Message from the Honourable Christian Paradis Dear Visitor, This year, Canada became the lead donor for the African Minerals Development Centre because we share the African Union’s objective of improving the lives of people across the African continent. As Minister of International Development, I am proud that Canada is making this contribution at a time when the mining sector has become a major driver of economic growth in many African countries. Like many participants in the Mining Indaba conference, we recognize that improving the governance of this sector is directly linked to improving development and reducing poverty in Africa. We are working with African countries to build the stable and predictable economic environment needed to attract investment and stimulate sustainable, long-term growth. We are also helping them build a dynamic economy, so that they can offer the support and services their citizens need. Canadian mining companies can play an important role in the African economy as they have a lot to offer in terms of expertise, resources, talent, energy, and innovation. To help them carry out that role responsibly, we need to help African countries develop sound regulatory frameworks, policies, and tools. It is with great enthusiasm that I welcome you to the Canada Pavilion. Together, we can ensure that Canada remains a leader in responsible resource development. Message from the Chair of the Board of Directors, Canadian Council on Africa Dear Participant, For a second consecutive year, the Canadian Council on Africa is proud to be associated with the Government of Canada in leading the official Canadian delegation to Investing in African Mining Indaba 2014, the world’s largest gathering of the mining industry. CCAfrica is the only pan-Canadian organization dedicated to the economic development of Africa, with over 150 members active in every sector of the economy. CCAfrica organizes trade missions to Africa and seminars on business-related African opportunities, and has recently partnered with the publishing The Rising Africa, a bilingual, resource-rich and up-to-date pan-Canadian quarterly publication on Africa. Last year attendance at Mining Indaba was at an all-time high, with more than 7,800 professionals from 107 countries, 1,800 companies represented and more than 45 African and non-African government delegations in attendance. However, I am convinced that this year will prove to be as important to the industry as any previous edition of the event. I would like to thank our partners and sponsors for their commitment to the Canada Pavilion, especially the Government of Canada, the Government of Quebec, Export Development Canada, the Canadian Institute of Mining, Prospectors & Developers Association of Canada (PDAC), the Mining Association of Canada, its sponsors and participant who purchas. Thanks to their support, Canada’s presence in the mining industry is both reinforced and growing. You will find that this year, the Canada Pavilion is once again a key anchor and a primary actor in the event. Since 2000, the Pavilion enables business meetings and facilitates engagement with visiting delegates, but first and foremost is regarded as one of the most important booths of the exhibit. The Canada Pavilion at Mining Indaba Minerals and metals have played a significant role in the economic and social development of Canadian communities for more than 150 years. Canada has long been at the forefront of mining science and policy and, as a global partner, contributes to the development of mining in Africa. Over the years, Canada has developed a unique long-term relationship with African governments on mineral resource issues. The Mining Indaba conference provides an opportunity for the Canadian delegation to learn about the experiences of Canadian companies active in Africa and to showcase Canadian expertise on a world stage. Our Canada Pavilion on the floor of the trade show serves as the anchor for representatives from Natural Resources Canada, the Department of Foreign Affairs, Trade and Development, and Export Development Canada. It provides a platform to engage with other governments, companies doing business in the resource sector and other stakeholders, and to provide information on Canadian mining policies and Canadian capabilities.

Canadian Institute of Mining Canadian mining communities hold valuable lessons for Africa Whether it is in rail, energy, IT or deepwater ports, Africa is in need of an enormous infrastructure investment—estimated at over $30 billion a year. The mining sector offers the best opportunity to accomplish rapid growth; mining projects are hotbeds of new infrastructure. But the only way that prosperity can be sustained in the long run is by building bona fide mining communities.

Africa increases its chance of developing successful mining communities by looking at what has been accomplished in Canada. This country has a robust network of mining professionals who can help each other overcome challenges at home and abroad. For example, Sudbury, Quebec’s North Shore, Abitibi-Témiscamingue and Saskatchewan are just a few of the places where Canadian communities are thriving from the benefits that mining brings. In these regions the industry has created vital networks of suppliers and mining companies, which offer jobs to people, money that flows into local businesses, and higher standards for education. The infrastructure developed in Canada has been carefully planned to benefit not just one mining project, one time, but to be sustained for generations of mine workers. If prospective mining districts in Africa want these same kinds of benefits, it will be crucial for leaders to take a longer-term view, and this can be best accomplished by joining an association like CIM for support. We also have close ties to AUSIMM and SAIMM, and there is no shortage of resources between the three organizations. CIM is particularly well-situated to serve French-speaking Africa, where a number of projects are in the pipeline. Why is a network like CIM important? When CIM members need help solving problems, for example, they can look to their peers in our various technical societies and to the papers that have been written and archived in our technical paper library. Members receive CIM Magazine and CIM Journal, which are chock-full of crucial ideas and resources. But getting involved is the only way to truly experience the benefits of an institute like CIM. We sponsor a number of events in Africa, so there is a good chance that you will be able to find one in your region. Still, no one organization can do it all. That is why we also work closely with Canada’s trade commissioners, as well as supplier organizations like CAMESE, and across other sectors, working with organizations like CCAfrica, which are all tremendous resources. Many Canadian universities offer mining engineering and natural resource development programs, and CIM offers a number of scholarships and bursaries to help with higher education. Done correctly, mining in Africa offers a fantastic opportunity to develop an infrastructure base on which other sectors can stand and economies can be built. By taking part in CIM and learning from the challenges and successes we have had in building Canadian mining communities, Africa increases its chances of success.

