing market-access questions. NRCan works with a variety of partners – governments, industry, academia, non-government organizations and individual Canadians-to ensure that sustainable development principles are integrated not only here in Canada, but also around the world.

The Minerals and Metals Sector (MMS) of NRCan is the Government of Canada’s primary source of technological, scientific and policy expertise on our minerals and metals resources. The Sector devotes a large portion of its resources to science and technoogy, and houses three of Canada’s premier scientific research institutions (the CANMET Mining and Mineral Sciences Laboratories, the CANMet Materials Technology Laboratory, and the CANMET Canadian Explosives Research Laboratory). MMS activities contribute to the sustainable development of Canada’s mineral and metal resources. As well MMS is a leader in the generation and dissemination of knowledge on the Canadian minerals and metals industry. Another major focus of attention is the global context of the Canadian industry. The Sector interacts with a wide range of stakeholders, including industrial clients from mining to manufacturing, environmental groups, indigenous peoples, provincial and territorial agencies, other government departments and international organizations.

Global Affairs Canada works with Canadian companies operating abroad to promote recognized international corporate social responsibility (CSR) guidelines and practices in line with Canada’s CSR Strategy for the extractive sector, including the OECD Guidelines for Multinational Enterprises and the Voluntary Principles on Security and Human Rights.

Canada also supports development programming with the African Union (AU) and its member states designed to maximize the developmental impact of natural resources management while reducing the associated risks in order to alleviate poverty. For example, Global Affairs Canada provided funding to support the establishment of the African Mineral Development Centre, which will implement the AU’s African Mining Vision Action Plan across the continent. Global Affairs Canada supports other multi-country development projects through its Extractives Cooperation for Enhanced Economic Development (EXCEED) program. These Canadian investments help people build lives for themselves, their families, and contribute to the economic success of local communities.

In October 2016, Cámara Argentina de Empresarios Mineros (CAEM), the national mining association in Argentina, adopted MAC’s Towards Sustainable Mining (TSM) initiative. This is the second time, after adoption by the Finnish Mining Association, that TSM has been adopted by a mining association outside of Canada, and the first Latin American jurisdiction to do so. MAC freely shares TSM with other countries seeking tools to improve the environmental and social performance of their mining industries, including engagement with civil society and enhanced transparency and accountability. With Finland and Argentina’s adoption of TSM, the program is becoming a global standard for responsible mining practices.

MAC and its members launched TSM in 2004. Implementation of the program is mandatory for all MAC members’ Canadian operations, but many voluntarily apply it to their international sites. TSM requires mining companies to annually assess their facilities’ performance across six important areas, including tailings, community outreach, safety and health, biodiversity, crisis management, and energy use and greenhouse gas management. The results are freely available to the public and are externally-verified every three years to ensure what has been reported is accurate. To ensure TSM reflects the expectations of civil society and industry stakeholders, it was designed and continues to be shaped by an independent, multi-stakeholder advisory panel.

When adopted outside of Canada, the country can tailor its TSM performance areas so that they reflect the unique aspects of its domestic mining sector. As part of its implementation, the country must set up an advisory body to provide a valuable oversight function and to help guide the implementation process.

The TSM performance indicators were designed to enable mining companies to meet society’s needs for minerals, metals and energy products in the most socially, economically and environmentally responsible way. One of the initiative’s key strengths is that mining companies are measured where the mining activity actually takes place—at the facility level. As such, the results provide local communities with a meaningful view of how a nearby mine is faring. TSM is the only program in the world to provide this level of detail for the mining sector, and it is a strength that makes TSM easily exportable to other jurisdictions.

Today, communities around the world expect more of mining companies and the industry also expects much more of itself. Standards like TSM are one way that companies can help manage risks and avoid potential conflicts. As more mining companies seek best practices in environmental and social responsibility, we will continue to encourage the adoption of TSM as the right standard to meet their goals.

Motion Metrics is also a leader in rock fragmentation analysis. When ShovelMetrics™ missing tooth detection was first deployed, Motion Metrics saw that the overhead bucket camera could also be used to capture valuable rock fragmentation data, which mines could then use to optimize their drilling and blasting parameters. Motion Metrics went to work developing an advanced algorithm to automatically calculate particle size distribution. In 2014, Motion Metrics unveiled PortaMetrics™, a game-changing solution solely for fragmentation analysis.
