The National Alliance of Preservation Commissions (NAPC) is pleased to present our fourth national biennial conference dedicated to the issues and concerns of local preservation commissions. This year, the conference will be held July 15-18 in Indianapolis, Indiana. A city rich in arts, culture, heritage, and time-honored tradition, Indianapolis has gone through a dramatic revitalization in recent years. Called the “Crossroads of America,” Indianapolis is home to such attractions as Monument Circle, historic Fountain Square, the Madame Walker Theatre Center, the lively Wholesale District, and, of course, the National Historic Landmark Indianapolis Motor Speedway—plus much, much more. Our first three forums—Denver in 1998, Pittsburgh in 2000, and San Antonio in 2002—drew more than 1,200 local commissioners, staff, and state Certified Local Government Coordinators from around the country. Forum 2004 will build on the success of these three conferences: there will be training courses dedicated to new commissioners and commission chairs, and a balanced program that includes both sessions with nationally recognized speakers and roundtable discussions led by knowledgeable commissioners and staff doing preservation work just like you. Responding to suggestions from past Forum participants, we have also planned an expanded number of tours, mobile workshops, and breakout sessions. The NAPC is dedicated to building strong preservation programs through education, training, and advocacy and Forum is where it all comes together. So join us in Indianapolis as we continue the Forum tradition of strong content, camaraderie, and celebration! I look forward to seeing you in Indianapolis!

Special Pre-Conference Tour! West Baden Springs National Historic Landmark Visit the picturesque Southern Indiana towns of West Baden Springs and French Lick, whose spa resort hotels and mineral springs were once playgrounds for the rich and famous. The highlight of the tour will be a must-see visit to the West Baden Springs hotel, a 1902 former resort hotel and architectural wonder, with its famed domed atrium — 200 feet in diameter and 100 feet in height — the world’s largest until construction of modern sports arenas in the 1960s. Tour the partially-restored building and the replanted grounds and hear the incredible, and still continuing, effort to ensure its future preservation. Preserving Ethnic and Cultural Heritage
A great introduction to Indianapolis! This tour will feature many of the city's most significant historic buildings, monuments and attractions, including downtown Indianapolis, the Old North Side, Fountain Square, North Meridian Street, Lockerbie Square, and a visit to the world-famous Indianapolis Motor Speedway, a National Historic Landmark, and other sites, past and present, that capture the "Crossroads of America" city.
This mobile workshop will focus on the identification and preservation of ethnic and cultural heritage sites—using as our classroom the remarkable collection of buildings associated with Indianapolis African-American heritage, including Historic Ransom Place, Black Broadway, and the Flanner House Homes, and a visit to the Madame Walker Theatre Center. Cultural Tourism: Indianapolis' Cultural Districts
Walking Tour from 1 pm - 2:30 pm
Explore the city's five pilot cultural districts of Broad Ripple, historic Fountain Square, Historic Central Canal District, Mass Avenue Arts and Theater District, and historic Wholesale District. Learn about Indianapolis Mayor Bart Peterson's exciting new initiative combining the arts, public amenities and heritage tourism. Downtown Indianapolis Walking Tour This walking tour of downtown Indianapolis features the revived Wholesale District, with its restored historic warehouses and hotels, the City Centre Mall which incorporates many historic buildings and facades, and the area around Monument Circle, the physical and symbolic heart of Indianapolis. Led by the Historic Landmarks Foundation of Indiana and the Indianapolis Historic Preservation Commission.

Experience that Hoosier hospitality first-hand—and a night not soon forgotten—at the opening night reception in Union Station’s palatial Grand Hall. Indianapolis' preservation commission has reviewed hundreds of infill construction projects during its 30-year existence. Join the commission's administrator and a local architect on a tour of new construction projects in the city’s historic districts. This mobile workshop will explore such themes as style (contemporary vs. traditional), challenges (new materials, ADA, additions, garages, etc.), interpreting design guidelines, and avoiding "surprises" during construction.