We are Canada’s export credit agency. Our job is to support and develop Canada’s export trade by helping Canadian companies respond to international business opportunities. We also support Canadian direct investment abroad and investment into Canada. We are committed to the principles of corporate social responsibility (CSR). Our rigorous due diligence requirements ensure that all projects and transactions we support are financially, environmentally and socially responsible. We believe that good business — adopting and embracing these principles while we facilitate trade for Canadian investors and exporters — is good for business. Since we were founded in 1944, we have facilitated more than $1,041 billion in exports and foreign investment by Canadian companies. This is important because Canada’s economy relies on trade; one in three jobs depends on exports. Given our small domestic market, Canadian businesses have to think globally to compete and grow. In 2012 we helped more than 7,400 Canadian companies do business in 187 countries. The majority of these companies were small business, and more than 30 per cent of this business was conducted in fast-growing emerging markets. Using our financial products and services, our customers’ export sales and investments totalled $87.4 billion. We estimate that this helped generate $52.7 billion of Canada’s GDP, contributed more than 4 cents for every dollar earned and helped sustain 573,773 jobs. When we work on a transaction, we prefer to do it in explicit partnership with the private sector. We let the private sector player set the terms and we add capacity and share the risk. This encourages the private sector to move into new areas, leaving us to move to new frontiers to create new trade for Canada.

Mining Association of Canada Towards Sustainable Mining moves beyond Canadian borders Mining companies in Canada were the first in the world to develop an externally-verified performance system for sustainable mining practices with the introduction of the Towards Sustainable Mining (TSM) initiative in 2004. Now, ten years later, the program’s success and the benefits it brings to both mining companies and communities have helped move TSM from being Canadian-only to an increasingly global corporate responsibility standard.

Participation in TSM is mandatory for all MAC members for their Canadian operations, but some companies have also proactively applied the initiative to their operations overseas. For example, in Africa, IAMGOLD implemented TSM in 2010 and has been consistently reporting progress at its Essakane gold mine in Burkina Faso since 2011. In other parts of the world, First Quantum applies TSM at their operations in Turkey, Finland and Spain, while HudBay Minerals has committed to implement TSM at their mine in Peru when it becomes operational. Over the years, TSM has been recognized with awards and accolades for its success in pushing for continuous progress in the mining sector. This recognition, coupled with the positive results TSM is generating in Canada and beyond, is contributing to international interest in the program. In 2012, MAC representatives met with Finnish mining companies at the invitation of Agnico Eagle Mines and with the support of Inmet Mining (now First Quantum Minerals). In 2013, MAC was also invited by the Canadian-Turkish Business Council to discuss TSM at the Eurasia – MENA Mining Summit. The TSM performance indicators were designed to enable mining companies to meet society’s needs for minerals, metals and energy products in the most socially, economically and environmentally responsible way. One of the initiative’s key strengths is that mining companies are measured where the mining activity actually takes place—at the facility level. As such, the results provide local communities with a meaningful view of how a nearby mine is faring. TSM is the only program in the world to provide this level of detail for the mining sector, and it is a strength that makes TSM easily exportable to other jurisdictions. The way TSM works is as follows. Mining operations annually self-assess their performance against each of the TSM program’s 23 indicators under the six protocols: Aboriginal and community outreach, biodiversity conservation management, crisis management planning, energy use and greenhouse gas emissions management, safety and health, and tailings management. For each indicator, they assign a letter grade that reflects their performance ranging from Level C to Level AAA. These grades are made public in MAC’s annual TSM Progress Reports for each facility. Level A equates to good practice while AA and AAA are excellence and leadership. No matter where mining companies operate, the areas that TSM covers and measures are industrywide priorities. Through TSM, mining operations can more effectively engage with people in surrounding communities, as well as ensure they are well-informed of relevant issues. TSM also helps to ensure the safest possible working environment for employees and contractors at the mine site. Today, communities around the world expect more of mining companies and the industry also expects much more of itself. Corporate responsibility standards, like TSM, are one way that companies can help manage risks and avoid potential conflicts. As more mining companies seek best practices in environmental and social responsibility, we will continue to encourage the adoption of TSM as the right standard to meet their goals.

The Prospectors & Developers Association of Canada (PDAC) represents the interests of the Canadian mineral exploration and development industry. The association was established in 1932 in response to a proposed government regulation that threatened the livelihood of Ontario prospectors. A timeline of the association’s history is available here, along with a written history that can be found here. Today, 81 years after its founding, the association is a national organization with 9,000 individual members (including prospectors, developers, geoscientists, consultants, mining executives, and students, as well as those involved in the drilling, financial, investment, legal and other support fields) and 1,254 corporate members (including senior, mid-size and junior mining companies and organizations providing services to the mineral industry). The work of the association is guided by the following mission statement: The PDAC exists to promote a responsible, vibrant and sustainable Canadian mineral exploration and development sector. The PDAC encourages leading practices in technical, environmental, safety and social performance in Canada and internationally.

The association’s activities and the services it provides fall generally into three categories: advocacy, information, and networking. The association is best known for its annual convention, trade show, and investors exchange. In 2012, this event attracted 30,369 attendees from 125 countries. The work of the association is carried out by a 48-member board of directors, 19 active committees; and a permanent staff. In 2012, the board of directors approved a five-year strategic plan for the association. This blueprint identified three priority areas on which the association will be focusing much of its resources and efforts: access to land, Aboriginal affairs and access to capital. Considerable effort and resources will also be allocated to corporate social responsibility (CSR), human resources, student initiatives, communications and public affairs, as well as heightening our ability to host the world-renowned PDAC Convention. Members are kept up-to-date on PDAC activities and industry matters through PDAC In Brief (recently renamed Core), published three times a year; PDAC e-News, a monthly emailed newsletter; PDAC’s Annual Report, an annual summary of the work of the association; and other occasional publications.
